1. For Factor II – Technical Proposal, would you please consider extending the project history requirement from 5 years to 7 years?

– No

2. Page 1 Box 10. Second C. states the Bid Bond is waived, which looks like that is referencing the Seed Project

a. Please Confirm

– It is waived for the seed project because it is not funded currently

3. Page 1 Box 13.b. has on offer guarantee is required and Page 49 states the bid guarantee shall be 20% or $3M whichever is less, but in Section L there is only the requirement of a Letter of Bonding capability.

a. Question: Is the original bid bond required? If yes, can it be placed behind the letter of bonding capability?

– The offer Guarantee is how long you will hold your offer as valid. Bid Bonds will be required for future projects though so we need to incorporate the language in the basic contract

4. Page 7 of the Attached Section L – if there is already a completed CPARS can we submit that in lieu of the Customer Evaluation Questionnaire?

– No, I can access any CPAR but we still need the questionnaire

5. Page 7 of the Attached Section L - states “(a) Performance Surveys: Using questionnaires, the Government will conduct a survey of the offeror's performance. The Government will use information submitted by the offeror” yet the Customer Evaluation Questionnaire states “Do not return Questionnaire to the Offeror.”

o Question: Do you want us to submit the Questionnaire in our proposal?

– No, the person completing the questionnaire needs to submit it directly to me via my email and the org box email o If not, do you at least want a list of who we sent them to?

This information should be in the PPI tool. The PPI tool should reflect whom you sent questionnaires to.

6. Page 14 of the Attached Section L – 10. Electronic copies of drawings shall be submitted in .pdf format. Will pages that need to be signed and scanned be acceptable as .pdf pages as well?

The solicitation package is a 65% Design submittal, therefore no signed and sealed drawing are required.

7. Page 3 of the Attached Section L-2.3 Factor 1 (a) the offer must complete the following

a. ii. Part I, Section B – SEED Bid Schedule – Use SEED SOW Appendix C but that is a Schedule of Materials Submittal, please clarify what the requirement is.

This should be the blank 3052 attachment.

8. On the SF 1442: Section 10, Seed Information, section C states: “Bid Bonds are waived.

In accordance with Contract Clause 52.228-15, contractors are reminded that this task order shall require Payment and Performance bonds. Payment and Performance bonds are due no later than 10 days after award.” Section 13, line b states that an offer guarantee IS required. Also, page 49, section 52.228-1 states that “The amount of the bid guarantee shall be__20__ percent of the bid price or $__3,000,000.00__, whichever is less.” Please clarify whether a bid bond is required for the solicitation seed project.

9. The RFP says: The breakdown shall include all the necessary materials, labor, and equipment required to perform the contract successfully in the Hillsborough County labor market.

The C.S.I. shall not include pricing. What should the presentation of our estimate in the RFP look like? What does “The C.S.I shall not include pricing” mean? Do you just want a take-off?

10. In order to aid in developing the 65% design documents, can you please provide the CAD files for the 35% documents included in this solicitation? If you also have the CAD files for the “as-built” documents could you also provide those?

– CAD files have been uploaded

11. Drawings A-103 Reflected Ceiling Plan, A-401 Enlarged Floor Plan, A-501 Partition

Types, A-601 Room Finish Schedule, A-602 Door Schedule, P-601 Sanitary Sewer Isometric, P-602 Domestic Water Isometric, are all blank. Were the drawings intended to be complete?

Yes, the intent is that each offeror complete the 65% design as part of their solicitation package.

12. Requiring the use of the PPI Tool requires significant time and work. Is it possible to instead consider using PPQ-O’s as in most other federal solicitations? – we are using the PPI tool and PPQs please review section L Requiring the use of the PPI Tool requires significant time and work. Is it possible to instead consider using PPQ-O’s as in most other federal solicitations? – We are utilizing the PPI tool and PPQs, please refer to section L

13. This section has a 20 page limit, is the offeror expected to submit examples of specifications/drawings for this section or simply acknowledge the process of submissions for approval by the Government for 30, 65, 95, and 100 percent drawings as defined in APPENDIX K within Amendment 1?

The offeror was provided a 35% set of drawings as part of this solicitation. The intention is that they complete the 65% Design as part of their solicitation package. Our understanding is that the lowest bidder will be awarded the project and shall complete the 95% and 100% Submittal Packages as their first task order.

14. Will the offeror be required to submit for any permit approvals with outside agencies for construction items such as: Sanitary Connections, Building Permits, Health Departments, Erosion & Sedimentation Controls, Stormwater Management, etc.?

No. Not as part of the solicitation package. However, after the project is awarded to the lowest bidder, as part of completing the design of this project they would be required to submit for any required permits.

15. Is MacDill AFB the Agency Having Jurisdiction (AHJ)?

For the AF103 permit, Yes

Sub Factor 1- Design/Build Construction Experience: (a) Proposal guidance indicates:

The submitted projects must have sufficient scope of the criteria to meet the minimum threshold and clearly define that work ($500K for general projects and $200K for DoD projects).

(b) Design/Build Experience, (c) Separate Design and Construction Experience, and (d) Combination of Design/Build and Separate Design and Construction Experience. Projects must be equal to or greater than $500,000. Please clarify if the projects submitted for past performance (PPI’s) can be $200K for DoD projects.

***It was indicated that Asbestos is suspected to be present. How would like contractors to bid this item so everyone is on the same playing field? Without a hazmat survey this is impossible to quantify or provide an accurate price. Wouldn’t this be a change of condition if ACM was present.

Past performance states you will submit the information on the PPI tool and have your customers submit performance surveys for the same projects you submitted for experience.

Considering the DoD project experience minimum is $200K for experience you would submit PPI and have questionnaires completed for the same projects so the 200K would be the same.

Furthermore - Design/Build

Construction Experience, and it was accomplished on a DoD installation as defined in Subfactor 2, Paragraph, (a), they may list it again to meet the DoD requirement.

A Hazardous Material Survey has not been performed on this facility. Elsewhere in the Solicitation package, it is stated that visual inspection leads to the possibility of there being asbestos and lead paint in the facility. All proposals should reflect the offeror’s professional judgement as well as risk tolerance relative to the need for a HAZMAT Survey, abatement of asbestos or lead. Those are factors that should be taken into consideration when the Firm Fixed Price Proposal is finalized.

17. In reference to Solicitation 3 released on 20 March in support of the subject solicitation, it has come to our attention that many of the documents were released in formats such as .sdw, .sid, etc. Is it possible for these documents to be provided in a more commonly accessible format such as PDF?

Not at this time.

18. Could you please advise the page limit for solicitation FA481419RA001? I see several references to what does and does count toward the page limit for the proposal, but I haven’t been able to find where the page limit is noted. Thank you.

The page limits are referenced in section L of the solicitation. Different portions have different page limits. A total page limit is not applicable as you cannot reduce pages in one section to gain more pages in another.

19. SF1442 states original and 4 copies - RFP later states Original and 3 copies. Please confirm which is correct.

– one original and four copies, I will amend it to reflect this.

20. The SF1442 indicates that an offer guarantee is required, though Section L and M do not list the requirement or where one might put a bid bond, it only asks for a proof of bonding.

– The offeror gurantee is referencing how long you guarantee your price. Furthermore future projects will require bid bonds once the awards are made, therefore these clauses and items must be placed in the solicitation. There is no bid bond required for the SEED project because it is not currently funded.

21. Factor 2 - Technical lays out requirements for 12 projects but indicated that the offeror is to submit a minimum of 8 projects, though the RFP specifies the number required of each project type equaling 12 projects. Do we submit 8 or 12 projects for options in paras B, C & D? If only 8 are required, would the quantity of the criteria for 12 change?

– There are 12 different areas/trades from which you can submit at a minimum of 8 projects, therefore you can pick and choose from the 12 presented per the instructions in section L.

22. In which section should the JV agreement be submitted?

– With the price proposal/signed amendments etc.

23. Sub Factor 3 -SEED Project appears to be limited to no more than 20 pages per MACC Section L V3. This is not possible when there are at least 35 drawings and maybe hundreds of pages of specs. Could you please revise the page limit for Subfactor 3 ?

The design documents will NOT be constrained by the stated page limit.

24. As the proposal is not due until 24 April and the site visit was conducted this week, please consider extending the window to ask questions by 14 days so that our design team may thoroughly review site visit information and the documents released on 20 March 2019. This will still provide the government ample time to respond to any questions that may arise.

– You can submit questions, however any questions submitted after the due date will only be answered at the discretion of the Government.

25. SEED Project: Are there any STC or fire rating requirements for new doors and frames?

This will be determined by offeror’s architect of record.

26. SEED Project: Are there any specific hardware requirements for new doors? For example, do they require closers, special locksets, etc.?

This will be determined by offeror’s architect of record in the door schedule.

27. SEED Project: Appendix B includes demolition items in mold contaminated areas however this was not mentioned in the RFP or other documents. Is this to be assumed throughout all of the work area shown in the drawings? There was no asbestos report or additional specific information was included, therefore providing quantity breakouts will be difficult.

28. Will an SF-30 be provided for Amendment 0001?

– There was never an amendment. There will be once these questions have been posted.

29. Attachment 6-Background Checks is provided with the solicitation but we couldn’t find any instructions related to this attachment. Does this attachment need to be completed and provided with our response?

– No, this is for future reference.

30. Will we need to complete and turn in both Section B Bid Schedule and the SEED SOW Appendix C excel file?

- Yes

31. If we are submitting under Option D, Subfactor 1 – does the prime contractor’s design-build projects count as both (1) design and (1) construction if our design teaming partner was not the designer of record? We have design-build projects but not all of them were performed by our design partner. Therefore, we are unsure of how many projects the prime and design partner have to give if the prime is going to offer design-build projects in Option D. In other words, can we submit (8) construction projects from the prime, in which some are design-build, and (8) design projects from the design partner or will that go over the limit for number of past projects?

– Per section L, you can submit 8 Design Build with your teaming partner, 8 design and 8 build separately or any combination thereof that gets you there. So 8 would be the minimum and 16 the maximum. This applies to the experience portion as well as past performance portion.

32. . I have thoroughly reviewed Section L and am confused by the Factor II Technical

Proposal information requested. We choose ONE of the sections to submit. B, C or D?

Is that correct? – Correct.

33. 2. Factor III Past Performance Information: Can we submit PPI for projects other than the ones we use in Factor II?

- No

34. 3. Because this is such a large in-depth proposal will there be a bid-extension?

– Not at this time.

35. Would you consider pushing the deadline given the amount of work that needs to be done for the SEED project and receiving the CADD files after the site visit?

– Not at this time

36. For design experience, does the construction have to be completed for the design to be considered for the project?

– Please review section L, there are three different scenarios regarding this, either Design/Build Design and completely separate build or some combination of the two. If submitting for design only separate from build then the construction would not be completed, only the design.

37. Does the PPI tool need to be utilized for both the prime contractor and the designer? Oftentimes, the designer of record is not the prime contractor for D/B projects and has difficulty obtaining a completed PPI from the Government.

– If you are submitting design only projects as part of experience than the PPI tool needs to be completed for each project. It does not matter whom completes it as long as the information is recorded.

38. Will CPARS be accepted in lieu of PPIs?

- No

39. What are the recommended steps to take if a client fails to respond to the PPI request through your system?

– The PPI tool is filled out by you to describe the work you did, there is a past performance questionnaire that the client needs to complete and send to me, however at the same time there is an experience form that is filled out by you which includes POCs. You cannot control your client’s responsiveness but the Government reserves the right to contact the POC you provide and/or existing CPAR records.

40. Please clarify the component level of C.S.I. format, provide example. Are we to provide quantities in the AF 3052 provided?

Level 5 of CSI format is shown in the AF3052, e.g., 099123741280 paints & coatings, walls & ceilings, interior, concrete, drywall or plaster, zero voc latex, 3 coats, smooth finish, spray. Quantities should be provided in the AF3052.

41. Will an AF3052 be required for each task order on the MACC?

- Yes

42. What is the range for project size under the MACC?

- The FBO announcement indicates $200,000 to $5M, the SOW indicates $2,000 to $5M.

The range for prospective projects will generally be within $2K - $5M, however there are occasionally projects that will be larger depending on the requirement.

43. Are the prime contractors required to bid every task order? Is there a percentage requirement?

– There is specific language regarding this in the SOW.

44. Will an extension be given due to the CADD files not being included in the RFP?

– Not at this time

45. Would the Government consider extending the past experience to 7 years based on the number and different construction types for past projects?

- No

46. For the seed project, can the Government provide the quantities of contaminated materials?

The Proposer is expected to determine quantities needed to prepare the proposal.

47. For the seed project, will the facility be vacant during construction?

Yes, the facility will be vacant during construction.

48. Will lightning protection be required on the renovated facility?

Refer to Response 149.

49. Keynote 3 on E-103 indicates installation of new data ports throughout the room. Please clarify how many drops are in each room. Shall we utilize M-102 occupancy to verify?

Develop drop quantities through Design Development process. M-102 may be used for estimated occupancies.

50. Utility Sheet C102 and C401 show proposed exterior utility work for the project. Appendix K, Civil Minimum Standards and Specifications show extensive requirements on pages 1 through 7. However, none of this is scheduled to be included with Sub Factor 3 – Seed Project. Please clarify that the offeror is not to include Site Civil or Site Utility drawings with Sub Factor 3.

Appendix K: Design Requirements is a minimum requirement for all projects solicited at MacDill Air Force Base. Not all of the design requirements in appendix K pertain to this project. However there are in fact Civil Minimum Standards and Specifications to be included in the Seed Project. Please reference the plans and SOW for the scope of work and provide a 100% design in accordance with appendix K.

51. Sheet A-102 of the RFP drawings indicated Mail Room 115A. Please confirm that this is a local mail distribution room and does not receive mail from outside of the Installation and the requirements of UFC 4-010-01, Standard 13 Mail Rooms and Loading Docks and Standard 17 Mail Room and Loading Dock Ventilation is not applicable.

Yes, this is local to this facility.

52. Can the air conditioned storage required for the existing furniture be stored off base?

Yes.

53. Will a sprinkler system be required for this facility?

A sprinkler system is not in the scope of work.

54. The RFP indicates to provide cut sheets for anything over $5,000, but does not specify if this is a unit cost or total cost for the material. Please clarify.

Cut sheets will not be required with the proposal. They will, however, be required with subsequent submittals. The price limit applies to the unit cost.

55. If the contractor submits projects that meet all of the past performance requirements, does the design partner need to submit projects as well?

– There is an experience factor in section L/M that designates how you will be evaluated.

You cannot submit 8 Design Build projects with a firm that you are not partnering with.

They would need to submit 8 of their own. This would trickle down to past performance as well.

56. Does the base have a recycling program for any metal removed from the project?

The base does have a recycling program, which includes the collection of metal;

however, MACC contractors are required to manage all of the waste generated by a project themselves, without using the base solid waste management contract or resources.

MACC contractors are required to document the quantity of materials disposed and recycled during the project through submittal of the Construction and Demolition Debris form at the 50% and 100% completion points of the project. We use this data to calculate our quarterly C&D diversion rate.

57. What are the site personnel requirements for the seed project? Can the Superintendent act in the role of superintendent and site safety and health officer as long as they are qualified for both?

Yes

58. This section instructs offerors to use the SEED SOW Appendix C for the Bid Schedule.

Please confirm this should be Appendix B.

– Correct, will fix in amendment

59. Does the 20-page limit of this portion of the technical proposal include the 65% design specifications? The instructions are clear that the 65% design drawings (as per L-2.4, 6.)

and material/ equipment cut sheets do not count against this page limit.

– Drawings do not count against the page limit – Drawings do not count against the page limit.

60. Can offerors utilize Appendix B to satisfy this requirement (not including pricing) as well as for the Bid Schedule?

– No, CSI Breakdown should be completely separate.

61. Please confirm that the numbers used in front of each project type in this section (e.g., “Two (2) Airfield Projects…”) represent the limit of how many of each type offerors can submit amongst the 8+ total. Part of our confusion is item (a) 4. just above this section, which states as an example “if the offeror submits three renovation projects, only the first two will be considered.” As we understand the requirement, three renovation projects are allowed.

– You are correct, fixed in amendment.

62. This section instructs offerors to use Appendix 10 of the SOW for MacDill AFB’s contractor security requirements. Please confirm Appendix 9 is the correct resource for this.

– You are correct, use appendix 9.

63. This section advises offerors that bid bonds are waived for the proposed seed project.

However, this information contradicts that provided in Block 13 (b). Please clarify the requirement.

– Bid bonds are waived for the seed project but will be required for future task orders if they are funded at the time of solicitation.

64. What is the specific Buy American Act clause applicable to the seed project? Both FAR

52.225-9 (nearly 100% BAA with limited exclusions) and FAR 52.225-11 (allows trade agreements) are provided in the Solicitation.

– 225-9 “contracts for construction that is performed in the United States valued at less than $6,932,000.”

65. The Solicitation includes FAR 52.229-3 Federal, State, and Local Taxes, which includes section (h) “The Government shall, without liability, furnish evidence appropriate to establish exemption from any Federal, State, or local tax when the Contractor requests such evidence and a reasonable basis exists to sustain the exemption.” As we understand the State of Florida’s regulations, the Government must issue contractors a “Certificate of Entitlement” in order to sustain this (only for applicable materials and equipment).

Please confirm this will be issued as part of this MACC.

– State taxes are not exempt for general construction work as any materials purchased by a contractor are used in the process of completing said construction project. This clause would be applicable potentially if the contractor were to purchase an item that would be transferred to the Government’s inventory.

66. We understand the requirement to have a superintendent on site during performance of a task order, and that we must provide adequate quality control and safety oversight on site. Can a qualified superintendent perform all these duties, or are multiple personnel required on site for quality control and safety oversight? Please advise. – See Q #57

67. What are the requirements for base access for contractor personnel? Are only United States citizens allowed? Are Permanent Resident Card (Green Card) holders allowed?

Are H-1B/H-4 visa holders allowed? Please advise. -Base access is open to all US citizens and legal residents that meet MacDill vetting standards. Those with an approved work visa are authorized as well. Of course, certain visa category exceptions can be made depending on the reason they need base access. All Residents (perm/temp) and approved contractors with work visas are required to carry the proper US documents on them at all times while on the installation.

68. Can an offeror extend the individual sections of Attachment 3, Project Submittal to provide more information without changing the format; and exceed the allowed page limit of applied Sub Factor 1?

69. If an offeror received a final CPARS on a project submitted under Technical Sub Factor 1, can it be submitted as Past Performance Survey? If so, will that be included in the 5-page limit per contract of this portion of Technical proposal? Is submission of Attachment 4 - Past Performance Survey still mandatory?

– Attachment 4 is mandatory, however you have no control over the end user actually completing it. Attachment 3, which you complete and the PPI tool will give us enough information to contact the end user if we need to. CPARS will be considered as well, however there is no point in you submitting them as the Government has access to them all.

70. Can a design/engineering firm work with multiple contractors on this MACC? - This would be dependent on your individual partnering agreement. All requirements of section L & M would still need to be met in order to be considered for award.

71. FedBizOpps.gov titled the provision of SEED SOW Appendix K on March 11, 2019, as

“Amendment 1,” but no SF 30 Amendment document was provided. Is this considered a formal amendment that we must acknowledge on SF1442 with our proposal?

– This was an amendment to the FBO posting, not the solicitation itself as it already referenced this item. You do not have to acknowledge this as an amendment. Amendment 1 will be posted along with the answers to these questions.

72. Can you provide any Asbestos or Lead Based Paint Surveys for Bldg 262?

Solicitation package, it is stated that visual inspection leads to the possibility of there being asbestos and lead paint in the facility. All proposals should reflect the offeror’s professional judgement as well as risk tolerance relative to the need for a HAZMAT Survey, abatement

The decision to abate or not abate up to the contractor – if disturbed material contains asbestos or LBP, it will be abated. If the contractor can demonstrate that the disturbed material DOES NOT contain asbestos (or LBP), then the material can be managed/disposed as normal C&D debris

There is no underground fuel tank removal in the scope of work.

77. Who will be responsible for removing and replacing communication equipment (Computers, Phones, WiFi Points, Server Racks, Etc)?

Contractor is responsible for infrastructure up to finished space / wall jack. Computers, WiFi Points, are not in scope. A new (or expansion of existing) Rack could be required.

78. Is the contractor responsible for storage of the communication equipment?

The contractor should customer hold communication equipment, and be prepared to take custody and protect for re-use at the user’s option.

79. Can Sub Factor 3 – SEED Project page limit on Section L of the Solicitation be increased from its current limit of 20 pages? T

The design documents will not be subject to the referenced page limit.

80. The 2018 MacDill Design Guide section 19, lists Appendix 1 thru 18 as separate documents that are incorporated into the design guide. Please provide these documents.

81. Government provided AutoCAD drawing files for the SEED project do not appear to use AEC naming conventions. Should all file names use the AEC naming convention.

82. Are specifications available for the Government provided initial 35% design of the SEED project.

This will be provided by the offerer’s architect and engineer of record.

83. Does the 65% design for the SEED project require a fire sprinkler system.

There is no fire sprinkler system in the scope of work.

84. Please provide preliminary load calculations for the given 15-ton split system to include the building envelope U-values and maximum occupancy of the SEED project B262.

It is the intent for the contractor’s engineer of record to do load calculations, derive U-values, and determine maximum occupancy of the facility for the 65% design.

85. Please provide preliminary load calculations for the given 4 ton dedicated outdoor air system (DOAS) for the SEED project at B262.

It is the intent for the contractor’s engineer of record to do load calculations for the 65% design.

86. Due to space constraints in the existing mechanical room, can a packaged outdoor DOAS be used in lieu of a split system for the SEED project at B262?

There is enough room in the mechanical room for a split system to be used as a DOAU.

87. Does the new lighting system for B262 require an integrated lighting control system as identified in paragraph 9.1 of the 2018 MacDill Design Guide?

No

88. Please clarify from the Site Visit Presentation (pg8) states “award up to ten (10) contracts.” Does this equate to 10 contractor awardees? Will then all contractors be encouraged to compete on all task orders? - Yes

89. . It would be in the governments best interest to provide AS BUILD drawings for the seed project. This will provide all offerers with crucial information needed to properly and efficiently bid the project. Can you please provide any AS BUILD drawings or information?

The available As-Builts were provided under “Seed SOW App J” and were previously posted.

90. Concerning the AF Form 3052, the form has an extensive breakdown for each division of work, for instance, Division 22 – Plumbing is broken down into Urinals, Sinks, Clean-outs, Water Heater, Water Cooler, Etc. Typically, bids are not broken down this extensively, are we allowed to provide a lump sum price for plumbing? This same question would apply to other divisions such as, electrical, HVAC, finishes, fire protection, etc.

Lump Sum pricing will not be accepted with the proposal.

91. The drawings for the seed project do not appear to be inclusive enough to be considered

35% complete, there is no reflective ceiling plan, the enlarged floor plan for A-401 is missing, there are no partition types on A-501, the room finish schedule on A-601 is not complete, as is the door schedule on A-602. Will more inclusive drawings be issued?

The documents provided are considered a 35% design.

92. The Plumbing Fixture Schedule on P-601 is not complete and the App F, 16-0123 Min Perf Stan does not list plumbing fixtures. The MacDill Guideline Standards are general in nature so we could use instructions on specific fixture requirements.

93. The electrical plans do not include a lighting plan or light fixture schedule and the guideline standards refer to an Appendix 13 (page 80 under 11.20 Lighting) that we do not believe are included in the bid documents. Can you please provide a lighting plan and fixture schedule?

No. This is designer discretion.

94. Regarding M-102, the notes state that we are to furnish all new ductwork, VAVs, fire dampers, supply drops, etc., but no layouts are shown. The architectural drawings are not complete enough to indicate any fire walls for fire dampers or fire wall penetrations.

95. Can you please provide the location of the mini-split system per note 8 on M-102?

The 1 ton mini-split is dedicated to communications room 118.

96. Can you please explain in further detail the requirements of paragraph b. in the SOW, under section II. Scope, 1. Civil: New Work (page 4 of 23).

The contractor is responsible for personnel life support including but not limited to first aid, USACE Safety and Health requirements, OSHA requirements as required in the solicitation package. The contractor is responsible for shelter and or office space including but not limited to construction trailers. The contractor is responsible for comfort and support including but not limited to restroom facilities or portolets.

97. In Appendix F for 16-0123, the Minimum Performance Standards, under Civil, Item 1 specifies a Polymer-Modified Pavement Sealer. Where is this product to be used?

Pavement Sealer is not required.

98. Can electronic copies of the proposal be submitted in PDF format?

– They can be submitted in PDF format, however the excel files need to be in excel format.

99. 10. If CPARS Reports are available on past performance projects is it necessary to send

Customer Evaluation Questionnaires?

– Yes it is.

100. 11. In Factor II Subfactor 1b Design/Build Experience: does “close of this solicitation” refer to the proposal deadline or date of award?

- The close of the solicitation will be the date that proposals are due.

101. 12. On past project experience is the final acceptance date the date of final construction inspection?

– Yes

102. 13. Do the three factors need to be presented in individual binders or can they be combined in one?

– It is very much so preferred that you submit in separate binders, however as long as you abide by the page limitations for each section you are free to submit as you wish other than the pricing binder, that will need to be separate from technical or past performance.

103. Are the office spaces required to have 50% receptacle control per the current energy code/ASHRAE?

104. It is our understanding that we will be turning in 65% design drawings with the proposal submission. On the AF66 form under the Electrical portion it says to turn submittals for light fixtures and switches 14 days before 65%. Do we need to turn these in with our proposal submission or should it read 14 days before 95%?

The submission for fixtures and switches are to be turned in with the proposal.

105. Will we be required to submit CAD Drawings for Factor II, Sub factor 3 – Seed

Project?

Follow the instructions included in the RFP package solicitation.

106. Will we be required to submit a survey performed by a State of FL, Professional

Land Surveyor for Factor II, Sub Factor 3 – Seed Project?

Yes. Please reference appendix K: design requirements – Civil minimum standards and specifications Section C – 1 and 2 below.

C. Contractor Prepared 65% Design Requirements

1. Provide existing conditions survey(s), investigation(s), and exploration reports and drawings. Note submission of an AF-103 is required to perform any geotechnical investigation and / or survey work involving any disruption of earth.

2. All surveys must be endorsed by a State of Florida, Professional Land Surveyor; one copy of all submitted surveys shall be provided in hardcopy form bearing surveyor’s signature and seal. All prepared surveys are to be made part of the design document set.

107. Does the Teaming Agreement go in Factor I?

- Yes

108. SF1442 13a states one original and 4 copies; however, L1.8 states 1 original and 3 copies and one electronic copy, which is correct?

– 1 original and 4 copies, will be fixed in amendment.

109. Where is the Seed bid schedule? It was not located in the SEED SOW Appendix

C which is the AF66.

– It is the 3052, to be amended.

110. There is no place in the 3052 to allow for design fees, Will the form be redesigned to include the design fees?

Yes, the AF3052 should include the design fees.

111. Can the specifications be added to the drawings or do they need to be in a separate booklet?

The specifications should be added to the drawings indicated as ‘specifications’.

112. Will an office trailer be required on site?

The proposal is to include an office trailer if so desired by the proposer.

113. Can the office trailer be located in the same area as the current MACC &

MATOC contractors’ trailers?

Proposal should include a proposed location for the office trailer, if deemed necessary.

Actual location will be approved before the SEED project is awarded.

114. Sheet E-102 has a keynote “4” located in the electrical room, however, there is no keynote “4” description. Please provide what keynote “4” should say?

Eliminate Keynote 4 symbol.

115. In the SEED SOW page 16, G. ENIROMENTAL REQUIREMENTS:, 3.

Asbestos Containing Material, it states that Visually Inspected and Assumed ACM and/or LBP for removal. What materials are assumed to have ACM and/or LBP?

A Hazardous Material Survey has not been performed on this facility. The SOW lists the general items/materials that a visual assessment has identified as ‘suspect material’ that will require more detailed evaluation (and management) by the contractor. For the SEED project, the following items are identified in the ENVIRONMENTAL section of the SOW as suspect material in Section G.3.a.

a. Suspect items specific to this scope include but are not limited to:

i. Thermal system insulation used to inhibit heat gain or loss on pipes, boilers, tanks, ducts, and various other building components

ii. HVAC mastic and /or tapes

iii. Resilient floor coverings, mastics, and adhesives.

116. Referring to the SEED SOW page 16, G. ENIROMENTAL REQUIREMENTS:,

118. The SEED AF66 does include any of the following items, ABATEMENT WORK PLAN, ASBESTOS RENOVATION OR DEMOLITION NOTIFICATION FORM, or POST ABATEMENT REPORT. Are this to be included in the AF66, since the SOW and 3052 indicate the removal of asbestos and mold?

The Offeror is expected to provide any required documentation relative to abatement activities.

Typical documents that might be required include but are not limited to: Abatement Work Plan;

the Asbestos Renovation and Demolition Notification form; and the Post Abatement Report

119. The 3052 indicates demolition in mold contaminated area. Where is this mold area located?

A mold survey was not accomplished

120. The 3052 indicates the demolition of a glass window (64”x37”) the drawings only show one interior window (near the main entrance), but it is indicated to remain. Where is the window to be demolished?

The window near the main entrance is the only interior window and will not be demolished.

121. What is the deck height?

This can be found in the as-builts.

122. Will exterior building signage be required

No exterior building signage is required.

123. Reference SOW for Rpr. HVAC & Reno Comm Fac dated 14 Dec 2018. Article II, Scope, page 3 of 23. Paragraph indicates to provide “new expanded & accessible restrooms with a separate shower/locker room”. However, there is no mention of shower/locker room in the description of Architectural work on page 7 and 8. The suggested layout of the restrooms included with the Site Visit presentation, also did not include a separate shower/locker room. Please clarify if the shower/locker room is a program requirement, and if so please provide sufficient information for the design and location of the new space.

A shower will not be required.

124. Appendix K , Architectural Design Requirements, NVZR 16-0123, paragraph 1.

65% Drawings Requirements, subparagraph f.ii.b Room Finish Schedule indicates “Finish Legend to identify all colors and products to be installed”. It does not require a sample binder of material showing color and texture for the proposed materials selected.

Please confirm a color binder for SID is not required to be submitted with the proposal.

If required can an electronic color board be submitted in lieu of actual samples? Note that the statement of work does require a Color Binder Submittal, but is it required to be submitted with the proposal?

A color binder is not required with your initial proposal, however the awardee of the SEED project task order will be required to submit within 10 days of award of the task order itself.

125. Reference SOW for Rpr. HVAC & Reno Comm Fac dated 14 Dec 2018. Article IV. Submittals, page 20 of 23. Paragraph B. Minimum Requirements for Drawing Submittals. The RFP drawings were accomplished on a 11’x17” full size drawings.

Standard practice for Tri-Service CADD Standards is to produce the drawings in a full size 22’x34’ drawing and reduce to 50% to provide the 11’x17” print version. Lettering is sized to allow for legibility for reading at the reduced scale. What is the preferred sheet size for drafting to produce the 11x17 inch sheet size. Drafting at 11x17 full size and printing at full size, or Drafting at 22x34 full size and printing at half size? Both provide 11x17 inch sheets for review and bidding.

Model or drawing files are created at 1:1 in the CAD software then sheet files and text are set-up according to output sheet size desired. (22”x34” or 11”x17”-MacDill preferred)

126. Is any new fiber optics or copper backbone communications cables to connect this building to the rest of the Base Telecom infrastructure part of the scope of work? Will the existing fiber optics and backbone cables remain?

127. Is there any security system that is required to be installed for this facility? Card access, cameras, alarm system?

No.

128. Please confirm the sizes of the existing Water and Sanitary mains serving building B262?

The existing sanitary main at the point of connection is 10” PVC as indicated on Sheet C-102 of the solicitation plans. Historic records, scanned as-builts indicate a 6” cast iron water main as seen on sheet C-703 and 704. The BCP indicates a 3” cast iron pipe (CIP) water service connecting to the 6” main.

129. Please provide the “Item #19 Appendices Incorporated as Separate Documents” listed in the MacDill AFB Design Guide (Aug 2018).

130. Sheet A-101, General Note 1. states “CONTRACTOR IS REQUIRED TO FIELD

SURVEY THE ENTIRE FACILITY ROOF. CONTRACTOR TO VERIFY ALL

CONDITIONS INCLUDING DIMENSIONS AND NOTIFY THE ARCHITECT OF

DISCREPENCIES PRIOR TO CONSTRUCTION” Please confirm whether roof repair should be included in Scope of Work, and if so, will bidders have the opportunity to inspect the existing roof.

Offerer must be aware of existing roof condition.

131. Will Customer provide an area for storage of existing office furniture or will an off-site facility need to be acquired by Contractor?

Storage facility will be provided by contractor.

132. Quantity of Asbestos containing material is unknown, therefore costs associated with collection and disposal are unknown. For bidding purposes, are bidders expected to estimate a cost for this expense or will Customer provide a general dollar amount for all bidders to include in proposals, so all bidders are including the same costs? This eliminates the possibility that bidders overestimate the costs to be covered, or low-bid the costs and come back for change-orders. .

A Hazardous Material Survey has not been performed on this facility. Elsewhere in the Solicitation package, it is stated that visual inspection leads to the possibility of there being asbestos and lead paint in the facility. All proposals should reflect the offeror’s professional judgement as well as risk tolerance relative to the need for a HAZMAT Survey, abatement of asbestos or lead. Those are factors that should be taken into consideration when the Firm Fixed Price Proposal is finalized. The decision to abate or not abate up to the contractor – if disturbed material contains asbestos or LBP, it will be abated. If the contractor can demonstrate that the disturbed material DOES NOT contain asbestos (or LBP), then the material can be managed/disposed as normal C&D debris

133. Will an Asbestos-Lead Survey be prepared and/or provided prior to bid date? .

134. Can Customer confirm what is underneath the existing carpet that is to be removed? If VCT or asbestos-containing tiles are existing under the carpet, will Contractor be required to remove the tiles or can Contractor carpet back over the top, to minimize the disturbance of asbestos-containing materials? The SOW identified “Resilient floor coverings, mastics, and adhesives” as suspect material (for asbestos) found in Building 262. It is the government’s position that when bidding a project, contractors shall assume any materials that are identified as suspect material in the SOW shall be managed and disposed as asbestos (or LBP) containing material. The contractor’s bid should assume that any materials identified as suspect in the SOW, will be managed/disposed as if they are Hazardous Materials.

In the instance of the VCT in Bldg 262, it has been identified as suspect material, and the contractor bid should include costs to remove the material and treat it as ACBM (i.e.

follow asbestos abatement procedures). If, during the design stage, the contractor confirms (through testing) that the VCT or mastic does not contain asbestos, then they can manage that material as normal C&D debris (and abatement is not required).

135. Electrical-Fire Alarm: Drawings indicate smoke detectors, however, the MacDill

Design Guidelines indicate that we should utilize smoke detectors sparingly, and instead, provide heat detectors. This is also a desire for the Fire Marshal. Please clarify.

Documents as received with Smoke Detectors. Construction is subject to change per Fire Marshal instructions and rulings.

136. SECTION L – INSTRUCTIONS, CONDITIONS, AND NOTICES TO

OFFERORS Sub Factor 3 – SEED Project has a page limitation of “no more than 20 pages”. This Factor is requiring a complete 65% Design Submittal to include 65% drawings, specification in UFGS Specsintact format, the Basis of Design, Calculations and Materials/Equipment List. This will result in 100’s of pages when totaled, for all of these items. Will page limitation be increased or waived to account for the deliverable?

- Design, Specs and Materials do not count toward the page limitation

137. We are this job as a GM is there any way you can re-post the Zip in Solicitation 3 as a PDF? Not at this time.

138. Under Factor II, Technical Proposal requirements, Section L states: “The submitted projects must have sufficient scope of the criteria to meet the minimum threshold and clearly define that work ($500K for general projects and $200K for DoD projects). (i.e. if the offeror submits a $10M renovation project to meet the general project electrical criteria, he/she must break out the specific description of electrical work that met that requirement.)” This $10M renovation example does not answer additional questions related to projects that only have one or two disciplines and a much lower total value.

Can you please provide additional details for projects (Airfield, HVAC/Energy, Electrical, Pavement, Roofing) with a total project value that is over $500K, yet the minimum threshold criteria for the specific identified scope may be less than $500K. (i.e. the offeror submits a $700K electrical project to meet the general project electrical criteria, where $450K of the total value was directly related to the electrical scope of work. The offeror breaks out the specific description of the electrical work that meets this requirement. Will this be considered “acceptable” as a $750K electrical project? Or will only the $450K scope be considered?

– Only the scope of the trade being represented will apply as said in section L.

139. On Attachment 3, the form says: “1.% of Work performed by Contractor :(Project will not be considered unless Contractor performed at least 15% of the work)” Since the projects we are submitted were performed as Prime (General Contractor), please confirm that 15% of the work is defined by the total contract value including supervision? – You are correct.

140. Under Factor II, Subfactor 1, Separate Design and Construction Experience OR Combination of Design and Construction Experience. If submitting as a partnership or JV, it is not clear if one design and one construction project for each project type. As long as the minimum of eight projects are met for each design and construction, is it considered Acceptable if one company submits both projects under a single Project Type? (i.e. the design partner was Designer of Record on two Roofing Projects that meet all of the requirements. The Construction partner has already submitted eight projects in the other project types. Can the design partner submit both Roofing projects?)

There is nothing in the RFP stating that this is Unacceptable.

– Section L clearly states what is acceptable. There are three choices, The partnership has completed 8 Design Builds together in the time frame and stipulations defined, or they have each completed 8 of the 12 as defined in section L apart, therefore it would be a total of 16 projects, or some combination of the two.

141. Is the offeror required to submit a project for each of the 12 project types as long as the minimum requirements for eight construction and eight design projects have already been met? (i.e.
