Questions and Answers Part 2.

1. Fire & Emergency Services:

a. Is the contractor required to provide the hose and ladders for fire trucks?

Answer:

Yes

b. Is the contractor required to provide the confined space rescue equipment?

Answer:

Yes

c. Is the contractor required to provide the Combustible Gas Indicator and associated supplies?

Answer:

Yes

d. Is the contractor required to provide extraction tools?

Answer:

Yes

e. Is the contractor required to supply all medical supplies & ALS equipment for the 3 CFE ambulances?

Answer:

Yes

f. Is the contractor required to by the beds for firefighters? If so, how many bunk spaces are required?

Answer:

Yes. There should be enough bunk spaces to sleep one operational shift and all fire department 8 hrs. Personnel

g. Is the contractor required to buy all kitchen ware, ovens, refrigerators, etc for the firehouse?

Answer:

Yes

h. Is the contractor required to provide the exercise equipment needed for the fitness program?

Answer:

Yes

i. Doe the government provide the self-contained breathing apparatus and associated equipment for the fire fighters?

Answer:

No.

j. Is any training equipment provided by the government?

Answer:

No

k. Is the contractor responsible for the extra labor costs associated with the live fire training? If so, can a workload estimate be provided for this requirement?

Answer:

Yes. The estimated work load is 16 hrs. per firefighter (operational, 8 hour and part time personnel) annually. Live fire training takes place at Luke AFB

l. Is the contractor responsible for the equipment (such as fuel) for the live fire training? If so, can an estimate of fuel costs and type of fuel be provided?

Answer:

Yes. Live fire training (at Luke AFB) happens twice a year: type of fuel is propane, estimated amount is 1800-2500 gal of fuel

m. Do both shifts of firefighters attend live fire training twice a year or does each shift attend once for a total of two events per year?

Answer:

All firefighters (operational, 8 hour and part time personnel) attend twice a year

n. Does the government provide facilities for washing PPE?

No. The contractor is responsible for facilities/equipment for washing PPE

Answer:

The contractor is responsible for providing all medical and ALS supplies, physicals, training, tools, equipment, etc. unless listed on the GFV or GFE listing

1. Option Line Item 10 – at the bottom of the Rate chart a line for Firefighters outside normal duty hours and a one-time pre/post equipment check fee is listed. The operating hours shown in this line item are not consistent with the hours of operation listed in 7.2 & 7.3 of the PWS.

Please clarify?

Answer: Please ignore, pending removal.

28. Section III Government property and services: Purchase of Parts Items through Base Supply. The contractor may establish an account with the Standard Base Supply System (SBSS) for the purpose of obtaining repair parts/replacement parts to include parts that cannot be purchased through commercial vendors for the BAK-12 north and south barriers, power generators, M-Series vehicles, fire vehicular equipment and items listed in Section V, Technical Exhibits, on a reimbursable basis to the Government.

a. Is the intent of this LIN to allow for the purchase of all parts or only those that cannot be purchased via commercial source?

Answer:

Many parts are available on the commercial market and it is not the government’s intent to buy parts for the above vehicles unless you’ve exhausted all available sources. Each part requested by the contractor shall be accompanied by supporting documents which indicate you called at least 3 vendors before pursuing the reimbursable CLIN.

30. Section IV para 3.5 provides requirements for a Client Support Administrator (CSA).

1. Does this person(s) require an A+ certification?

Answer: Yes

1. Can workload be provided?

Answer: Yes, 1040 hrs. per year

Section IV

1.1. Vehicles. The contractor shall develop and implement a Vehicle Management Plan to include, number and types of vehicles provided, contingency, operator training and certification, equipment security while in transport, and a comprehensive phase-in plan detailing how the contractor will provide vehicles to meet the requirements of this PWS on the contract start date. The contractor shall submit a draft Vehicle Management Plan with the technical proposal. The contractor shall finalize and submit the Vehicle Management Plan to the Government for acceptance 30 days prior to contract start and maintain the listing on the shared drive.

Question: Where would this go in the proposal? would it require our restating all of the items from Subfactor 1 section 4.2.3.4? Much of this plan seems to duplicate the requirements of 4.2.3.4., this plan also seems to fit into a transition plan Can this be clarified?

A.

RFP SF 1449 The SF 1449 indicates that proposal are due Aug 9. Since no draft RFP was provided, offerors did not have an opportunity to prepare in advance of the RFP. The RFP is incomplete and inconsistent: 1) DD-254 is blank, 2) positions requiring security clearance unclear, 3) key personnel qualifications unclear and positions are inconsistent with position names stated in the PWS, 4) Government-furnished EAID and non-EAID equipment lists not provided, 5) several RFP pages blank. For the aforementioned reasons, a 2-week extension to the proposal due date is respectfully requested to give the Government time to complete the solicitation, and give offerors time to analyze and prepare a proposal.

A.1A filled out dd254 will be uploaded. 2. The contractor shall obtain and maintain a facility clearance at the classification level of SECRET for personnel associated with restricted areas such as the Fire Department, Transient Alert, Security Forces, Air Traffic Control, and for couriers/drivers for Vehicle Operations. Please see para. 2.5. 3. Equipment listing will be uploaded. To FBO. Please ignore blank pages, part of contract writing software.

RFP Section B, CLIN x006 Lodging and Custodial The title of CLIN x006 includes “Lodging and Custodial.” Was the Government’s intent for offerors to price services for PWS 10. Temporary Quarters and PWS 12. Custodial in CLIN x006?

Answer: Yes RFP Section B, CLIN x009 Fuels Reimbursement CLIN x009 is titled “Fuels Reimbursement” but it is listed as FFP. Since this CLIN is subject to price volatility and user consumption beyond the offeror’s control, would the Government consider making this CLIN Cost-Plus (CPFF) or Cost-Reimbursable (CR)?

A. The fuels reimbursement CLIN allows the contractor to use DLA priced fuels. The contract remains firm fixed price. Receipts will need to be provided to be reimbursed.

RFP Section B, CLIN x010 Parts Reimbursement CLIN x010 is titled “Parts Reimbursement” but it is listed as FFP. Did the Government intend to make this CLIN Cost-Plus (CPFF) or Cost-Reimbursable (CR)?

Answer:

No. The only time this CLIN will be used is when you’ve exhausted all available commercial sources. Many parts are available on the commercial market and it is not the government’s intent to buy parts for this contract.

RFP Section B, CLIN x012 Reimbursable Rates None of the CLIN x012 sub-line items list expected quantities. What are the expected quantities?

Answer: This is an indefinite delivery, indefinite quantity CLIN so there’s no guarantees on how often, when, or any of these additional services will be required. Historically the government has exercised approximately 75 callouts between internal and external.

RFP Section B, CLIN x012 Reimbursable Rates The RFP gives little information about the CLIN x012 sub-line items. What is the average historical usage for each of CLIN 0012 sub-line item?

Answer: This is an indefinite delivery, indefinite quantity CLIN so there’s no guarantees on how often, when, or any of these additional services will be required. Historically the government has exercised approximately 75 callouts between internal and external.

RFP Section B, CLIN x012 Reimbursable Rates CLIN x012 is titled “Reimbursable Rate” but it is listed as FFP. Did the Government intend to make this CLIN Cost-Plus (CPFF) or Cost-Reimbursable (CR)?

Answer – Cost Reimbursable RFP Section B, CLIN x012 Reimbursable Rates CLIN x012 states that reimbursable rates are in “man-hours” but more information is needed to accurately price the sub-line items. Is the unit rate based on straight-time hours only?

Answer - No RFP Section B, CLIN x012 Reimbursable Rates The scope for “Replace/Paint 1 Each Sea Land Container” line item is unclear. Does the Government intend for the contractor to buy a brand-new container and then paint it according to Government range-specific requirements?

Answer – No, The government will provide all sea-land containers for this contract. The contractor will paint and place them on the range.

RFP Section B, CLIN x012 Reimbursable Rates The scope for “Replace/Paint 1 Each Sea Land Container” line item is unclear. What are the specifications for size of container and painting?

Answer – containers range in size from 8’X8’X20’ up to 8’X8’X40’. Paint colors are chosen by the COR.

RFP Section B, CLIN x012 Reimbursable Rates The scope for “Move/Relocate 1 Each Sea Land Container” line item is unclear. What is the expected distance for this move/relocation?

Answer – Up to 25 miles RFP Section B, CLIN x012 Reimbursable Rates The scope for “Move/Relocate 1 Each Sea Land Container” line item is unclear. What is the container size?

Answer- Either 20’x8’x8’ or 40’x8’x8’ RFP Section B, CLIN x012 Reimbursable Rates The last requirement in CLIN x012 states that a one-time pre/post equipment check cost of $552.65 will be charged. Accurate pricing of this last line in CLIN x012 requires an understanding of the Government’s basis for the $552.65 charge. What is the basis of this charge?

Answer: The $552.65 onetime pre/post check cost no longer applies and will be removed.

RFP Section B, SLIN x012AA Internal Call-Outs The PWS is not clear in how often the Government will order SLIN x012AA services. When, how often, and at what volume will the Government order SLIN x012AA services?

Answer: This is an indefinite delivery, indefinite quantity CLIN so there’s no guarantees on how often, when, or any of these additional services will be required. Historically the government has exercised approximately 75 callouts between internal and external.

RFP Section B, SLIN x012AA Internal Call-Outs The unit of measure for SLIN x012AA is “Lot” which is unclear. Does a “lot” equate to a labor hour or series of labor hours for SLIN x012AA?

Answer: “Lot”, in this case represents one callout.

RFP Section B, SLIN x012AA Internal Call-Outs The unit of measure for SLIN x012AA is “Lot” which is unclear. PWS 2.6 indicates that materials and drawings may be required. Does the Lot price include materials and drawings for SLIN x012AA?

Answer: Yes RFP Section B, SLIN x012AB External Call-Outs The PWS is not clear in how often the Government will order SLIN x012AB services. When, how often, and at what volume will the Government order SLIN x012AB services?

RFP Section B, SLIN x012AB External Call-Outs The unit of measure for SLIN x012AB is “Lot” which is unclear. PWS 2.6 indicates that materials and drawings may be required. Does the Lot price include materials and drawings for SLIN x012AB?

Answer: Yes RFP Section B, SLIN x012AB External Call-Outs The PWS is not clear in how often the Government will order SLIN x012AB services. When, how often, and at what volume will the Government order SLIN x012AB services?

RFPSection B, CLIN x013 BiologicalThe title of this CLIN is limited to “Biological.” Was the Government’s intent for offerors to price all Biological and Environmental Monitoring services listed in PWS 16 in this CLIN? Answer: Yes
RFPSection B, CLINsSection B does not appear to have a CLIN to price services associated with PWS 17-Emergency Management Program Planning and Operations and PWS 18-Quality Control. Are these services Not Separately Priced (NSP)? Please clarify.

A. These items are integrated into everyday operations and maintenance and are not priced on their own CLIN.

RFP pp. 61-62, AFFARS 5352.215-9001 AFFARS 5352.215-9001 appears to indicate that the site visit is the only venue to receive answers to questions about the solicitation. The RFP and PWS were released only 4 days and 3 days respectively prior to the question due date. Request the Government establish a question due date one week after the site visit in order to allow offerors to fully analyze the RFP, PWS, and site visit.

A. This is a glitch in the software. The periods of performance are: Base year: 1 Oct 19 – 30 Sept 20, Option 1: 1 Oct 20 – 30 Sept 21, Option Year 2: 1 Oct 21- 30 Sept 22, Option Year 3: 1 Oct 22 – 30 Sept 23, Option Year 4: 1 Oct 23 - 30 Sept 24, IOP 1: 1 Oct 24 – 30 Sept 25, IOP 2: 1 Oct 25 – 30 Sept 26.

RFP p. 26, Deliveries or Performance The first period of performance indicates a start date of 1 Oct 2019. Can the Government evaluate and make an award by 1 Oct 2019?

Answer: That is our objective.

Answer: That is the first day of full performance.

RFPp. 31, Special Contract RequirementsThere is no text on this page. Are there no special contract requirements? Was page 31 intentionally left blank? A. Yes
PWSSolicitation NumberThe SF 1449 and other documents show the solicitation number FA4887-19-R-A003; however, the PWS shows FA4887-19-F-0000 on the bottom of each page. Is the correct PWS posted to www.fbo.gov? If not, please post the PWS for solicitation FA4887-19-R-A003.

Answer: The correct PWS is posted on FBO. The released contract number will not be the same as the solicitation number.

PWS 1 Scope of Work The PWS references a “shared drive.” Is this shared drive provided by the Government or is this referring to the common Contract Data Program identified in PWS 3.4?

Answer – Provided by the government PWS 5.3.1 Airfield Personnel/ Qualifications Is it true that the Government provide the, “Advanced Airfield Managers Course” training and that the contractor is only responsible for travel and per diem costs? Please provide the location and length of the training.

Answer – No, The contractor shall make the arrangements to schedule the course and pay any fee’s as well as Travel and Per Diem. Course is at Keesler AFB Mississippi and approximately 4 weeks long.

PWS 5.3.17 Notice to Airmen (NOTAM) 5.3.17 appears redundant to 5.3.9. What is the purpose of having two separate paragraphs for this requirement?

Answer – The government reserves the right to be redundant in some cases to ensure compliance, especially in regards to airfield and aircraft safety.

PWS 5.4 Meteorological Services This paragraph mentions a modification to the contract. Are Meteorological Services a part of the standard contract or will it be modified in the future to include these services?

Answer – it is a part of this contract.

PWS 6.1 Specific Tasks and 6.2 Hours of Operation 6.1 and 6.2 both make reference to “barrier maintenance” as a civil engineering service included in the PWS but this item is not listed in the PWS. Does the Government mean “aircraft arresting systems” from PWS 6.12?

Answer - Yes PWS 6.1 Specific Tasks The first sentence includes “supply” as a civil engineering service included in the PWS but this item is not listed in the PWS. Does the Government mean the offeror’s own supply services in support of PWS 6.0?

Answer – Yes PWS 6.1 Specific Tasks The first sentence includes “mechanical” as a civil engineering service included in the PWS but this item is not listed in the PWS. Does the Government mean “HVAC” from PWS 6.28?

Answer – Yes PWS 6.3.2. Routine, Urgent and Emergency Work Requirements What is the annual historical average of routine work orders? Urgent work orders? Emergency work orders?

Answer – Routine – 450 Urgent – 200 Emergency - 100 PWS 7. FES Has all breathing apparatus been tested as required by the NFPA and the manufacturer?

Answer:

Yes, The government will only replace GFE that cannot be repaired, unless otherwise identified in the contract. The contractor is responsible for maintenance of GFE. The contractor shall replace CFE.

PWS 7.20 Equipment Maintenance What fire apparatus is currently assigned at the fire station?

Answer:

2 Command vehicles, a P-32 Rescue Vehicle, a P-19H ARFF Vehicle, 2 P-34 ARFF (RIVs) Vehicles, a P-26 Water Tanker, a P-22 Pumper and a P-24 Pumper PWS 7.26. Structural Personal Protective Equipment (PPE) NFPA requires that all turnout gear over ten years of age has to be replaced. What is the age of the turnout gear?

Answer:

The turnout gear you provide shall be within NFPA standards PWS 7.26. Structural Personal Protective Equipment (PPE) Does the Government furnish the turnout gear?

Answer:

No, Section I, Para 1, 1. Scope of Work. Answer – We have not had any reportable releases in the past 5 years PWS 14.12 Storage Tanks How many ASTs and USTs are tested annually?

Answer – AST’s – 6, UST’s - 2 PWS 14.17 Burn Permits Historically, how many burn permits does the contractor apply for annually?

Answer – Approximately 5 What is the cost of a burn permit?

Answer – Maricopa or Pima county issue these. Please call them.

PWS 15.4.2 Range Safety Training Is the Range Safety Training provided by the government?

Answer – The government provides the video, the contractor provides the manpower. See paragraph 5.3.21 PWS 15.6.3.2 Strafe Pit Refurbishment How many tons of 1\2 minus sand/gravel is used annually for strafe pit refurbishment?

Answer – Approximately 120 tons annually

PWS16.3.3.2.3 EquipmentWill the government provide a list of equipment and quantities used historically? Answer – No, The offeror is expected to use his experience to make this determination.
PWS19.1 Transition Period19.1 lists the transition period as 30 days; however, 19.1.4 and 19.1.5 appear to indicate a 60-day transition period. Please clarify the transition period.

Answer - 30 Days is to transfer property and contract responsibilities. 60 Days is for successor to acquire equipment, personnel and to submit required plans.

PWS 19.1 Transition Period Once the Government clarifies the transition period, please review the impact to the following PWS paragraphs that cite scheduled deliverable requirements before contract start: 5.8.1, 7.4.1, 7.17, 7.26, 17.0, 17.9, 17.9.1.5, 17.9.1.9, 17.9.1.10, 18.1, 19.1.4, 19.1.5 Acknowledged PWS 20.3.1 Quality Control Plan 20.3.1 Outlines requirements for an R3 quality control plan. Since PWS 18.0 outlines quality control plan requirements for the whole contract, 20.3.1 appears redundant or contradictory. Why does R3 have its own quality control plan requirements?

Answer – The offeror may combine both QC plans into one.

PWS 20.7.1.2 Contractor Functions 20.7.1.2 Lists five (5) minimum contractor functions. Are any of these positions key personnel?

Answer – It can be: if they have the proper certifications.

PWS 20.7.1.2 Contractor Functions 20.7.1.2 Lists five (5) minimum contractor functions, one being a Program Manager. Is this position different from the contract level Program Manager? A. Yes Are two Program M anagers required for this contract? Answer – No PWS 20.7.1.2 Contractor Functions 20.7.1.2 Lists five (5) minimum contractor functions. Since a Range Residue Manager is listed in L.4.2.4.1.1, why is it not listed here?

Answer – L.4.2.4.1.1 has been changed to Range Residue Removal Site Manager PWS 20.9 Government Furnished Equipment/Services 20.9 lists GFE/GFS for R3. Recommend combining this information into Section III of the PWS to capture all similar requirements in one area.

Answer – Will do PWS 20.11.1 Site Management 20.11.1 Lists requirements for a Site Manager. Is this position different from the contract level Site Manager listed in PWS 3.1?

Answer – Yes they are 2 different positions. They may be the same as long as they have all required certifications and are available on-site during processing.

Answer – They may be the same as long as they have all required certifications and are available on-site during processing.

PWS Section III, 2.4 Vehicles Section III, 2.4 indicates the contractor must provide a vehicle management plan 30 days prior to contract start; however, PWS 19.1 indicates a 30-day transition period. Request moving this requirement to 15 days before contract start.

Answer – 30 days will stand PWS Section III, 2.6.2 Munitions Services Section III, 2.6.2 indicates the Government will provide munitions inspection and removal; however, these services appear to be required by the contractor in PWS 20. R3 Services. Please explain the difference between Government and Contractor provided munitions services.

Answer – Section III 2.6.2 refers to munitions removal from the target areas which requires Military from Luke AFB EOD (Explosive Ordnance Disposal). Answer – No it does not.

PWS Section V, Technical Exhibits, 1. Workload Estimates Technical Exhibits, 1. Workload Estimates list estimated hours which are somewhat useful but detailed asset/equipment lists are needed to more accurately estimate and price this performance-based contract. Please provide a comprehensive list of equipment assets to be maintained for each PWS section, especially 6.0 Civil Engineering.

Answer – No PWS Section V, Technical Exhibits, 1. Workload Estimates Section V, Technical Exhibits, 1. Workload Estimates 1.3. Fire and Emergency Services – Section I-7 lists Extinguisher Maintenance Twelve-Year Maintenance/Replacement. Can the government provide information on the last replacement dates of the extinguishers?

Answer – The government will provide 150 lb. aircraft fire extinguishers. Contractor will provide, maintain and test the remaining 200 or so extinguishers.

PWS Section V, Technical Exhibits, 1. Workload Estimates Technical Exhibits, 1. Workload Estimates, p. 203 lists multiple tasks and labor categories for Childs Mountain Maintenance. The only Childs Mountain requirements found in the PWS are in 6.10.7. Electrical Distribution. Please define or explain the Childs Mountain maintenance requirement in more detail.

Answer – There are 2 facilities listed on page 296, Facilities 51 and 86 which are located on Childs mountain that receive the same maintenance as all of the other facilities: both HXCZ and NURD.

PWS Section V, Technical Exhibits, 3. Maps and Work Area Layouts Technical Exhibits, 3. Maps and Work Area Layouts are not useful without labels to describe what is depicted. Building numbers are insufficient without more of a description. Please label each graphic on pp. 246-291 to describe each of the depicted areas.

ANSWER – these are ALL identified in the HXCZ and NURD listings. Match the facility number with the drawing, which incidentally, identify bathrooms, equipment rooms etc….

Is the List of Tables and Drawings also excluded from the page count?

Section L L.4.2.3.1 Civil Engineering The list of L.4.2.3.1 civil engineering services includes a list of items such as “barrier maintenance” and “pavements and grounds” and other items that do not correlate directly with the PWS. Does the Government require this section to be organized in accordance with the list in L.4.2.3.1 or organized as PWS 6.0-6.35 as specified in M002.c. Subfactor1.a Technical Aspects?

Section LL.4.2.3.1 Civil EngineeringThe list of L.4.2.3.1 civil engineering services includes “hazardous material” but this item is not listed as a civil engineering service in the PWS. This item is not specified in M002.c. Subfactor1.a Technical Aspects. Was this intended to mean PWS 14.15 Hazardous Material Management 14 Environmental Engineering Services? Answer – It directs how you will manage the hazardous wastes you produce from your operations in the performance of this contract.

Please provide a position description, including number of years of experience, certifications, clearance level, and any other qualification requirements for each position.

Answer – The PWS is clear on the qualifications required for each position.

Section L L.4.2.4.2 Training Plan The RFP includes a DD 254 and some positions in the PWS specifically state that a secret clearance is required, but the totality of the requirement is unclear. This is especially critical given a 30-day transition period. For key and non-key positions requiring a clearance, please provide the numbers of personnel and types of clearances for each position using the title listed in the PWS.

Answer – All firefighters, Security, Airfield, Tower Controllers, Project Manager and Transient Alert require a Secret clearance. All other positions require a National Agency Check with Inquiries (NACI).

Section L 5.2 Relevant Contracts L.5.2 says recent contracts are those within three years of solicitation issuance; however, Section M (i) Recency Assessment lists this requirement as five years. What is the number of years the Government will use to assess acceptable recency?

Answer – 3 years Section L 5.2 Relevant Contracts L.5.2 requires offeror to submit information in accordance with Attachment 6. However, Attachment 6 neither has an area to make entries providing rationale for our assertion of relevance, nor an area to address L.5.2.1. Does the Government require additional proposal text to provide a relevance and risk description in the offeror’s own format?

A. Section L will be updated to remove the confusing statement in accordance with attachment 6. The contractor shall respond to 5.2.1 with the information required in the 5.2.1 text.

Section L 5.2 Relevant Contracts L.5.2 requires offeror to submit information in accordance with Attachment 6. Since Government responses are beyond the control of the offeror, we recommend the Government require submission of the Attachment 6 Cover Letter with their proposal (excluded from L.2.2.1 Page Limitations) to demonstrate the questionnaire was sent to the customer.

A. The submittal of Attachment Six to the government is not mandatory as Luke has no authority over other government agencies to complete one. Therefore the coverletter is not mandatory, nor will it affect page count on submitted proposals.

Section L 5.2.1 Specific Content L.5.2.1 ff offeror to “Categorize the relevant information into the specific Technical subfactors used to evaluate the proposal.” Section M002.d(2)(ii) Relevancy Assessment appears to evaluate scope, magnitude, and complexity in the functional areas required to run a BOS contract which does not match the technical Subfactors of: Technical, Personnel, and Quality. How shall offerors categorize the relevant information in their responses?

A. The contractor should submit information based on the wording given in M. Not all contracts will match in size or scope of requirement; the government is trying to be a broad as possible with relevant information provided.

Section L L.6.1.4 Service Contract Act and Collective Bargaining Agreements L.6.1.4(d) has the word “and” at the end of subparagraph suggesting there is/was a subparagraph (e). Was the word “and” left inadvertently, or are there additional requirements?

A. Please ignore the “and” at the end of the sentence.

Section L L.7.2 Exceptions to Solicitation Requirements L.7.2 appears to be redundant with L.6.2 requirements. Does the Government expect an identical submission for Exceptions to Solicitation Requirements in Volumes IV and V? If not, please clarify.

A. L6.2 only mentions the price volume. L7.2 specifically states how to organize any exceptions to the requirement in section K.

Section L L.7.3.3.1 GFP and/or Base Support Requirements L.7.3.3.1 appears to be redundant with L.6.2 requirements. Does the Government expect an identical submission for GFP and Base Support Requirements in Volumes IV and V? If not, please clarify.

A. L7.3.3.1 states that the government will provide GFE/GFP and base support requirements. L6.2 is asking you to provide those attachments in Section 3 of Volume IV when submitting your proposal. The contractor is not required to provide anywhere else.

Section M M002.c. Subfactor1.h Technical Aspects Item h. Measure of Merit lists Section 18 which is Quality Control. Why does the Government want the overall contract quality control plan listed in the Range Residue section of the proposal when it is redundant with Subfactor 3? Please update this item if applicable to ensure offerors respond to all requirements.

Answer – The government reserves the right to be redundant in some cases to ensure compliance, especially in regards to UXO safety.

Section M M002.c. Subfactor1.h Technical Aspects Item h. Measure of Merit lists “Section V to 1.14.” Does the Government mean “Section V.1.14” to only cover the R3 portion of the workload estimates? Please update this item if applicable to ensure offerors respond to all requirements.

Answer – Yes Section M M002.c. Subfactor 2 Personnel Requirements The four items listed as a-d do not match the titles and quantities of items listed in L.4.2.4.1-L.4.2.4.2. Please clarify and/or synchronize the requirements and evaluation criteria for Technical Subfactor 2.

However, the Description is based on the Government’s reasonable expectation that an offeror will successfully perform which is a subjective degree of confidence rating, often used on a best value trade-off evaluation. Please modify Table 2 to reflect a quantifiable evaluation of whether or not the contractor successfully performed recent and relevant contracts.

Section M M002.d. Past Performance (2) Evaluation Process, (ii) Relevancy Assessment Section M 002d(2)(ii) indicates that “The past performance information report and information obtained from other sources will be used to establish relevancy of past performance.” Is Attachment 6 the past performance information report? If so, there is no place on the form to demonstrate relevance.

A. Attachment six is the questionnaire that may be sent to different government agencies that the potential contractor feels will provide this information. The government does not consider this a report.

Section M M002.e.5 Price Factor Total Evaluated Price (TEP) The TEP evaluation process is silent on CLIN 0013. Is CLIN 0013 a part of TEP or is it excluded from the evaluation?

A. A modified Section M is forthcoming Attachment 5, DD 254 DD 254 The Government posted a blank DD 254. Please attach a completed and signed version of the DD 254 for this solicitation.

86. File 2 - CBA - Firefighters_2017 Appendix A Appendix A states the following. " 1.) C. The Assistant Chiefs of Operations, Station Captains, Captains, Engineers, and Paramedics assigned to the regular fire shift shall work a twenty four (24) hour shift during the entirety of which they must remain at their post. The following applies to each regular fire shift:

(1) For each 24 hour shift, 8 consecutive hours shall be considered normal duty hours, 9.5 consecutive hours shall be considered Reserve Status, and 6.5 consecutive hours shall be considered Stand-by hours. Duty hours, Reserve hours, and stand-by hours are considered compensable hours and will begin at 0630 hrs and end at 0630 hrs.

3.) (2) No additional payment will be made for any interruptions of meal or rest periods or for work performed while an employee is on Reserve status.

4.) (3) For any assignments less than the 24-hour shift defined above, an employee shall be paid for all hours worked.

5.) (4) Employees shall not swap or switch shifts or other work assignments without advance approval by their respective department manager.

6.) (5) Standby hours will be compensated at $35 per night."
