Instructions for Deliverables state, “days after contract award,” “days after the transition-in start,” and “days after contract start.” Will the start of transition be a different date than the contract award or does the Government consider them to be the same date? Also is the contract start date the first day of full performance?
For clarification and consistency, PWS references 1.3.9.1, 1.3.9.2, and 4.3.4.1 have been changed to reference the contract start date. Para 4.24 (not 4.25) required no change. The contract start date and the transition-in start date are the same date--the first day of contract work. Para 4.4.3 remains unchanged with the verbiage of "after contract award." Services contracts are awarded prior to contract start date. In the case of para 4.4.3 where clearance requirements are required before work starts, the contractor is covered because Government is bound by the signing (awarding) the contract.

Please clarify the 177 page limit for Volume II Technical. Subfactor 1, max 93 pages, Subfactor 2, max 30 pages, Subfactor 3, max 20 pages. This adds up to
143 pages.
Your math is correct. However, several respondents requested the page limit for Subfactor 1 be increased. As a result, the 34 RPESs limit of two (2) pages each has increased to five (pages) each. This is an increase from 68 pages to
170 pages. The total page count for Subfactors 1, 2, and 3 for the technical volume is now 245 pages. The amended RFP was posted to FBO on 21 Feb 17.

IAW FAR clause 52.251-1 and DFARS clause 252-251-7000, the contracting officer (CO) may issue the contractor an authorization to use Government supply sources in the performance of this contract. The incumbent contractor has a fuel purchase agreement with the Defense Logistics Agency (DLA) authorized by the CO.

The CBA does not clearly identify the amount of sick time a CBA employee receives. Is sick time calculated outside of vacation time or it is included with vacation accruals? The only reference regarding sick time we are able to locate within the CBA is referenced in 16.2, page 28 of attachment 6.
The following information was provided by the IMA union representative and confirmed by the current contractor. There is no sick leave identified in the
CBA. However, see page 28, para 17-1. The first sentence states, "It is the intent of the vacation policy expressed in this Agreement to provide Employees with time away from work to accomplish personal tasks, recover from illnesses, recreate, vacation and otherwise take time away from work." So vacation time can be used as sick time.

Tab 1 Section B RPESs? Some of these RPESs will require more than 2 pages just for the Manpower, Equipment, and Vehicle lists. Even where they do not, we are still limited to just 1 page to Process, Management, and Expertise. Even with our tightest writing we are finding it impossible to provide adequate detail regarding Process, Management, and Expertise in just 1 page.

Atch 3--RPES, paragraph 4, asks for “Synopsis of the RPES subfactor. RPES is to address both the subfactor reference para, if provided, as well as the overall requirement within the PWS that affects the subfactor.”
This appears to be asking for a synopsized repeat of the RPES Subfactor paragraphs, as well as all requirements (paragraphs) that affect the subfactor.
Some RPES requirements have up to six subfactor paragraphs plus additional supporting paragraphs affecting the identified subfactor paragraphs.
With only two pages to give the Government our process to execute the work
(not to mention the manning, equipment and vehicle tables), synopsizing paragraphs that already exist in the SOW consumes valuable space in a form that
