Please provide the average seniority for the employees in labor categories listed in Appendix A and Appendix B of the CBA between Tunista Services, Inc. and International Association of Machinists & Aerospace Workers Lodge No. 519 Appendix A: 0-3 yrs 5%, 3-12 yrs 35%, 12+ yrs 60% Appendix B: 0-3 yrs 15%, 3-12 yrs 26%, 12+ yrs 59%

Section IV
1.1. Vehicles. The contractor shall develop and implement a Vehicle Management Plan to include, number and types of vehicles provided, contingency, operator training and certification, equipment security while in transport, and a comprehensive phase-in plan detailing how the contractor will provide vehicles to meet the requirements of this PWS on the contract start date. The contractor shall submit a draft Vehicle Management Plan with the technical proposal. The contractor shall finalize and submit the Vehicle Management Plan to the Government for acceptance 30 days prior to contract start and maintain the listing on the shared drive.
Question: Where would this go in the proposal? would it require our restating all of the items from Subfactor 1 section 4.2.3.4? Much of this plan seems to duplicate the requirements of 4.2.3.4., this plan also seems to fit into a transition plan Can this be clarified?

1. Is the contractor required to provide the hose and ladders for fire trucks?
Answer: Yes
2. Is the contractor required to provide the confined space rescue equipment?
Answer: Yes
3. Is the contractor required to provide the Combustible Gas Indicator and associated supplies?
Answer: Yes
4. Is the contractor required to provide extraction tools?
Answer: Yes
5. Is the contractor required to supply all medical supplies & ALS equipment for the 3 CFE ambulances?
Answer: Yes
6. Is the contractor required to by the beds for firefighters? If so, how many bunk spaces are required?
Answer: Yes. 22
7. Is the contractor required to buy all kitchen ware, ovens, refrigerators, etc for the firehouse?
Answer: Yes
8. Is the contractor required to provide the exercise equipment needed for the fitness program?
Answer: Yes
9. Doe the government provide the self-contained breathing apparatus and associated equipment for the fire fighters?
Answer: No
10. Is any training equipment provided by the government?
Answer: No
11. Is the contractor responsible for the extra labor costs associated with the live fire training? If so, can a workload estimate be provided for this requirement?
Answer: Yes, semi-annually (see work load estimate in the PWS)
12. Is the contractor responsible for the equipment (such as fuel) for the live fire training? If so, can an estimate of fuel costs and type of fuel be provided?
Answer: Yes, the contractor is responsible for providing approximately 4000 gal.
of propane gas for live fire training (held at Luke AFB) is purchased by the contractor (See work load estimate in PWS)
13. Do both shifts of firefighters attend live fire training twice a year or does each shift attend once for a total of two events per year?
Answer: Both shifts (including 8hrs and part time personnel) twice a year (See work load estimate in PWS)
14. Does the government provide facilities for washing PPE?
Answer: No
11. Reference: PWS Paragraph 7.2 Department Organization and Manning. This section outlines the contractors responsibility to provide 10 personnel, meeting specific position/certifications, Monday through Friday and on weekends with flying operations and 7 personnel, meeting specific position/certifications, on weekends without flying operations and identifies these numbers as the department’s reduced level of service and shall not be lowered or increased without the approval of the RMOD or FES COR.
Does the government’s establishment of a Reduced Level of Service (RLS), based on AFI32-2001, mean that there is an opportunity to provide emergency services at the Optimum Level of Service (OLS), also outlined in AFI32-2001?
Answer: No, the established number in the PWS are the operating numbers.
However, the number of personnel working on weekends may be increased to 9 (at GOV expense) at times of high activity
