PREFACE

27 SPECIAL OPERATIONS WING

CANNON AFB, NEW MEXICO

27 Special Operations Wing Cannon Air Force Base (AFB) is named after General John Kenneth Cannon, a World War II Mediterranean combat commander and former chief of U. S. Air Forces in Europe. The missions of the wing include infiltration, exfiltration and re-supply of special operations forces; air refueling of special operations rotary wing and tilt rotor aircraft; and precision fire support. These capabilities support a variety of special operations missions including direct action, unconventional warfare, special reconnaissance, counter-terrorism, personnel recovery, psychological operations and information operations.

27 SOCES

The 27th Special Operations Civil Engineer Squadron fulfills a variety of missions supporting the entire wing. Much of the 27 SOCES' work is focused on the construction, maintenance, and protection of all base infrastructure, which includes buildings, roadways, airfield pavements, utility services (such as water, gas, sewage treatment and electricity) and the surrounding environment.

The 27th SOCES also provide complete services for fire protection, explosive ordnance disposal, disaster preparedness, war readiness support, military family housing, and various other base-wide needs such as custodial cleaning and refuse disposal.

The total base infrastructure inventory includes 1,012 buildings valued at $3.7 billion; a 450,000 gallon-per-day wastewater treatment plant; and 1,581 military family housing units. The Cannon infrastructure is located on more than 3,700 acres, although they maintain over 92,000 acres of land to include 6,000 acres at Melrose Air Force Range.

SECTION 01000

GENERAL CONTRACT REQUIREMENTS

1. Contract Description: The Multiple Award Construction Contract (MACC) is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract for execution of a broad range of maintenance, repair and minor construction projects affecting real property at Cannon AFB or Melrose Bombing Range, New Mexico. A Task Order ‘Request for Proposal’ (RFP) will be issued under this MACC contract to define specific project requirements involving design and/or construction. Task Order (TO) execution will be directed by one of the following work elements:

1.1. Work Element No. 1 (Design Effort Required): MACC Contractor shall develop project design documentation including drawings, specifications, design analysis etc. representative of a 35%, 65%, 95%, and/or 100% design effort (as identified within each TO). Upon completion of design, and upon acceptance by the Government, construction execution shall commence and be completed IAW contract requirements.

1.2. Work Element No. 2 (Consummate Design Effort Required): MACC Contractor will be provided a previously accomplished preliminary/ intermediate design effort (e.g. 35% / 65%) including available drawings, specifications, and/or design analysis etc. which is to be further developed into a 95% / 100% final design effort. Upon completion of design, and upon acceptance by the Government, construction execution shall commence and be completed IAW contract requirements.

1.3. Work Element No. 3 (Construction Effort Only): MACC Contractor will be provided a 100% completed design document (drawings, specifications, and/or design analysis etc.) to initiate and complete construction execution IAW contract requirements.

1.4. Work Element No. 4 (Design/Build): MACC Contractor will be provided a Statement of Objectives (SOO). The MACC Contractor shall provide design and construction based on SOO for project as defined by the RFP. The design phase will include all necessary and required services in developing the existing SOO into a completed Design (site investigation, design development, construction documents, interior design, submittals, reports, coordination, etc.) for the specific TO. The intent is for the design and details to match or compliment the existing conditions in a facility. After award of the TO the contractor receiving the award will be required to provide an approximate 65% design for review.

2. Contract Requirements: The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to design, manage, and accomplish a broad range of repair, alteration, and/or new construction work on the installation and other real estate owned or managed by Cannon AFB. The projects will include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), painting, carpentry, roofing, millwork, road repair, and other specialty and general contracting work.

3.1. Contract Organization: The contractor shall have available a design and construction staff to respond to the requirements of this multi-discipline IDIQ. type contract. The contractor's organizational approach shall integrate with this staff to provide project management, project Design/engineering, on-site superintendence, quality control, safety, and administration.

3.1.1. Personnel shall meet the training, medical surveillance, safety and health program requirements specified in Ocupational Safety and Health Administration (OSHA) Standard 29 CFR 1910.120, including Hazardous Waste Operations and Emergency Response (HAZWOPER) training when required. Contractor shall not allow uncertified personnel on site.

3.1.2. As a minimum, Contractor construction personnel such as the PM, project superintendent, project quality control, health, and safety inspector(s), and project foremen shall be able to read, write, speak and understand United States common English. Contractors and subcontractors who operate a vehicle to perform a task shall have a valid and appropriate US state driver’s license for the vehicle(s) operated. All employees shall have valid photo identification even if they are not driving on the installation.

3.1.3. Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with (IAW) DoD Directive (DODD) 5000-7. Contractor shall not employ a Department of the Air Force employee if such employment would be contrary to the policies contained in AFI 64-106, Industrial Labor Relations Activities.

3.2 Contractor Professional Qualifications and Certifications: The Contractor’s key personnel who will be involved in the day-to-day accomplishment of design tasks ordered under this contract shall include, as a minimum, personnel qualified in the areas identified below. The contractor’s design team shall include registered architectural and engineering personnel with experience in the following disciplines: Civil, Land Surveying, Geotechnical (Soils Engineer), Architectural, Interior Design, Landscape Architecture, Structural, Mechanical, Electrical, Fire Protection, and Environmental. If the Contractor must change any personnel during the course of this contract, the Contractor shall provide appropriate documentation to the Contracting Officer (CO) that substantiates the qualifications of the replacement employee to perform the required duties of the position. The CO will verify the proposed replacement’s qualifications and reserves the right to reject the replacement or a proposed change in personnel. The following sub-paragraphs identify the minimum requirements, certifications, licenses, etc. required for personnel performing activities or acting in a specific capacity:

3.2.1. Design Program Manager: The Contractor’s Design Program Manager (PM) shall have as a minimum a Professional Engineer or Registered Architect with a minimum of ten (10) years work experience in design project management, and a minimum of five (5) years experience managing design-build projects. The Design PM is the primary POC for the CO for all contractual issues with regards to design and is responsible for the overall management of this contract. The Design PM is responsible for but not 01000-2 limited to ensuring practical and effective systems are developed and installed to meet contract objectives.

3.2.2. Program/Project Manager: The Contractor’s Program/Project Manager is to ensure that quality work is accomplished on schedule and assuring qualified personnel and subcontractors are assigned to complete TOs. It is the PM’s responsibility to ensure that Contractor personnel and subcontractors possess the appropriate qualifications and experience to complete specified project tasks and that they comply with all statutes, regulations, as well as the contract requirements. The PM shall have and provide to CO, upon request, all required employee or subcontractor certifications/ qualifications.

3.2.3. Project Superintendents: The Contractor shall assign a Superintendant/Foreman for each TO. This person will be on site at all times and will be first point of contact for the specific TO.

3.3 Interior Designers Qualifications UFC 3-120-10, Interior Design, dated 15 June 2006 including Change 1, July 2007, Paragraph 2.2: The contractor’s interior designer or architect shall be National Council for Interior Design Qualification (NCIDQ) certified and shall not be affiliated with any furniture dealership, vendor or manufacturer. The Government reserves the right to approve or disapprove the qualifications of the interior designer selected by the Contractor.

3.4 . Construction Welders Certification: Employees who perform welding shall be certified by the State of New Mexico IAW MIL-STD-248C and ANSI Z49.1.6.

4. Ordering Procedures: As the need arises for performance under the terms of this contract, the CO or authorized representative will issue an RFP providing a synopsis of the proposed project requirements, define the government evaluation method(s) to be used for subsequent award of TO, and establish the date, time and location of the pre-proposal site visit. Each TO will be competed among all successful contractors awarded this IDIQ contract, unless excluded due to poor past performance or other reasons as determined by the CO under the terms of the evaluation procedures. Attendance at the pre-proposal site visit is mandatory for all contractors.

4.1. Time duration for developing submittal of the contractor's proposal for individual requirements will be as agreed upon by the government and the contractors at the pre-proposal meeting; however, at no time shall this time period exceed 30 calendar days.

4.2. Following Government review of the proposal, the CO will arrange and conduct negotiations with the MACC Contractor, Civil Engineer PM, and any other persons deemed necessary, for resolving any variations involving price, time, quantities, and any other relevant items.

4.3. Following award of the TO, the successful contractor will begin execution of the requirements as stated within the specific project criteria as indicated in the TO.

The TO shall detail the project specific requirements in conjunction with the General Provisions of the overall contract.

5. Project Locations: The contractor shall accomplish all work under this contract either at

Cannon AFB or Other real estate owned or managed by Cannon AFB NM IAW each TO.

6. Standard Working Hours: The standard hours of work are from 0700 to 1700 hours, Monday through Friday, excluding Federal holidays. Hours may be modified IAW each individual TO through CO approval.

7. Security Requirements: Contractor will adhere to installation guidance and operational plans concerning the antiterrorism program. Attend required meetings as identified by the installation's antiterrorism office. Initiate actions directed by the installation commander during changes to force protection conditions to increase surveillance and protection of infrastructure. Immediately notify base security forces on any suspicious events. Ensure employees complete Level 1

Antiterrorism awareness training annually and report training status to Installation Antiterrorism Officer. Contractors and subcontractors must submit the names of those individuals who have read and understand the Antiterrorism Level 1 Training (https://atlevel1.dtic.mil/at/) on an annual basis.

7.1 Security’s Contractor Handbook, (Attachment 11), details access requirements for all contractors and subcontractors.

8. CONTRACTING OFFICER(CO) AUTHORITY

8.1. Contract Changes: Only the CO is authorized to make changes to the contract or any issued TO. No other Government or non-Government official may alter this contract or any issued TO IAW the basic contract terms and conditions. The Contractor shall report to the CO any attempts to alter this contract or any TO.

8.2. Unauthorized Contract Changes: In the event the Contractor effects any such changes at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. The CO may also require the Contractor to undo any such unauthorized changes at no additional expense to the Government.

8.3 FIELD CHANGES: The Contractor and the Government may agree to perform a no-cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated line items. Examples of field changes include: relocating a new door 2’ away from planned location; rerouting planned location of sidewalk to avoid a tree (when quantities are not significantly changed); installing wallpaper border at chair rail instead of at ceiling, etc. All field changes must be approved in advance by the CO prior to execution. All field changes shall be incorporated into the Redline drawings and later transposed on the AutoCAD™ As-Built drawings.

SECTION 01100

GENERAL SITE REQUIREMENTS

1. Coordination and Access to Site: Coordination with affected facility occupants (Using

Agency) shall be made through the CO to assist the Contractor in completing the work with a minimum of interference and inconvenience. Upon award of basic contract, long-term passes shall be issued which will allow all contractor-controlled vehicles to access the Base IAW local procedures.

1.1. Access to the site is the responsibility of the Contractor. If clearing brush or construction of temporary access is necessary, it is the responsibility of the Contractor to provide this work. The Contractor shall not cut trees or controlled (regulated) plants without authorization.

2. FPCON Restrictions: Access to Base may be restricted dependent upon the established

'FPCON' level at any time during the execution of the TO. Contractor shall be issued badge and vehicle pass allowing unrestricted access to the Base throughout FPCON levels 'A' and 'B'. Increased FPCON levels approaching 'C' and/or 'D' shall be more restrictive, requiring further confirmation of current security requirements as provided by CO.

3. Work Layout and Site Management: The Contractor shall coordinate the proposed layout of the work with the Construction Inspector (CI) via the CO and submit various site plans, field office requirements, dust control plans, and proposed storage areas IAW the project requirements associated with each TO.

3.1. Administrative Field Offices and Material Storage Trailers: When an individual TO requires the use of a Field Office or Material Storage Trailer, the Contractor's administrative field office and storage trailers shall be in like new condition and the exterior shall be in accordance to the Cannon AFB Architectural Compatibility Plan (Attachment 3) and as approved by the CO.

3.2. Staging/Material Storage Area(s): The requirement for lay-down areas (staging areas) associated with a TO shall be dependent upon the size of the project and will be established IAW specific criteria as detailed in the Base Contractor’s Storage Lot Agreement and Disclaimer Letter (Attachment 33) and TO. Prior to starting the work, the Contractor shall submit site plan through the CO for the Base Civil Engineer approval, showing the layout and details of all temporary facilities planned for use on identified TO. The plan shall include the location of the safety and construction fences, location of all site trailers, equipment and material storage areas, construction entrances, trash dumpsters, temporary sanitary facilities, and worker parking areas as required by the TO. Site photographs prior to the start of work may be included with the plan. At completion of work, the Contractor shall remove the facilities and restore the site to its original condition. For most construction projects, the Base Civil Engineer will provide the contractor with a single staging area directly adjacent the project site. The need of a supplemental storage area will be identified by the contractor as required by the detailed TO. All staging areas determined necessary by the detailed 01100-1

TO shall be completely screened with eight-foot high chain-link construction fencing and the contractor may be required to include visual screening as directed per TO with color to be approved by the Base Civil Engineer via the CO.

3.3. All Contractor trailers, stored materials, and idle equipment shall be located in the designated staging area associated with each TO; any deviation must be approved by the CO. The staging area shall be kept clean and orderly. Tarps are to be used, as necessary, to secure loose materials. The on-site representative of the CO is the sole judge as to what constitutes an acceptable staging area. Dumpsters may be located outside the staging area, but must be sited as approved by the on-site representative of the CO. Any movement of a dumpster to another area on the project site must be approved by the CO's.

3.4. All items in the staging area shall be promptly removed when no longer needed or when the contract is completed; not to exceed 14 calendar days after completion.

3.5. Dirt and Dust Control Plan: The Contractor shall submit a plan for controlling dirt, debris, and dust on base roadways. As a minimum, the plan shall identify the subcontractor and equipment or resources used for cleaning along the haul route and measures to reduce dirt, dust, and debris from roadways.

3.6. Dumpsters: All dumpsters need to be equipped with a secure cover. The cover shall be closed at all times, except when being loaded with trash and debris. Locate dumpsters behind the construction fence or out of the public view. Dumpsters shall not be permitted to overflow, and shall be emptied before reaching that condition, at least once a week, or as needed to keep the site free of debris and trash. Empty smaller trash containers at least once a day. Large demolition normally requires a large dumpster without lids-these are acceptable but shall not have debris higher than the sides before emptying.

3.7. Temporary Sanitation Facilities: All temporary sewer and sanitation facilities shall be self contained units with both urinals and stool capabilities. Ventilate the units to control odors and fumes and empty and clean them at least once a week or more often if required by the CO. The doors shall be self-closing.

3.8 Construction and Safety Fence: Enclose the construction site, staging area, and/or supplemental storage area with a 2.5 m (8 foot) high chain link fence with securable gates as directed by the CO. Also, as directed by the CO an exception may be authorized to alleviate the requirement of a UV light resistant, plastic fabric mesh netting or equivalent and will be directed per TO RFP. Remove the fence upon completion and acceptance of the work. The intent is to provide added safety and security of the site and when needed block the construction from public view and reduce blowing material hazards caused by the construction. The Contractor shall also provide temporary safety fences at the construction activities within the fenced construction site and also outside of the fenced area that involve safety hazards affecting both construction workers and the general public. The safety fence shall be IAW OSHA standards and EM 385-1-1 (US Army Corps of Engineers, 01100-2

Safety and Health Requirements Manual) consisting of a high-density polyethylene grid or approved equal, a minimum of 1.1 m (42 inches) high, supported and tightly secured to steel posts located on minimum 3 m (10 foot) centers. The Contractor shall remove the fence from the work site upon completion of the contract.

3.9. Grass Cutting: Cut grass (or annual weeds) within the construction and storage sites to a 75 mm (3-inch) height at least once a week during the growing season (1 April to 1 October). Trim the grass around fences at time of grass cutting. Grass or weeds on stockpiled earth shall be maintained the same as described above. Requests may be made by the CO to cut or clean up site as appropriate due to visits Distinguished Visitor or a site becomes unsightly.

3.10. Utility Locates and Outages: Before construction associated with TOs begins, the Contractor shall coordinate with the CO the location of all existing utilities. Utility requirements shall be as described in each TO and may require the MACC Contractor to perform identification/location of all utilities in support of the project. Normal procedures typically involve the Government providing utility identification by indication with paint lines at grade. Contractor shall allow a fourteen (14) calendar day window to process/obtain an AF Form 103, Base Civil Engineering Work Clearance Request (Attachment 30) and shall be responsible for marking limits of pending construction zones with white paint or white flagging to aid Government personnel in identification of utilities (as detailed in TO). Proposed utility outages which affect a facility and any other adjacent facilities shall be coordinated with the CI as a minimum fourteen (14) calendar days prior to the start of the outage. The time frame will be based on the complexity of the outage. Outages shall be kept to a minimum and any one outage shall not last more than 2 hours unless otherwise coordinated through the government channels and approved by the CO.

3.11. Disposal of Non-Hazardous Solid Waste under Construction TOs:

3.11.1. All materials or equipment removed from the work site and not scheduled for reinstallation or turnover to the Government under terms of the contract shall be removed from the base for disposal by the Contractor at the earliest possible time after removal/demo.

3.11.2. The Contractor (including all its Sub-Contractors) shall comply with the Air Force Guidance concerning solid waste disposal of construction debris. This will include providing all required information on the disposal of all construction debris from any and all demolition and construction work. The following data will be provided under each construction TO:

- How much construction debris was disposed of, reported by calendar month (or portion thereof) for the duration of the contract.

- Where was the construction debris disposed?

- Percentage of debris recycled.

- Where was recycled debris disposed?

- Metal recycled (tons).

- Where was metal recycling material disposed?

- Selling price of the materials.

3.12. Disposal of Equipment or Material Containing Hazardous Waste under each construction TO:

3.12.1. Contractor may be required to handle or move contained hazardous waste to on base storage sites, as directed by the CO. Examples of "contained hazardous waste" include: non-leaking transformers containing PCB's, properly sealed waste containers, and spent fluorescent tubes packaged properly. Contractor will not handle exposed hazardous waste, nor will the Contractor remove hazardous waste from the Base, unless specifically provided for elsewhere in the contract.

3.12.2. Contractor shall be responsible for disposal of all Contractor generated hazardous waste during the course of this contract IAW 40 CFR (Code of Federal Regulation), parts 260 through 299. Accumulation, storage, treatment or disposal of this hazardous waste must be accomplished in compliance with all applicable Federal, State and Local requirements. Quantities removed will be identified by the contractor to the CO through submittal process.

4. Protection of Government Property: Contractor shall protect all Government property within the project area or within close proximity of the project in which he is working, except for such property as is required to be demolished. Property which is to be demolished shall be protected until its scheduled demolition time. Protection shall include, but not be limited to, protection from construction generated dust, debris, water, and vibration.

5. Safety: All work shall be accomplished IAW OSHA 29 CFR 1910, OSHA 29 1926, ACOE EM 385-1-1 and applicable AFOSH Standards.

6. Protective Measures for Fire Prevention: The Contractor shall perform all work in a fire safe manner IAW local, state, and federal fire codes. In addition, work shall be performed IAW NFPA 241, Safeguarding Building Construction and Demolition

Operations, including Appendix A. Special attention shall be provided for welding, cutting or open flame operations IAW AFOSH 91-5, and 29 CFR 1910-252.

6.1. No open flame operations such as welding, cutting, or brazing will be done without approval of the Fire Department.

6.2. Fire Department or designated representative will issue an AF Form 592, "USAF Welding Cutting and Brazing Permit" (Attachment 31), as verification of approval.

6.3. Fire extinguishers will be required on construction equipment and all projects. A 10-pound ABC minimum rating is required for fire extinguishers.

7. Waste Disposal: All spoil, waste and debris removed from the work site and not specified 01100-4 for reuse or identified as salvageable items, shall become the responsibility of the Contractor and shall be disposed of off-base in areas authorized by the applicable county and/or state agencies and IAW current rules and regulations governing the disposal of solid waste. Disposal of hazardous waste shall be in compliance with local, state and federal standards.

8. AF Form 103 (Work Clearance Request): Prior to any work on the TO, the Contractor shall obtain a 'Work Clearance Request' (AF Form 103) from the Construction Inspector. The Contractor will then handle the process of getting required coordination and upon completion will return it to the Construction Inspector for the Approval Signature. Contractor shall notify the Construction Inspector 72 hours prior to the start of any excavation. Once marked (by either the Contractor or the Government), the contractor shall maintain all utility marks.

9. Ozone Depleting Substances: The use of ozone-depleting substances will not be utilized during the completion of this project IAW Section 326 of the National Defense Authorization Act for Fiscal Year 1993 (Public Law 102-484).

10. Use of Radioactive Materials: MACC contractors bringing radioactive materials or devices containing radioactive sources must have prior approval from the Wing Radiation Safety Officer (RSO) IAW local regulations.

11. Coordination, Safety and Regulatory Requirements:

11.1 Airfield Safety: All Contractors’ operations shall be conducted in strict accordance with FAR Clause 252.236-7005, AIRFIELD SAFETY PRECAUTIONS. A Flight Line Driving Pass and associated passes issued by Base Security Forces will be required for all construction personnel accessing the Flightline area in support of TO. Airfield Manager and Base Operations will brief all workers and truck drivers on flight line procedures, to include flightline driving procedures. Cannon AFB airfield is a restricted access security area and is bounded by a red line. The base has very limited capability to supply any escorts. Individual TOs will expand on the security requirements associated with this FAR Clause.

11.2. Tenant Organizations or the customer may require the contractor to obtain special access to certain facilities or project areas through means of an access badge or pre-arranged escorts. The contractor may be required to utilize a government provided radio for controlled movement on and around the airfield.

12. Special Events: Bases may schedule a variety of special events during the contract effort. During the course of these events, more stringent standards may be required for contract operations. Examples are stricter requirements for staging areas, worksites, and haul routes. The technical representative of the CO will provide specific requirements to the Contractor. The special events, and their approximate time periods will be as identified during the contract performance period.

The Designer shall also follow all current national and state codes, regulations and specifications involving civil, architectural, interior design, structural, mechanical, electrical, and environmental disciplines which are applicable to the engineering design and construction industry, including OSHA Safety and Health Standards and Air Force policy on Ozone Depleting 01200-3

Chemicals (ODC's). Use of National Fire Codes and Life Safety Codes, published by the National Fire Protection Association (NFPA), the International Building Code (IBC), the Americans with Disabilities Act (ADA), and the Uniform Federal Accessibility Standards (UFAS) is mandatory on all projects. In case of conflict between code requirements, the most stringent criteria shall apply.

SECTION 01300

GENERAL DESIGN REQUIREMENTS

(Specific Design Criteria shall be identified in each Task Order)

1. Design Philosophy: When directed by the TO, the Contractor, to the maximum extent practical, shall prepare design documentation reflecting standard commercial practices and products. Design documentation shall specify generally accepted construction industry standards and procedures, and shall specify the use of commercially available (off-the-shelf) materials and assemblies. Design shall be based on consideration of all practical alternatives in support of defined requirements, and alternative selections shall be based upon Life Cycle Cost Analyses per AF Design Criteria (MIL-HDBK-1l90, Chapter-I, para B.1.b, and Chapter 10, para A.1.b). All construction drawings and design calculations of the MACC Contractor shall be affixed with the registration stamp (seal) of the Architect of Record and that of all consultants, as appropriate, (e.g., structural, civil, mechanical, electrical, and fire protection engineers). Approval shall be indicated on all documents by having the professional stamp/seal of architect or engineer with personal signature over same appearing on all sheets as applicable to their discipline.

2. Design Project Manager: The MACC Contractor shall appoint a Design PM to serve as a single point of contact (POC) and liaison between the Design Team element of the MACC Contract and the CO for all design work required under the MACC contract. Upon award of individual TOs, the designated Design PM shall be made known to the CO in writing.

3. Review Conferences and Meetings: Design Submittal Review Conferences will be held as determined by the TO for all scheduled design submittals. In addition to scheduled submittal review conferences, coordination conferences may be held as deemed necessary by the Government or the Designer at an agreed upon time and location. The Designer may request such conferences when it is deemed necessary by all parties to clarify the design direction or expedite the preparation of established plans and specifications in support of the project. The

Designer will be responsible for making 'Confirmation Notices' of any conversation (telephone, fax or e-mail) and/or minutes of any meeting with AF personnel concerning the execution of the project.

4. Confirmation Notices: The Designer will be required to provide a record of all conferences, meetings, discussions, verbal directions, telephone conversations, faxes etc., participated in by the Designer and/or his representatives on matters relative to the execution of the design element of the MACC contract. These records, entitled 'Confirmation Notices', will be numbered sequentially and shall fully identify participating personnel, subject discussed and conclusions reached. The Designer shall forward to the CO a reproducible copy of said conference minutes not more than five (5) working days after the discussion.

5. Drawing & Specification Numbers: Each individual awarded TO shall require the

Designer to annotate the contract drawings and specifications with a Government provided 'Drawing Number' and 'Specification Number'. The drawing format will be established as 01300-1 outlined within the 27 SOCES Cannon Air Force Base CAD Standards (Attachment 5) and drawing templates which can be obtained through 27 SOCES/CEPT (Drafting Shop). Electronic copies of drawings shall be submitted in a format readable by Adobe(.PDF) and also in an AutoCAD (.DWG) format that is compatible with the 27 SOCES version. Drawings submitted electronically will be stand alone and complete files, X- referenced information will not be accepted.

6. Pre-Proposal Conference and Site Investigation: MACC Contractors shall perform investigative evaluations of existing facility/site conditions and coordinate project requirements with Using Agency by means of a single Pre-Proposal Conference to be scheduled by the CO. This conference will be held prior to the development and submittal of a

'Concept' Design (when required by the RFP) and associated Price. Investigative services associated with development of the initial 'Concept' Design and associated Price Proposal shall be limited to acquiring data from the Pre-Proposal Conference and scheduled site visits, including a scheduled question and answer period. To prevent uncorroborated information from becoming part of a MACC proposal, discussions with Using Agency outside of the scheduled conferences will not be permitted. Supplemental site investigative evaluations and discussions with Using Agency for clarification of design direction shall be permitted and encouraged (and coordinated by the Contractor through the designated contracting representative once award of TO to selected MACC Contractor has been made.

7. Environmental Analysis for Initial 'Concept' Design: The Government will provide on each

TO any asbestos or lead base paint survey information on the facility if available. This limited survey information identifies areas known to contain asbestos or lead base paint but is not considered a comprehensive survey for construction. Each MACC Contractor shall incorporate anticipated abatement or special handling procedures into the development of the initial 'Concept' Design and associated Price Proposal without the performance of a Hazardous Material (HAZMAT) Survey. Subsequent performance of a HAZMAT Survey shall be a requirement during the development of subsequent design phases once a TO has been awarded to the selected MACC Contractor who will complete the project. Information on permitting and points of contact can be acquired through the Cannon AFB Environmental Section.

8. Design Development Phases: Design accomplishment shall be as identified by each individual

TO, and must be completed IAW the Design Development Phases defined herein (e.g. 'Concept', 35%, 65%, 95%, and/or 100%). Discrepancies and/or omissions within the design documentation relative to the required TO design phases shall be eliminated.

Each TO shall identify the maximum level of design accomplishment required

('Concept', 35%, 65%, 95%, and/or 100%) including a re-submittal of the 'Corrected' final submittal, with back-check review performed and comments provided by the Government.

Design Development Phase definitions and required criteria are provided for in the following paragraphs.

9. 'Concept' Design: Conceptual designs are used to define the basic functional, technical, and architectural/engineering aspects of a TO. Development of Conceptual Designs shall be utilized for Government review and evaluation in determining the successful TO 01300-2

Awarded, who will be directed to continue with subsequent design phases as identified in each individual TO. Completion of 'Concept' Design, including drawings, design analysis and outline specifications will approximate 15% of a total design effort.

9.1 'Concept' Design Analysis: MACC Contractor shall develop the Design Analysis incorporating narrative scope identifying basic TO requirements, general project parameters, functional and technical requirements of the TO, design objectives, and design assumptions. The MACC Contractor shall briefly delineate the basic scope and character of the project in support of the plans and specifications for all affected disciplines (e.g. Architectural, Civil/Structural, Electrical, Mechanical, Fire Protection, and Environmental. Concept Design Analysis shall include narrative, product literature and other descriptive catalog cut-sheets as appropriate providing as much detail as possible so that the

Government can properly evaluate the design development. Calculations shall be limited to analysis of Life Safety Code evaluations in support of Exiting and Fire Protection.

9.2 'Concept' Drawings: Conceptual design drawings will generally include the following information as defined by each TO:

9.2.1 Basic project site plan showing existing and proposed buildings, roads, parking, landscape planting masses, contours and the utilities in the immediate vicinity of the project.

9.2.2 Basic building floor plans, building sections and elevations showing the functional layout, space configuration, and building system characteristics, to include the required properties and/or performance of the construction materials and methods.

9.2.3 Interior Design Requirements: Provide basic furniture layout plan showing locations of proposed furniture systems (systems, modular, and/or "loose" furniture) for review of general intent. Submit a three-ring binder with insertable plastic sleeves indicating proposed color scheme(s) and material finishes.

9.3 'Concept' Specifications: MACC Contractors to provide a listing of Outline

Specifications in 50-division format of MasterFormat 2004 with current updates, identifying the various Unified Facility Guide Specifications (UFGS) applicable to the TO with narratives for each applicable section briefly describing performance and quality criteria for all affected architectural and engineering disciplines.

9.4 Proposed Performance Period: As defined by TO, MACC Contractors shall prepare a Proposed Performance Period incorporating both design and construction in support of completing the TO. Consideration shall be given to the sequence of design phases, standard construction practices, durations of tasks, procurement of materials (including identification of items with long lead times), climatic conditions (including exclusionary periods for roof work, paving etc.). The Proposed Progress Schedule shall be in the form of a computer-generated line graph, AF Form 3064, Contract Progress Schedule (Attachment 25) or government approved equivalent with progress being reported bi-monthly on an AF Form 01300-3 3065, Contract Progress Report (Attachment 26) or government approved equivalent equivalent. Theses products must maintain the same provisions as the AF Form 3064/AF Form 3065.

10. Post-Concept Supplemental Site Investigation: The MACC Contractor selected to proceed with execution of TO (after initial pre-proposal 'Concept' Submittal) will be required to perform supplemental technical field investigations and surveys in support of awarded TO project criteria. Investigations and surveys may include utility locates, topographical surveys, and geo-technical surveys as identified within each TO project criteria. All engineering disciplines will be required to perform fact-finding engineering investigations to determine the most economical method of design and construction. This will include architectural, civil/structural, mechanical, electrical, communications, and environmental controls.

11. Preliminary (35%) Design:

11.1 Preliminary (35%) Design Analysis: MACC Contractor shall develop the Design Analysis incorporating narrative scope identifying TO requirements, project parameters, functional and technical requirements ofthe TO, design objectives, and calculations applicable to the project's design. The MACC Contractor shall delineate the basic scope and character of the project in support of the plans and specifications for all relevant disciplines (e.g. Architectural, Civil/Structural, Electrical, Mechanical, Fire Protection, and Environmental). Preliminary Design Analysis shall include narrative, product literature and other descriptive catalog cut-sheets as appropriate providing sufficient detail for proper evaluation.

11.1.1 Civil/Site Design: Provide a brief description of the basic site layout including utility runs and the rationale behind this design. Address environmental conditions, existing site features, and the relationship of the site and building activities to the surrounding environment.

11.1.2 Civil/Site Calculations: The calculations for Civil/Site design elements, such as those listed below, will utilize metric units. If the project warrants the use of inch-pound (IP) units, the calculations shall be performed in normally accepted and recognized IP units. - Soil bearing capacities, settlement analysis, slope stability, erosion control, lateral earth pressures and frost design.

- Road, paving, grading and storm drainage design.

- Parking allowances including handicapped spaces and organizational equipment.

- Verification of the adequacy of existing and planned utility systems required for complete project support.

- Sizing of domestic water and fire protection systems

- Sizing of waste-water collection systems, to include maximum flow rated in units per second for waste-water and sewage.

11.1.3 Architectural Design: Provide a brief description of the buildings architectural configuration and the rationale behind the design. Address environmental conditions, the relationship of the site and its activities to the building, appearance of the building, 01300-4 response to the architectural program requirements, section of interior and exterior materials, and construction techniques. Describe fire safety measures, including fire egress routes, stair and passage dimensions, detection and alarm systems, and fire suppression systems.

11.1.4 Architectural Calculations: The calculations for Architectural design elements (including Life Safety), such as those listed below, will utilize standard units of measure. If the project warrants the use of inch-pound (IP) units, the calculations shall be performed in normally accepted and recognized IP units.
