# RFP Reference Issue Question Response 1 Proposal Documents:

2.a.(1) The offeror shall provide a table of contents, concise summary, listing of authorized offer personnel, proof of financial responsibility, and a glossary of abbreviations and acronyms, if needed.

Please describe what the Government will accept to meet the requirement for "proof of financial responsibility."

A letter from the offeror's bank identifying how long they have been a customer, average balance in all accounts, access to a line of credit, and if the contractor is fiscally responsible. Banking information shall included points of contact information (i.e., names, telephone numbers, and e-mail addresses) for validating the information provided.

2 Draft RFP, page 102 of 118, paragraph (d) Price Matrix; Atch 2 Sample Manpower Chart

The referenced paragraph contains the statement that: "The contractor will be responsible for all labor hours (Attachment 2—Manpower Chart Sample)". The phrasing of this statement appears to imply that the Manpower Chart should show labor hours.

However, the Manpower Chart document only shows a list of labor categories with the labor classification (exempt, SCA, etc.), and does not have a location to enter hours.

It is the Government's intent that Attachment 2 show labor hours? If so, please revise the form so that bidders can submit information in accordance with the Government's expectation.

The "sample" manpower chart is to provide offerors a relationship between CLIN and types of service.

3 Proposal Documents:

3.b.(2)

Text size shall be no less than 11 font size. Does this size limitation also apply to text in tables, figures, graphics or are these items? If not, what is the minimum acceptable font size for these elements?

RFP 3.b.(2). The minimum acceptable font size is 11. The use of 11 X 17 pages for foldouts is a size accommodation for tables, charts, and graphics, if required.

4 Proposal Documents:

Instructions do not state what page count is used for 11 X 17 pages.

Are 11 X 17 pages counted as one page or two pages? RFP 3.b.(2) If both sides are used, they count as two pages. If one side is used, it counts as one page.

5 Atch 1 BOS PWS It does not appear that any services associated with the PWS are identified as being 24/7 services (excluding emergency/on-call scenarios).

Will the Government please confirm that no (non-urgent/non-emergency) services requiring 24/7 staffing are associated with contract performance? If not, please list the services/functional areas requiring 24/7 staffing (for example, EMCS, Wastewater Distribution Systems, etc.)

PWS paras 1.3.5 and 1.6.1 direct 24/7 operations. All others are at the discretion of the contractor. After-hours emergency response time is 2 hours per the Service Summary.

6 Atch 1 BOS PWS, paragraph 1.3 and 1.3.1

Paragraph 1.3 states that the service provider is "Responsible for engineering services and support to analyze, plan, and document current and long-term sustainment of RP and RPIE...Performs cost estimating. Determines material requirements and requests materials.

Provides customer service functions." Paragraph

1.3.1 states that the service provider "Analyzes, designs, and plans corrective repairs for shop craftsmen execution." However, there does not appear to be any workload in the solicitation describing or supporting these requirements.

Will the Government please provide workload in support of these requirements or clarify where in the solicitation such information can be found?

This will be a new function of the Tyndall BOS contract. No historical workload data exists. See PWS para 1.7.1.1, 1.7.1.2, and Appendix D--Licenses and Certifications.

Responses to Draft RFP for Tyndall AFB Base Operations Support Draft Solicitation No. FA4819-16-R-6001

7 PWS para 1.3.2.1, pg. 5 Paragraph states, "The contractor must execute 100% of the scheduled PM requirements."

This contradicts paragraph 1.7.6.2 and 2.0 Service Summary which both state contractor must execute 95% of scheduled PM requirements. Which is it 95% or 100%?

PWS para 1.3.2.1 has been changed to read >95% (greater than 95%).

8 PWS, paras 1.3 - 1.7 TRIRIGA intervals The term "TRIRIGA intervals" is used throughout PWS sections 1.3 through 1.7. Please define the term.

TRIRIGA (real name not an acronym) is a program developed by IBM. It is an integrated workplace management software that provides the Air Force with a standardized, technology platform to analyze data about real property assets, streamline work orders, and reduce energy use across thousands of buildings. The program will give the AF a data-driven approach to managing its real property and physical assets and help predict issues before they impact service and safety. At this time, TRIRIGA is being released in stages across the AF. Tyndall is expected to receive TRIRIGA in late 2017.

9 PWS, para 1.3.4.5, pg 8 Elevators. Can the government tell us how many elevators are on Tyndall AFB?

The contractor is not responsible for elevators. PWS para

1.3.4.5 has been corrected.

10 PWS, para 1.3.7, pg 9 Paragraph states the contractor oversees the advanced meter reading system.

Can the Government tell us how many advanced meters are on Tyndall AFB?

Reference to advanced meter reading systems has been deleted from PWS para 1.3.7.

11 Atch 1 BOS PWS, paragraphs 1.3.9.1 and 4.27

Paragraph 1.3.9.1 states that "Services determined to be essential for performance during crises according to DoDI 3020.37 are emergency and urgent work requests, disaster preparedness and emergency operations, and infrastructure maintenance. The contractor shall continue providing service to TAFB 24 hours a day until the crisis is over." The occurrence of a crisis situation as defined in the referenced paragraph is inherently unpredictable; because of this, all costs associated with fulfilling the referenced requirements are unpredictable as well.

Will the Government please confirm that these situations fall under the guidance provided in PWS paragraph 4.27?

If not, will the Government please provide an estimated annual frequency and duration of crises/crisis situations for bidders to use to develop their price volumes?

PWS para 1.3.9.1 provides some planning direction for Tyndall-specific concerns.

The situations referenced here (natural disaster, major accident, war response and recovery) do fall under the guidance provided in PWS paragraph 4.27.

12 Atch 1 BOS PWS, paragraph 1.3.10.6.

Based on the CLIN references to the PWS, it appears that this requirement is Firm Fixed Price. However, it is not clear how this requirement should be priced/estimated, as there appears to be no workload data provided.

Will the Government please confirm that this requirement is to be priced and included in offerors' Firm Fixed Price submissions in the Price Volume? If so, will the Government please provide workload data sufficient for offerors to provide an estimate--including average quantity of contracts per year and average value per contract?

No, this CLIN is not to be priced and included in the offeror's firm-fixed price submission in the Price Volume.

This is a cost-reimbursable CLIN. Funds for CLIN X016 are a not to exceed amount determined by the Government (see Atch 4, Price Matrix). PWS para 1.3.10.6 has been revised.

13 PWS para 1.4.1, pg 13 This paragraph discusses alarms. Does this include security system alarms? Security alarms are not real property and therefore not a requirement of CE. PWS para 1.4.1 has been revised.

14 PWS para 1.4.2.3, pg 13 Paragraph states, "Contractor is responsible for repair of a small number of streetlight repairs until conveyed. "

Can the government better define a "small number?" Streetlights have been added to Appendix B--Real Property.

15 Atch 1 BOS PWS, paragraph 1.5.1.2.;

Appendix A--Historical Workload; Appendix C-- AF Preventative Maintenance Task List Reference

The referenced PWS paragraph includes the requirement for locksmith services. However, there appears to be very minimal workload clearly allocable to a locksmith provided with the solicitation.

Will the Government please provide workload to support an estimate for locksmith services including number of locks serviced per year and average hours per task? If the hours are already included in the workload data provided, will the Government please break out and/or explain the data as it is presented relative to locksmith services?

The number of safes, vaults, cipher locks, etc. have been added to Appendix B--Real Property.

16 PWS para 1.5.1, pg 14 The contractor is to install carpeting in unaccompanied housing.

Can the government provide historical work load date for this effort?

New requirement, no historical workload data available.

Annual UH carpet replacement has been added to Appendix B--Real Property.

17 Atch 1 BOS PWS, paragraph 1.5.1.3

There appears to be no workload associated with this requirement provided in the solicitation.

Will the Government please confirm that all work associated with the performance of the referenced paragraph is included in Appendix A--Historical Workload?

If not, will the Government please provide historical workload showing the quantity of UH units per year and the quantity of whole room carpet replacements per year?

Carpet replacement for UH housing is a new requirement and has no associated workload data in Appendix A-- Historical Workload. UH maintenance changeover data has been added to Appendix B--Real Property.

18 PWS para 1.5.1.3, pg 15 UH Maintenance. Can the Government tell us how many occurrences per year for occupant changes?

Appendix B--Real Property has been updated with UH maintenance change over data.

19 PWS para 1.5.2.2.2, pg

Storm Water Ponds. The contractor is responsible for inspecting and maintaining permitted storm water.

Can the Government tell us how many and size of the permitted ponds and provide historical work load data?

No storm water ponds are currently in "permitted" status.

Once returned to permitted status, a request for proposal will be issued for future maintenance requirements. PWS para 1.5.2.2.2 has been revised.

20 PWS para 1.6.2.3.3.1, pg

The contractor is responsible for inspecting, cleaning, and minor repairs at TRIRIGA intervals.

Can the Government tell us what these intervals are? Offeror's will propose to the historical workload in Appendix A (Historical Workload) and the estimated increase based on the list of AF Preventative Maintenance Tasks which have been incorporated into Appendix C.

21 PWS para 1.6.2.3.3.2, pg

Oil water separators. Can the government provide historical work load data for inspections, maintenance, and repairs of oil water separators?

This is a new requirement for the BOS contract. An estimated workload is in Appendix C--AF Preventative maintenance Task List Reference.

22 Atch 1 BOS PWS, paragraph 1.6.2.3.3.3

There appears to be no workload associated with this requirement provided in the solicitation.

Will the Government please provide the historical quantity of grease traps cleaned per year including size/capacity and frequency cleaned per year?

The estimated workload is identified in Appendix C--AF Preventative Maintenance Task List Reference (pg. 5). See G3025 Sanitary Sewer, 9 grease traps are identified. The annual 175.5 man-hours is based on AFPMTL guidance.

23 PWS para 1.6.2.3.3.3, pg

Grease traps. Can the Government provide historical workload data for inspections of grease traps? Can the government tells us what the TRIRIGA inspection frequencies are?

24 PWS para 1.6.2.4.2, pg

Backflow Prevention. Can the Government provide historical workload data for performing cross connection inspections?

Appendix B--Real Property has been updated.

25 PWS para 1.6.4, pg 19 HVAC duct cleaning. Can the Government provide historical workload data for duct cleaning? If not can they provide limits not to exceed?

This is a new requirement for the BOS contract so there is no historical data for the workload. Para 1.6.4 states, "Cleans duct work if within WT scope." PWS para 1.7.5.3.1 defines WT scope as no more than 50 hours.

26 PWS para 1.7.5.2, pg 20 Facility Inventory. Can the Government provide historical work load data for overseeing the facility inventory in BUILDER? If not can the Government provide their expectations in man/hours required?

This is a new requirement so no historical workload data available. This will be a daily function of the engineering section to ensure data accuracy.

27 Atch 1 BOWS PWS, paragraph 1.7.7.1;

Appendix A--Historical Workload; Appendix C-- AF Preventative Maintenance Task List Reference

It appears that there is no explicit workload data to support the requirement.

Will the Government please confirm that the workload data provided in Appendices C and A include historical mold remediation hours? If not, please provide the historical frequency and hours associated with mold remediation.

PWS para 1.7.7.1 states that "if mold is identified during a work task (WT) requirement, the contractor will perform limited abatement." PWS para 1.7.5.3.1 defines WT scope as no more than 50 hours.

28 PWS para 3.1.3:

Facilities

PWS 3.1.3 states that the government will provide contractor facilities.

Are the facilities shown in Appendix H inclusive of temporary space for the Contractor to use during the Transition? If not, will the Government provide temporary office facilities for the Transition or will the Contractor have to find temporary space off site?

The contractor will be afforded separate office space during transition.

29 PWS para 4.26, pg 42 This paragraph states that the contractor is responsible for paying any fines levied against it by a regulatory agency.

Would this be in the event of the failure of Government equipment if by no fault of the contractor or in the case of severe weather event such as lift stations overflowing due to a rain deluge event?

Para 4.26 addresses compliance with environmental regulations. Acts of God or failure of Government owned/maintained equipment are not the fault of the contractor. Para 4.26 states the contractor is responsible for fines or penalties as a result of "any environmental/safety/occupational health infraction caused by activities of the contractor or any of its subcontractors."

30 Appendix B--Real Property

The referenced line item includes an explicit statement: "Hours included in Appendix C-- Historical Workload"

Will the Government please confirm that historical hours associated with the maintenance and repair of all items listed in the referenced attachment are included in Appendix A--Historical Workload and/or Appendix C--AF Preventative Maintenance Task List Reference. Will the Government also confirm that all line items listed in Appendix B with hour quantities are also included and accounted for in Appendix A--Historical Workload and/ or Appendix C--AF Preventative Maintenance Task List Reference. If the answer to either question is no, will the Government please identify which line items are not included in Appendix A and/or Appendix C, and clarify its expectation for offerors to estimate associated workload?

Appendix B--Real Property has been corrected. Special event historical labor is captured in LUC 19 row in Appendix A--Historical Workload. Appendix C--AF Preventative Maintenance Task List is the expected workload increase above the Appendix A historical workloads.

The Current PM column is the estimated workload to specific new requirements; Adjusted PM hours is the workload increase in addition to Appendix A historical data. Example: Shop 451-1A Vertical on Appendix A shows 202.5 man-hours historical PM work. Appendix C total increase for Shop 451-1A is 2618.88 man-hours (all of shop 451-1A ). The final estimated workload is 2820.5.

Final determination of each requirement and assignment to a specific work shop is a offeror's determination.

31 Appendix B--Real Property

The PWS describes tasks associated with RPIE.

However, there does not appear to be any specifically identified RPIE associated with this contract.

Will the Government please clarify whether there is any RPIE associated with this contract? If so, is the RPIE included in Appendix B? If Appendix B does include RPIE, please identify which of the items in Appendix B are RPIE.

If Appendix B does not include RPIE and RPIE is associated with contract performance, please either identify where RPIE can be found in the solicitation or provide the list of

RPIE.

RP and RPIE are levels of real property. RPIE (alarms, HVAC, Lightning Protection, etc.) are building subcomponents within RP (buildings).

32 Appendix B--Real Property

Cooling towers. There is no mention of cooling towers in Appendix B, are there any cooling towers on Tyndall and if so how many and what is the capacity?

Appendix B--Real Property has been updated.

33 Appendix B--Real Property

There is no mention of boilers in Appendix B. Are there any boilers on Tyndall and, if so, how many and what is their BTU rating and type, i.e. hot water, steam, high pressure etc.?

See "Heating Plant" on Appendix B--Real Property.

34 Appendix B--Real Property

There is no mention of safes and vaults. Can the Government provide the number of safes and vaults?

Appendix B--Real Property has been updated.

35 Appendix B--Real Property

The PWS mentions maintaining a swimming pool in paragraph 1.6.2.4.4.

Appendix B does not list a swimming pool. Is there a pool and can the Government give size and open and close dates?

36 Appendix B--Real Property

There is no mention of ballfields, playgrounds or recreation areas in Appendix B.

Are there any on Tyndall and if so can the Government provide quantities and any maintenance expectations by the government?

37 Appendix B--Real Property

In the event any of the quantities in Appendix B are incorrect, will the Government provide monetary relief to the contractor for additional costs incurred if the quantities stated are less than actual?

The Contractor will submit documentation of the error to begin contract adjustment. Additionally, if the Government identifies decreased workload, a contract decrease will occur.

38 Appendix F--Govt-- Furnished Equip (EAID)

The referenced Appendix contains data tables that appear to be in a scanned, text-recognized pdf format. Due to the format, this information cannot be accurately processed and analyzed, as any transfer of this data to another software program (such as Excel) will have to be hand-entered and/or hand-checked; because of this, accuracy cannot be guaranteed.

To ensure reasonable and balanced responses to this solicitation, will the Government please provide the referenced data tables in Microsoft Excel format?

The format provided is what Civil Engineering was provided.

39 Atch 4 Price Matrix.xlsx, CLINs X009 and X010

CLINs X009 and X010 reference paragraph 1.5.2.6.

There appears to be overlap in the PWS paragraph references between CLIN X009 and X010. Is this intentional? If not, please provide a revised Price Matrix clarifying the Government's intent.

In the Price Matrix, CLIN X009 has been changed to PAVEMENTS CLEARANCE (SWEEPING) with PWS paragraph

1.5.2.6 titled Sweeping Operations. CLIN X010 has changed to PAVEMENT SUSTAINMENT (REPAIR) with PWS paragraph 1.5.2 is titled Pavements Repair.

40 Atch 6 CBA Appendix A Job Descriptions Appendix A is mission from the CBA. Please provide Appendix A Job Descriptions.

Attachment 6: CBA. The CBA will be reposted with job descriptions provided.

42 AFIs The draft PWS contains many instances of PWS elements that must be performed in accordance with an AFI.

Please include the AFIs referenced in the PWS as part of the final solicitation.

42 FLSA Rule change, December 2016 - Will the Government make all bidders aware of the new FLSA minimum wage requirement for “exempt” positions that that will take effect December 2016?

No. No FAR changes are anticipated as a result of this, and offerors are expected to be cognizant of those aspects of the regulations that will affect their strategies.

43 DOL published its Final Rule on federal contractor paid sick leave effective 1/1/2017. Will the Government make all bidders aware of the Executive Order 13706 to provide 7 days (56 hours) paid sick leave benefits to covered employees such as SCA and CBA?

No. At present, no final FAR rule has been promulgated;

until such rules are, the RFP will not take this proposed change into account.
