OPERATIONS AND MAINTENANCE OF GBAFAF AND BMGR

FA4887-19-F-0000

4. Safety. The contractor shall comply with all county, state, federal and OSHA directives. The RMOD shall be notified of incidents involving Government property and serious injury to any personnel.

5. Smoking/Drug Testing. The contractor shall prohibit personnel from smoking in government vehicles or facilities IAW AFI 40-102, Chapter 2, paragraph 2.2.5. Designated smoking areas shall be established away from all entrances and exits of buildings. The contractor shall have a drug testing program established within the first 30 days of contract start with individual and date tested results posted on the share drive by name.

V. TECHNICAL EXHIBITS.

1. Workload Estimates. The contractor shall document current workload data in and maintain on shared drive. The data shall be representative of all Service Summary’s in this PWS. If there is a disparity of + 10%, the COR shall notify the RMOD and Administrative Contracting Officer (ACO) to initiate discussions with the contractor for adjustments.

Note: Aircraft arrivals are extremely variable. The normally land one or two at a time. However, the contractor shall per prepared to recover up to as many as 24 aircraft in a minimum of 30 minutes during situations such as weather diverts and home base runway closures.

Emergency Situations & Contingency Plans

1. Approximately four emergency management exercises per year; provide enough personnel to evacuate and cordon affected area until emergency is terminated. Follow directions of on-scene commander. Establish an augmentee roster as needed during exercises and real world situations.

2. Approximately one aircraft accident/crash per year; provide initial search and rescue, and continual (24 hr. per day) site survey until properly received by the commander in charge of the disaster response force. NOTE: additional manpower is needed to maintain site security, the ability to provide area coverage determines the number of personnel.

2. Applicable Publications and Forms

2.1. Publications and forms applicable to this PWS are listed below and can be viewed at http://www.e-publishing.af.mil. These publications and forms have been coded as mandatory (M).

The contractor is obligated to follow those publications and use those forms coded as mandatory to the extent specified in the PWS. The contractor shall be guided by those publications or use those forms coded advisory to the extent necessary to accomplish requirements in the PWS. The contractor may find that some publications have been replaced. The contractor shall determine the replacement publication and use and follow information addressed under the same subject.

2.2. Provided Publications and Forms. The government shall provide all listed publications and forms at the start of the contract (majority available electronically). It is the responsibility of the contractor to establish follow-on requirements with the base Publications Distribution Office (PDO). Special unique publications and forms required to perform this contract that are not available thru the government shall be provided by the contractor at no expense to the government.

2.3. Supplements, Amendments and Changes. Supplements, amendments and changes to listed publications from any organizational level may be issued during the life of the contract. The contractor shall immediately implement those changes in publications that result in a decrease or no change in the contract price. Prior to implementing any such contract price, the contractor shall submit to the contract officer a price proposal and obtain prior approval of the price change. Said price proposal shall be submitted within 30 calendar days from the date the contractor receives notice of revision, supplement or amendment giving rise to the increase in cost of performance.

Changes in contract price due to supplements and amendments shall be considered under “CHANGES” clause. Failure of the contractor to submit a price proposal within 30 calendar days from the date of receipt of any change shall entitle the government to performance in accordance with such change at no increase in contract price.

2.4. Posting of Changes. It is the contractor’s responsibility to ensure that all mandatory publications are up-to-date. Upon completion of the contract, the contractor shall return to the government all issued publications in their most current condition with all supplements, amendments and changes properly posted.

2.5. Technical Libraries. The contractor shall establish, and maintain current, a technical library consisting of all publications, as defined, that are mandatory and pertinent to respective locations and requirements. The library shall also include publications for all GFE provided to the contractor. Unavailability of any publication does not constitute a reason for non-compliance within the requirements of this PWS.

2.5.1. Requirements.

The contractor shall:

Appoint library custodians.

Establish Publication Distribution Office (PDO), Technical Order (T.O.), and Computer

Program Identification Numbering (CPN) accounts.

Designate a primary and alternate account custodian for the aforementioned accounts. The custodian(s) shall be identified in writing not later than 30 days prior to the contract start date.

Order and maintain Air Force publications, Technical Orders, and Computer Programs IAW the applicable governing publications listed in Section V. Order requests on these accounts shall be pre-approved by the applicable COR personnel.

Establish a publication manager system for non-AF publications. The system shall ensure completeness and accuracy.

Establish, maintain, and update a complete index of all publications and supplements in each library.

Catalog and label publications to be added to the library prior to inclusion.

Acquire technical publications for Government supported GFE lacking sufficient technical data for the contractor to effectively perform operations and maintenance to the level of contractor responsibility. The RMOD/COR will waive this requirement if the contractor can demonstrate by a notification from the manufacturer that the required publication includes propriety technical data. However, the contractor shall provide a means and be responsible for the proper operation and performance of maintenance and repair of such GFE.

Maintain library contents in a manner that will ensure accuracy and currency.

Provide Government and contractor personnel unlimited access to the technical libraries except for those restrictions established by the Government.

Establish a system to permit temporary removal of publications to maintain control.

Submit TO change requests NLT 30 days after the discovery of a TO discrepancy to update and/or correct publications.

Have, on the work site, the appropriate technical publications for work being performed.

Comply with the provisions of publications identified as mandatory in Section V.

Provide the COR office a copy of the most current TO Master Inventory list each quarter.
