Statement of Work (SOW)
Remove and Replace Roof – Hangar 204 Project Number: CZQZ 12-1025
Roofing IDIQ Task Order Cannon Air Force Base, New Mexico
March 12, 2013
OBJECTIVES: The objectives of this Work include but are not limited to:
a) Complete removal and disposal of the existing metal roofing including all underlayment, sheathing, flashings, copings and other elements associated with the existing roof system.
b) All Work necessary to prepare the existing substrate to receive the new roofing system in conformance with the manufacturer’s requirements.
c) All temporary roofing and weather protection necessary to protect interior spaces during the Work.
d) All fencing, screens and barriers necessary to secure government property and protect personnel during the Work.
e) All labor, materials and equipment necessary for a complete weather-tight metal roofing installation.
f) All labor and equipment necessary to maintain a clean and safe job site.
g) Remove existing lightning protection system (LPS), replace and have a third party recertify after new roofing installation. The LPS shall be in accordance with UFC 3-575-01 Lightning and Static Electricity Protection Systems dated 07-01-2012. An LPS inspection shall be required prior to acceptance. The LPS shall be inspected by a commercial, third party inspector whose sole work is lightning protection, and shall be certified by this third party inspector in compliant with AF! 32-1065 and NFPA 780, in that priority order. A UL certification on its own shall not be adequate for acceptance.
JUSTIFICATION: This roof is located on a hanger on the flight line. The original flashing was damaged during a violent windstorm and a temporary repair was done by the contractor who installed the roof;
however, the repair is failing. There is weather destruction to panels near the flashing and it is only a matter of time before more degradation is done and the flight line becomes at risk.
PERIOD OF PERFORMANCE: 120 days from the date of the Notice to Proceed.
MEETINGS: The contractor shall attend one project kickoff meeting within one week of Notice to Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.
GOVERNMENT FURNISHED INFORMATION: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the Work.
DELIVERABLES: The following must be provided to the designated Contracting Officer (CO) and Contracting Officer’ Representative (COR) or Program Manager (PM):
a. Project Schedule: Within one week of notice to proceed, provide a legible project schedule in printed and PDF format for design services to include dates of anticipated site visits, team meetings, and other milestone dates.
b. As-Built Construction Drawings and Specifications: Upon completion of construction, provide

12 March 2013 1 of 2 Pages redlined drawings and specifications indicating any departures from the original contract documents.
c. Operation and Maintenance Manuals: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections.
