MACC Pre-Proposal Conference and Site Visit

Questions

Question 1:

Section M.2.0 states that “The government intends to award at least (3) Small Business’s, and up to two

(2) Large Business contractors.” Does this mean that after the three awards are made to the highest evaluated SB contractors, that the Government will then award the next two contracts to the highest qualified contractors remaining, whether large or small? Or is it the Government’s intention to award the remaining two contracts to other SB contractors so long as they meet some kind of minimum qualification standard, regardless of one or more large businesses have higher evaluation results?

Answer: The next two contracts go to the highest qualified contractor regardless of size.

Will the Government consider a one day time extension so that our employees are not required to travel on the weekend?

Answer: No. Extending the proposal due date will have an impact on other major milestones that the

Government must complete to assure award by end of fiscal year.

What is the Required Government Review Time for Submittals?

Answer: Please refer to Attachment 1, General Provisions, page 45, Section 01500, Submittals, Paragraph 1.1.4 of the MACC Solicitation. The Government will have 10 business days to return the submittals to the Contractor, but may take longer, depending on the technical aspect of the submittal.

What are the Required Permits?

Answer: Please refer to Attachment 1 – General Provisions of the RFP and adhere to local state and federal requirements.

Question 5:

What is the Realistic Time Frame for Approval of Permits?

Answer: Approval of permits is processed as submittals and would follow the same rule as submittal.

RFP 2.3.7 and 2.5.2b, Subcontract Consent. Are the forms SF294 and SF295 required for only those projects included in the Past Performance Project Data Sheets? Are the SF294 and SF295 forms to be included in both Volume II and Volume IV?

Answer: Include those major subcontractors that you intend to utilize as part of your team in the past performance volume only.

In consideration of our customers, we may submit CCASS/ACASS/CPAR evaluations or other past performance evaluations in place of Past Performance Questionnaire Form Attachment 38?

Answer: No. Please provide Past Performance Questionnaires from your customers.

The RFP requires 3-5 projects for Past Performance of the prime and major subcontractors. Is this 3-5 each for prime and major subcontractors; or a total of 3-5 for prime and subs?

Answer: Each entity must provide 3 to 5 projects for Past Performance.

Volume I to be redacted?

Answer: 1 original 2 copies and one redacted copy, 1 unredacted electronic copy and 1 redacted.

Please clarify how many hard copies and electronic copies of the redacted Subfactor 2 are required. Is this to be submitted separately from Volume I?

Answer: Subfactor 2 is to be included in volume I with the same number of required copies.

Question 13 All businesses selected will be competing on each Task Order offered or if those orders will be broken up between small and large businesses?

Answer: All businesses selected will compete for each task order.

Question 14:

Will the DB team that receives the commission be required to produce A/E drawings and specifications

(i.e. contract documents) for the seed project for approval prior to construction?

Answer: Yes.

Question 15: What is the Product Data on the government furnished sound curtain? How wide is the section? On

Attachment 16, 1.1.1.1.13, it says 90lb per section. We need width and length of section to make structural calculations.

Answer: Please refer to Attachment 9 and 10 which provide the Specifications for the Sound Curtains.

Question 16: What are the areas containing lead paint? At walk thru we were given the area of suspected asbestos, but no mention as to the extent of the lead paint.

Answer: All interior block walls contain LBP.

Question 17: Do we select colors and materials? (Part of our required team is an interior designer).

Answer: Please refer to Attachment 3 of the Solicitation for color selection. Color choices shall be submitted as submittals for government approval.

Question 18: What version of the AutoCAD is required? (Suggest it not be version 2010)

Answer: AutoCAD 2010 or version compatible to AutoCAD 2010.

Question 19: Are the utility As-Build Drawings available in native (AutoCAD) format?

Answer: Utility drawings are only available in PDF format only.

Question 20: Where is the location of the Asbestos identified in the survey per the layout drawings?

Answer: Asbestos is located in Area 2 and Office Area 3. Additional drawings were added as attachments to the amended RFP.

Question 21: The Comm Room does not appear on the proposed layout.

Answer: There is no existing communications room in B206. This is a design- build project; therefore the contractor needs to decide the best location for the communications room. A communications call out was provided as an attachment to the solicitation. Please refer to Attachment 23 of the Solicitation.

On Attachment 38 – the deadline to have the questionnaires back to you is July 1, 2010 – I am assuming that the date has been pushed to August 1? Please confirm deadline ASAP.

Answer: The deadline for the questionnaires is on 9 August 2010 (same as proposal due date). A revised Attachment 38 is included in Amended RFP.

In section L – Instructions, Conditions and Notices to Bidders, part 2.2.2.1 it says “Provide a design proposal for the seed project as defined in the MACC General Provisions, Attachment 1, and Statement of Objectives for the Seed Project, Repair Building 206 for CV-22 MRSP, Project# CZQZ090013, Attachment 16. Include all required drawings, written discussions, supporting engineering and planning documents, and project schedule.” What is required for the design proposal that we are including in

Factor 1 – Subfactor 2 of the proposal? Are any drawings, written discussions, supporting engineering and planning documents, and project schedule required to be submitted at time of proposal submission?

If so, please describe what levels of drawings are to be submitted and what written discussions are required.

Answer: Drawings, written discussions, supporting engineering and planning documents need to be provided so that your concept proposal can be adequately evaluated and understood. This is a design

Build project usually between a 20% to 35% is needed to adaquately assess.

Answer: New attachments have been added to the solicitation. Please refer to attachments 39 to 41 with regards to existing roof structure.

Are as built of existing plans available for building B206 in either CAD or PDF files, which could be made available to proposers? We would be particularly interested in roof plans, mechanical, electrical, building/wall sections, finish schedules, elevations.

Answer: As built of existing plans for Bldg 206 has been added to the RFP. Please review revised

Exhibit of Attachments and additional attachments to the RFP.

Question 26:

1.8 notes that “Lead and Asbestos will need to be abated prior to new construction. “1.1.1.1.2 notes asbestos Abatement, and the report attached mentions only one location with mastic as containing asbestos which will be relatively simple to abate – but 1.1.1.1.3 notes Lead Paint Abatement, and the report attached shows lead paint in all areas of building 206 tested. Please clarify the scope of Lead

Paint abatement required.

a. Is this the intent of the Statement of Objectives and 1.8 that the contractor shall abate and remove all lead paint present at building B206? If so, will the government vacate the building while the work is performed due to hazardous conditions involving lead paint removal? If not, please define the work scope of abatement.

Answer: Please provide in your proposal on how you recommend / plan on handling this issue.

b. If the contractor will be required to completely abate lead paint in B206, please clarify the phased occupancy requirement noted at 1.1.1.1.1 for Area 1 work followed by Areas 2 and then

3. Continued occupancy of the building during the removal and abatement of hazardous materials is not the safest practice for the occupants, and addressing continued occupancy would add significantly to the length of time required for abatement and to the cost of the abatement.

The most cost effective means for the government would involve vacating the building and completing all abatement in one activity, or making changes in the specifications to encapsulate certain lead paint elements instead of completely abating.

c. Please clarify this significant cost element of the work so that we can efficiently price the work desired for the government needs.

1.1.1.1.7 requires that we repaint all walls of B206. The Architectural Compatibility Plans Design

Guide at page 9 notes that painted CMU or stucco is not acceptable as an exterior finish. Please clarify if this requirement will apply only to interior walls, and please clarify if any refinish of the exterior is required.

Answer: This requirement pertains only to interior walls.

Question 28:

1.1.1.1.8 requires that we re-surface and re-seal concrete floors in the entire facility. Please specify the sealer desired or acceptable to the government.

Answer: Additional attachments have been added to the RFP. Please refer to Attachment 61 for

Resurfacing information.

1.1.1.1.12 requires upgrade of the existing EMCS system to be compatible with Cannon AFB Allerton system. Please provide a contact point for the base personnel or contractor presently maintaining the

Allerton system, or specifications of the system requirements so that we can appropriately design and budget this requirement.

No LEED or sustainability requirements are mentioned, but the design guide references sustainability on page 14 and 15. Please clarify if there are sustainability requirements for B206.

Answer: There is no sustainability required for this particular project.

1.1.1.2.3 requires we provide elec /comm risers (for office areas 1 and 2) as needed. Please clarify if power poles are acceptable and what number of these should we include in the budget?

Answer: Power poles are acceptable. Approximately 20 power poles.

1.1.1.3.2.2 requires that we install plumbing for a sink and a water line for a refrigerator. Please clarify if we are to furnish the refrigerator.

Answer: No, the contractor is not required to furnish the refrigerator.

Answer: Electric overhead door should be 10’ (H) x 12’(L).

1.4 notes that water will be made available to the contractor by the government as necessary. Please clarify if electricity will be similarly made available to the contractor for construction or if the contractor is required to provide and pay for electricity in this existing building.

Answer: Electricity will be made available to the contractor at no cost to the contractor.

Concrete floors are currently painted. Do we need to repaint floors? If so, does existing paint need to be taken up first or just painted over?

Answer: No painting is required, just epoxy entire flooring.

Exterior walls, most of the exterior walls are split face block, there are some painted CMU. Do we repaint exterior CMU? If so, painted CMU only or split fact block also?

Answer: Exterior walls will not be repainted.

Answer: No, do not repaint exposed ceiling piping.

Question 38:

Existing CMU walls have lead paint, the RFP requires that the lead paint be abated – Areas 1, 2, &3. Is the area where work is to be performed going to be vacant? If not this can be a hazard to people without proper protection to be in the area or the cost to isolate large areas can be expensive, checking with an abatement subcontractor on this.

Answer: Refer to Answer for question 26.

Question 39:

Acoustical Ceilings are scheduled to be replaced. Is this ceiling tile only or does it include replacement of grid also?

Answer: Ceiling tiles are to be replaced. Grid in Area 3 restrooms and existing Office Area 3 need to be replaced.

In section L – Instructions, Conditions and Notices to Bidders, part 2.3.6 Past Performance Evaluation

Questionnaires, it says “Questionnaires are not to be included as part of a proposal. The offeror shall send out Past Performance Evaluation Questionnaires to each of the Points of Contact (POCs) identified in the Past Performance Volume.” Due to the large number of federal projects a unique burden has been placed on our previous clients in the requirement for Past Performance Questionnaires (PPQs) for projects such as this one. Many clients have requested we resubmit previous PPQ forms, since they, in some cases, have filled them out many times. Most of the current solicitations from federal agencies

(Army COE/NAVFAC/ GSA) now allow the use of previously solicited PPQs. In recognition of this unique situation, will you allow submission of previously obtained PPQs?

Answer: No.

In section L, subsection 2.3.3, it says “Relevant Contracts: Relevant past performance information must demonstrate design/build and construction experience with multiple projects, such as new construction, renovation, alteration and repair, with associated architectural and engineering work, with multiple disciplines, such as airfield, pavement, renovation, repair, additions/upgrades, along with specific work in heating, ventilation and air conditioning (HVAC), electrical, mechanical and other major trades.

Projects should be similar in size, scope, and complexity as those anticipated under this contract, i.e., having a project value between $500,000 and $5,000,000 and include projects with the Federal

Government, state and local government agencies, and commercial customers.”

Is it acceptable to expand the project values to be” greater than $500,000” (leaving out the $5M ceiling)? Some of our projects are greater than $5,000,000.

The page limit for Factor 2 – Past Performance – Volume II is 30 pages. However, the past performance project data sheets will be 3 pages each. If we have the prime contractor submit 5 projects, the key subcontractor & teaming partner submit 5 projects that would put us at approximately 45 pages.

We also are instructed to include:

- Table of Contents

- Summary page describing the role of the offeror and each major subcontractor, teaming partner, and/or joint venture partner that the offeror is required to provide Past Performance Information

Sheets on in accordance with paragraph 2.3.4. below

- Organization Structure Change History – See paragraph 2.3.5 below

- And subcontractor consent forms

This will push us well beyond the 30 page limit for Volume II. Can the page limit be expanded or requirements reduced?

Answer: Questionnaires are to be sent in by your customers and are not included in the page count.

Is 3/12 roof slope required on Building B206? CAFB design manual indicates 3/12 roof pitch requirement. Our visual estimate is less than this at Building B206.

Answer: Roof should be designed to match existing, yet increasing the slope to ½:12 but less than 2:12 slope.

Answer: Lead Paint survey for the Seed Project was provided as Attachment 22 of the RFP.

In effort to design new floor finishes in Building B206, warehouse area, can you provide us what type of equipment and traffic will be in this area?

Answer: Pallet jacks with steel wheels, forklifts, pallets, vehicles, rolling stock, air craft engines.

Specifications/Drawings please make information available for the capacities of the existing HVAC equipment or clarify if the complete existing system must be replaced.

Answer: Please review additional attachments included in amended RFP. HVAC equipment will need to be replaced.

Note (28) Roofing: All applicable new facilities shall employ Standing Seam Metal Roof with a minimum slope of 3:12. The existing roofing on Building B206 is approximately 1:12 slope, will the replaced roof system be acceptable to have the same slope? Please clarify if the 3:12 slope requirement is applicable only to new construction.

Answer: Roof should be designed to match existing, yet increasing the slope to ½:12 but less than 2:12 slope. Please review additional attachments to the RFP.

Section L Paragraph 1.4 Joint Venture Offerors – The last sentence in this paragraph indicates that “If the joint venture is comprised of 8(a) firms, the Small Business Administration (SBA), prior to award, must approve the joint venture agreement.” SBA rules state that a joint venture between an 8(a) protégé and their mentor under the SBA Mentor-Protégé Program does not have to be approved by SBA on a small business set-aside procurement, (Sec. 124.513(c) and (d) must be met in order for the exception to affiliation to apply."). Approval by SBA before contract award is only required for 8(a) set-aside procurements.

Question: Will the JV approval by SBA be required prior to a Small Business Set-Aside contract award, contrary to the SBA's stated rules?

Answer: This is a full and open competition with three awards being designated for small businesses.

For a joint venture to receive one of the small business designated contracts the joint venture must be approved by the SBA.

Question 53:

Section L Paragraph 1.15 - In the last bullet it states that the contractor shall determine the size of drawings; the sixth bullet states that the seed project drawings are excluded from the page count, and 8 th bullet states that page limits include drawings.

Question: Please clarify that the drawings of the seed project can be of any size and not included in the page count or have the proposal font restrictions.

Answer: Drawings may be any size and will not be included in page count.

Question 54:

Section L Paragraph 1.15 - States “Submitted materials will be fully responsive to and consistent with the following:” The 5 th Bullet “Format of the proposal volumes (and any resulting responses to

Evaluation Notices (ENs)) shall be as follows:” “All typing (including that on charts, graphs, and tables, etc.) shall be no smaller than 12 Pitch, Times New Roman font.”

Question:

(1) Since the Times New Roman is a proportional typeface and therefore not easily convertible to pitch would SOCS consider limiting text to no smaller than 10 point Times New Roman (the same as a 12 pitch non-proportional font such as Courier New)?

(2) Would SOCONS reconsider and allow a “fit to graphic” font on charts, graphs, and tables (as long as the graphic is clearly readable)?

Answer: No. Please follow the instructions provided in the RFP.

Question 55:

Section L Paragraph 2.3.2 – Past Performance information Sheets requires that 3 to 5 Past Performance

Information sheets shall be submitted for each prime, teaming partner, and/or joint venture partner.

Further, Section L, Volume Submission Requirements table states there is a 30 page limitation for

Factor 2, Past Performance.

Question: This requirement presents a limitation to the number of projects that can be provided, given our current teaming arrangement and given the extensive information requested in the Past Performance

Information sheets for each team member. Additional information is also requested in Paragraphs 2.3.4, 2.3.5, and 2.3.7. For these reasons, Offeror requests that the page limitation for Factor 2 be increase to

40 pages to ensure we provide a comprehensive and complete response to the requirement.

Answer: Questionnaires are to be sent in by your customers and are not included in the page count.

Question 56:

Section L Paragraph 2.3.4 - Specific Content, requests that Offerors provide a discussion of efforts to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk.

Question: Please clarify if this information be should be provided as part of the contracts selected for the Past Performance Information sheets, or if this is a separate, stand alone section.

Answer: The information under Section L Paragraph 2.3.4 –Specific Content should be provided as part of the contracts selected for the Past Performance Information sheets.

Question 57:

Section L Paragraph 2.3.7 - Subcontractor Consent, requires that SF294 Subcontractor Report for

Individual Contract, and SF 295 Summary Subcontractor Report be included with this section.

Question: If these forms are to be provided in Factor 2, Past Performance, Offeror requests that they be excluded from the page count for this factor.

Question: Would SOCONS consider changing this requirement to allow responses due no later than the due date of the proposal?

Answer: The RFP and attachment has been amended to change the due date for Past Performance

Section L Paragraph 2.3.7 - Subcontractor Consent – We do not believe that the reference to completed

Forms SF 294 (Attachment 34) and SF 295 (Attachment 35) is appropriate in this paragraph; these forms have to do with subcontracting performance.

Question: Did you intend to provide a different form or sample letter that would allow teaming partners to consent to release of past performance information to the prime contractor? If so, we suggest this form or sample letter be provided as a separate Attachment to the solicitation not included in the page count.

Answer: Consent for release of past performance is for the prime contractor to obtain in whatever written form he deems fit.

Section M Paragraph 6.1 – The last sentence of this paragraph states “The data presented must include all relevant design-build or build contracts held within the last three (3) years.” Due to the page limitations required for Volume 2 in Section L and also the limitation to “three (3) to five (5) relevant contracts held in the last three years for each entity, the Offeror suggests that meeting the above requirement will not be possible.
