Solicitation FA488719RA003 BMGR Operations and Maintenance Questions and Answers 1 Aug 19 Questions:
1. Base year and option 1 item 11 is for R3 pricing. Item 11 in all other years is Termination Fee.
Is it the intent of the Government to remove the R3 requirement after the 1st option year?
Answer:
- Item 11 for the options years should not have been listed as a Termination Fee. The Government’s intent is to…No this is not the government’s intent. This will be corrected with the release of RFP Amendment 1.
2. Regarding Option 1 Item 11, R3 Pricing, and this Line Item shows FFP. The PWS describes this work in a fashion that would normally fall under IDIQ format. CLIN 11 is an R3 CLIN. The prices will vary by material and tonnage.
Is it the Government’s intent to provide a plug number for this CLIN?
Answer:
- A bid schedule has been provided to show FFP for munitions removed from the range.
3. Regarding PWS 20.15.1 “The contractor’s performance will be evaluated on a periodic basis to determine satisfactory performance and amount earned, under the R3 contract. Contractor work will be based on the bid schedule as described in the SOW and each delivery order.
Can the Government provide the bid schedule for range residue recycling referenced in paragraph 20.15.1?
Answer:
- A bid schedule will be provided with the release of Amendment 1.
4. Regarding PWS 3.2.1.1 Common Access Cards.
a. Are CAC Cards issued at Gila Bend? If not, where?
b. If CAC Cards are not issued at Gila Bend, is the contractor responsible for the labor hours required to get this done or will it be reimbursable?
Answer:
- No, Common Access Cards are issued at Luke Air Force Base, not Gila Bend AFAF.
- Yes, the contractor is responsible for the labor hours, and it is not reimbursable by the government.
- Section I, Para. 1. The contractor shall provide all personnel, vehicles, equipment, tools, materials, supervision, licenses, and all items and services required to perform operation and maintenance of Gila Bend Air Force Auxiliary Field (GBAFAF) and the Barry M. Goldwater Range (BMGR) East as defined in this PWS.
- Section IV, Para. 2.5.1. The contractor shall obtain Common Access Cards (CAC) and or Defense Biometric Identification System (DBIDS) cards for all employees and subcontractors requiring entry onto GBAFAF.
5. Regarding PWS 5.3.1 Airfield Personnel/Qualifications.
Are the two AMSLs required to be on duty during all airfield operating hours or only during the dayshift?
Answer:
- Our intent is to have two personnel: an AMSL and an AFM on duty during daytime airfield operating hours, with one AMSL on duty during all additional airfield operating hours. We are currently pursuing a waiver to have one AMSL on duty verses two.
a. Is a certified weather observer required during all airfield operating hours or only on the dayshift?
Answer:
- Yes, a certified weather observer shall be on duty on site during all flying hours. The contract has been modified / updated to state a certified weather observer will be on duty during flying operations.
b. Are two Transient Alert (AC Mech II/Aircraft Worker) required to be on duty during all airfield operating hours? Or, only during posted range flying hours?
Answer:
-Two qualified Transient Alert personnel shall be on duty on site during all airfield operating hours.
c. Are there any operating times that only one Transient Alert (AC Mech II/Aircraft Worker) is required?
Answer:
-No
d. IAW AFI 13-204 V3 the AFM is not allowed to fill in for the AMSL during vacations, sick leaves etc… Has this requirement been waived at this location?
Answer:
- AFI 13-204 V3 does not apply to contract operated Airfields.
Thank you for bringing this to our attention. We are currently pursuing a waiver.
b. Can locally trained personnel be utilized to backfill Certified AMSLs during vacation, sick etc.??
Answer:
-No
c. Can locally trained personnel be utilized to backfill Certified Weather Observers during vacation sick etc.?
Answer:
-No
6. Regarding PWS 15.4.1 Range Safety. The PWS states: “At no time shall the contractor enter a target area unless it has been cleared by EOD personnel.”
a. Will EOD clear all target areas for the contractor to perform a range survey for the pre maintenance conference?
Answer:
- No, PWS has been modified to state anytime maintenance is going to be performed in a target area, the area must be cleared by EOD
b. Does this also include strafe pit maintenance?
Answer:
-No
7. PWS 15.5 Range Target Clean Up. The PWS states, “In addition, at the request of the COR the contractor shall pick up debris within the confines of the BMGR East.”
How often are debris found outside of the areas that maintenance is being performed?
Answer:
- Normally during each ranges respective clearance, other than that no more than twice a year. This has been added to the workload.
8. PWS 15.6.2 Maintenance Standards-Numbered Ranges. This section states, “Maintain 27 pop up targets with no more than 3 out of services at one time.” Yet paragraph 15.6.7.5 states no more than 4 out of service at one time.
Please clarify which standard to follow.
Answer:
- Paragraph 15.6.7.5 is correct. 15.6.2 has been modified to match.
9. PWS 15.7.2.1 Mobile Target Systems. This section states, “Contractor shall relocate trailered target sets to locations provided by the COR periodically not to exceed 48 component moves.” Questions:
a. What are the distances traveled between the target locations?
Answer:
- One way distances will not exceed 75 miles.
b. What is the break down and set up times for the targets to be moved?
Answer:
-Times will be determined by the skill level of the people you employ.
c. Do the targets require special vehicles for transport due to target weight or size?
Answer:
-Targets are normally transported by low boy trailer and a semi
Will these targets require being transported on public roads? If so, how often and will permits be required?
Answer:
-Public roads-Yes, Frequency up to 48 times annually, Permits – Up to 48 times annually
d. How much fuel will the target sets require and how often?
Answer:
- No more than 500 gallons each year. Most target sets are solar powered.
e. What are the estimated maintenance hours and estimated parts cost per year? Please provide additional information on the mobile target sets so that an accurate maintenance estimate can be made.
Answer:
-The offeror shall use his expertise as a contractor to determine hours and costs
f. Will after hours maintenance of these targets be required?
Answer:
- Yes, but rare. 15.2. Maintenance Scheduling and Personnel. Range Maintenance contractor services shall be provided on a 24 -hour, 7 - days a week basis.
10. PWS Paragraph 7.1 Specific Tasks for Fire and Emergency Services states that the contractor shall provide Extinguisher Maintenance and Education, for any attached or related properties on GBAFAF, BMGR East and Childs Mountain.
Will the government provide the associated training materials and equipment (i.e. liquid fuel, natural gas or electronic portable fire extinguisher training prop) necessary to educate the personnel located on GBAFAF, BMGR East and Childs Mountain on fire extinguishers?
Answer:
- No, Section I. Description of Services, 1. Scope of Work. The contractor shall provide all personnel, vehicles, equipment, tools, materials, supervision, licenses, and all items and services required to perform operation and maintenance of Gila Bend Air Force Auxiliary Field (GBAFAF) and the Barry M. Goldwater Range (BMGR) East as defined in this PWS
11. PWS Paragraph 7.4.1 Chief (IFC Installation Fire). This section states that the IFC or his representative shall request approval to attend the DOD Fire and Emergency Services conferences, Air Force and Command sponsored/directed conferences/seminars pertaining to fire and emergency services, conference fee, airline and per diem costs will be paid by the government through “call out”. This is a change from the previous PWS in that the IFC shall request permission to attend conferences/seminars.
a. Is there a list of approved conferences/seminars that the government will stipulate to allowing the IFC to attend?
b. If so, what are they?
Answer:
No, there is no established list of approved conferences / seminars. However the contract will be modified / updated to have the IFC provide an annual list of requested conferences / seminars to attend that provide a venue for Air Force Senior Fire Officers to exchange information, attend training events, and evaluate new technology
12. PWS Paragraph 7.5. Emergency Medical Services. The contractor shall maintain a minimum of one (per shift) National Level certified Emergency Medical Technician-Basics (EMT-B) to support installation response and patient stabilization during medical emergencies. The PWS does not indicate that contract firefighters operating at Gila Bend will be required to travel outside of the state of Arizona to perform duties.
Can contract firefighters trained/certified be certified to the State EMT standards instead of to National levels?
Answer:
- Yes, the contract firefighters certified to the state EMT standard / level will be accepted.
- The contract will be modified / to state “State or Nationally Certified”
13. PWS Paragraph 7.26. Structural Personal Protective Equipment. The IFC shall establish a PPE Program for structural and proximity equipment with core guidance from AFI 32-2001, 29 CFR 1910.132, General Industry Regulations and NFPA Standard 1851 TIG, Standard of Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting.
Proximity gear is expensive and must be fitted to the individual firefighter, and typically cannot be reallocated to a replacement employee in the event of a vacancy.
a. Does this mean that the government is going to require 2 full sets of structural, and/or Proximity firefighting gear (helmet, turnout coat/pants, Nomex hood, boots, gloves, etc…) per firefighter?
If so, is the intent also to require the inspection, maintenance and repair of the gear annually?
Answer:
Yes, the government will expect the IFC’s PPE Program to include two complete PPE ensembles for each firefighter, with an inspection, maintenance and repair program.
14. Regarding PWS 16.3.1.2 The contractor shall monitor HE Hills on NTAC and STAC any time live drops are scheduled anywhere on the BMGR.
a. Are these locations required to be monitored simultaneously?
Answer:
-Yes
b. Can locally trained non-degreed biologists be used as backfill during vacations, sick time etc., for any of the biologist positions?
- No
15. PWS Paragraph 17.9.1.2. states that the ECC staff shall consist of a Lead dispatcher and three regular dispatchers. The Lead dispatcher shall be assigned to day shift and a regular dispatcher shall be assigned to swing and midnight shifts. The fourth regular daily dispatcher shall be assigned flex hours of 09:30 to 17:30 or 10:30 to 18:30, Mondays – Fridays, depending on work load/base operations. This person shall not be used as a back fill for days, swings, or mid- shifts.
a. Is the ECC only going to be manned during the week and shut down on the weekend?
b. Or, is the ECC a 24 hour per day 7 day a week requirement?
Answer:
A: No B: The ECC is a 24/7 operation. Paragraph 17.9 The contractor shall provide uninterrupted receipt and processing of emergency and non-emergency calls for assistance received on 9-1-1, primary /secondary crash phones, 10-digit phone lines, radios and alarm systems to ensure accurate dispatch of emergency and non-emergency personnel and equipment/resources to mitigate any situation. Provide the required follow-on communications related to the situation and meet public law, national consensus standards and Air Force Instructions.
However, the contract will be modified / updated to add “ECC shall be operated 24/7”
c. If the ECC is open on Holidays and non-fly weekends, will the flex-dispatcher (4th daily position) be required to work during fly weekends?
Answer:
- The word “Flex” in paragraph 17.9.1.2. is only used to reference the hours of the position (0930-to 1730 or 1030-1830, Monday – Friday), not for the movement of the operator.
- No, the person working the flex hours of 0930-to 1730 or 1030-1830, will be only be required to work Monday – Friday.
d. If the ECC is open on the non-fly weekends, will the flex-dispatcher be required to work as well?
e. Will the Flex Dispatcher be required to work holidays?
Answer:
- No, the person working the flex hours of 0930-to 1730 or 1030-1830, Monday – Friday will not be required to work fly/non-fly weekend, or holidays (unless requested).
- The contract shall be modified to state that the person working the flex hours of 0930-to 1730 or 1030-1830, Monday – Friday will not be required to work fly/non-fly weekend, or holidays (unless requested).
16. PWS 6.4 Water System Operations. This section states that the contractor shall exercise valves semiannually and that they should be maintained in an operational state and replaced as needed. In the same paragraph it also says that the contractor shall test buried valves every two years to insure positive shutoff, maintain a log and replace defective valves.
Can the government provide a workload estimate for buried and non-buried valves replaced per year or life of the contract?
Answer:
- No more than 4 annually.
17. PWS 6.6 Water Wells. This section states the contractor shall remove and repair each water well from the casing no less than every 5th year. The contractor shall also remove and repair water wells if they become inoperable and if production falls by 15% or more. When repairing water wells the contractor shall disassemble and inspect all parts. All worn or broken parts to include pump, column, shaft, bearings and tube shall be repaired or replaced by the contractor at his expense and the well placed in new like condition and reinstalled.
Water well repairs can be very expensive and highly unpredictable, is there a cap to the cost of repairs that the contractor is liable for in regards to the water wells?
Answer:
- No more than $150,000 over the life of the contract for 2 wells on base and one well on Range 1
18. PWS 6.7 Drinking Water. This section states: The contractor shall maintain 132 point of use Reverse Osmosis Systems at their current locations IAW manufacturer’s recommendations.
a. Can the government provide data on the age of the existing units?
Answer:
- They range in age from 1 to 10 years
b. Having maintained these types of units in Yuma AZ., we know these units often fail due to extreme heat, and that filters and membranes often require replacement at a greatly accelerated rate compared. Can the government please provide workload estimates for filter changes per year that exceed the OEM levels?
Answer:
- No more than 160 RO membranes and no more than 600 Pre-filters total on an annual basis.
c. As there is no way to accurately estimate the upkeep of items being utilized beyond the intent of the manufacturer, will the government reimburse the contractor for maintenance beyond manufacturer requirements?
Answer:
- Yes
19. PWS 6.10.1. Operation of Airfield Lighting. This section states: The contractor shall operate, maintain, repair and replace components of airfield lighting to include: inboard, outboard, threshold bar, distance markers, barrier markers, IR lights, airfield obstruction lights, taxi, turn around, elevated lighting fixtures, on/off step controls operated by the airfield control tower, Precision Approach Path Indicator (PAPI) fixtures, airfield beacon, tower, lighting fixtures, bailout lighting fixtures and horns IAW UFC 3-535-01 and AFI 32-1044. Contractor will ensure prompt notification to the RMO or Gila Bend Airfield Manager of any operational issues affecting any airfield lighting component or lighting system on Gila Bend AFAF.
Is the cost of replacing the airfield lighting regulators part of the FFP?
Answer:
- No
Can the Government provide average usage data for replacing the airfield lighting system components that are part of the FFP?
Answer:
- The contractor shall be responsible for replacing components of the airfield lighting system to include in-line (IL) transformers, wiring and light assemblies, including the can. In the event of a primary regulator failure the government will cover component costs and the contractor shall provide the labor.
20. PWS Section 6.10.8 Fire detection, monitoring, security cameras and alarm systems states the contractor shall maintain, repair, and replace components of automatic fire detection, security cameras, monitoring cameras, tone/strobe notification system and security alarm systems on the GBAFAF and the BMGR East. Is the contractor responsible for replacing these systems completely when the systems are obsolete, and no component parts are available as part of the FFP.
Answer:
- No, in the event this happens the government will replace the entire system.
21. Par 9.10.1. The contractor shall provide maintenance on all vehicles assigned other than Depot level maintenance at no additional expense to the government. For Caterpillar equipment the contractor shall provide base level, intermediate maintenance and major assembly repairs listed in Section V. All tire repair, replacement and mounting shall be at the contractor’s expense.
a. Question: Can the government provide the type/size of all tires required for government provided vehicles?
Answer:
- No, The offeror shall utilize his experience based on vehicle information provided to make this determination.
b. Question: Can the government provide workload estimates for the number of tire repairs annually for government fleet tires?
Answer:
- The offeror shall to use his experience in working on a bombing range to figure this out.
c. Question: Can the government provide workload estimates for the number of tire replacements per year for Government fleet tires?
Answer:
- See answer to question a & b above
22. Regarding PWS 9.10.7.1. The contractor shall replace the tow vehicle for the moving target up to four times per year on the weekend after it breaks and add fuel to the vehicle as required to enable it to travel at least 400 miles on the track every month. The contractor shall repair the tow vehicle up to 12 times per year to keep it in operating condition.
Is the repair of the moving target vehicle only for the mechanical portion of the vehicle, or does this also include the remote driving portion as well?
Answer:
-No
23. 9.10.13. The contractor shall be responsible for repair costs up to the one-time cost repair limit established in T.O. 36-1-191 and as reflected in PCN 23. When the repair estimates exceed the one-time repair limit, the contractor shall submit a detailed breakdown of the parts and labor required for repair to the COR for submission to the RMOD for approval. The RMOD may direct a “tear down and quote” to establish accurate repair cost. The Government will reimburse the contractor for all negotiated repair costs that exceeds the one-time limit.
For vehicles that have extremely high one-time cost repairs such as fire trucks will the government have a cap for the cost of repairs, or will the contractor be responsible for the entire repair cost?
Answer:
- The T.O. applies, therefore, the contractor shall be responsible for the entire repair cost up to the one time repair limit.
24. Section L, Paragraphs 2.2.1.1 and 2.2.6 state hard copies and binding, but Table 2.2 only specifies electronic copies.
Please clarify how many hard copies need to be submitted.
Answer:
- Zero hard copies need to be submitted.
25. Section L Paragraph 5.2, Relevant Contracts states “recent contracts are those that are ongoing or completed within three years of the date of issuance of this solicitation.” Section M, d. Past Performance Factor (2)(i) states, “To be recent, the effort must be ongoing or must have been performed during the past 5 years from the date of issuance of this solicitation.
Please confirm regency period for past performance is 3 years.
Answer:
- Yes it is 3 years
26. Will all the questions from the pre-bid/pre-proposal conference and answers be released after the site visit?
Answer:
- No questions were generated from the pre-bid conference, however the slide show will be released with Amendment 1.
27. Section L Paragraph 5.1 states, “This information [past performance] us required on the offeror and all subcontractors, teaming partners, and/or joint venture partners who are proposed to perform 20% percent or more of the proposed effort based on the total proposed price or perform aspects of the effort the offeror considers critical to overall successful performance.
a. Please confirm it is the Government’s intent that subcontractor past performance will only be evaluated if the subcontractor is proposed to perform 20% of total cost of contract.
Answer:
A- Yes
28. Is it the Government’s intent that past performance relevancy evaluation will only be evaluated for that portion which the prime or subcontractor will be performing under the contract?
Answer:
– We will match your past performance to the tasks required in this contract to determine your potential to perform satisfactory.
a. Please confirm that subcontractor past performance will only be evaluated as it pertains to work the subcontractor is proposed to perform in the instant acquisition?
Answer:
- All past performance is relevant in evaluating your potential to perform the tasks in the solicitation successfully. The government will determine, based on your submittal, if you will be able to perform each CLIN. Additionally, you can expect the government to evaluate each company’s history that will be working on the installation.
29. Will the lease of GSA vehicles be permitted under this contract?
Answer:
- Yes
30. The chart provided in Section L, paragraph 2.2, shows that the Contracts Documentation Volume (Vol 5) page limit is 20 pages. The instructions in Section L, paragraph 7.1, state we are to provide Sections A – K, which exceed the 20 page limit, and there are several other documents required for this volume.
Please advise if the page limit for the Contracts Volume will be increased or changed to no limit.
Answer: There is no page limit for Contract Documentation ITO Para. 7.0. Table 2-2 has been updated in Section L and will be attached to Amendment 2 on or about 5 August 19.
31. There are no firm submission requirements in Section L. Table 2.2 shows that cd or dvd submissions are required however, paragraph 2.2.6 provides instructions tor binding a hard copy submission.
Please clarify submission instructions to include date, time, address, point of contact, and the number of hard and soft copies required.
Answer:
- Hard copies are not required. Please submit proposal on DVD or CD.
32. Paragraph 6.1.2 states, “under no circumstances shall this data and documentation be included elsewhere in the proposal.” Section B contains pricing data and is a component of volume 7 (para 7.1.2).
Please clarify.
Answer:
· All pricing data will be contained in the section of the proposal designated as the Price Volume. Volume 4.
33. Regarding CLINs 9-11. 9 and 10 are identified as cost reimbursable yet there is no plug number.
Is it the Government’s intent to provide a plug number or this cost reimbursable CLIN?
Answer:
- Cost reimbursable. The contractor will be able to use the fuel pumps on base after establishing an account directly with DLA. Fuel receipts will be required for reimbursement.
34. As LPTA is the basis of award, please explain how Past Performance Relevancy will be utilized in source selection given Table 2 – Past Performance Evaluation Ratings, Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance.
In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable?”
Answer:
· Past performance is neither unacceptable or acceptable; it is a neutral rating and will not preclude you from not being considered for award.
35. In light of FAR requirement FAR 15.305(a)(2)(iv) relative unknown past performance, please provide clarification regarding Governments evaluation of M002.c subfactor 3 measure of merit as the contractor is not required to submit the contractors QCP until 30 days prior to contract start.
Answer: The contractor is still required to show that they have the ability to understand the requirements and content of the QCP and provide one within that 30 days.
36. CLIN 0007 is for Environmental Engineering and Biological Services. CLIN 0013 is for Biological Services.
Under which CLIN should Biological Services belong?
Answer:
- CLIN 0013
37. Is caliche dirt used on any of the range roads?
Answer: Not at this time, however, the offeror shall use his experience as a contractor to meet the terms of the contract in regard to materials utilized.
In order to perform range road work, large amounts of water are required both for compaction as well as to meet Maricopa and Pima County air quality permits.
b. Are water sources available on the ranges?
Answer –Yes, Locations of available water are located at the water well on the road leading to Range 1, NTAC and STAC. All other water sources owned by the Air Force are on GBAFAF.
c. If so, how close are they to the respective tactical and manned ranges?
Answer: The water well on range one is approximately 15 miles from NTAC and STAC. The water wells on base are approximately 20 miles from ETAC
38. Can the government provide information on the types and number of Air Conditioning filters required per year?
Answer:
No, contractor experience shall be used referencing information provided in the PWS IRT facilities.
39. Are the water/wastewater treatment chemicals provided by the government?
No, per the PWS the offeror is responsible for all materials, supplies, POL’s and parts for this contract unless specifically identified as government provided.
40. Is the contractor responsible to pay for all water samples?
Yes

42. Conference Slides Slide 38 Slide 38 indicates proposal are due at 1300 MST; however, the RFP states 1400 MST. What time on Aug 9 are proposal due?
Answer: 9 Aug at 1400. The slides were for informational purposes only.
42. Conference Slides Slide 38 Slide 38 says to use the PWS dated 1 Oct 2019 ; however, the PWS posted to the solicitation is dated 1 Oct 2020. Would the Government please post the PWS dated 1 Oct 2019?
Answer: The PWS posted is the correct one. The date will be changed to avoid confusion.
43. RFP AMD 001 The Government has posted change summary sheets for AMD 001 which are helpful. Will the Government also post a new RFP or new attachment files conformed for all changes?
Answer: The government will release amendment two with a new conformed PWS and time extension.
44. PWS 6.8 Wastewater Systems Where is the wastewater treatment plant located?
Answer:
-The Wastewater treatment consists of 6 Sewage lift stations, a sanitary sewer system and 3 facultative ponds. These components are at different locations on base. The Numbered ranges each have individual septic tanks which the contractor is required to maintain.
45. PWS 7.2 Transporting Detainees More information is required in order to accurately develop a vehicle plan/design to transport detainees. What is the Government’s anticipated average number of detainees and the average distance transported for each?
Answer:
- Transporting of detainee’s are not anticipated to exceed will not exceed 20 per year. Distances traveled can be as much as 45 miles

Response times are based on the nature of the threat, approved by the IDC, and are as follows.
