MACC Pre-Proposal Conference and Site Visit Questions, Part II
Question 1:
Centennial Contractors Enterprises, Inc.
Please confirm the appropriate point(s) of contact for receipt of the completed Past Performance Questionnaires. The instructions on p. 57 of 66 of the solicitation note that the questionnaires should be submitted by the evaluator to SSgt Kendra Strnad. However, the language of Attachment 36 invites the evaluator to return the questionnaires to either SSgt Strnad or Mr. Bill Shockley.
Answer: Questionnaires may be submitted to either individual listed in Attachment 36 and Section A (page 3 of 66) of the solicitation.
Question 2:
Contractors Enterprises, Inc.
Please confirm the due date of the completed Past Performance Questionnaires. Page 57 of 66 notes questionnaires are due to the Government “no later than 7 calendar days after [the evaluator’s] receipt of the questionnaire,” while Attachment 36 still includes the draft due date of July 1, 2010.
Answer: The date in Attachment 36 was corrected in Amendment 2 of the solicitation which was posted to FBO on 27 July 2010.

Regarding Factor 2, Past Performance (Volume II), on pp. 55–56 of 66: It is our understanding that each prime, teaming partner, and/or joint venture partner should submit Past Performance Information Sheets on a total of 3–5 relevant contracts in Volume II, with an understanding that Section 2.3.3 serves to clarify the requirements of Section 2.3.2 and is not a separate requirement. If this not correct, please clarify the total number of Past Performance Information Sheets to be submitted in Volume II by each prime, teaming partner, and/or joint venture partner.
Answer: Correct.

Question 4:
Overland Corporation
It is indicated on p. 52 of 66 that the page limit for Volume I excludes the drawings and specifications for the sample project. Please confirm that this means that all material to be submitted under Factor 1, Subfactor 2, is excluded from the 40-page limit. If all Subfactor 2 material is not excluded from the 40-page limit, will the Government please specify which Subfactor 2 elements will be counted against the page limit?
Answer: That is incorrect. The only items excluded from the page for all portions of Volume II are drawings and specifications. Examples of items that will be included in the page limit are, but not limited to, written discussions, supporting engineering and planning documents, and project schedules.

Please confirm that all completed SF 294 and SF 295 forms, including any supplied by subcontractors/teaming partners, should be submitted as part of Volume IV, and that the offeror may cross-reference Volume IV when responding to Paragraph 2.3.7 on p. 57 of 66 instead of including completed SF 294 and SF 295 forms in Volume II.

Please confirm that the required SF 294 and SF 295 forms are excluded from the 5-page limit for Volume IV, Small Business Subcontracting Plan.
