1. APPENDIX K | ARCHITECTURAL DESIGN REQUIREMENTS | NVZR 16-0123
A. Contractor is to perform Quality Control/Quality Assurance prior to each drawing submission.
Drawings found to be deficient will be disapproved. Such items include missing requirements for the 65%, 95%, and 100% drawings (this includes all disciplines), incomplete drawings, copying the 30% without changes, etc. Incomplete drawings are defined as, but not limited to, the following: drawings that are missing information from the 30%, missing elevation tags, missing notes, or irrelevant information copied from other projects. In accordance with UFCs listed in series 3-100: Architecture and Interior Design, provide the following:
1. 65% DRAWING REQUIREMENTS

a) All walls and rooms represented that are to be affected by construction. Finish schedule shall have a Finish Legend to identify all colors and products to be installed.
b) Final products will be approved via the AF 66 schedule. Deviations after the 100% will be reflected in the Record Drawings.

A. General Criteria
1. All construction methods, materials and workmanship shall be in accordance with the MacDill
Design Guide latest available edition.
2. All construction methods, materials and workmanship shall be in accordance with the applicable
United States Air Force (USAF) Engineering Technical Letters (ETL), Air Force Instructions (AFI), Air Force Manuals (AFM), Air Force Handbooks (AFH), all latest edition. Particular attention should be made to:

3. Unless stipulated otherwise, all airfield construction methods, materials and workmanship shall be in accordance with the United States Dept. of Transportation, Federal Aviation Administration (FAA) requirements, all latest edition. Particular attention should be made to:

4. Unless stipulated otherwise, all vehicle roadway and parking lot construction methods, materials, workmanship, geometry, traffic control devices, markings and signage shall be in accordance with Military Surface Deployment and Distribution Command, Transportation Engineering Agency (SDDCTEA) instruction. Particular attention should be made to:

5. All water and wastewater utility construction methods, materials and workmanship shall be in accordance with private utility operator Florida Government Utility Authority (FGUA) requirements.
6. All natural gas utility construction methods, materials and workmanship shall be in accordance with private utility operator TECO / Peoples Gas requirements.
7. Other privately held utilities exist on MacDill Air Force Base including, but not limited to, electric power and communications. The Contractor / Designer shall be responsible for determining the extent to which the project work must coordinate with these utility owners. All construction methods, materials and workmanship shall be in accordance with the corresponding utility operator’s requirements.
8. Where vehicle roadway and parking lot design and construction specification identified above does not provide sufficient criteria, or a more conservative / stronger standard is required by sources identified below, then conformance is required with the State of Florida, Dept. of Transportation (FDOT) manuals, standards, and specifications, all latest edition. Particular attention should be made to:

B. Government Provided, Request For Proposal (RFP) Design (35% Design)
1. The contractor shall utilize these drawings as the basis of the design for the proposed construction.
2. These plans may be schematic in nature and may not show all site details. It is the Bidder’s responsibility to visit the project site and perform a thorough review of the site conditions. Any design concerns shall be addressed in writing by the Bidder prior to bid submittal deadline.
C. Contractor Prepared 65% Design Requirements
1. Provide existing conditions survey(s), investigation(s), and exploration reports and drawings. Note submission of an AF-103 is required to perform any geotechnical investigation and / or survey work involving any disruption of earth.
2. All surveys must be endorsed by a State of Florida, Professional Land Surveyor; one copy of all submitted surveys shall be provided in hardcopy form bearing surveyor’s signature and seal. All prepared surveys are to be made part of the design document set.
3. All geotechnical investigation and exploration reports must be endorsed by a State of Florida, Registered Professional Geologist; one copy of all submitted reports shall be provided in hardcopy form bearing geologist’s signature and seal.
4. Provide civil construction specification drawings including, but not limited to, control of site, control of work, quality control and assurance, required permitting, required inspection points, demolition specific requirements, monitoring well protection specific requirements, and stipulation of minimum standards and specifications.
5. If appropriate to the project work, provide preliminary hardscape, foundation, and structural design analyses / evaluations.
6. If appropriate to the project work, provide preliminary storm water runoff and management, hydrologic and hydraulic studies including, but not limited to pre and post, runoff rates and volumes, storm water treatment and detention areas, water quality determinations, gutter and inlet capacities and conditions, conveyance system and outlet capacities and conditions.
7. If appropriate to the project work, provide permit applications ready for endorsement by Government along with any jurisdictional agency pre-submittal discussion minutes.
8. Design drawing set shall include the following minimum thematic presentations, as appropriate to the project work. Where nature and / or extent of work is minor themes may be combined so long as legibility is not impaired.
a. Existing condition topographic and utility
b. Existing condition geotechnical borings and observations
c. Construction phasing and demolition
d. Future condition horizontal layout
e. Future condition topographic and storm water management
f. Future condition utility
g. Future condition marking and signage
h. Future condition traffic control
i. Construction storm water pollution prevention (erosion control)

k. For projects including work on major roadways, provide existing / future cross-sections on 50 foot intervals (min), as well as at critical roadway intersections and utility conflicts

9. Project documentation must be of sufficient detail to determine existing site conditions, the project works content and extent, and the inter-relationship of existing and future conditions.
10. Project documentation should meet the CADD submittal standards identified in MacDill Design
Guide, although submittal may not be rejected at 65% for minor irregularities.
D. Contractor Prepared 95% Design Requirements
1. Address comments provided as part of the 65% review.
2. Final project design documentation.
3. Final design analyses, evaluations, and calculations endorsed by the project Engineer of Record, and approved by the Government.
4. The 95% plans will not be approved until all required permits shall have been completed and approved by the permitting agencies. The contractor may submit plans for review prior to receipt of approved permits but approval to proceed to the 100% design will not be issued until copies of the approved permits have been received.
5. Any submittals required as part of the 95% design submittal in accordance with the project AF66.
The Contractor will not be permitted to proceed to 100% design until required submittals have been approved by the Government.
6. If appropriate to the project work, contractor proposed Maintenance of Traffic (MOT) drawings must be accepted by the Government.
7. Project documentation should meet the CADD submittal standards identified in MacDill Design Guide, although submittal may not be rejected at 95% for minor irregularities.
E. Contractor Prepared 100% Design Requirements
1. Address comments provided as part of the 95% review.
2. Project documentation must meet the CADD submittal standards identified in MacDill Design
Guide.
APPENDIX K | ELECTRICAL DESIGN REQUIREMENTS
a. Contractor provided 65% design on all electrical design submittal shall include:
1. All design aspects of the electrical systems required for the project. Examples include power distribution system, including equipment and device placement and circuiting, lighting, fire alarm/mass communications, low voltage systems, communication systems, lightning protection systems, grounding systems, etc.
This shall include coordination between all other disciplines for equipment and device locations and coordination with the user.
2. All schedules for all proposed equipment, panels, conductors, fixtures, etc.
3. All design considerations and calculations (per UFC 3-501-01) including, but not limited to, Chapter 3 – Design analysis section 3-2.2. All applicable UFC design requirements and calculations shall be incorporated into the plan set at this stage, which shall include the following items for this project.
4. All proposed new details that depict equipment installation, placement, structural support, flood plain elevation coordination, etc. The following details shall be provided on the plans for this project at a minimum:
i. Equipment/Device Mounting/installation details
ii. Lighting fixture schedule
iii. Photometric calculations (including both normal and egress)
iv. Fire Alarm Device Equipment Layout
b. Provided 95% design on all electrical design submittal shall include:
1. Finalization of any items or concepts that were started or missing at the 65% design level.
2. Finalization of all details required at the 65% design level.
3. Finalization of all device and equipment locations between all disciplines and coordination with the user.
4. Finalization of equipment schedules, sequence of operations, logic diagrams, and layout of new work.
c. Provided 100% design on all electrical design submittal shall include:
1. All of the previously described items as well as any items discovered to be missing during the review of the 95% documents.
2. Finalization of any items or concepts that were started at the 65% design level.
3. Finalization of equipment schedules, sequence of operations, logic diagrams, and layout of new work.
4. Signed and sealed plans by a Florida registered Professional Engineer in the disciple of electrical.
5. Signed and sealed Fire Alarm Plans by a Florida registered Professional Engineer qualified in Fire Alarm Design.
Mechanical Design Requirements
1. The 65% MECHANICAL drawings are expected to depict the following as a minimum: (The
30% drawings provided with the solicitation package do not begin to show all of the drawings that will be required for the project. Extensive detailing is required throughout as well as a considerable number of additional drawings in order to fully explain/represent the construction effort)
a. Cover sheet with title, vicinity map, AMC insignia, drawing index, design team member list.
b. Haul route on base.
c. Magnetic as well as ‘plan’ north arrows.
d. List of primary codes used for design, Code analysis, primary applicable code sections, occupancy classifications.
e. Extensive Specifications for all work in current CSI format including all new proposed mechanical equipment, controls equipment.
f. Legend, Graphic symbols, detail symbols, abbreviations.
g. Site Plan. Identify: New and existing Equipment, Refrigerant Line Locations and Line Sizes, other Utility Conflicts, Curtain Wall location, all existing mechanical Site Demolition, points of Pipe Entry to the building. Indicate Equipment service Clearance and free air space between equipment and walls.
h. Site General Notes & Keynotes: With all notes properly numbered and referenced on the floor plan.
i. Floor Plans :
1) Refrigerant Line Locations and Line Sizes (where required)
2) Condensate lines sizes and termination point
3) Ductwork Locations, Sizes, Takeoff dampers
4) Vertical Ductwork isometric drawing with location and sizes
5) Equipment Tags
6) Air Device Locations with CFMs
7) Fire Damper locations
8) Outside air Intakes that are coordinated with ATFP requirements
9) Motorized Damper locations that are coordinated with ATFP requirements
10) Exhaust & Make-up Air Fans. Provide hinged access for all roof mounted exhaust fans and gravity vents. These shall be coordinated with ATFP requirements
11) Shelter In Place Button locations that are coordinated with ATFP requirements
12) Kitchen Exhaust Hoods that are coordinated with ATFP requirements. See item 11.
13) Duct Access Doors. See item 11.
14) Variable Air Volume Boxes. By-pass VAV unit for DX air side capacity control.
15) Thermostat locations
16) Control Component locations
j. Interior General Notes & Keynotes: With all notes properly numbered and referenced on the floor plan.
k. Appropriate ‘key’ plans when facility size and/or drawing scale/size dictates for ease of cross reference.
l. Locations of Wall or Roof Penetration for any penetrations of the mechanical systems: Fire rated walls, SCIF rated walls Exhaust Louvers, Roof Vents, Air Intakes.
m. ¼” Scale Plans: Mechanical Room Floor Plans and Section Details.
n. Controls: details including a proposed control point matrix for all new and existing equipment, diagrams for all existing controls system architecture, and the integration of the new work with the existing controls.
o. Design aspects of the control systems:
1) New and existing component schematic diagrams with device names that correspond to the controls matrix and sequence of operations
2) Sequence of operations for every control scenario: occupied hour mode, after hours mode and shelter in place mode. This includes winter and summer seasonal conditions.
3) Total building floor plan wiring control diagram.
4) Integration of the new controls work with the existing mass notification & ATFP systems.
p. Details: Mechanical Room Section Detail Drawing at no less than ¼” per foot and the following non-scaled component details Duct Connections: (Duct Transition, Guide Vane, Flex Connections, Flashings) Equipment Structural Support Variable Air Volume Boxes Coil Piping Connections and Devices Wall, Floor or Roof Penetrations for Piping, Fire Damper and Ductwork: (for any penetrations by mechanical systems: Fire rated walls, SCIF rated walls) Roof Vents Air Intakes Motorized Dampers Gravity Dampers
q. Diagrams: Piping diagrams for chilled water system with all devices and components depicted (include flow directions). Control Diagrams with all devices labeled with the same nomenclature as described in the point to point Control Matrix.
r. Schedules: for each piece of mechanical equipment and for all proposed equipment or controls components.

s. All design considerations (per UFC 3-401-01) including outside air calculations with personnel counts, heating/cooling load calculations identifying all equipment within the space, and supporting documentation per UFC (i.e.: Psychometric plots, etc.) as applicable.
2. The 95% MECHANICAL drawings are expected to depict the following as a minimum:
a. All of the previously described items as well as any items discovered to be missing during the review of the 65% documents.
b. Finalization of any items or concepts that were started at the 65% design level.
Finalization of equipment schedules, sequence of operations, logic diagrams, control point matrix and layout of new work.
1. APPENDIX K | PLUMBING DESIGN REQUIREMENTS
1. The 65% PLUMBING drawings are expected to depict the following as a minimum:
(The 30% drawings provided with the solicitation package do not begin to show all of the drawings that will be required for the project. Extensive detailing is required throughout as well as a considerable number of additional drawings in order to fully explain/represent the construction effort)
a. Cover sheet with title, vicinity map, AMC insignia, drawing index, design team member list.
b. Haul route on base.
c. Magnetic as well as ‘plan’ north arrows.
d. List of primary codes used for design, Code analysis, primary applicable code sections, occupancy classifications.
e. General notes.
f. Graphic symbols, detail symbols, abbreviations.
g. All plans, including enlarged plans have magnetic as well as plan north arrows.
h. Appropriate ‘key’ plans when facility size and/or drawing scale/size dictates for ease of cross reference.
i. Extensive Specifications for all work in current CSI format including all new proposed mechanical equipment, controls equipment, and so forth.
j. Coordination with other trades for both interior and exterior piping. Coordination shall include but not be limited to condensate drainage pipe size and location for air handlers.
k. Location of existing utilities for plumbing and other trades including conflict identification with other utilities.
l. All wall/roof vent penetration details for any penetrations of the plumbing system through existing partitions/roofs. This includes but is not limited to the following:
Fire rated walls, SCIF rated walls, and so forth.
m. Plumbing fixture schedule for all equipment, components and all proposed fixtures.
n. Sanitary and domestic (potable) water piping isometric diagrams (Total building diagram).
o. All design considerations (per UFC 3-420-01 Plumbing Systems) including pipe size calculations with fixture counts.
p. Proposed and existing domestic water pipe locations, sizes and locations which tie into existing site domestic water utilities.
q. Identification of existing or proposed backflow prevention devices for domestic (potable) water service.
r. Proposed and existing sanitary pipe slope identification, pipe locations and invert elevations which tie into existing manholes.
s. Generally, every proposed new detail that depicts connections, transition details, tie-in details and so forth in order to allow the inspectors to adequately monitor jobsite construction.
t. Identify the point or points of demarcation for sanitary and domestic (potable) water piping.
