MEMORANDUM FOR PROSPECTIVE OFFERORS 20 January 2017

SUBJECT: Request for Proposal (RFP), FA4819-16-R-6001, Civil Engineering Base Operations Support (BOS) Tyndall AFB FL
1. A pre-proposal site visit has been scheduled for subject solicitation on 2 February2017 at 8:00 AM CST. Potential offerors are limited to three (3) representatives per firm. Offerors seeking attendance are required to submit the following information NLT 1:00 PM on 31 January 2017 to bobbie.davis@us.af.mil and britney.petrina.1@us.af.mil for each of the three attendees:

2. Attendees are to meet at the 325th Contracting Squadron, Bldg 647, NLT 8:00 AM CST on 2 February 2017 to sign in. Individuals not on the attendee list will be denied entry to the site visit. All potential attendees must submit the above information to be eligible to attend the site visit regardless if they require installation access.

4. This requirement will be solicited using competitive procedures as a 100% 8(a) set-aside.

determine technical acceptability. The evaluation approach for this requirement will be a Tradeoff Source Selection Process. This process allows for a tradeoff between non-cost factors and price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. The factors to be evaluated are technical, past performance, and price. Past performance is significantly more important than price. The resulting award will be a firm-fixed-price (FFP) contract. The proposed contract performance period will consist of a five-month basic period that includes a 45 day transition period, four 1-year option periods, and a 7-month fifth option period for a total of 5 years.
5. Please read the RFP package carefully and complete all documents in accordance with the instructions provided in the Addenda to FAR Clause 52.212-1 using the Past Performance Information (PPI) Tool database at Attachment 13. Submit the past performance volume by 23 Feb 17, 2:00 PM CST.
6. The remainder of your proposal shall be received no later than 6 Mar 17, 2:00 PM CST. Late receipt of your proposal shall be handled in accordance with FAR provision 52.215-1(c)(3). The proposal shall be mailed or delivered to 325 CONS, Ms. Bobbie Davis or 2d Lt Britney Petrina, at 501 Airey Avenue, Suite 5, Tyndall AFB FL 32403-5549.
7. Offerors are reminded to carefully review their compliance status before submitting their proposals. Ensure that any teaming arrangements or subcontractor agreements with large businesses will not result in the loss of the prime contractor’s small business status. Please consult the Small Business Administration for further guidance.
8. The issuance of the RFP constitutes the initiation of the source selection process. Any questions, clarifications, or concerns regarding this solicitation shall be addressed in writing using the format at Attachment 12, Question Comment Form, via e-mail, mail, or fax (e-mail is the preferred method of communication) to Ms. Davis and 2d Lt Petrina at, fax number 850-283-8491, or e-mail bobbie.davis@us.af.mil and britney.petrina.1@us.af.mil.
