Contractor SOPs
Please ask any and all questions concerning this SOP (Standard Operating Procedures). You will be held responsible for its contents.
The government reserves the right to terminate from the contract those personnel who are unable to comply with these SOPs.
The government will not be held liable nor assessed charges for the contractor being unable to meet the terms and conditions of this SOP.
Range Orientation and Access:
The contractor shall coordinate with the RMO (Range Management Office) through 27 SOCONS CA
(Special Operations Contracting Squadron Contract Administrator) for range familiarization. If the contractor’s duties require access to areas that have locked gates, the range maintenance contractor will sign out the required keys. The contractor is responsible for the security of all keys and shall not duplicate. The contractor must ensure all gates are closed and locked if required.
Do not enter the range without permission from the Range Control Officer (RCO). The preconstruction meeting shall serve also as a coordination meeting between the Contractor and RMO in order to familiarize with the Range access procedures. No construction shall begin until contractor acknowledges and signs this SOP.
The standard operating hours for MAFR (Melrose Air Force Range) are 0700L‐1700L, Monday through
Friday. Contractors MAY NOT be on the range when there is no RCO or ROO present.
All personnel accessing the range shall perform an initial sign in acknowledging range safety protocols as well as Laser safety.
A complete list of all employees shall be supplied to contracting and vetted through security forces prior to accessing MAFR.
The contractor shall adhere to all posted signs while on MAFR.
Taking of photographs are not permitted on MAFR without expressed of the RMO. While most cell phones are equipped with cameras, they may not be used as a camera unless directly authorized by the
RMO.
Communications:
Radios can be checked out at the Bombing and Gunnery compound (B&G / Range admin facility) and callsigns will be determined at radio check out, but usually follow the convention of Company # (ex. JSR 1, JSR 2, DWG 1, etc.)

Contractors shall maintain two way communications with the RCO (callsign Tower) at all times and shall acknowledge all advisories from tower.
Contractors shall ensure they have positive control of all their personnel at all times to ensure they do not stray into an active hazard area. If all parties are not collocated, each party must have radio contact
(radios are signed our at the MAFR with either RCO or the contract responsible party/competent person
(project superintendent).
Contractors shall communicate with the RCO when they transit from one area to the next. This shall include the original location and their desired destination (Ex. Tower, KTR X requesting permission from
B&G complex to Mesa). Once arrived at the desired destination the contractor shall advise the RCO of their new location.
Contractors shall notify their respective Contract Administrator of their next week’s schedule (and work area) by 1200 Friday of the week prior to the schedule. This is to ensure all Range personnel are aware of the contractor’s presence on the range. If the contractor is required to deviate from or adjust their work location, the Contractor shall notify the Contract Administrator who must notify and gain permission from the 27 SOAOS (Special Operations Air Operations Squadron) /RMO scheduler prior to any deviations being implemented.
Contractors shall coordinate with either CE or the 27 SOAOS/RMO to acquire a mission number. This mission number will allow the contractor access to the range. Mission numbers will be coordinated in advance but they must be coordinated no later than 1500L the day prior.
In the event of a medical emergency the contractor shall notify the RCO by radio or via phone: (575)‐
784‐6646. The RCO will run the emergency response checklist based off the nature of the medical emergency.
During emergency situations requiring the evacuation of MAFR, follow RCO guidance. MAFRs mandatory evacuation point is Dales Tire, 800 Denby Avenue, Melrose, NM 88124.
Range Safety:
MAFR Maps are available by request from both CE (civil engineering) and the RMO.
Contractors shall have access to Laser Eye Protection (LEP) when operating inside the laser footprint.
During Combat Laser Operations, LEPs shall be worn by outdoor personnel inside the laser footprint. .
The LEP’s shall be the responsibility if the Contractor unless arrangements are made with RMO to obtain/borrow LEP’s.
Do not go off road unless duties require it. There is the potential for unspent ordnance, shell fragments, bomb craters, and sharp objects as well as dangerous wildlife throughout the range.
There is high fire danger due to increased vegetation on the range and the dry climate. Smoking is authorized in designated areas only.

Firearms are prohibited on MAFR.
For individual safety do not touch or pickup anything on the range; the potential exists for UXO
(Unexploded Ordnance).
Do not touch or harass any wildlife while on the range.
While Being Escorted:
Do not enter the range without the Range Control Officer's approval. To gain approval you shall have a radio and stay in constant radio contact with the tower RCO. You shall also advise him/her when you are clear of the range. Understand, that the RCO is in contact with approaching aircraft and may not have time to respond immediately, so please be patient. If, while being escorted across the inert bomb range by another vehicle, the vehicle you are following turns on their hazard lights, this indicates the RCO has requested the crossing be completed without delay. You are to proceed across the inert bomb range as quickly and safely as possible.
Do not leave your host, make sure you stay with your group. While on the range, you may observe but please leave the wildlife alone.
Electronic Compound Protocol:
Do not wander off if you visit the Electronic Combat Range (ECR) facility. No recorders, cameras or other invasive electronics are allowed on the site without permission of the Site Manager. In addition, do not enter equipment vans without an escort or pick up any items that are on workbenches. Lockers are available to you for storage of cell phones, pagers or other personal items.
Be aware that we have Hazard Class/Division 1.3 Munitions stored in this compound. In case of fire that involves munitions, the withdrawal point is 20 feet past the double gate located at the entrance to Mesa.
