STATEMENT OF OBJECTIVE
REPAIR B206
PROJECT No. CZQZ09-0013
CANNON AFB NM
13 April 2010
1. DESCRIPTION OF WORK:
1.1. The following is a description of the work required for Project No. CZQZ09-0013; Repair B206. The Request for Proposal (RFP) requires all procurement, installation and construction relating to the repair/renovation of B206, at Cannon Air Force Base, New Mexico. Furnishing of all personnel, equipment, tools, materials, services and supervision to provide a complete and usable end product to the government. The work for the project will include, but not limited to the following tasks:
1.1.1. Construction
1.1.1.1. OVERALL BUILDING
1.1.1.1.1. Construction to be phased due to building occupancy. Government recommends construction of Area 1 first. Then Area 2 to include restrooms and break rooms in that area. Lastly, Area 3.
1.1.1.1.2. Asbestos abatement of B206.
1.1.1.1.3. Lead based paint abatement of B206.
1.1.1.1.4. Demo existing modular offices located through the facility.
1.1.1.1.5. Carpet all office areas per Engineering Technical Letter 07-4: Air Force Carpet Standard.
1.1.1.1.6. Re-tile all existing bathrooms and break rooms with ceramic tile.
1.1.1.1.7. Re-paint all walls of B206.
1.1.1.1.8. Re-surface and re-seal concrete floors in the entire facility.
1.1.1.1.9. Replace entire roof on facility with a standing seam metal roof.
1.1.1.1.10. Replace all ceiling tiles.
1.1.1.1.11. Ensure new construction meets fire codes.
1.1.1.1.12. Upgrade existing EMCS system, must be compatible with the Cannon AFB Allerton system.
1.1.1.1.13. Design/Construct a support system for hanging curtains. Curtains weigh approximately 90 pounds per section and will hang as shown on the attached floor plan. (see Attachment 19).
1.1.1.1.13.1. Install Government Furnished Equipment:
1.1.1.1.13.1.1. Hanging sound curtains to be installed in Area 3, around the Wood Shop (see Attachment 19).
1.1.1.1.14. Design Heating Ventilating and Conditioning (HVAC) system with the following conditions
1.1.1.1.14.1. OFFICE AREA 1:
1.1.1.1.14.1.1. Occupancy approximately 27 people
1.1.1.1.14.1.2. Constant temperature of 72◦F
1.1.1.1.14.2. OFFICE AREA 2:
1.1.1.1.14.2.1. Occupancy approximately 35 people
1.1.1.1.14.2.2. Maintain constant temperature of 72◦F
1.1.1.1.14.3. OFFICE AREA 3:
1.1.1.1.14.3.1. Occupancy approximately 9 people
1.1.1.1.14.3.2. Maintain constant temperature of 72◦F
1.1.1.1.14.4. COMMUNICATIONS ROOM
1.1.1.1.14.4.1. Maintain constant temperature of 68◦F
1.1.1.1.14.4.2. Must have independent temperature control
1.1.1.2. AREA 1
1.1.1.2.1. Construct a wall between Office Area 1 and Office Area 2, to match existing height of walls.
1.1.1.2.2. Construct a wall on the outside of Office Area 1 and Office Area 2 creating a hallway to match existing height of walls.
1.1.1.2.3. Provide electrical/comm. risers to facilitate location of office furniture in middle Office Area 1 and Office Area 2, as needed. (dependent on furniture layout to be provided at a later date)

1.1.1.3.1. GENERAL AREA
1.1.1.3.1.1.Demo cabinet located next to existing modular offices.
1.1.1.3.1.2.Install a new cabinet to accommodate customer service computers and supplies, needs to support approximately 0lbs to 60lbs and at least 3’ deep with storage underneath.
1.1.1.3.1.3.Construct a wall on existing mechanical room.
1.1.1.3.1.4.Demo mobile storage racks on east side.
1.1.1.3.1.5.Demo existing interior chain link fence.
1.1.1.3.1.6.Re-design south side bathrooms to be ADA compliant.
1.1.1.3.2. BREAK ROOM
1.1.1.3.2.1.Install upper and lower cabinets with backsplash and sink.
1.1.1.3.2.2.Install plumbing for new sink and a water line for a refrigerator in south break room.
1.1.1.3.2.3.Demo upper and lower cabinets.
1.1.1.3.2.4. Replace current windows in break room.
1.1.1.4. AREA 3
1.1.1.4.1. Demo cabinet located next to the break room.
1.1.1.4.2. Re-paint walls of existing offices.
1.1.1.4.3. Install electrical roll up door with a manual pull chain on north side of B206.
1.1.1.5. COMMUNICATIONS REQUIREMENTS
1.1.1.5.1. Communications to include NIPR and SIPR connections.
1.1.1.5.1.1. Install duplex electrical outlets and quad communications receptacles (2 Data/2 Voice) every 6 feet in new office area. (Attachment 23)
1.1.1.5.2. Construct a communications room
1.2. REQUIREMENTS
1.2.1. Contractor must comply with the current UFC 1-200-01 dated 27 November 2007, conforming with the 2006 International Building Code (IBC-2006), ref: UFC 1-200-01, Chapter 1, Section 2.
1.2.2. All construction must be in compliance with all Public Laws, Executive Orders, Code of Federal Regulations, Department of Defense Instructions and Department of Defense Directives or other higher authority documents as applicable as listed in MIL-STD-3007F Appendix B, referenced under the UFC 1-200-01 Chapter 1.
1.2.3. All construction must be in compliance with Antiterrorism Force Protection requirements referenced under UFC 4-010-01, UFC 4-010-02 and Combatant Commander Antiterrorism construction standards.

1.4. UTILITIES: Water will be made available to the Contractor by the Government as necessary.
1.5. CONSTRUCTION PERMITS: A properly approved and coordinated AF Form 103, Base Civil Engineering Work Clearance Request will be required by the Base Civil Engineer prior to start of project construction.
1.6. EXISTING FACILITIES: The existing dimensions and locations shown on the applicable drawings are for approximation purposes only. Contractor will verify all dimensions and locations.
1.7. ENVIRONMENTAL IMPACT: All waste materials generated by any work under the contract performed on a Government installation shall be handled, transported, stored and disposed of by the Contractor at any time in accordance with all applicable Federal, state and local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of the law, including, but not limited to Executive Order 12 088, 13 October 1978; the Federal Water Pollution Control Act, as amended (33 USC Sec 1251 ET SEQ); the Clean Air Act as amended (42 USC Sec1857 ET SEQ); the Endangered Species Act, as amended (16 USC Sec 1531, ET SEQ); the Toxic Substances Control Act, as amended (15 USC Sec 2601, ET SEQ); the Solid Waste Disposal Act, as amended (42 USC 6901, ET SEQ); incorporating Sustainable Design and Development (SDD, ETL 08-13) including:
Sustainment, Restoration and Modernization (S/R&M), DOD Facility Metering Installation Initiative dated 27 April 2006, and Water Conservation including Xeriscape Landscaping, and Landscape Irrigation Systems .
1.8. LEAD AND ASBESTOS: Lead and asbestos will need to be abated prior to new construction.
1.9. AIRFIELD PRECAUTIONS: Any use of cranes will require an FAA notification (Form 7460-1 Notice of Proposed Construction or Alteration). Cranes larger than 125’ will require a Cannon Air Force Base airfield waiver.
1.10. AS-BUILT DRAWINGS: Contractor will be required to provide As-Built, red line drawings upon completion of construction.
1.11. MATERIALS: All materials will be industrial/commercial grade and meet the “Buy American Act”.
1.12. COLOR SELECTIONS: All color selections need to be submitted to the Contracting Officer for Government approval.
