SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
L-1 GENERAL PROPOSAL PREPARATION INSTRUCTIONS
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale supporting the exception five business days prior to the closing date of the solicitation.
L-1.1 Submission of Proposal: Proposals shall only be accepted if they are delivered by, mail or hand carried.
No other means of delivery will be accepted. Proposals can be mailed or hand delivered to:

The sealed envelope or package used to submit your proposal must show the time and date specified for receipt, Solicitation Number and name and address of the offeror. Offerors are cautioned that MacDill AFB, FL has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance.
SOME DELAY SHOULD BE ANTICIPATED WHEN HAND CARRYING PROPOSALS. Offerors should allow sufficient time to obtain a visitor pass and to deliver the proposal PRIOR to the time specified for receipt.
This includes delivery carriers. To obtain a visitor pass, the offeror shall contact the office in block 7 of the Standard Form 1442, at least 5 business days PRIOR to the date and time specified for receipt.
L-1.2 This is an all-electronic solicitation release. Hard copies of the solicitation are not available. The Government will post amendments to the solicitation to Government Point of Entry (GPE), https://www.fbo.gov/. It is the responsibility of each offeror to review the web page for notice of amendments, updates, or changes to current information.
L-1.3 Pre-Proposal Conference: A pre-proposal conference will be held at 9:00 AM ET 20 March 2019.
Offerors will meet at the 6th Contracting Squadron Joint Conference Center (JCC) attached to building 147 on MacDill AFB. All prospective offerors are highly encouraged to attend this conference. Potential Offerors are limited to one (1) representative per firm. Offerors seeking attendance are required to submit the following information NLT 1:00 PM ET, 14 March 2019 to patrick.boyette@us.af.mil and 6cons.lgcm@us.af.mil for the one
(1) individual representative:
a. Name of Firm
b. Full name to include middle initial
c. Date of Birth
d. Social Security Number
e. Driver License Number to Include State of Issuance
In order to make the conference as productive as possible, offerors shall submit, no later than five business days prior to the conference, any questions they may have in writing to 6cons.lgcm@us.af.mil. Offerors will have five business days after the conference to ask any additional questions, in writing to 6cons.lgcm@us.af.mil. Any questions submitted after these two periods may not be answered by the Government.
Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Failure of a prospective offeror to submit any questions or attend the conference will be construed to mean that the prospective offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the pre-proposal conference will be held solely for explaining the concepts involved in the project and the specifications, terms, and conditions of this solicitation.
Answers to questions will be posted to https://www.fbo.gov/ within seven (7) business days following the deadline for questions identified above. All prospective offerors are advised that this solicitation will remain unchanged unless it is specifically amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment as described in FAR 52.215-1, Instructions to Offerors- Competitive Acquisition, of this RFP shall apply.
L-1.4 Joint Venture Offerors: If the offeror is a joint venture, the offeror shall provide all required solicitation information for all parties including a copy of the signed joint venture agreement with proposal. The agreement shall include information, which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the joint venture. If the joint venture is comprised of 8(a) firms, the agreement must be submitted in sufficient time to permit adequate review by the Small Business Administration (SBA), prior to the solicitation due date. For factors I, II, & III, the joint venture shall submit as one offeror.
Joint venture agreements must be received by the Small Business Administration (SBA) prior to proposal due date and approved no later than 60 days after the proposal close date. If a joint venture is contemplated, then the assigned SBA Business Opportunity Specialist (BOS) must be advised as soon as possible. Ensure the agreement is submitted in sufficient advance to the BOS to permit adequate time for a regulatory compliance review. Any corrections and/or changes requested must permit adequate review time by the BOS before the proposal due date.
No corrections and/or changes are permitted after the time for submission of offers.
L-1.5 Teaming/Partnering Offerors: If the offer is based on a teaming/partnering relationship, the offeror shall provide all required solicitation information for all parties including a copy of the teaming/partnership agreement.
The agreement shall include information, which identifies the responsibilities for each entity under this contract.
The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the teaming/partnering relationship. For factors I, II, & III the team/partner shall submit as one offeror.

L-1.7 Incurred Expenses: The Government is not responsible for any costs incurred or associated with preparation and submission of a proposal in response to this solicitation.
L-1.8 The SEED project price proposal, contract forms, past performance references, and offeror information shall include the documentation listed in section L-2.3. The Government will evaluate the proposal in accordance with Section M of the solicitation. Offerors shall submit five (5) hard copies (one (1) original/four (4) copies) plus one (1) electronic copy (CD) to the below address:

L-1.9 In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful proposals and will destroy all extra copies. No destruction certificate will be provided.
L-1.10 All proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation.
Any commitments made in the proposal shall become a part of the resultant contract. In no case shall words like "we will comply with the requirements of the contract," or equivalent statements, be acceptable to meet the requirements of this RFP. Failure to comply with these instructions may result in the Government summarily rejecting the offeror's proposal. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror's proposal.
L-2. PROPOSAL PREPARATION INSTRUCTIONS
L-2.1 To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.
Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. The response shall consist of three (3) parts, Part I – Price Proposal (SEED Project) and proposal documents, Part II-Technical Proposal, and Part III - Past Performance References and company information. (Ref. Attachment 2, MACC SEED Project; Attachment 3, Performance Survey and Attachment 4, Past Performance References).
L-2.2 The contracting officer has determined there is a high probability of price competition in this acquisition.
Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition, the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
L-2.3 Specific Instructions:
FACTOR I - PRICE PROPOSAL/CONTRACT DOCUMENTS
- Submit five (5) hard copies (one (1) original/four (4) copies) plus one (1) electronic copy (CD)
(a) The offer must complete the following sections within the RFP:
i. Part I, Section A (SF 1442, Blocks 19-20C).
ii. Part I, Section B – SEED Bid Schedule – Use SEED SOW Appendix B.
iii. Part I, provide proof from the offeror’s bonding company that their firm has, as a minimum, $5,000,000 in available bonding capability.
iv. Part I, Section G – Persons Authorized to Negotiate or Conduct Discussions.
v. Part IV, Section K, Representations, Certifications, and other Statements of Offeror.
Provision 52.204-8 will need to be submitted. Register for the System for Award Management (SAM) at www.sam.gov to complete this. Active SAM registration is required to be considered for award.
(b) The Government is not requesting certified cost or pricing information. Price will be evaluated in terms using techniques established in FAR 15.404-1 to ensure the Government receives a fair and reasonable, balanced price. The contractor shall include in the prices for the items listed in the Bid Schedule all costs for work in the specifications, whether or not specifically listed in the Bid Schedule. The Government reserves the right to request data other than certified cost or pricing data.
FACTOR II - TECHNICAL PROPOSAL
- Limited to no more than the stated limitations below for submission options b-d below. Submit five (5) hard copies (one (1) original/four (4) copies) plus one (1) electronic copy (CD).
The technical proposal shall be prepared in accordance with these instructions and shall be evaluated in accordance with the evaluation criteria and evaluation standards in Section M, Evaluation Factors for Award. Technical proposals shall be used by the evaluators to determine offeror's ability to perform the required construction and design-build services.
Sub Factor 1- Design/Build Construction Experience:
(a) Proposal guidance:
1. General Project Construction Experience: Based on experience, we expect the majority of the projects executed with this MACC will be accomplished as design/build projects. To meet this requirement, the offeror must have (1) design/build project experience in the size/disciplines listed below or (2) have a teaming/partnering agreement or a formal joint venture between a construction firm and design firm that has the experience in each of the areas listed below, or (3) a combination thereof. The contractor must meet the requirements of one of the three paragraphs (b-d) below.
2. Provide a project summary for each construction project IAW the format at Attachment 3.
3. Projects shall only be considered once in each of the design and/or construction categories (i.e. the offeror cannot list a project to meet the electrical criteria then relist it to meet other criteria. However, if the offeror has a project listed to meet a requirement in Sub Factor 1- Design/Build Construction Experience, and it was accomplished on a DoD installation as defined in Subfactor 2, Paragraph, (a), they may list it again to meet the DoD requirement.
4. The offeror will not get credit for submitting more than the requested number of projects in each criteria. If the offeror submits more than the stated number of projects for the requirement, projects will be evaluated in sequential order until the individual requirement is met (i.e. if the offeror submits four renovation projects, only the first three will be considered).
5. Description of applicable work must be detailed and include enough data in order for the Government to verify it meets the specified criteria and is of sufficient quantity to meet or exceed the dollar threshold.
a. An example of work description that will not meet the standard is “repaired 200 car parking lot.”
b. An example of work description that will meet the standard is “constructed ½ mile two lane access road with type F curbs and gutter system. Access road lot included over 5000 SYs of pavements.
Scope included clearing and grubbing existing site, and bring in suitable fill material to leveling the roadbed. Construction was base 8” lime rock base, 2” S1 structural course, and 1” surface course.”
6. The submitted projects must have sufficient scope of the criteria to meet the minimum threshold and clearly define that work ($500K for general projects and $200K for DoD projects). (i.e. if the offeror submits a $10M renovation project to meet the general project electrical criteria, he/she must break out the specific description of electrical work that met that requirement.)
(b) Design/Build Experience (Limited to no more than 24 pages).: Experience in design/build execution of no less than eight (8) construction projects in the 12 project types identified below. Offer must have acted as the Prime Contractor, and managed both the design and construction efforts. Projects must be equal to or greater than $500,000, similar scope and magnitude of effort, and completed within five (5) years of the close of this solicitation.
1. Three (3) projects in renovation or new facility construction:
a. Renovation projects must be multi-discipline and include Civil, HVAC, plumbing, and electrical modifications
b. New construction must be on facilities multi-discipline and include Civil, HVAC, plumbing, and electrical installations.
2. Two (2) Airfield Projects:
a. Must be work on the flight line infrastructure including lighting, runway pavements, taxiway pavements, apron pavements, airfield markings, and electrical distribution system for the airfield lighting.
b. It does not include terminals, parking structures, and pavement/electrical work not used or traversed by aircraft.
3. Two (2) HVAC/Energy Projects
4. One (1) Electrical Project:
a. Must be construction, repair, or modification of the high voltage infrastructure (i.e.
distribution, switches, transformers)
5. Two (2) Pavement Projects
6. Two (2) Roofing Projects
(c) Separate Design and Construction Experience (Limited to no more than 48 pages). The offer may submit a combination of stand-alone design and construction projects to meet the requirement. For design efforts, the teaming/partnering teammate or joint venture teammate must have acted as the designer of record. For construction efforts, the teaming/partnering teammate or joint venture teammate must have acted as the Prime Contractor. Execution as designer of record on no less than eight (8), projects in the 12 project types identified below. Projects must be equal to or greater than $500,000, similar scope and magnitude of effort and complexity this solicitation requires, and completed within five (5) years of the close of this solicitation. In addition, execution as Prime Contractor in construction of no less than eight (8), of the 12 project types identified below. Projects must be equal to or greater than $500,000, similar scope and magnitude of effort and complexity this solicitation requires, and completed within 5 years of the close of this solicitation. The offeror must provide a minimum of 16 projects, (8) design and (8) construction that meet the project size/scope requirements. However, the design and construction does not have to be of the same project. For instance the offeror may submit a qualifying design on a roof project and a qualifying construction effort on a completely different roof project, and get full credit for both electrical modifications and electrical modifications pavements, apron pavements, airfield markings, and electrical distribution system for the airfield lighting.

(d) Combination of Design/Build and Separate Design and Construction Experience. (Limited to no more than 48 pages). The contractor may submit a combination of design/build and separate stand-alone design and construction projects to meet the requirement. For design/build projects, offer must have acted as the Prime Contractor, and managed both the design and construction efforts. For design efforts, he or his teaming/partnering teammate or joint venture teammate must have acted as the designer of record. For construction efforts, he or his teaming/partnering teammate or joint venture teammate must have acted as the Prime Contractor. All projects must be equal to or greater than $500,000, similar scope and magnitude of effort and complexity this solicitation requires, and completed within five (5) years of the close of this solicitation. The offeror must provide a minimum of projects that meet the requirements of (8) design and
(8) construction in the 12 project types listed below. Each qualifying design/build project will count as (1) design and (1) construction credit. For instance the offer could submit (4) design/build projects and (4) separate design and (4) separate construction projects and meet this requirements as long as each of the projects met the size/scope/recentness criteria and they covered the full range of disciplines requested.

Sub Factor 2- DoD Project Construction Experience
(a) DoD Project Construction Experience (Limited to no more than six (6) pages). Experience in construction as the Prime Contractor no less than three (3) construction projects of varying disciplines equal to or greater than $200,000 in scope on DoD military installations within five (5) years of the close of this solicitation. The Department of Defense includes U.S. Department of the Army, the U.S. Department of the Navy, the U.S. Department of the Air Force, and U.S. Marine Corps (does not include the VA, Homeland Security, or any other Non-DoD Federal agencies). If the offeror has a project listed to meet a requirement in Sub Factor 1- Design/Build Construction Experience, and it was accomplished on a DoD installation as defined Subfactor 2, Paragraph, a, they may list it again to meet the DoD requirement.
(b) Provide a project summary for each construction project IAW the format at Attachment 3.
Sub Factor 3- SEED Project (Limited to no more than 20 pages).
i. RPR HVAC & Reno COMM Fac B262
ii. Project Number: NVZR 16-0123
iii. Project Magnitude: Between $1,000,000 and 5,000,000 IAW FAR 36.204(e)
1. Project Content 48 Division Construction Specification Institute (C.S.I.) evaluation (item 1): Offeror shall use the 48 Divisions of the C.S.I. format, broken down to the component level, for the SEED project proposal. The breakdown shall include all the necessary materials, labor, and equipment required to perform the contract successfully in the Hillsborough County labor market. The C.S.I. shall not include pricing.
2. Specifications for a 65% design drawing (Specifications should be on the drawings): Will include major items in the following disciplines:
a. Architectural
b. Mechanical/HVAC
c. Plumbing
d. Electrical
3. Plans for a 65% design drawing IAW the requirements outlined in Appendix K of the SEED Project SOW (Drawings will not be counted against the page limit):
a. Architectural
b. Mechanical/HVAC
c. Plumbing
d. Electrical
4. Applicable Guidance/criteria and how it applies to each design element: MacDill Design Guide and all applicable DoD, Federal, state and local codes and guidance (will not be counted against the page limit)
5. Design Calculations: HVAC load, exhaust fan volumes, electrical loads, riser calculations, panel load calculations (will not be counted against the page limit)
6. Gant Chart: Outlining all major work elements.
FACTOR III - PAST PERFORMANCE INFORMATION
-Limited to no more than five (5) pages per contract listed. Submit five (5) hard copies (one (1) original/four (4) copies) plus one (1) electronic copy (CD). (Past Performance information will not be counted against the Technical proposal limit)
(a) Performance Surveys: Using questionnaires, the Government will conduct a survey of the offeror's performance. The Government will use information submitted by the offeror and other sources such as other Federal Government offices and commercial sources, to assess overall performance. Using Attachment 4, performance survey, provide a performance survey for each of the relevant performance references for the projects listed above in Technical Subfactor 1.
(b) Offerors must use the PPI Tool (Use latest version from FBO.gov) in order to electronically submit the PPI portion of the Past Performance Volume in accordance with the RFP.
Downloading the PPI Tool The PPI Tool can be downloaded by performing the following steps (if you are unable to download the Tool, contact the contracting officer for assistance):
1. Access the FedBizOpps (https://www.fbo.gov/) website.
2. Find the solicitation posting.
3. Locate the “ppi tool” link from the “All Files” column on the solicitation’s “Notice
Details” tab .
4. Select the link and save the “ppi tool” to your computer. Name the file as the prime contractor + RFP number + file extension (e.g. XYZCompanyFA861710R6158.accdb).
Note: PPI Tools saved in Microsoft Office versions 2007 and greater will be saved with “.accdb” file extension.
Entering information in the PPI Tool After selecting and saving the tool, enter information by performing the following steps:
1. Open the saved PPI Tool.
2. Select the “Options” button from the “Security Warning” banner, if applicable .
3. The “Security Alert” pop-up screen displays.

Note:
Files saved using Microsoft Office 2010 will have the “Enable Content” button on the “Security Warning” banner and therefore will not get a Security Alert pop-up.
If a "read only" file is opened, in order to populate data in the file, click "Save As" in the "Read-Only" message bar. Enter the filename as the prime contractor + RFP number + file extension (e.g.
XYZCompanyFA861710R6158.accdb).
4. Select the radio button “Enable this content” and then click “OK.” A setup pop-up screen displays.

5. Select the “Start” button. The “Application Setup” screen displays.

Note: Once the Offeror’s Name and RFP Number have been entered they can be edited by selecting the “Edit Offeror And RFP Number” button from the “Contractor’s Menu”
6. Enter the Offeror’s Name and RFP Number and then click the “Next” button. The application setup continues.

7. Choose the appropriate option by selecting the corresponding radio button and then click the “Next” button. The

8. Click the “Step 1: Set up Business Relationships” button to create a business relationship, if applicable, for each business entity before proceeding throughout the PPI Tool (refer to Section L of the RFP for detailed instructions). Identify all prime and sub-prime organizations and categorize them according to the appropriate role in the proposed acquisition. The “Business Relationships” screen displays.

9. Click the “New” button to create a business relationship for the proposed acquisition. An additional “Business

10. Complete the fields as follows (fields marked on the screen with an asterisk ‘*’ are required):
Contractor’s Name: Self-explanatory
Role in Proposed Acquisition: Choose one of the four options – Prime, Sub, Joint Venture, or Other (Explain). An explanation comment box will display when you select “Other.”
Place of Work: Location where contractor will perform work.
Percentage of Work: Identify percentage of work contributed by specified business entity Responsibilities: Detail proposed responsibilities of specified business entity.
11. Select one of the buttons at the bottom of the screen.
Add – Saves the current business relationship and allows for the addition of a new one.
Close – Cancels the current business relationship without saving.
Note: In order to edit or delete an existing business relationship in the list, double-click on it.
12. Select the “Close” button on the “Business Relationships” screen after all of the business relationships has been added.
13. Click the “Step 2: Enter Past Performance Information (PPI)” button to enter the Past Performance Information. The “Past Performance” screen displays.

14. Click the “New” button to enter Past Performance Information for the proposed acquisition. An additional “Past Performance” screen displays.

15. Complete the fields on each of the tabs as follows (fields on the screen marked with an asterisk ‘*’ are required):
Contract Information Tab Contractor: Select from the dropdown the appropriate business entity.
Cage Code: Self-explanatory.
Contract Number: If you don’t have a contract number, enter “N/A.”
Program Title: Enter full name of program.
Contract Agency/Customer: Enter servicing contracting agency and customer (office symbols suffice).
DUNS Number: Self-explanatory
Delivery Task/Order: If the order is provided as a stand-alone reference, enter the task/call/delivery/purchase order number.
Contract Type: Enter Firm-Fixed-Price (FFP), Cost Plus Fixed-Fee (CPFF), Indefinite Delivery/Indefinite Quantity (ID/IQ), LH, Blanket Purchase Agreement (BPA), Cost Plus Incentive- Fee (CPIF), Cost Plus Award Fee (CPAF), etc. For additional clarification, click the question mark button.
Short Program Title (i.e. Acronym): Enter abbreviated title for the program or enter “N/A.”
Contract Dollar Value:
o Original: Input total contract dollar value, with all options if applicable, in the amount originally awarded on the referenced contract.
If ID/IQ or BPA, provide total ceiling.
If stand-alone task/call/delivery/purchase, provide amount of the individual contract.
o Current: Input total contract dollar value, with all options if applicable, as the contract stands at time of PPI submission.

Explain how your performance on this contract is relevant for each applicable factor or subfactor, as instructed under Past Performance in Section M of the RFP. Include any unique aspects that demonstrate relevancy in this effort. Provide evidence to support such relevance to the requirements as described in the RFP.
Include relevant information concerning your compliance with FAR 52.219-8, Utilization of Small
Business Concerns, on the contract you are submitting, if applicable.
Identify whether a subcontracting plan was required for the contract you are submitting. If one was required, identify in percentage terms the planned versus achieved goals during contract performance.
Explain why goals were not met, if applicable:
POC & Key Individuals Tab Key Individuals: Click the “New” button to specify any key individual or individuals who participated in this program or who may support the proposed acquisition. Also, indicate their roles for both acquisitions, previous and current. To edit or delete an existing key individual, double-click an item from the list.
Note: In accordance with FAR 15.305(a)(2)(iii), relevant contract efforts performed by from key personnel may be evaluated. If you wish to include the past performance of individual key personnel, select the “New” button for each individual and fill out the necessary information.
Customer Points of Contact: Click the “Program/Site Manager,” “Contracting Officer” or “Admin POC” button for the point of contact that you would like to add, edit, or delete.
Note: For government contracts provide current information on Program Manager, Contracting Officer, and Admin POC, if available.
For commercial contracts provide points of contact fulfilling these same roles, if available.
16. Select from the buttons at the bottom of the Past Performance screen:
Save – Saves the Past Performance Information and displays the “Contract Information” tab on the Past Performance screen.
Close – Closes the Past Performance screen. If there were any updates, a pop-up window displays asking to save before closing.
Delete – Deletes the current PPI record. A pop-up window displays, select “Yes” to delete the record or “No” to close the window without deleting the record.
Note: In order to edit or delete an existing PPI record in the list, double-click on it.
17. Select the “Close” button on the “Past Performance Information” screen after all of the PPI records have been added.
Printing Reports and Submitting PPI Tool In order to print the Business Relationships and PPI reports, perform the following steps:
1. Click the “Step 3: Print Report” button . A pop-up displays asking which report to print.

2. Select separately each of the two options, “Business Relationships” or “Past Performance.”
The Business Relationships and Past Performance documents will print separately; combine the two to create your Past Performance Volume.
In order to submit the Business Relationships and PPI, perform the following steps:
3. Click the “Step 4: Submit” button . The “Submission Instructions” screen displays.

4. Follow the submission instructions. Hard copies of the pages generated from this tool shall be used in the hard copy of the past performance volume subject to the limitations outlined in this RFP and should be Tab 1 of the past performance volume.
Note:
Submit an electronic copy (e.g. CD) of the saved PPI database file with your proposal. If a prime contractor is submitting the file enter the filename as:
o prime contractor + RFP number + file extension (e.g. XYZCompanyFA861710R6158.accdb)
If a subcontractor is submitting the file enter the filename as:
o subcontractor + RFP number + file extension (e.g. ABCCompanyFA861710R6158.accdb)
Once the file is saved to a CD or any location that is marked as “Read-only,” it must first be saved to the desktop in order to read/edit the file.
Editing Offeror and RFP Number In order to edit the Offeror name and/or the RFP number identified during start-up, perform the following steps:
1. Click the “Edit Offeror and RFP Number” button . The “Application Setup” screen displays.

2. Update the Offeror’s name and/or RFP number.
3. Click the “Next” button twice to return to the “Contractor’s Menu”.
L-2.4 All information and documents submitted in response to this RFP must be responsive to and consistent with the following:
1. Requirements of the RFP (Contract Line Items Numbers (CLINs) & Statement of Work (SOW), and Government standards and regulations pertaining to the MACC and SEED project solicitation package.
2. Evaluation Factors for Award in Section M of this RFP.
3. Format for proposal submission shall be as follows:
(a) A page is defined as one face of an 8 ½” x 11” sheet of paper containing information.
(b) Typing shall not be less than 12 pitch, Times New Roman.
(c) Two columns of text per page are acceptable. Elaborate format, color representations, and bindings are not desirable. Three ring binders or soft covers with screw type aluminum binding posts are preferred.
4. Technical and Past Performance proposals shall be limited to the criteria listed above. The Government will remove pages in excess of the stated criteria and will not evaluate them.
5. The price proposal is not limited as to the number of pages.
6. Page limit does not include: appendices, charts, graphs, diagrams, tables, photographs, drawings, etc. The covers for each volume, tables of contents, indices, title pages, cross reference indices, and section dividers/tales will not be included in the page count if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, i.e., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” will not be counted.
7. A page shall be an 8 ½ x11” sheet of paper (minimum of ½” margins). Foldouts will be counted as the appropriate number of pages based on an 8 ½ x 11” sheet of paper. The Offerors shall number each page in order to eliminate any confusion. In the event an offeror creates an ambiguity, the Government may exercise its own discretion in counting pages. Two pages may be printed on one sheet of paper, but will count as two (2) pages. The contractor shall determine the size of hard copy drawings submitted in support of the Statement of Work. Drawings are not included as part of the page limit.
8. Offerors are encouraged to number proposal paragraphs consistent with the instructions contained in Section M.
10. Additionally, electronic copies of the required proposal information for each volume shall be submitted on CD
ROM using Microsoft Word. Electronic copies for the cost information must be submitted on CD ROM using either Microsoft Word and/or Excel. “Read Only” files are acceptable. Electronic copies of drawings shall be submitted in a format readable by PDF. All disks shall be virus checked before submission. Replacement CD
ROM will be required to update the final proposal resulting from any discussions. Cross-references should be utilized to preclude unnecessary duplication of data between sections.
