5. All Government Furnished Equipment (EAID) is identified as an attachment to the contract, FA 4887-20-R-000X, IAW Defense Federal Acquisition Regulation Supplement except for the AGE equipment.
5.1. The following is a list of AGE equipment assigned to Luke and on loan to GBAFAF. Contractor shall perform and record all inspections by date and report all discrepancies to 56EMS/MXMC (telephone number 8-6-7763) for action. Luke AFB shall perform all required maintenance including parts and tires. Luke AFB personnel will rotate equipment periodically with coordination through the contractor.

Definitions:
ACCOUNTABLE OFFICER, An individual, either civilian or military, designated to ensure that accurate recording of Property transactions are accomplished and current records pertaining thereto are maintained, (Accountability is concerned primarily with records, while responsibility is concerned with custody, care and safekeeping).
ADMINISTRATION. Comprises those recurring activities, such as record keeping, preparation and dispatch of correspondence and reports.
ADMINISTRATIVE CONTRACTING OFFICER (ACO). The person responsible for proper administration of the contract.
AFOSHI. The Air Force Office of Special Investigation is the principal investigating agency for all major crimes, felonies, espionage, sabotage, and contract fraud.
ALTERATIONS MAINTENANCE/REPAIR. Major: Those with an estimated parts and materials cost over $500,000, excluding labor. Minor: Those with an estimated parts and materials cost of $500,000 or less, excluding labor.
AJO GENERAL, (CIVILIAN) AVIATION CORRIDOR. An Air Force corridor through Barry M.
Goldwater Range (BMGR) East airspace that allows civilian aircraft to transit using a specific route.
Passage is made between the Gila Bend, AZ and the Ajo, AZ Municipal airports.
API GRAVITY. Arbitrary scale for measuring the density of oils, adopted by the American Petroleum Institute (API).
APPREHENSION. The taking of a person into custody. This is the military equivalent of the civil term “arrest”. Military personnel are apprehended; civilians are detained.
ARREST. Moral restraint imposed by an individual’s commander.
ARRESTING SYSTEM. A safety device consisting of engaging, catching, and/or energy absorption devises for the purpose of arresting both tail hook and non-tail hook equipped aircraft on the runway.
It is used to prevent aircraft from overrunning runways when aircraft cannot stop after landing or during aborted take-off. Also known as arresting gear, hook device, wire, barrier cable, BAK-12, or BAK-9.
BASE ATC BOARD. A group of base and other interested personnel who meet to discuss Air Traffic Control (ATC) problems and procedures. It recommends, proposes and coordinates methods and procedures to improve ATC services and airspace management.
BASIC WEATHER WATCH (BWW). Detecting and reporting of significant changes of specified weather elements normally conducted from an observing location by weather observer who, because of other duties, cannot monitor the weather continuously.
BERM. An obstacle raised above surrounding ground level. In the strafe pits it will be constructed of salvaged tires and wood and then covered with earth. This construction combination will be used to protect transducers (microphones).
BITUMINOUS PAVEMENTS. Area constructed with asphalt cement to include, but not limited to, paved roads and parking lots, runways, taxiways, turnarounds and overruns as shown in Section I-3.
BLADE. Process whereby a blade-configured vehicle, such as a road grader is used to lightly scrape the ground surface, thus removing vegetation, rocks and general debris. A “blade width” is approximately 12 feet.
BRANCH MANAGER. A generic term used to indicate the contract employee designated by the contractor who shall be responsible for managing a specific functional area. The term is intended only as a convenient point of reference and is not intended to dictate the contractor’s organizational structure.
Also call a Branch Chief.
BUILDING MANAGER. A contract employee designated by the contractor representative on all matters dealing with real property maintenance and repair, fire protection and provided services, conditions of occupancy, and use of Government Furnished Facilities.
BULK CONTAINER. A large container that can either be pulled or lifted mechanically into a service vehicle.
BULK PETROLEUM PRODUCTS. Liquid petroleum products which normally are transported by pipeline, rail tank car, road tank truck, road tank trailer, barge or ocean tanker. They are stored in a tank or container having a fill capacity greater than 55 US gallons.
BULL’S-EYE POLE. A tool used in the strafe pits to measure the height of the strafe pit target rags.
The correct measurement is 11 feet (+ or – 1 foot).
CAPITAL EQUIPMENT. All systems which are separate and detachable from real property, but which are used or employed to service real property structures, vehicles and other equipment items.
Included are electrical power production systems, refrigeration (heat pump) units, and water supply system units (well pump, connecting filtration device, pressure pump, pipe, and 2,000 gallon storage tank).
CER TEST. Certification Test is an interactive computer-based testing program designed to test, evaluate and certify a student’ knowledge of principles and procedures on job-related subjects.
CHARTER CARRIERS. Air carriers under agreement to any department of the US Government. This agreement may be an oral or written contract and the rates will equal those on file with the Civil Aeronautics Board.
CIVIL AIRCRAFT. All non-government aircraft (domestic and foreign) other than contract and charter carrier aircraft.
CLASS A RANGE. Controlled range with an RCO with scoring capability.
CLASS B RANGE. An uncontrolled (no RCO) but scored impact range.
CLASS C RANGE. An uncontrolled, unscored weapons impact area.
CLEARANCE. USAF responsibility which includes policing of Explosive Ordnance Disposal (EOD) designated target area residue and transporting it to the EOD holding area on the BMGR East.
CLOSED RANGE. A range where aerial operations and weapons delivery are prohibited. Ground operations of Range Maintenance, Security Police or other support personnel may be allowed upon approval of Range Operations Control Center.
COLD RANGE. An open range which has no activity scheduled or in progress. Entrance by Range Maintenance, Security Police, or other support personnel may be allowed upon approval of Range Operations Control Center or the RCS at the nearest manned range.
COLLECTION STATION. The locations designated in Section 13, Technical Exhibit 3, where refuse may be conveniently and efficiently assembled and stored in containers for collection. (May be referred to as collection points or pick-up station).
COMBUSTIBLE RUBBISH. Can be burned readily in an incinerator or burn pit.
COMMON ACCESS CARD (CAC). The standard ID card for active duty military personnel (to include the Selected Reserve), DOD civilian employees and eligible contractor personnel. It is also the principle card used to enable physical access to building and controlled spaces and will be used to gain access to the Department’s Computer Network and Systems. Use of this card shall be in accordance with HQ AETC Handbook entitled Use of Common Access Card for Public Key Infrastructure (PKI) Operations.
CONTAMINATED PRODUCT. An off-specification product resulting from mixing with another product or products of different type and grade or by introduction of foreign matter such as rust, dirt or water.
CONTAMINATED WASTE. A liquid, solid or gaseous material that is no longer suitable for any use on an installation because of excessive contamination or quality degradation.
CONTRACT CARRIERS. Air carriers under contract to any department of the US Government.
CONTRACT MANAGER. That individual appointed by the contractor to be responsible for the overall management and coordination of this contract and who acts as a central point or contact with the government.
CONTRACTING OFFICER REPRESENTTIVE. Government personnel who act on the authority of the Contracting Officer in overseeing the contract.
CONTRACTOR ASSIGNED VEHICLES. Vehicles defined as pooled vehicles which are operated and controlled primarily by contractor personnel.
CONTROLLED AREA. Any specifically designated building area or structure containing lucrative targets for theft, compromise or destruct to which entry must be limited in order to provide more than routing protection.
CONVENTIONAL TARGET. Ground area of specified dimensions which accommodate varying angle dive/level flight deliveries of conventional bombs/guns ammunition.
COORDINATED UNIVERSAL TIME. Mean solar time at the meridian of Greenwich, England, used as a basis for standard time throughout the world. Normally expressed in four numbers 0001 through 2400. Also called Greenwich Mean Time GMT, Z-Time or ZULU Time.
COURTESY ENVELOPE. Envelope for transient guests containing an information sheet for Temporary Quarters use in completing the AF Form 2505, Guest Registration.
CRITICAL FACILITIES. Facilities considered critical to the operation and mission of GBAFAF or the BMGR East which must be restored to full operational capability as soon as possible after any abnormal occurrences such as natural disasters or power outages.
CUSTODY. Restraint of free movement, where one’s movements are controlled by the person who apprehended them.
DEBRIS. Grass cuttings, sod, gravel, tree trimmings, stumps, leaves, limbs, street sweepings, roofing and construction wastes and similar materials.
DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with it in the Service Summary.
DEFUELING. Remove fuel from an aircraft, vehicle, tank or other container by means of a fixed or mobile unit.
DETENTION. Limiting a person’s mobility to a specific area for a limited amount of time. The use of minimum force is authorized to affect a detention. Normally, military personnel detain civilians who have committed a crime. This may also apply to any personnel who have been stopped, questioned and immediately released without any further police action.
DIRECTOR OF BASE MEDICAL SERVICES (DEMS). The installation medical authority who defines and monitors sanitation standards and procedures for Food Service activities.
DOD FLIP. Department of Defense Flight Information Publication (FLIP) used for flight planning, enroute, and terminal operations. FLIP is produced by the Defense Mapping Agency (DMA) for worldwide use. United States Government Flight Information Publications (enroute charts and instrument procedures charts) are incorporated in DOD FLIP for use in the National Airspace System.
DOWNGRADING. Assigning a contaminated petroleum product for use where a lower grade of product would normally be employed, provided it meets the requirements for the lower grade.
DRAG. Process whereby a weighted device connected by cable or chain is attached to the rear of a vehicle and towed over the ground surface. The ground surface area is cleared of vegetation and conforms to topographical contours.
DRUG USER. An individual who illegally or improperly uses an amount of marijuana or hashish or any narcotic substances, or any dangerous drugs prescribed under state, federal or local law.
EMERGENCY LOCATOR TRANSMITTER. A radio transmitter attached to the aircraft structure which operates from its own power sources on 121.5 MHz and 243.0 MHz. It aids in locating downed aircraft by radiating a downward sweeping audio tone, 2-4 times per second. It is designed to function without human action after an aircraft accident.
EMERGENCY RESPONSE. A system or facility will not support mission (failure of one or more items on minimum essential equipment list for that facility). Personnel must depart building 2008 to the system within one hour of notification.
EQUIPMENT MAINTENANCE. Equipment maintenance includes all forms and level of equipment upkeep from simple preventive maintenance and cleaning through complete inspection, assembly, repair, corrosion control, reassemble, adjustment and calibration as applicable. It includes the repair replacement of component parts and subassemblies.
EXPLOSIVE ORDNANCE DISPOSAL (EOD). That branch of the Air Force which specifically handles disposal of all explosive ordnance.
FLAME OUT. Unintended loss of combustion in aircraft turbine engines resulting in the loss of power.
FLARE. A target illumination device dropped from an aircraft at night, to allow visual acquisition of the target with resultant visual attack capability. Also, a bright source of infrared energy dropped from aircraft used for decoying air-to-air and surface-to-air missiles.
FLIGHT PLAN. Specified information relating to the intended flight of an aircraft that is filed orally or in writing.
FLIGHT VISIBILITY. The average forward horizontal distance from the cockpit of an aircraft in flight at which prominent unlighted objects may be seen and identified by day and prominent lighted objects may be seen by night.
FOUL LINE. The foul line is a 2,000-foot long line of tires on an approximate 30 degree angle facing toward oncoming aircraft. The line is two grader blade widths wide in front of and behind the tires.
The foul line is in front of the strafe targets and is bladed every six months. The tires are removed annually or as required for the removal of vegetation and reshaping of the slop due to erosion.
FUNCTIONAL DIRECTOR (RMOD). The Government person with overall responsibility for providing the services. The base or installation chief, director, or commander of any functional area where contract services manpower is used for some or all of the functional workload. The RMOD represents the Government and will designate alternate in writing to the contracting officer.
GILA BEND SEGMENT. The BMGR complex consists of approximately 2.7 million acres. This area is divided into two segments for control purposes: The Yuma Segment and the Gila Bend Segment.
The Gila Bend Segment consists of approximately 1.05 million acres, containing four numbered conventional ranges, three tactical ranges, the GBAFAF and cantonment area, Dart Drop area and the air-to-air range.
GOVERNMENT OBSERVERS. Other Government personnel, such as Inspector General or higher headquarters staff, who are authorized to observe contractor operations.
HARD TARGET. Salvaged vehicle or aircraft with all subsystem components intact. Armor plated vehicles are also included.
HAZARDOUS WASTE. Any material identified in the 40 Code of Federal Regulations, Part 261.30 and/or state statute.
HEARING PROTECTION. Personal protective equipment, such as ear plugs or ear muffs, designed for protection against hazardous noise.
HIGH TRAFFIC FLOW AIRCRAFT. USAF aircraft that operate daily on the BMGR East.
HOT RANGE. An open range with aerial activity. Ground activity is authorized only by the RCO (CLASS A RANGE) or Range Operations Control Center (Tactical Range).
HUNG BOMB. Ordnance that failed to release from aircraft when selected by aircrew to release. Also call hung ordnance.
IN-FLIGHT EMERGENCY (IFE). An emergency condition of the aircraft that makes continued flight hazardous.
INFORMATION SYSTEMS SECURITY OFFICER (ISSO). Official who manages the COMPUSEC Program for an information system assigned to him or her by the UCM; including monitoring information system activities, and ensuring that the information system is operated, maintained, and disposed of according to security policies and practices.
INFRARED TARGET. Man-made target item located in a specific area used for dry passes with infrared capable munitions or infrared sensors.
INSTRUMENT FLIGHT RULES (IFR) CONDITIONS. Flight conditions that require Instrument Flight Rules. Weather conditions below the minimum for flight under Visual Flight Rules (VFR).
IMPROVED REMOTE STRAFE SCORING SYSTEM. A computerized system for scoring strafe targets.
ITERSERVICE SUPPORT AGREEMENT (ISSA). An agreement which states the support that will be given by the Air Force to another service, such as the Army.
JOINT OIL ANALYSIS PROGRAM (JOAP). A program established to analyze oil or hydraulic fluid that has been withdrawn from an aircraft engine or hydraulic system. Engine oil is sampled each day the aircraft flies. Samples can also be drawn at the request of the owning maintenance unit. The samples are burned and analyzed with a spectrum analyzer.
JOINT SERVICEABILITY INSPECTION. Inspection of vehicles, equipment or facilities by Government and contractor representatives to inventory and determine their serviceability and physical condition;
LANDING ROLL. The distance from the point of touchdown to the point where the aircraft can be brought to a stop or exit the runway.
LAND MOBILE RADIO. Transmit/receive radios for communications, including vehicle mounted, repeaters, base stations and hand held radios.
LIGHT GUN. Hand held directional light signaling device which emits a brilliant narrow beam of white, green, or red light as selected by the tower controller. The light gun is used for controlling traffic operating in the vicinity of the airport and on the airport movement area.
LIVE ORDNANCE. High explosive ordnance of varying type and explosive net weight.
LOCAL OBSERVATIONS. A weather observation taken primarily in support of the local aircraft flight operations.
LOCAL TRAFFIC. Aircraft operating in the traffic pattern or within sight of the tower, or aircraft known to be departing or arriving from flight in local practice areas or aircraft executing practice instrument approaches at the airport.
LONGLINE. Transmission of weather report by teletype or other communications media, on a regional or national scale. A short name for the Air Weather Network (AWN).
LOT. The total number of service outputs in the surveillance period, as defined in the Service Summary.
LOW ANGLE STRAFE TARGET. A ground area of specified dimensions upon which a cloth target panel is suspended from two nearly vertical poles.
LOW APPROACH. An approach over an airport or runway following an instrument or visual approach, including the go-around maneuver where the pilot intentionally does not make contact with the runway.
M-SERIES VEHICLES. A variety of vehicles, general and special purpose, specifically designed to accomplish varying tasks in the ground combat tactical environment such as troop/cargo transport, heavy construction and armored warfare.
MACHINE-READABLE RECORDS (MRR). Records stored on magnetic media, such as tape, disk packs, or an option disk. MRR require machine processing for conversion to human-readable forms.
MAINTENANCE OPERATIONS CONTROL CENTER (MOCC). The focal point for maintenance operations conducted on aircraft. At other locations, may be referred to by another name.
MAYDAY. The international radiotelephone distress signal. When repeated three times, it indicates imminent and grave danger and that immediate assistance is required.
MINIMUM FUEL. Indicated that an aircraft’s fuel supply has reached a state where, upon reaching the destination, it can accept little or no delay. This is not an emergency situation but indicates a time sensitive situation.
MINOR MAINTENANCE. Normal operator care of equipment which is recommended by the manufacturer. It is limited to cleaning, oiling, greasing, tightening of nuts and bolts, and performing other preventative maintenance tasks.
MITIGATION. Actions taken to prevent or reduce product loss, property damage, human injury or death, and environmental damage, due to the release or potential release of hazardous materials.
MUNITIONS STORAGE AREA (MSA). A building where munitions are stored and secured, It consists of blast-proof storage bays centered in a fenced compound. The storage bays have an electronic alarm system monitored by the Security Forces.
NONCOMBUSTIBLE RUBBISH. Refuse that cannot be burned at ordinary incinerator temperatures (800 to 1,800 degrees Fahrenheit).
NUCLEAR. A single target circle (also serves as a conventional target) which allows practice nuclear ordnance delivery.
NUCLEAR WEAPONS DELIVERY (NWD) TARGET. A weapons impact area of specified dimensions with a target used as an aim point for the practice of simulated nuclear ordnance delivery.
OPEN BURNING. The combustion of solid waste without: control of combustion air to maintain adequate temperature for efficient combustion; containment of the combustion reaction in an enclosed device to provide sufficient time and mixing for complete combustion; or control of the emission of the combustion products. This is a prohibited action and not an authorized means of ultimate disposal.
OPEN RANGE. A range open for weapons delivery (dedicated range activity).
OPERATION. Applies to those actions associated with actual flying operations such as ordnance delivery scoring functions and flight safety enforcement.
OPERATIONAL. The performing to the standards listed in the applicable Technical Order (T.O.) for that item of equipment. When T.O. standards are not available or otherwise stated herein, the manufacture’s standards shall apply.
ORDNANCE. Any bomb, aerial flare, rocket, marking or spotting charge, bullet, or missile normally expended on the range complex.
PERFORMANCE REQUIREMENT. The point that divides acceptable from unacceptable performance. In the case of surveillance by random sampling, the performance requirement is the maximum number of defectives in the random sample chosen that may occur before the Government will affect the price computation system in accordance with the PRS and the Inspection of Services clause.
