ROOFING IDIQ SUMMARY OF WORK
GENERAL PART 1
SUMMARY 1.1
The Contractor shall provide all labor, materials, equipment and tools necessary to perform the work A.
items included in the IDIQ Bid Schedule to maintain, repair or remove existing roofs and to construct new roofs at Cannon Air Force Base and Melrose Air Force Range, New Mexico.

ROOFING DEMOLITION
Remove Metal Roof Panel System: Existing metal panels are typically 26 gauge 0001AA.

The Work includes complete removal and disposal of existing metal roof panels, underlayment & all associated metal fasteners, flashings and accessories, including all costs associated with the loading, hauling and disposal of materials at an off-base metal recycle center or an approved disposal site.

Remove Asphalt Built-Up Roofing (BUR) System: Approximately 25% of the insulation 0001AB.

Equipment: The Work includes complete removal and disposal of large roof devices and equipment that require hoists, cranes or other machinery for removal, including all costs associated with the loading, hauling and disposal of materials at an off-base material recycle center or an approved disposal site. Maintain weather-tightness during demolition and re-roofing operations.

Store Roof Devices and Equipment - Storage for Reuse or Salvage: The Work includes 0001AK.

0002AA. Complete Standing Seam Metal Roofing System (SSM): The Work includes all mobilization, preparation and minor repairs to existing roof substrates to receive a complete, weather tight SSM roofing system including all necessary venting, flashing and accessories. If required, additional costs for insulation, vapor barriers, roof sheathing, roof hatches, smoke vents, copings, expansion joints, walking pads, snow guards, gutters and downspouts, and lightning protection shall be bid as separate line items as listed below.

Complete Thermoplastic Polyolefin Roofing System (TPO): The Work includes all mobilization, preparation and minor repairs to existing roof substrates to receive a complete, weather tight TPO roofing system including all necessary venting, flashing and accessories. If required, additional costs for insulation, vapor barriers, roof sheathing, roof hatches, smoke vents, copings, expansion joints, walking pads, snow guards, gutters and downspouts, and lightning protection shall be bid as separate line items as listed below.

0002AE. Complete Roll Roofing System (1-Ply for Short Term Installations and Repairs Only):
For short-term installations and repairs only, the Work includes all mobilization, preparation and minor repairs to existing roof substrates to receive a complete, weather tight roll roofing system including all necessary venting, flashing and accessories. If required, additional costs for insulation, vapor barriers, roof sheathing, roof hatches, smoke vents, copings, expansion joints, walking pads, snow guards, gutters and downspouts, and lightning protection shall be bid as separate line items as listed below.

0002AF. Roof Sheathing – Wood OSB: The Work includes all mobilization, preparation and repairs to existing roof substrates to receive a complete, weather tight roofing system.
Wood sheathing spanning 16 inches or more shall be 5/8 inches thick. Wood sheathing used to overlay an existing roof substrate may be 7/16 inches thick. All wood sheathing shall be rated for its intended use.

0002AG Roof Sheathing – Gypsum or Foam Recover Board: The Work includes all mobilization, preparation and installation of sheathing to existing roof substrates as necessary to receive a complete, weather tight roofing system. All sheathing shall be rated for its intended use and shall meet the requirements of the roofing system to be installed.

0002AH Vapor Barrier – Asphaltic Felt: For BUR repairs only, the Work includes all mobilization, preparation and installation of a vapor barrier as an integral component of a complete, weather tight roofing system and shall meet the requirements of the roofing system to be installed.

0002AI Vapor Barrier – Polyethylene Film: The Work includes all mobilization, preparation and installation of a vapor barrier as an integral component of a complete, weather tight roofing system and shall meet the requirements of the roofing system to be installed. The

0002AJ Roof Insulation – Polyisocyanurate Boards: The Work includes all mobilization, preparation and installation of roof insulation as an integral component of a complete, weather tight roofing system and shall meet the requirements of the roofing system to be installed. The roof insulation shall meet the requirements of the roofing system to be installed. A minimum R-value of 30 is standard at Cannon AFB.
Unit of Measure: Board Feet (BF) = 1 inch x 12 inches x 12 inches
0002AK Roof Insulation – Tapered Polyisocyanurate Boards: The Work includes all mobilization, preparation and installation of tapered roof insulation as an integral component of a complete, weather tight roofing system and shall meet the requirements of the roofing system to be installed. A roof slope of 1/2 inch per foot is standard at Cannon AFB. At roof valleys, provide a minimum roof slope of 1/4 inch per foot.

0002AL Roof Drain and Cover: The Work includes all mobilization, preparation and installation of roof drains, pans, flashing and piping necessary for a weather tight roofing system.

0002AM Roof Hatch: The Work includes all mobilization, preparation and installation of roof hatches and flashing necessary for a weather tight roofing system. Wall mounted roof access ladders shall be included where indicated.

0002AN Metal Copings at Roof Parapets: The Work includes all mobilization, preparation and installation of pre-finished metal copings as necessary for a weather tight roofing system.
Coping metal shall be 26 gage or thicker.

0002AO Roof Expansion Joints: The Work includes all mobilization, preparation and installation of roof expansion joints and flashing necessary for a weather tight roofing system.

0002AP Roof Walking Pads: The Work includes installation of roof walking pads to prevent damage to roofing system by foot traffic. Walking pads shall be compatible with the roofing system. Pads shall be no less than 3 feet square. Pads shall be located as indicated or, if not indicated, shall link roof access points such as roof hatches to all devices and equipment requiring routine maintenance. Pads shall fully surround roof hatches and significant equipment as determined by the COR.

0002AQ Roof Snow Guards: For SSM roofs only, the Work includes all mobilization, preparation and installation of roof snow guard systems where indicated. Snow guards shall be compatible with the SSM roofing system and identical in color.

ADDITIONAL INFORMATION FOR BIDDERS 1.2
Quality Control: All of the above work line items shall include all the Contractor’s Quality Controller A.
(CQC) requirements for that bid line item.
Testing: Testing for which a separate line item is not provided shall be included in the bidders cost of B.
related work.
Overhead and Profit: Each of the bid line items shall include the entire Contractor's and C.
subcontractor’s overhead and profit costs.
Bonding is a separate bid line item. The Contractor’s bond premium rate will be used to determine D.
the minimum lump sum amount for bonding payment on an issued delivery order. For example, the bond premium rate used [as a minimum] will be the lump sum amount of the “Bonding Premium” line item divided by the total bid amount for each contract year until 100% payment of the bonding line item. The government reserves the option to pay 100% of the bond premium at any time.
Disposal fees: Payment shall be full compensation for the landfill disposal fees and the asbestos E.
special waste-handling fees for the removal of roofing materials encountered during the demolition.
Certified weigh tickets and asbestos special waste-handling fees receipts from the area landfill are required.
DELIVERY ORDER PROCEDURE 1.3
Prior to starting work on this contract, the Contractor will be issued a delivery order by the COR. A.
The Contractor and the government representative will conduct a joint measurement to determine the B.
quantities and cost for the roof work to be accomplished. After completion and agreement of the joint measurement the delivery order will be issued.
Each delivery order will provide the performance period, which includes the required completion date C.
with the required maximum number of on-site construction days, and the scope of work. The performance period will be coordinated with the Contractor as part of the joint measurements.
On-site performance time for the roofing work will generally be performed from 1 May to 1 October, D.
weather permitting, unless indicated otherwise on the delivery order. Earlier start dates or later completion dates require request in writing by the Contractor for approval by the COR.
The government retains the option of requiring roofing work during cold weather from 1 November to E.
1 March for emergency roof replacement.
On-site performance times on delivery order are independent of each other and may run concurrently. F.

Upon completion of this contract or completion of all delivery orders, whichever comes later, the G.
Contractor has 30 days to demobilize his equipment from the base unless approved otherwise.
DATA REQUIREMENT FOR DELIVERY ORDER QUANTITIES 1.4
Contractor shall provide the necessary field data and documentation for delivered materials and A.
quantities submitted for payment.
Delivery order verification shall be submitted on one hardcopy (letter size) and electronic (MS Excel B.
spreadsheet or approved similar) and shall contain the following:
Name of the Roofing Contractor, Contract Number, Building Number, Work Areas, Delivery 1.
Order date, Delivery Order number, and Pay Request number.
Itemized list of delivered items with bid item number, work description, quantities, unit price, 2.
and dollar amount for the delivery order. Discrepancies between invoiced and delivered items or quantities shall be noted by the Contractor who shall inform the COR.
The government’s representative shall be allowed 10 working days to properly evaluate each 3.
completed delivery order, which includes verification of actual quantities prior to the Contractor submitting the invoice for payment. Upon approval of the actual quantities by the Air Force Project Manager (AFPM) the Contractor may then submit for payment. The Contractor shall consider this time to evaluate the delivery orders by the government in his payment schedule.
The Contractor will be paid based upon actual deliveries. Any discrepancies between actual 4.
deliveries and Contractor shall immediately notify the COR. The government is under no obligation to pay the Contractor for additional quantities that exceed the joint measurement quantities unless approved in writing by the COR.
WORKING IN OCCUPIED AREAS 1.5
The work to be performed on this project is to be accomplished in areas occupied by military A.
personnel. The Contractor shall make arrangements with the occupants so that particular areas may be blocked off by the Contractor during the performance of work.
The Contractor shall provide written notification to the AFPM and the building custodian of intent to B.
start a minimum of 7 days prior to the time work is to commence in any specific roof area in order that necessary arrangements can be made with the occupants.
The Contractor shall coordinate the work of all activities whereby both the government and the C.
Contractor can continue operations with the least possible interference and inconvenience.
RESTRICTED AREAS AND RESTRICTED TIMES 1.6
Restricted Areas: Contractor shall provide 72 hour advance notice for each entry into the restricted A.
area to the COR, Security Police and Entry Control Personnel. This can be done on a weekly basis.
Delays will be experienced by the Contractor for work in restricted areas. Military escort for Contractor personnel entering restricted areas is required.
Air Show: The Contractor shall not perform any roofing work during the weekend of any CAFB or B.
MAFR Air Shows. This weekend may occur at any given time. The Contractor will be provided written notification as to the actual dates by the COR once final dates are established.

The Quality Controllers and the project superintendent shall each have an operational cellular phone. A.
MISCELLANEOUS WORK ITEMS 1.8
Raise Existing Air Conditioning Equipment: Work includes: A.
Disconnect the existing dual air compressor unit (20 tons to 30 tons typical) with 4 existing 1.
refrigerant lines and electrical power.
Pumping down and capturing the refrigerant. Handle coolant PER IAW EPA and NMED 2.
regulations. Re-use existing coolant or replace with new coolant.
Temporarily relocate the air conditioner unit to allow for the new roofing to occur under the 3.
unit. (The unit would be non-operational).
Raise the existing wood curbs to accommodate the new roofing by adding new wood curbs to 4.
9" minimum above the new roof membrane.
Provide new refrigerant lines and new power line to tie into existing lines to accommodate the 5.
new parapet and thicker roof insulation.
Re-position the air conditioner unit on top of the new curbs and replace the refrigerant. 6.
Re-calibrate the air conditioner unit. 7.
Remove the existing base & metal flashings and replace with new base and metal flashings. 8.
Roof Inspections: Perform field inspections in accordance with the following: B.

type & thickness of roof insulations, the type & fastening of the vapor barrier, and the type of roof deck. Bag and record each layer and provide the samples to the AFPM. Where roofing is damaged by testing, provide temporary roofing or take other measures as necessary to maintain weather-tight roofs capable of protecting building interiors and occupants.

Confine equipment, storage of materials and debris, and the operations and movements of workmen A.
within limits as indicated or as directed by the COR. Do not load the roof or permit any part of a structure to be loaded with a weight that will endanger its safety or cause damage. Do not put kettles on the roof or on an adjacent roof. Contractor shall protect the existing roof structure from damage due to the loads imposed by his roofing equipment & materials.
Protect the building, all contents, and the surrounding area from damage and building occupants B.
inside the building from injury during the work. Do this so it will not affect the normal conduct of operations in the building. The Contractor must determine the nature of these operations and provide proper protection. Repair all damage caused by lack of such protection to the COR's satisfaction. If repairs are not made, or if the COR determines that repairs are beyond the Contractor's ability, the government will have the work done by others, and may charge the cost to the Contractor. The Contractor shall provide written notice to the building custodian at least 7 days prior to starting the roof work to inform the building occupants of scheduled roofing operations. In housing areas, provide written notice to each occupied housing unit.
When required by the AFPM, the Contractor shall rope off an area inside the building that C.
corresponds to the area on the roof being worked on that day. Protect occupants from falling debris from the underside of the deck.
When required by the AFPM, the Contractor shall provide dust control inside the building due to the D.
disturbed dust from underneath the roof deck, which includes placing of visqueen if necessary as determined by the COR.
Contractor shall be advised that the inside of the building may contain asbestos in the piping system E.
that is mechanically attached to the roof deck system or in the ceiling panels. Contractor shall make sure that falling debris from the roof deck does not damage the piping system or ceiling panels. If the Contractor disturbs the asbestos, the Contractor shall proceed immediately to specifications referring to asbestos and hazardous materials and shall be responsible for the asbestos abatement at the Contractor's expense.
Contractor shall be advised that the underside of the roof deck inside the building may contain F.
existing electrical conduits, fire alarm wires and conduit, and the like that are attached directly to the bottom of the deck with protruding fasteners. Contractor shall proceed with caution when mechanically fastening the insulation to the top of the roof deck as to not disturb the existing wires and conduit. Contractor shall be responsible for properly repairing or replacing IAW the NEC code any items that are damaged as a result of the new fasteners.
Remove all debris daily from the roof. Use an enclosed chute, crane and bucket or construction hoist G.
to reduce amount of dust, dirt, and noise.
Roof Protection: When wheeled or other traffic over the partially or fully completed roofing is H.
unavoidable, use adequate plank or plywood protection for the roofing.

Propane Tanks: Propane tanks and kettles shall be located at least 25 feet from any building 6.

PREPARATION FOR ROOFING 1.10
Removal of existing roofing must result in a clean and dry substrate, except for residual stains, A.
providing a surface suitable to apply new materials. Removal includes but is not limited to a vapor barrier, insulation, roofing membranes, gravel or flashing to provide a clean deck. A substrate surface is suitable when application of new materials results in a uniform, positive, and maximum bond between such materials and the substrate.
Roofing work shall not start until roof surfaces are smooth, firm, dry, and free of loose boards, large B.
cracks, or projecting ends. Roof deck shall be inspected and approved by the AFPM prior to application of new roofing.
All deteriorated fascia, nailers and roof sheathing shall be removed and replaced with new materials C.
of the same thickness. Unused vent openings in existing roof deck which are less than 8 inches in diameter shall be closed with 20 gage minimum galvanized sheet-metal plates which shall extend at least 4 inches beyond the opening in all directions and shall be firmly affixed by flat-head, sheet metal screws to the existing deck. Holes 8 inches or larger in diameter shall be closed with new sheathing of the same cross section as the existing roof sheathing. New sheathing shall be anchored on each side to new 2 x 4 nailers. The new 2 x 4 nailers shall be securely fastened in place by nailing and shall extend approximately 6 inches beyond each side of opening. Vents and other penetrations through roof shall be prepared properly for flashing and secured in position. Projecting nails shall be driven home.
Lift or remove metal and metal accessories indicated to remain, to aid the installation of new D.
materials. The existing corrugated sheet metal wall panels which are to remain shall be lifted without being damaged and re-fastened in place.
When conditions are uncovered that would be detrimental to the application of specified work, E.
immediately notify the AFPM of such conditions for determination of treatment.
Contractor shall provide direct access to the roof areas to government personnel on a daily basis. F.
Provide new ladder, securely tied down at the top to allow safe access to the roof areas. Contractor shall clean the ladder weekly of asphalt. Existing ladders on the side of the building may be used provided they are securely fastened in place and kept clean.

NON-DESTRUCTIVE TESTING 1.11
The Air Force reserves the right to perform non-destructive evaluation (NDE) of the in-place roofing A.
assembly to determine whether or not the newly installed roofing assembly has been affected by moisture infiltration. Testing shall be at Air Force expense. The Contractor is encouraged to be present during the time of NDE.
PUNCH LIST ITEMS 1.12
All roofing punch list items listed on the pre-final and final inspections (government's and roofing A.
manufacturers) shall be completed in full by the Contractor prior to issuance of the roof warranty.
The government may retain up to 5 percent of the total roofing costs of each delivery order until the punch list items are completed in full to the government's satisfaction by the Contractor and the roof warranty that meets these specifications is issued to the government.
QUALITY CONTROL REQUIREMENTS 1.13
Preparatory Inspection: Before actual work begins, the Contractor must: A.
Understand the specifications, the drawings, the required tests, measurements, Quality Control 1.
Record, and reporting procedures.
The Contractor shall make sure that no hot mopping is started until the AFPM have been given 2.
at least 24 hours advance notice.
The Contractor shall make sure no roofing work is started until the Contractor’s construction 3.
schedule and approved by the COR or AFPM.
Visit each roof with issued delivery orders and become familiar with their layout, attend the 4.
pre-construction conference, and review the safety requirements, such as fire extinguishers, and make sure the safety requirements are followed.
Required Equipment: Contractor shall supply the equipment for tests and measurements required to be B.
performed under this contract; the equipment shall be in proper working condition.
CONTRACTOR’S QUALITY CONTROLLER (CQC) 1.14
The Contractor shall provide a roofing technical representative, who may be employed by the roofing A.
Contractor, or by an independent test lab, or by an independent roof inspection firm whose primary duty is to act as the Contractor’s Quality Controller (CQC).
The CQC shall be a roofing specialist with at least 5 years' technical experience in the 1.
evaluation and inspection of roof construction, which includes modified BUR roofs, EPDM roofs, metal panel roofs, shingle roofs, and TPO roofs. Submit list of qualifications and specific roof projects that the CQC has worked on for approval. Provide a CQC for the following roof types and sizes:
For the new BUR systems and new Modified BUR systems, when the roof size is less than a.
200 SQ, the Contractor shall provide the CQC who is required to perform the quality control functions and be on the job site at least 50% of the time except for the hot work.

relating to the roofing work. To accomplish this, the CQC must observe work in progress, including observation and testing and measuring, and record work conditions daily. Work accomplished on a daily basis will be considered satisfactory only when all "variances" have been corrected and the work is in conformance with the contract.
As specified herein, the Contractor shall provide the COR evidence needed to establish 1.
confidence that the CQC is being performed satisfactorily and in compliance with the contract requirements and manufacturer's instructions.
The specified quality control requirements are minimums; the Contractor shall provide an 2.
additional CQC, when at the direction of the COR, one CQC is not effective enough to provide conforming work. This additional CQC does not constitute a change to the contract and is no additional cost to the government.
ADDITIONAL QUALITY CONTROL REQUIREMENTS 1.15
The CQC shall meet with the AFPM weekly to report any and all variances to the drawings, A.
specifications, material submittals, and manufacturer's instructions and to determine corrective actions and to work with the Contractor to make sure corrective action is taken.
The CQC and the superintendent shall meet with the AFPM at least once a week to discuss the B.
progress of work, any field problems, any scheduling problems or delays, etc.
At the request of the AFPM, at least 30 days prior to the start of roofing work, the Contractor shall C.
attend a pre-roofing meeting to review the contract. The Quality Controllers and foreman or superintendent must attend the conference. The Contractor shall give an oral presentation of proposed construction method. The manufacturers' representatives shall provide input where necessary to describe the proper installation of their materials. The conference may include a visit to the work site, and a slide presentation relating to job site membrane sampling and analysis.
Contractor inspection is a careful and critical investigation of all work to assure that it conforms to the D.
contract, and to detect variances and act to correct them in time to prevent reworking and delay. This includes detailed, skillful examination and testing with immediate comparison to the requirements of the contract. On discovery of variance, the Contractor will immediately institute corrective action to eliminate the variance and to ensure that all future work conforms to the requirements of the contract.

Follow the published requirements and written recommendations of the BURS and other materials E.

The government is not obligated to inspect a Contractor's work or to protect a Contractor from the F.
consequences of such work. Government inspection is a general examination of the Contractor's conduct and work, and is solely for the purposes of the government. Government inspectors do not have the authority to accept the work whether or not it is conforming. Government inspection is not to be construed as conclusive. Information that may be offered to the Contractor does not change the contract.
Government agents, including inspectors, engineers, and quality assurance evaluators, are not G.
authorized to change the contract without the written authorization of the COR; this lack of authority extends to all situations in which the actions of these agents could be construed as constituting a change.
Every project is subject to audit by the government. The Contractor shall provide the government and H.
the consultant all information necessary for the performance of this audit.
SUBMITTALS AND TESTING 1.16

1.2 UNDERWRITER’S LABORATORIES (UL)

C. General: Asphalt shingles with appropriate underlayment shall be applied to the indicated roof surfaces in Military Family Housing (Residential) areas and to other non-housing areas on-base. Daily clean-up is required in all these areas as well as protection of existing landscaping.
1.3 SUBMITTALS
A. Submit product data and samples for each type of product specified. Shingle color will be selected from the manufacturer’s standard colors by the contracting officer.
B. Submit manufacturer’s installation requirements, instructions, and recommendations for approval, which includes application temperatures, flashing details, nail fastening pattern, material safety data sheets, and applicable construction details.
C. Submit a sample copy of the shingle manufacturer’s warranty required for this contract.
D. Submit a sample copy of the roofing contractor’s two year materials and labor warranty required for this contract.
1.4 QUALIFIED APPLICATOR:
A. The Shingles manufacturer shall confirm that the shingles applicator is approved certified installer for their system. Installer shall provide documentation of certification.
1.5 WEATHER REQUIREMENTS:
A. Comply with manufacturer’s product data regarding application temperatures and Maximum wind conditions.
B. Apply polyethylene sheeting and shingles when substrate and ambient temperature is a minimum of 40 degrees F with dry weather conditions, unless approved otherwise in writing by the manufacturer.

C. Delivery and Storage of Materials: Deliver the materials to the project site in the manufacturer’s unopened bundles and containers with the labels intact. Keep materials dry, completely covered, and protected from the weather. Follow manufacturer’s instructions.
D. Handle and store all materials at the project site to prevent water damage, staining, or other physical damage. Store roll products on end in an upright position. Immediately before laying, the felts and all other rolled materials shall be stored for 24 hours in an area maintained above 50 degrees F.
PART 2 PRODUCTS
2.1 MATERIALS
A. Shingles: Provide square-tab strip shingles, UL Class A rating, Mineral-surfaced, self-sealing, 3 tab asphalt SBS Modified Polyglas strip shingle., 1.0 gram loss minimum for granular adhesion, 235 lbs. per square minimum.
B. Shingles shall conform to ASTM D 3018, Type I; and ASTM D 3462.
C. Shingle color will be selected from the manufacturer’s standard colors by the contracting officer.
Malarkey Alaskan SBS Modified Polyglass shingles or approved equal.
D. Asphalt Saturated Felt Underlayment: ASTM D 226, Type I (15 lbs), non-perforated.
E. Asphalt Primer: Conform to ASTM D 41..
F. Asphalt Roof Cement: Non-asbestos fibrated asphalt cement complying with ASTM D 4586, Type II, designed for trowel application.
G. Nails: Galvanized roofing nails conforming to FS FF-N-105, Type II, Style 20, penetrate roof deck at least 3/4”, follow shingle manufacturer’s fastening pattern.
H. Metal Discs: Metal discs shall be 30 gage minimum, galvanized sheet metal caps, 1.5” diameter minimum, for applying the underlayment.
I. Staples: The use of staples is not permitted.
J. Drip Edges: “G” type shingle flashing, galvanized steel, 26 gage minimum. Shapes shall conform to
SMACNA.
K. Polyethylene membrane: Polyethylene-sheet-backed rubberized asphalt membrane, 40 mils thick minimum. Carlisle QSC 707 or Grace Ice/Water Shield or approved equal.
L. Ridge Vents: The ridge vents shall be made of high density black polypropylene, which is UV stabilized, and has 18 square inches (minimum) per linear feet of net free vent area. North-West Building Products Series 4/Architectural grade or approved equal.
M. Shingle Manufacturer’s 30 Year Material Warranty: The shingle manufacturer shall provide a 30 year Roof warranty for manufacturing defects of new shingles. Defective shingles shall either be repaired or replaced, which includes the reasonable cost of material by the shingle manufacturer.
N. Shingle Manufacturer’s First 5 Year Wind Warranty: The shingle manufacturer shall provide a 5 year wind warranty to resist damage from winds up to 100 MPH. Shingles damaged or blown off by winds of 100 mph or less shall be replaced with new shingles.
O. Contractor's 2 Year Warranty: Provide contractor’s 2 year warranty for: the shingles, flashings, sealants, fasteners and accessories against defective materials and workmanship; the new roof to remain watertight and weatherproof with normal usage for two (2) years following roof completion date; and the repair of the new roof due to any water leaks, without additional cost to the Government.
P. The roofing contractor shall make emergency repairs within 72 hours of notification by the Contracting Officer (CO), when repairs are required due to defective workmanship or materials during the contractor’s 2 year warranty. When repairs are not performed within the specified time, emergency repairs performed by others shall not void the warranty.

Q. Shingle Manufacturer’s 10 Year Replacement Warranty: The shingle manufacturer shall provide a 10 year Roof warranty for material, weather, and workmanship defects of new shingles. This shall include a wind resistance of up to 100 mph. Defective shingles shall either be repaired or replaced, which includes the reasonable cost of material and labor by the shingle manufacturer.
PART 3 EXECUTION
3.1 NRCA STEEP ROOFING MANUAL
A. Comply with the asphalt shingle manufacturer’s installation instructions and recommendations, but not less stringent than that recommended by the NRCA Steep Roofing Manual.
B. Install all metal flashing in accordance with the asphalt shingle manufacturer’s installation instructions and recommendation, but not less stringent than that recommended by the NRCA Steep Roofing Manual.
C. Surface Preparation: The roof deck should be inspected by the contractor looking for any de-laminations, warped boards, rotten boards and nail popouts, which shall be reported to the CO. The contractor shall notify the CO for inspection of the roof deck. The roof deck will be inspected and approved by the CO prior to application of the new roofing.
D. The contractor shall remove all protruding nails, renail loose sound sheathing, and ensure that the roof deck is smooth, clean, dry, and without loose knots. Cover knotholes and cracks with sheet metal nailed securely to the roof deck.
E. Broom clean all deck surfaces. Clean substrates of projections and substances detrimental to application.
F. Application of Roofing Underlayment: Apply asphalt saturated felt underlayment directly to the wood deck. Apply one ply underlayment for slopes greater than or equal to 4” per foot. Apply two ply underlayment for slopes less than 4” per foot. Apply self-adhering polyethylene membrane along all eaves.
G. Metal Drip Edges: Metal drip edges shall be provided along the eaves and rakes. The metal drip edge shall be applied directly over the underlayment along the rakes and directly on the wood deck at the eaves.
The drip edge shall extend back from the edge of the deck 3 inches and shall be secured with nails spaced not greater than 8” on center along the inner edge. The exposed flange shall be 1.5” minimum with bottom 1/2” at 30 degree angle to the vertical plane.
H. Shingles: Secure all shingles with 6 roofing nails per shingle. Hand tab each shingle tab with roofing cement when the average daytime temperature drops below 50 degrees F unless required otherwise…
