BASE STANDARDIZATION OF BUILDING/UTILITY DISTRIBUTION SYSTEMS

This policy letter establishes uniformity in the materials of building construction and utility distribution systems for Cannon AFB, NM.

(1) Responsibility: The Chief of the Programs Flight is assigned primary responsibility for implementing this policy letter on all Cannon AFB project designs and all applicable contract work. Normally, the base project manager will ensure that the standard building materials as stated in this regulation are used on Cannon AFB construction projects and that this information is incorporated in all Military Construction Project (MCP) and Architectural Engineering (A/E) and in-house designed projects. The Chief of Operations Flight must assure materials ordered and contract works executed by Operation & Maintenance (O&M) comply with this standardization policy.

(2) Procedures: The following items and policies shall provide for the standardization of building and utility construction materials on Cannon AFB. These items shall be in conjunction with the standardization of systems as defined by MIL HDBK 1190, Engineering Technical Letters (ETL's), and HQ AETC Construction Policies.

A. ARCHITECTURAL: (Refer to Attachment III for additional information)

(1) All architectural work shall comply with the latest edition of the International Building Code as described in UFC 1-200-01.

(2) All exterior architectural finishes shall be chosen to match/be compatible with the Base Architectural Compatibility Plan (ACP). All facility finishes shall be coordinated through the Base and AETC project managers. All office interiors/administrative spaces shall comply with the Cannon AFB Basewide Color Schemes. These approved color schemes are available for review at the Base Civil Engineer Office (Programs Flight Chief, 575-784-1307). Exterior Finishes: Brick and split-faced CMU are preferred to the greatest extent possible; stucco and External Insulating Finishing System (EFIS) are to be used only in special circumstances with the prior approval of the Base Civil Engineer Office (Programs Flight Chief). Face brick shall be modular in size. Face brick for additions and/or new facilities shall match the prevailing brick of facilities in the immediate vicinity and be in conformance with the recommendations of the Base Architectural Compatibility Guide. All face brick shall be sealed with a water repellant equal to, or better than the existing brick sealant/repellant currently used on Cannon AFB.

(3) All exterior signage shall be designed in accordance with AFSOC policies and UFC 3-120-01 (paint backside dark bronze), minimize free standing signs and use anodized aluminum lettering mounted on face of facility. All utility/transformer/dumpster enclosures/screening shall have dark bronze colored panels both outside/exposed side and inside/backside face. All roof appurtenances (vent stacks, exposed utilities, etc.) shall be painted to match the color of the roof.

(4) To the greatest extent possible asbestos-containing material (ACM) floor covering and mastic shall be removed prior to carpet installation. Carpeting and floor tile shall be chosen in accordance with guidelines set forth by current AFSOC policies (Carpet ETL dated 07-4) and/or the Cannon base wide color schemes where applicable. All carpet/flooring shall comply with Base Flooring Indefinite Delivery Indefinite Quantity (IDIQ) specifications and design drawings. Refer to the Tech Library for additional information.

(5) Interior and exterior design of facilities and the surrounding site shall incorporate features included in the latest edition of the Cannon AFB Architectural Compatibility Plan (ACP). The ACP is available at the Base Civil Engineer Office (Programs Flight Chief, 575-784-1307)

(6) ELECTRONIC CARD ACCESS LOCKING SYSTEM (ECALS): The Base standard lock system is ECALS, unless otherwise wavered. All ECALS shall be equal to, and software must be 100% compatible to and interface with the existing ECALS, BEST Corp. manufacturer equipment and software currently used on Cannon AFB.

(APPLICABLE ONLY IF ECALS HAS BEEN WAVERED)

(6.1) Locking: Lock cores shall be removable type keyed in sets or subsets as scheduled. Lock cores shall be seven (7) pin. Cores shall be pinned for an A-4 (.018 differential) type system. Lock cores shall be keyed to existing base master keying system in sets or subsets in accordance with the approved schedule. Locks shall be furnished with the manufacturer’s standard construction cores and key system. Permanent cores and keys including a typewritten key codes/biting schedule shall be sent by the lock manufacturer directly to Cannon Air Force Base by registered mail or other approved means. Keys for the locks shall be stamped with change number and the inscription “U.S. Property – Do Not Duplicate”. Cannon uses an “R” (and “M” only for the commissary) type key way. Keys shall be supplied as follows:

Keying Schedule: All keying schedules must be approved by the Base Locksmith. The base locksmith shall be contacted (address above) to secure existing key codes if necessary to successfully master key new work.

Lock Sets and Latch Sets: Lock sets and latch sets shall meet ANSI/BHMA A156.2, series 4000, grade 1, bored type with levers. Lock sets and latch sets shall be capable of accepting “Best” removable cores.

(7) Exterior doors and frames shall consist of 18 gauge, galvanized, 1 ¾” thick, hollow metal doors with 16 gauge, galvanized, 2”x5 ¾” throat depth, hollow metal frames with a minimum of three hinges per door and door R value minimum 5.

(8) Interior openings requiring fire rated doors [i.e. Communication, Mechanical and/or Electrical Rooms] shall consist of 18 gauge, 1 ¾” thick hollow metal doors with 16 gauge, 2”x5 ¾” throat depth, hollow metal frames with three hinges per door, minimum.

(9) Interior Doors: Solid Core Wood doors [SCW] shall be 1 ¾” thick, solid core, 5-ply construction (fire-rated, as required); conform to NWWDA I.S.-1 [the one year acclimatization requirement shall not apply] and conform to WDMA TM-7, 8 & 10. Stiles shall be 1 3/8” hardwood, minimum [same species as face veneer] with no visible joints and rails shall be 1 1/8” solid wood, minimum. Cores shall be NWWDA I.S.-1 glued block with faces, stiles and rails bonded to the cores and suitable for transparent finish. Provide 5” wide solid blocking for hardware. SCW doors shall be AWI custom quality, rotary-cut, birch veneer, throughout; in accordance with NWWDA I.S.-1 [running match face veneers for doors shall consist of uniform effect of color and grain with no color/grain splotches-large or small]. All exposed rail and stile edges shall be sealed prior to shipment. Facing adhesive shall be Type II, water resistant in accordance with NWWDA I.S.-1. SCW doors shall be factory sealed with filled finish grain effect and satin semi-gloss sheen, and shall receive transparent ultraviolet cured catalyzed polyurethane natural field finish. All doors shall have a minimum of 3 hinges. Frames for solid-core wood doors shall be 16 gauge, 2”x5 ¾” throat depth, hollow metal frames.

(10) Where hollow metal doors are used, use 16 ga frame and 18 ga door as listed under Steel Door Institute SDI-100. Fire rated doors and frames shall bear the fire rated label. Hollow metal door frames shall be 2”x5 ¾” throat depth, to the greatest extent possible.

(11) Insulation: All ceiling insulation shall have a minimum overall value of R-30 and wall insulation a minimum overall value of R-19.

(12) Base: Rubber base shall be continuous roll, 1/8"x4” thick base. Vinyl base is not allowed under any circumstances.

(13) Aluminum store front doors shall be dark bronze anodized medium commercial grade with medium (min 3") stiles storefront. Storefront glazing shall be IAW paragraph (14) below. Provide chair rail height mulls at all aluminum storefronts. Public-access storefront doors and frames shall be anodized dark bronze aluminum with laminated thermal pane glazing.

(14) Windows shall be fixed-pane, blast-resistant. Glazing shall be fixed pane anodized bronze aluminum with laminated thermal pane. Provide the inclusion of fragment retention film for all new windows. Exterior glass pane shall be Type I annealed flat glass, Class 2-tinted, Quality q3-glazing select, color bronze with Low-E anti-reflective low-emissivity coating on the number 2 surface (interior surface of exterior pane). Interior glass pane shall be clear laminated glass consisting of two layers of Type I transparent float glass bonded together with 0.030-inch thick PVB interlayer under pressure. Class 1-clear Quality q3-glazing select.

(15) Architectural floor plan numbering of rooms shall match final room numbering sequence for the facility and all door and finish schedules. The designer/(A/E) are responsible for determining the final room numbering sequence. Room numbering shall be coordinated with the Base Civil Engineer Office (Programs Flight Chief).

(16) To achieve architectural compatibility throughout the base, designers shall use the, Cannon AFB ACP Base Color schemes, and the AFPAM 32-1097 as design guidelines. All design elements, interior and exterior, will strictly adhere to the Cannon AFB ACP; SID/CID presentation shall comply with Air Force Interior Design Guide: Chapter 12 Presentation Format [Ref: www.afcee.brooks.af.mil]. All color board submittals shall be organized in a 3 ring binder with an adequate product description and proposed facility location.

(17) Handicapped Accessibility: Facilities will accommodate the handicapped in accordance with the latest edition of the Uniform Federal Accessibility Standards, the American Disabilities Act and ANSI 117.1. No knobs will be allowed for door hardware, handles only.

(18) Suspended Ceilings: All suspended grid ceiling systems shall be as follows for the indicated locations: The suspended grid ceiling system for all wet areas shall be 2’x 2’ ceiling tile equal to Armstrong ½” Gridstone fire resistive, white, stipple finish and vinyl faced tile set in a suspension system equal to Armstrong AL Prelude Plus with 15/16” white tees. The suspended grid ceiling system for all other areas shall be 2’x2’ white ceiling tile equal to Armstrong ¾” Cirrus #577, fire resistive, tegular, beveled, tiles set in a suspension system equal to Armstrong Suprafine 9/16” white tees. Coordinate special sound transmission classification (STC) ratings with project manager for particular project.

(19) Gypsum Ceiling and/or Wall Finish shall be orange-peel textured, Semi-Gloss Latex paint.

(20) Painting shall conform to the standards contained in the Master Painters Institute (MPI) Architectural Painting Specification Manual, latest edition. Refer to www.paintinfo.com for more information painting standards.

(21) The use of organic adhesives is prohibited.

(22) Use cement backer board behind all ceramic tile on walls. Specify mildew resistant grout for all tile surfaces exposed to moisture. Marine grade sheetrock (Green Board) should be used on all wet walls where finish is not ceramic tile.

(23) Bathroom partitions shall be floor mounted, solid plastic, (High Density Polyethylene (HDPE) resins with homogenous color throughout.

(24) The use of particle board for any woodwork, millwork, or casework is prohibited. Underlayment for plastic laminate [i.e. counter tops, vanity tops, etc.] shall be either ¾” thick Medium Density Fiberboard or ¾” thick plywood, only. All other components for Millwork/Casework shall be ¾” thick plywood or hardwood, only. The Millwork/Casework standard shall be ANSI/KCMA A161.1 – Performance and Construction Standards for Kitchen and Vanity Cabinets.

(25) Landscape Irrigation: Lawn sprinkler piping and fittings shall be schedule 40 PVC. Use flexible PVC tubing from mains and laterals to all sprinkler heads or swing joints. Sprinkler heads shall be of the flow type; impact heads are prohibited. Lawn sprinkler systems shall be designed by a New Mexico Licensed Irrigator. Use the following sprinkler materials/products: for controller. Install resilient wedge valve ahead of backflow prevention to allow system isolation. Atmospheric Vacuum breaker shall be 6” above highest head. Pressure Vacuum Breaker for multi system shall be 12” above head. Reduce pressure zone (RPZ) backflow prevention devices are permitted for use. Valve boxes shall be installed 1”-2” above grade for easy location of valve box.

(26) Landscape Plants: Refer to Attachment I and Base Landscape IDIQ for list of acceptable landscape plants. Xeriscaping should be used to the greatest extent possible.

(27) Landscape Weed Barrier: All locations that require weed barrier shall be provided with two layers. Each layer shall have min. weight of 1.9oz per square yard.

(28) Roofing: All applicable new facilities shall employ Standing Seam Metal Roof Systems with a minimum slope of 3:12. BUR designs shall be standard 3-ply SBS, refer to Base Roofing IDIQ (specifications and design drawings) for additional information. All metal roofing shall smooth fascia panels and striate field panels to mitigate any oil canning effects.

B. CIVIL/STRUCTURAL: (Refer to Attachment III for additional information)

(1) All new and/or rehabbed paved surfaces shall include curbing IAW AETC policy. For all paving refer to Base Pavements IDIQ.

(2) Screened pads shall be provided for all Dumpsters, Transformers, Generators, and Switches. Provide a concrete approach apron at each location. Fence shall be tall enough to conceal equipment and be constructed of masonry for new buildings and bronze ribbed metal panels (both sides) with steel post and framing painted color currently used at Cannon AFB for renovation and all other projects. All exterior exposed (not behind a screen) conduit, gas lines, water lines, cable TV boxes, telephone boxes, gas regulators / meters, and exposed electrical panels / breaker boxes and conduit shall be painted to match the color currently used at Cannon AFB.

(3) All utility road and driveway crossings shall be bored and sleeved with single schedule 80 PVC or 1/4" wall steel sleeve. Roads and driveways shall not be crossed by open cut unless approved in advance and only under special circumstances.

(4) Mechanical thrust restrainers shall be used on all utilities that require thrust restraint, if concrete thrust blocks are used in conjunction with mechanical restrainers the joint shall be first covered in plastic before pouring of the thrust block. All components of the restrainers, including the gland, bolts, and restraint segments shall be high strength ductile iron, ASTM A536, Grade 65-45-12. Restraining devices shall be UL listed/FM approved on AWWA C 900 PVC pipe and complies with ASTM F 1674. Restraining ring segments shall be actuated by bolts featuring twist off heads to ensure proper installation torque is applied.

(5) Minimum utility line burial depths shall be as follows:

a. gas mains/service lines

24 inches

b. electrical*

30 inches

c. water lines

36 inches

d. communications

36 inches (in conduit)

(cable TV/telephone in conduit) 24 inches and 30 inches for areas requiring vehicle loading

*Note: All electric utilities shall be in conduit, encased in concrete and shall have metallic strip caution tape installed per NEC. Concrete over primary ducts shall also have red markings.

(6) Sidewalks crossing roads shall have handicap ramps and crosswalks that comply with the American Disability Act (ADA). New handicap ramps shall be installed to the greatest extent possible.

(7) Troopwalk: A unique architectural feature of Cannon is the troopwalk, which traverses the base. Since many of the students do not have auto transportation, this network of walks aids in getting from place to place on-foot and also assists in marching/training exercises. Exposed aggregate shall be washed and graded natural river rock 3/8in to 3/4in round (color TBD) and pavers (color TBD).

(8) All petroleum storage tanks shall be rated Aboveground Storage Tanks (AST) and installed in an approved concrete vault.

(9) All structural design work shall comply with the latest edition of the International Building Code as described in UFC 1-200-01.

(10) Poles for all pole mounted signage shall be painted to match the currently used color on Cannon. The back of all signs shall be coated.

(11) Removable bollards shall be painted to match the specifications of the Cannon AFB ACP.

MECHANICAL (HVAC, PLUMBING/GAS & EMCS): (Refer to Attachment III for additional information)

HEATING, VENTILATION & AIR CONDITIONING (HVAC):

(1) All mechanical work shall comply with the latest edition of the International Mechanical Code as described in UFC 1-200-01.

(2) Chilled water and dual temperature water piping 4” and less shall be rigid copper type K or L. Attachment II, Table II lists where to use Type K and L pipe and fitting materials. Type K pipe and fittings shall be used underground and type L shall be used in above ground applications.

(3) All underground chilled/hot water piping shall be factory pre-insulated piping.

(4) Hot and chilled water pumps less than 8 hp shall be of the in-line or end suction close-coupled type and shall be of brass construction.

(5) Chilled water systems shall use air cooled chillers for total cooling plant cooling loads of 350 tons or less and for loads greater than 350 tons multiple air cooled chillers shall be used. Central Mechanical plants shall be with multiple boilers and chillers IAW Cannon AFB’s Master Heating/Cooling Plant Zones.

(6) All air-cooled condensing coils shall be protected from hail by appropriate screens. Screens shall be by the manufacturer of the equipment protected.

(7) All diffusers and registers in humid areas (i.e. bathrooms) shall be constructed of aluminum. Special precautions shall be taken (make-up air, etc.) in providing adequate ventilation. Refer to ETL 03-2.

(8) All outside air control dampers shall be of the low leakage type rated at 5 CFM maximum leakage at 4 inches water gauge static pressure when closed.

(9) All duct work shall be aluminum, stainless steel, or galvanized sheet metal. Duct board shall not be used. Internally lined/insulated duct shall not be used. Flex duct shall not be used for runs greater than 6’-6 ¾ in.

(10) To the greatest extent possible include energy recovery systems during the design phase of all building renovations and new construction.

(11) All exterior mechanical equipment shall be screened from view. Screen type shall be as directed by Cannon AFB ACP. Mechanical equipment that cannot be screened from view such as wall mounted exhaust fans and louvers shall be painted to match the color currently used at Cannon AFB. Use of roof top mechanical equipment is prohibited.

(12) Refer to Base CADD detail for typical chemical feeder. [Do we have this??]

(13) All commercial refrigeration, comfort cooling equipment and appliances (any capacity) shall use non ozone depleting refrigerants such as R-134A and R-410A. There shall be no ozone depleting refrigerant allowed.

(14) For all large HVAC systems, isolation valves shall be provided to facilitate ease of maintenance without the shutdown of the entire system.

C. PLUMBING/GAS: (Refer to Attachment III for additional information)

(15) All plumbing work shall comply with the latest edition of the Uniform Plumbing Code (UPC) as described in AFI 32-1066. Install proper backflow prevention on all service lines per UPC. Ensure that backflow prevention devices are in concrete vaults or otherwise aboveground, and are testable.

(16) Pipe and fitting materials for drainage, waste, and vent (DWV) piping and interior rainwater conductor (interior roof drains) systems shall be schedule 40 PVC. Use cast iron pipe for firewall penetrations.

(17) Pipe and fitting materials for pressure piping systems inside the building to a point 5 ft outside the building: As listed in Attachment II.

(18) No pipe, fitting, or solder shall contain lead.

(19) Water heaters/recirculating potable water boilers with tanks shall be natural gas type, and shall be State or equal, with high recovery. Hot water temperature at lavatories shall not exceed 120°F.

(20) Refer to the Cannon AFB Dormitory Domestic Hot Water Heating Study for information on existing dormitory hot water systems and required engineering methodology for calculating hot water requirements to preclude underestimating demand requirements.

(21) Bath shower fixtures shall include bathtub spout, shower head, valves, and diverters. Shower heads mounting shall be via a ball joint mount. All shower drain rough-ins shall be at finished concrete floor height. A water proof membrane with smooth concrete substrate, PVC shower pan liner, shall be applied to the shower pan and turned up a minimum of 12 inches. Refer to Cannon’s Existing Equipment/Material attachment for product information.

(22) Water service lines 3 inches in diameter and less shall be copper or PVC schedule 80.

(23) All new water meters shall read in gallons and have a pulse initiator for interface with the base Energy Monitoring Control System (EMCS).

(24) Water-free urinals, low flow water closets shall be used to the greatest extent possible.

(25) All metallic valves and fittings shall be provided with a 32 pound magnesium sacrificial anode connected by an exothermic weld through a No. 12 AWG copper wire. All valves in water mains 2” or larger shall be resilient wedge type.

(26) Exterior underground water distribution or service piping 4 inches through 12 inches shall be PVC elastrometric gasket joint type with a DR of 14, pressure class 200, and conform to AWWA C-900. Piping greater than 12 inches shall be PVC in conformance with AWWA C-905 or concrete encased steel in conformance with AWWA 300, 301, or 303 rated at 150 psi. Where required to connect the east and west base water systems an automatic control valve, to match existing on site, shall be installed in a concrete vault with all applicable EMCS controls and wires.

(27) Underground gas piping shall be polyethylene, SDR-11, with all welded joints meeting ASTM D3350 and ASTM 2513 with pipe designation 2306, 2406, or 3406. Socket fusion fittings shall comply with ASTM D2683.

(28) Interior and above grade gas piping shall be black steel with malleable iron or steel fittings in conformance with ANSI B16.3 and ANSI B16.11, respectively.

(29) Gas service: gas service, valves, and meters shall be installed in compliance with local utility company requirements. All gas piping shall be polyethylene SDR-11 for the external part of the building, including isolation valves, (2” nut on main valve or slots on service) with anodeless type risers. Refer to Base CADD detail for typical gas meter installation.

D. ENERGY MANAGEMENT CONTROL SYSTEMS (EMCS): (Refer to Attachment III for additional information)

(30) Direct Digital Control (DDC) shall be a complete system suitable for the heating, ventilating, and air conditioning (HVAC). DDC shall be 100% fully compatible/integrated with the existing base wide front-end EMCS currently used on Cannon AFB.

(31) Microprocessor controls on VAV boxes shall be fully 100% compatible with the Base EMCS vendor of the existing central system.

(32) Fiber optic transmission lines shall be used for base wide transmission of EMCS data, unless otherwise directed. New fiber optic lines shall be tied into the existing system with a fiber optic to copper interface.

E. ELECTRICAL (INTERIOR, LIGHTING & EXTERIOR):

INTERIOR: (Refer to Attachment III for additional information)

(1) All electrical work shall comply with the latest edition of the National Electric Code.

(2) Cables: Conductors in cables shall be of copper only. Conductors #12 AWG and larger shall be stranded. Minimum acceptable size for power cables shall be #12 AWG.

(3) Interior Wiring Conduit: No rigid nonmetallic conduit or electrical nonmetallic tubing shall be allowed. Aluminum conduit shall not be embedded in concrete or masonry, buried in earth, or used to penetrate firewalls. If conduit runs penetrate firewalls, steel conduit shall be used a minimum of three feet on each side. Metal-clad (type MC) cable is not acceptable and shall be so stated in the specifications under “wiring methods”. Aluminum conduit shall be used for all 400 Hz applications. No exposed conduit or piping shall be permitted on exterior of building surface. Exterior disconnect switches shall be a maximum of 42” above grade. Set-screw connectors and couplings shall not be used.

(4) 4” X 4” normal size and smaller cast-metal hub type boxes shall not be used when flush mounted on outside of exterior surfaces.

(5) No equipment grounding conductor shall be installed in empty or low voltage conduits.

(6) Communication Systems: All new facilities shall be tied into the base wide communications manhole/duct system with a minimum of 4-4” PVC conduits from mechanical/telephone room. All communication work shall be in accordance with Engineering Technical Letter (ETL) 02-12: Communications and Information System Criteria for Air Force Facilities, Air Force Systems Security Instruction 7703 (AFSSI 703) 26 August 2008, Air Force Special Operations Command Instruction 33-105 (AFSOCI 33-105) 12 November 2009, and AFSOCI 33-105 SUP for AFSOC Communications Specifications for Facility Construction and Alterations.

(7) Low Voltage Dry Type Distribution Transformers: All new low voltage dry type distribution transformers 15 KVA and larger shall comply with NEMA TP-1 2002 standards for energy efficiency.

LIGHTING:

(8) Exit lights: All EXIT lights shall be of the high intensity L.E.D. type with the following standard features: die cast aluminum housing, canopy and faceplate with black powder coated finish; dual voltage (120/277V); polymeric diffuser; white face with 6” red high letters; single face of double face and directional arrows as required; 3 watts maximum (for either single or double face version). The emergency features shall include: maintenance-free nickel cadmium battery; automatic low-voltage disconnect; reverse polarity and short-circuit protection; AC indicator light; push-to-test switch; constant current charger. The nickel cadmium battery shall carry a minimum of a 5-year full warranty. Exterior EXIT lights shall be vandal resistant.

(9) Fluorescent Lamps: All 4’, T8 with matching rapid start electronic ballasts, rapid start fluorescent lamps, 32 watt. Also, compact fluorescents lights shall be given consideration as well for use in hallway lighting. Fluorescent lamps shall be low mercury content.

(10) Fluorescent Fixtures: Lighting for general office areas, classrooms, corridors, conference rooms, and lobbies shall be provided by 2’ x 4’ recessed fluorescent fixtures incorporating an aluminum parabolic louver with 27 cell, low iridescent, specular silver, parabolic louver.

(11) Emergency Lighting: Emergency lighting must be provided IAW the latest Edition NFPA 101. Normally, emergency lighting is required only for designated stairs, aisles, corridors, ramps, escalator, and passageways leading to an exit. Unit equipment must be circuited to comply with NEC. Do not use fixtures with wall-mounted battery packs.

Lighting Levels: General illuminations levels shall not exceed the intensities shown in Mil-Hdbk 1190, Chapter 9, Table 9-1 through 9-4 and Illuminating Engineering Society of North America (IESNA) Handbook. Design of rooms (particularly areas with fluorescent troffer lighting) shall include evaluation of multi-level switching to provide user-adjustable levels of lighting, as well as dimming and work area lighting. Design Analysis shall address all options considered to minimize energy consumption while providing effective lighting, and document the reasons for choices made. Multi-level switching, using multiple ballasts and separately switched circuits to provide adjustable levels of lighting, is the minimum standard for all facilities. An example is having one tube on a ballast and two tubes on another ballast in a 2’x 4’ troffer, so either one, two or all three bulbs in a 3-bulb system can be selected. Another design tool, is to provide additional switches to sectionalize the room in addition to level control. Other design considerations include task lighting, strategically placed down lights, dimmers, photoelectric controls, occupancy sensors, LED, solar lighting and day-lighting design, all of which give users flexible control of their workspace lighting and save money.

EXTERIOR:

(12) Medium Voltage Cable: Medium voltage cables shall be copper, 15KV, XLP 133% insulation, concentric neutral with PVC jacket (#2 minimum size). No cable installation plan shall be included in the specifications.

(13) Medium Voltage cable terminations and splices shall be of the preformed type only, tape type are not acceptable.

(14) Lighting Poles shall be 30’ anodized bronze aluminum with shoe box fixture to match existing base standard. Troopwalk/sidewalk lighting shall be accomplished using High Pressure Sodium (HPS) luminaries not to exceed 70 watts. Bollard fixtures shall not be used unless specifically so stated in project definition. Area lighting (where required) shall be accomplished using HPS luminaries not to exceed 150 watt on 30’ (typically) anodized bronze tubular aluminum poles. High mast lighting shall be considered for large square parking lots.

(15) Transformers: New building service transformer shall be pad mounted served by an underground concrete encased duct bank. Transformer fusing shall be current limiting fuses combined with load sensing Bay-O-Net fuses. Transformers shall be provided with a no-load tap changer with two 2-1/2% above and 2-1/2% below rated voltage taps. The high-voltage compartment shall be a dead-front construction with load break switching. All transformers shall be feed-through unless otherwise approved. Switches shall be mounted inside the transformer tank with switch operating handles located in the high voltage compartment and equipped with metal loops for hook stick operation. Adjacent to switches, nameplates shall identify switch operating handles and “ON” and “OFF” positions.

(16) All pad-mounted transformers shall be screened from view. Screen type shall adhere to the Cannon AFB ACP. For additional information on screens refer to page 6, para B (2). All transformers shall have main breakers to buildings.

(17) Manholes: All electrical concrete manholes, handholes and pull boxes shall be of the precast type and shall be designed for adequate drainage and waterproofing. The use of load junctions and separable splices shall not be permitted. Terminations shall be made above ground.

(18) Aerial to Underground Medium Voltage Connections shall be made in accordance with Air Force Joint Manual (AFJMAN) 32-1080. Pole risers shall be intermediate metal conduit in conformance with National Electrical Code.

(19) Metering: All electrical shall be metered utilizing EPACT 2005 meters. All meters shall contain a separate indicator for measuring maximum kilowatt demand and pulse initiator. Pulse I initiators shall be solid state and factory installed. Meters shall be installed with shorting blocks or test switches to allow removal of the meter. Meters shall be compatible and able to communicate with the Base EMCS system.

(20) All secondary and primary service shall be in PVC ducts using type URD cable with concentric neutral compatible with base system. All duct banks containing voltage over 50 volts shall be concrete encased.

(21) All lighting by exterior doors shall have photo cells.

LIGHTNING PROTECTION:

(22) Lightning protection should be considered on all new facilities. Rods are preferred on all facilities that are not in remote locations on the base. Where rods are not applicable or allowed trapeze systems will be considered.

F. FIRE PROTECTION: (Refer to Attachment III for additional information)

(1) Facility construction shall be in accordance with UFC 3-600-01, Fire Protection Engineering for Facilities, NFPA 101, and all applicable National Fire Codes. Emergency lighting shall be in accordance with NFPA 70.

(2) Fire department vehicles must have unimpeded access to the building for emergency response, IAW UFC 3-600-01.

(3) Fire alarms shall be audible and/or audiovisual installed in accordance with NFPA 72. Manual fire alarm pull stations will be of the brushed metal type. Fire alarm conduit shall be ½” minimum diameter. The narrowband FACP shall locally define the detector and shall uniquely notify the Base Fire Department by building. UFC 3-600-01 and NFPA will be strictly adhered to this design of the fire alarm system. Refer to attachment III for additional information on FACP.

(4) Each floor of multi-story buildings shall be zoned separately for fire alarms and sprinkler systems.

(5) Fire extinguisher cabinets shall be recessed and installed in accordance with NFPA-10. Fire Extinguishers and cabinets will be contractor provided. Fire extinguishers will be 10 pound, 4A: 60B: C rechargeable.

(6) All fire hydrants shall be painted to match the color scheme currently used in the Cannon AFB ACP. The top cap painted IAW NFPA 291 marking and color standards for the rated capacity at the time of installation.

(7) Double check or reduced pressure type backflow protection shall be installed as part of the fire protection system. Post Indicator Valves (PIV) shall be installed with an electronic tamper proof switch, physical locks, and a permanently attached 6”x4” brown sign with white text identifying the building or buildings served. OS & Y valves shall have a dual tamper switch located on valves. The (PIV) shall be painted to match the color currently used on Cannon AFB.

(8) Fire protection piping under buildings shall be ductile iron to a point 5 ft outside the building. Ductile iron fire protection risers and fire hydrant hubs shall be provided with a sacrificial anode to conform to UFC 3-570-06 and MIL HDBK 1136.

(9) Sprinkler Heads: Semi-recessed or fully recessed sprinkler heads shall be used to the greatest extent possible. All sprinkler conduit shall be black steel pipe IAW NFPA 13.

(10) Heat Detectors: Automatic heat detectors shall be fixed temperature rated at 135 degrees Fahrenheit (58 Celsius) for areas where ambient temperatures do not exceed 100 degrees (37.7 Celsius), and 200 degrees (93.33 Celsius) for areas where the temperature does not exceed 150 degrees (65.5 Celsius) (Chemetronics 603 or equal). Automatic heat detectors shall be a low profile, ceiling mount type with positive indication of activation. Heat detectors shall be addressable. Intelligent thermal detectors shall be devices rated at 135 degrees Fahrenheit (58 degrees Celsius) (Notifier FST-851 or equal). It shall connect via two wires to the fire alarm control panel signaling line circuit.

• One-piece wall bracket with anchors included [Wall hanging urinal shall be in accordance with IAPMO Z124.9 and be a waterless, non-flushing type, with replaceable trap insert having circular outer rim opening for flow. The replaceable trap insert shall contain a low specific gravity immiscible barrier liquid. The liquid shall be biodegradable. The urinal shall not require chair carrier. The urinal and trap assembly shall maintain a sufficient barrier of immiscible liquid necessary to inhibit backflow of sewer gases.

25.Water Closets

American Standard or Kohler
Siphon-jet, elongated bowl, top supply spud, ASME A112.19.2M, floor mounted. Floor flange shall be copper alloy, cast iron, or plastic.

Gasket shall be wax type.

Seat - IAPMO Z124.5, Type A, white plastic, elongated, open front.

Flush Tank - An adequate quantity of water shall be provided to flush and clean the fixture served. The water supply to flush tanks equipped for manual flushing shall be controlled by a float valve or other automatic device designed to refill the tank after each discharge, and to completely shut off the water flow to the tank when the tank is filled to operational capacity. Water closets having their flush valve seat located below the flood level rim of the closet bowl shall have a float valve installed within a sheath or in a separate and isolated compartment of the tank, both to have visible discharge onto the floor in case of failure. Provision shall be made to automatically supply water to the fixture so as to refill the trap seal after each flushing. The water supply to flush tanks equipped for automatic flushing shall be controlled by a suitable timing device. Float valve shall meet ASSE 1002. Water closet shall be equal to American Standard 2174.139, Standard height, tank type, elongated bowl (low consumption 1.6 gallon).

26. Energy Monitoring Control System (EMCS)Fire Alarm Control Panels (narrow band)

The direct digital control (DDC) shall be a complete system suitable for the heating, ventilating and air conditioning (HVAC) system. This direct digital (DDC) control system shall be fully 100% compatible with the existing base wide front-end Energy Monitoring and Control System (EMCS) currently installed on Cannon. The existing EMCS system is not BACnet compatible. The DDC panels shall be equipped with software drivers and handlers which allow for communication with an existing base-wide EMCS. The software drivers shall allow for communications via the existing energy management EMNET communication network. The software shall be structured to support this existing communication network with star, ring, radial, or a combination of topologies as required. Each communication program module shall be functionally independent to allow for future upgrade or replacement of communication modules without affecting other application programs and other software modules. Communication protocol for communication shall conform to a standard communication protocol.

27. Fire Alarm Control Panels

The Control Panel shall be integrated; addressable Fire Alarm Control/Transceiver panel Monaco M-2 functioning as an extension of the base central fire alarm system: Monaco D21 Supervising Station Receiving Equipment. Control Panel shall comply with these specifications and the applicable requirements of UL 864.
