Questions_Answers for Multiple Award Construction Contract (MACC) Rev 1

1. Attachment 13-0_TO_IFB_B216 references attachment; 13-3 Concept Document, 65 pgs., 13-7 SCDHEC NOI Package 9 pgs., and 13-9 Photos 28 pgs. do not appear that these attachments were included on FBO. Please provide these documents.

FBO Announcement posted on 4 October stated that Attachments 4, 13-3, 13-7 and 13- 9 were unable to be uploaded to FBO due to file size. Offerors were instructed to submit an email to laurie.harvey.1@us.af.mil, or randall.may@us.af.mil and request the docs be sent to them. Once the Government receives the request we are able to transmit the requested attachments via DoD SAFE.

2. It appears that attachment 4 was not included on FBO. Please provide this document.

3. Please provide current “as-built” drawings of Building 216.

Attachment 13-3 Concept Documents are the most recent and accurate docs for B216.

If you reference the Drawing Index you will see under Architectural heading a First, second and third floor Demo plan. Additionally, under Mechanical you will also see Demo Plans. These drawings were performed Feb 2014 and would be the most current drawings the government has.

4. In the “FA480319BA0003_Attachments13-0 TO IFB B216” document it states all questions are due by Thursday, October 17, 2019 at 11:59 AM ET. Are these questions which are expected to be generated from the site walk being held 10 October 2019? The Solicitation on Page 57 OF 61 states that “All questions must be received no later than 10 October 2019” – please clarify.

Section L paragraph 3.4 has been updated. Date has changed from 10 October 2019 to 17 October 2019.

5. Is a copy of the firm’s 8a approval letter required to be submitted with the proposal? If so, what volume?

As part of the Government’s due diligence this information will be requested by the Government to the SBA. However, Offeror’s are more than welcome to include their 8a approval letter. If offeror determines to include it please insert in Volume II, Contract Documentation.

6. For the FOPR – B216 Seed Project– will the government authorize the Site Superintendent to serve as the Quality Control Manager and Site Safety?

For this project the site superintendent has to be one person and the Quality control manager and Site Safety has to be a second person.

7. In the conference room during the site visit it was mentioned that the Government has an annual work plan set for 2020 concerning this MACC that you expect to be funded. Have you identified a yearly amount for this MACC that you expect to award and the 6 contractors will be competing on?

The Government has budgeted for approximately $53M in projects for FY20. Remainder of year’s approx. half of the initial year. However, as stated below in the answer to question 8; budget constraints play a role and additionally Air Force Funds for the modernization of base infrastructure also play a role. Government cannot provide assurance that the budget amount is what will actually be funded.

8. Do you expect to average 50 million a year for the life of this MACC?

The government does not expect an average of $50M a year over the life of the MACC.

Amount expended each year will be dictated by budget constraints during that FY. The government does anticipate an influx of funds for modernization of base infrastructure.

This is Air Force wide and there is no way to determine at this point what amount of funds will be slated for Shaw for the modernization of our infrastructure.

9. Is there a Task Order Magnitude that can be expected for the life of this contract as listed in the seed (1-5M, 5-10M, etc.)?

a. Task Order Magnitude will be identified on each FOPR issued. Please reference FAR Clause 52.215-9 which highlights order limitations.

10. In FBO the following attachments are missing:

a. Attachments 04, 13-3, 13-7, 13-9

b. Are these coming soon or should these be considered omitted?

Please reference answer provided under question 1 above.

11. In FBO there is Amendment 02 – but no Amendment 01. Will there be an Amendment 01 posted still?

In order to keep everything together on FBO the government elected to continue posting under the Pre-Solicitation notice that was originally issued on 21 September 2019 notifying offerors that we were getting ready to issue the Solicitation for the

MACC.

On 1 October 2019 Amendment01 was issued for the Pre-Solicitation Notice providing Offerors the Base Access Request Doc to populate and submit.

On 3 October 2019 Amendment02 was issued for the Pre-Solicitation Notice notifying offerors that the Government intended to post the Solicitation the next day.

On 4 October 2019 Amendment03 was issued for the Pre-Solicitation Notice posting the Solicitation FA480319BA003.

None of the Amendments just mentioned related to the Pre-Solicitation Notice impact the actual Solicitation.

As of 16 October 2019 there has only been 01 Amendment made to Solicitation, FA480319BA003, which contractors are required to acknowledge when they submit their Bids.

Additionally, any further amendments to the actual Solicitation, FA480319BA003, will also need to be acknowledged when offeror’s submit their Bids.

12. In FBO there is no SF 30 for Amendment 02. Will there be one posted still?

Please reference response to Question #11 above. Amendments to the FBO Announcement are not required to be acknowledged. ONLY Amendments issued to the actual solicitation, FA480319BA003, are required to be acknowledged. As of 16 October 2019 only one (1) amendment has been executed.

13. Section L.2.3. – states the due date is Nov 8th but the SF 1442 states the due date is Nov 7th – please clarify

Section 13 of the SF 1442 has been changed to 8 November 2019 to correlate to Section L paragraph 2.3. There was no change to the time.

14. Section L.4.2 – Are you wanting the complete pricing for information CLIN 0001 on Section B Price/cost page?

There will not be a price associated with this CLIN 0001 Section B of the Solicitation.

Pricing to be provided is for B216 which is the seed project. Reference Attachment 13- 2, FOPR Bid Schedule and attchmt. 13-12 Price Schedule along with other docs associated with the seed project.

15. Section L.4 – Are you wanting 3 separate Binders for each Volume or 1 binder with 3 separate sections? Section L Paragraph 4 requests three (3) separate volumes.

Whether offeror chooses to put these in binders, or have documents bound is up to them, but the government should be able to distinctly identify three (3) volumes.

16. Section L.4.4 – Do you want 3 CDs for each Volume or 1 CD with all 3 volumes on it?

Three (3) separate CD’s for each Volume please.

17. Section L.3.1 – Where would you like our SBA letter confirming our bona fide office location placed?

Please reference the answer to question 5 above.

18. Are Joint Ventures allowed? If yes, is the JV agreement required? If yes, what Volume would you like it placed?

Yes JV’s are allowed. Please provide agreement and place in Volumen II, Contract Documents.

ROUND 2 of Questions that were received from 16 October and on.

19. JV has a balance at a bank that neither of the two (2) JV partners currently has a banking relationship with. Our JV is looking for its first opportunity to work for the government and as such does not have a relationship with any bank. JV is fully supported by both partners. Both companies have extensive experience in working for federal government agencies and long standing relationships with their respective banks. Is it acceptable to submit financial information from the banks that each JV Partner has a relationship with and include a confirmation of their financial support for the JV?

Yes, financials for each entity that forms the JV can be submitted in addition to the financials for the JV.

20. Who is responsible for communications and if the contractor is responsible for communications where will the contractor start and the Govt do final terminations?

Conmm is not part of the contract, only the infrastructure is.

21. Are there any proprietary or preferred systems/controls that are requested on this project or SHAW AFB as a whole?

DDC controls with automated logic, Fire Lite and Monaco BTX transceiver for fire alarm.

22. Is there an existing fire suppression riser in B216?

Yes, see Concept Document page FP 101.

23. What is the location of the existing sprinkler riser and size?

See Concept Document page FP 101.

24. Please provide Static Pressure and Flow rate for the existing fire hydrants.

See Concept Document FP 101.

25. Can the concept drawings be used as a basis of design for the cost of this project or will the re design need to adjust heavily from the concept drawings?

Yes with Concept document CAD and SOW included. Contractor shall provide 35%, 65%, 95% and 100% as-built for the tower portion.

26. Can you provide and AT/FP guideline for Shaw AFB concerning the windows?

Please see UFC 4-010-01 and SOW.

27. Who is responsible for relocated existing furniture and personal items during the phasing?

Facility owner is.

28. In the event the elevator is awarded, will SHAW do the maintenance or will a separate contract be written to the installer for a maintenance contract?

No, Shaw AFB maintains its elevators upon installation contract warranty expiration date.

29. Currently Building 216 does not have fire sprinkler protection in its entirety. Is it the intent of the new work to provide a complete fire sprinkler system throughout the entire building on all three floors?

Yes, riser upgrade shall add the office portion to the system.

30. Is there any work to be performed inside the warehouse.

No, exception to the breakroom which is extended into the warehouse area.

31. Please confirm that the existing vinyl wall base is to remain even though you're getting new carpet.

Please remove and replace all wall base where new carpet is installed.

32. Is the contract award to the low bidders to be based off the base bid only or the sum of the base bid plus all alternates?

Referencing Attachment 13-0 Rev1 Paragraph 7, the Government intends to award a single, FFP TO for the seed project. Government reserves the right to award only CLIN 0001, or CLIN 0001 plus CLIN 0002 and CLIN 0003, or CLIN 0001 and any combination of CLIN 0002 or CLIN 0003 that is most advantageous to the government and within available funds. CLIN 0001 is what will be used to determine award of seed project. However, please be mindful IAW Attachment 13-13 paragraph 7b, the Government will evaluate the individual line items to determine whether costs are realistic for the work to be performed, reflect a clear understanding of the requirements and are consistent with the various elements of the offeror’s proposal.

Offers that are determined to be materially unbalanced may be rejected. An offer is mathematically unbalanced if it is based on prices which are signficantly less than the cost for some contract line items and significantly overstated in relation to cost for others. Paragraph 7c underscores verbiage in Attachment 13-0 Rev 1 Paragraph 7 highlighted above.

33. Is there a warranty on the existing roof? If so, please provide type of existing roof and roof manufacturer.

Yes, Standing Seam Metal roof by CBS Metals.

34. Please provide list of attendees of site visit.

Please reference Amendment01 which attached the attendees of site visit from 10 October 2019

35. Please provide exact mailing address and to whose attention should bid proposal be mailed to for those using UPS delivery method.

37. IFB Seed attachment 13-2 indicates glass doors from hallway to rooms 215, 216, 217 and 218.

These doors will be fire rated doors.

No, see Concept Document page A 102. With the installation of sprinkler system, fire rated at these doors are no longer required.

38. 13-2 page 2; Stairs shall receive new rubber nosing’s and risers and treads. Handrails shall be sanded and painted. Stairs appear to not meet code for rise run and width.

The stairs will NOT will not be brought up to code.

39. 13-2 Page 2: All corridors call for LVT . LVT will transition at carpet fine but is thicker than VCT and some rubber flooring. It will need to match, or some type of transition used.

Contractor shall provide transition, trip and submit choice of color.

40. 13-2 Page 3; Indicates plumbing to remain. Page 5 calls for new toilet rooms.

If elevator option is not accomplished then IAW the SOW the Contractors will only replace piping from wall out, and replace valves and fixtures.

41. 13-2 Page 4: Spandrel glass may conflict with HVAC options and outside air requirements.

Gov does not see spandrel glass as issue for the HVAC.

42. Is there any existing drawing available for the SEED project existing building?

Gov. will send out as-built.

43. Is there an attachment No. 4 for this project? We currently have everything but number 4.

When soliciation was posted FBO stated that due to file size the following attachments could not be uploaded Attchmt 4_Shaw AFB ID2 Handbook (Pgs 128) Attchmt 13-3_Concept Documents (Pgs 65) Attchmt 13-7_LBP Report (Pgs 31) Attchmt 13-9_Photos Offereors were instructed to email and request these docs be sent via DoD SAFE. Please email;

20CONS.MACC@us.af.mil with Subject: Request for MACC Attachments. Attachments will be sent via DoD SAFE to requestor.

44. What is the scope of work for the warehouse storage area as it relates to finishes, plumbing, mechanical, communications, and electrical?

Tie fire alarm into new sprinkler system.

45. Are there any plans on the new elevator tower? What they elevator is required?

Please see Concept document for tower location.

46. If the stair towers currently do not meet code due to width. I could require rebuilding the towers large, is this acceptable No.

47. SOW mentions a ‘Concept Document.pdf’ which we’re not seeing on file. Was it included with the solicitation?

Please reference answer to Question # 43 above Concept Document sent.

48. Should we assume a sink and microwave for the renovated break room? (No stovetops, hoods, refrigerators, etc)?

Contractor shall assume a sink only.

49. Are HVAC AT/FP upgrades required (i.e. we see door AT/FP upgrades are required but structural AT/FP upgrades are not)?

HVAC AT/FP is required, see UFC 04-010-01.

50. Should we assume a new mop sink for each renovated janitor closet?

Yes.

51. For bidding purposes, should we assume the cleaned and scoped sanitary lines will not require any repairs?

52. The SOW mentions to install 8 conduits for additional communications requirements. What size conduit? Where does this conduit need to be routed to? The nearest comm room? If so, where is the location of the nearest comm room?

See Concept Document page AB 101 for comm room location. Please refer to Shaw Design standards for conduits size at Page 45.

53. What is the SOW for communications cabling? Is the contractor responsible for designing and installing the communications cabling? If so, what are the characteristics of the communications cabling that are required to be installed? Or will Shaw AFB provide the installation of the communications cabling?

Shaw Design standards speaks to the characteristics of communciation cabling as outlined in answer to question #52 above. However, Contractor is not responsible for designing and installing communications cabling.

54. Does Shaw AFB require the use of Automatic Receptacle Control per ASHRAE 90.1.8.4.2?

55. What is the electrical system characteristics serving the building (Voltage, Phase, Amperage of system)?

B216 power voltages are 277/480 with 3 phase.

56. Does this building have an existing generator? If so, what is the make, model, KW rating, Voltage and other electrical characteristics of the generator?

B216 has DS-2 fuel Kohler generator, model 30ROZJ81, 35KW, 120/208 volts dedicated to the server room only.

57. Are as-built drawings (Architectural, Structural, Civil, Mechanical, Plumbing, Electrical, Fire Protection, etc.) available and can they be provided?

58. How old is the fire alarm and mass notification system in the building? Does this system have the capabilities to be expanded upon to include the elevator tower?

The system age is unknown, Contractors shall replace the entire alarm system.

59. How many elevators are to be included in the elevator tower?

One elevator (1).

60. Is there an existing intrusion detection system? If so, who is the manufacturer and what is the model of this system? Will Shaw AFB provide the installation of the intrusion detection cabling?

There is no existing intrusion detection system.

61. Will construction be applied in phases or will crew be given access to the entire building?

Please reference SOW page 5, phasing which discusses that construction will be applied in phases.

62. Will contractors have access to service elevators?

There is no elevator as of yet.

63. Considering the building has no existing ductwork or HVAC units in ceiling, and is currently being cooled by individual PTAC units, what is the ceiling height?

See the mechanical demolition in the Concept document. The ceiling is 8 feet & 9inches height.

64. What is the current load rating/capacity on the building roof?

The roof is not part of the contract. One side is 28 LH05 @ 6’ with 50 PSF capacity, and the other side is 28 LH06 @6’ with 45PSF capacity.

65. Can contractors house equipment on building rooftops?

66. Can’t find (attachment 12-2 called Concept Document.pdf has the intend of the work requirements) Attachment 13-1 SOW under the Scope of Work Paragraph there is a sentence that references attachment 12-2. This has been corrected to read attachment 13-3. Changes have been made in red.

67. Provide a layout showing existing room numbers. This will help with knowing offices with store front windows, offices need to combine and also numbering offices in future.

Please see Concept document.

68. During the site visit, we were shown the building like a T shape (three floors). We also seen the utility room outside the building. Scope of work calls for Breakroom to be included. However;

floor plan shows other rooms and larger rooms behind the T shape building that were not shown during site visit.

Are those rooms as shown in floor plan (attachment 13-11) included on seed project?

Yes, the breakroom was shown. The breakroom is located in the warehouse and is the only room in the warehouse that is included in the scope of the SOW.

69. According to Attachment 13-05 Fire Protection the existing 3 story building is a single occupancy for Business. However, the floor plans indicate an adjacent warehouse (NIC) on one building side (plan north). Please confirm that both buildings have independent exterior walls / structure.

Otherwise the faculty may be a mixed occupancy. Each wall would need to be a 4-hour fire rated wall assembly and any wall penetrations are not allowed.

Contractors shall separate occupancy with 2-hour firewall assembly.

70. The first floor fire protection plan indicates the fire riser in the warehouse with piping above, through the fire wall (not permitted) to stair #1 riser and to each floor above. If these are separate building occupancies this may not be allowed. It is recommended to tap off the entry service water line and bring the line in directly to stair #1 for 2 independent FP services. Please clarify.

Considering a 2-hour firewall the riser location is acceptable_CE Please let me know if you concur

71. Attachment 13-11 is a composite floor plan with the office building and warehouse facility. The warehouse was noted as NIC on all plans, however this drawing indicates a new breakroom. Please clarify all work within the warehouse.

Attachment 13-11 just adds the breakroom.

72. Please advise if the winning team will receive Auto Cadd or a Revit BIM file of documents provided with this RFP.

Yes, CAD will be provided.

73. Who will be responsible for removing, storing, and staging the existing furniture as the work progresses?

The facility owner will.

74. Is the GC to contract directly with the Flooring Company as specified?

Yes, only to purchase carpet and adhesive BPA.

75. Please provide the number of Signs and average size required for the project.

The office sign’s size shall be 9 by 9 inches with permanent room number, two (2) slots for interchangeable information and braille sign. Contractor shall submit material and color for approval.

76. Please provide the name of the fire alarm system provider and HVAC controllers system provider.

Automated logic, Fire Lite MS4 type and Monaco BTX transceiver are recommended.

Contractors shall follow Shaw design standards.

77. Is the water bottle fill type dispenser supplier to contract with the owner?

Contractor shall install automatic bottle fill with cooler in unit water fountain, Elkway type model for example model # LZS8WSSP.

78. Provide existing Fire Hydrant locations and site drawings.

Please see Concept document.

79. Provide a count of windows for option 2.

28 windows.

80. Provide square footage for landscape work and type of trees.

There is no landscape work. Only a sidewalk rework/reroute will be performed if the existing sidewalk has been disturbed by the elevator construction. See Concept document.

81. Are there as-built drawings available for Building 216? If so, please provide.

As-built will be provided.

82. The Design/Build Statement of Work calls for the installation of a VESDA system. Is this VESDA system to be installed throughout the facility or only in computer/server rooms? Please clarify.

Contractors shall install VESDA thru the server rooms only.

83. The Design/Build Statement of Work calls for conditioned connex boxes to be provided for the storage of furniture. How much furniture will need to be stored? For bidding purposes, how many connex boxes will we be required to provide?

Contractor shall provide two each 40 feet connexes with power hooked up.

84. Is the contractor laydown area limited to the space shown on Sheet C-103? If necessary, will additional space in allowed in the parking lot for storage containers?

Please see attached drawing for laydown additional space.

85. Will there be any work/access restrictions in the occupied areas of the facility throughout the different phases of the project? For instance, periodic access to occupied areas will be required to support the work being performed in the unoccupied areas.

Yes, work will be coordinated with user.

86. Only the 1st Floor plan was provided in the solicitation. Please provide a 2nd and 3rd floor plan.

Second and third floor plans are attached. Attchmt 13-3 are the concept docs. There were a total of 65 pages associated with this attachment. 1st, 2nd and 3rd floor are included in this attachment.

Please refernce answer provided in question 43 for details on how to obtain documents if you do not have.

87. Please provide Electrical, Mechanical, plumbing, fire suppression, and fire alarm as-builts for the facility.

As-built will be provided.

88. Throughout the facility, there is a lot of exposed conduit and wire mold surface mounted to the walls. Please advise if these conduits will be required to be re-routed in the existing walls.

Contractors shall reroute conduits for new walls only.

89. The RFP Attachment_13-14_Shaw_AFB_B216_HVAC_J_and_A_final_Redacted.pdf indicates Shaw wants to use a Daikin Ductless System and the concept drawings are based on Mitsubishi City-Multi. Please confirm if the HVAC will be sole sourced to Daikin.

Yes, Daikin multiple areas can be served by VFD exhaust and fresh air.

90. The RFP Attachment 04_Shaw AFB ID2 Handbook October 2012.pdf states that Ductwork shall be round in all new construction and whenever possible in renovations. Is rectangular duct acceptable as shown on the concept plans?

Use round ductwork.

91. Fire Suppression System notes that building is fully protected and lists the system was designed for light and ordinary hazard occupancies. The photos of the first floor show some warehouse areas. Are they to remain? Will this area be at a higher density?

The warehouse is not in the contract.

92. The photos of all three floors show the majority of the rooms are not protected by fire sprinkler protection. Of the existing fire protection that is installed, will the fire protection contractor be required to remove it or just disconnect it for contractor removal?

The existing riser shall be modified to add the offices/businesses space to the suppression system.

93. Is the attic area accessible, is it combustible or non-combustible construction and will it have to be protected? If this area has to be protected this would add a higher elevation of protection. Is the water available going to be adequate?

Yes, the attic is accessible. The attic is noncombustible and will not be protected.

94. The flow test listed is from 2011. Will an updated flow test be conducted prior to bid date?

Flow test will be provided.

95. A statement is on page 4 of the 100% Revised Design Submittal concerning the flow test and the adequate supply of water, page 7 of 8 has a water demand calculation that lists a total pressure required of 54 PSIG for an area of 1,800 sq.ft. Minimum area of operation per UFC is 3,000 sq.ft.

can this be explained? Reference UFC 9-7.3.7 All floors are over 3000SF. Floor 1 is 74,009sf, floor 2 is 11,846sf and floor 3 is 7,286sf.

96. The drawings are required to be signed by a Fire Protection Engineer of Record. Will the FPEOR be required to make site visits during construction or just at the final acceptance testing?

No. Final inspection

97. Is the existing riser location to be relocated and all material for the riser reused?

98. UFC 9-7.6.2 allows schedule 10 pipe for 2.5” and greater. Will schedule 10 be allowed?

No, all piping shall be schedule 40.

99. The SOW refers to attachment 12-2 called "concept document", however it is not included in the solicitation. Please provide.

101. The Breakroom is referenced on the SOW to be detailed in Attachment 11, but attachment 11 is the AF Form 066 document. Please provide the correct attachment.

Attachment 13-1 SOW has been revised to correct the error. Changes have been made in red font. SOW now references, Attchmt 13-11 Floor plan, noting break room location.

102. The SOW requires the walls of the breakroom to be extended all the way to the deck. Please confirm this will be required at this location. There does not seem to be any advantage to doing this.

The intent is to provide a breakdown that can be conditioned space.

103. Please specify the AT/FP requirements for the new exterior doors as well the requirements for the windows in CLIN 0002.

104. Will any exterior Force protection be required (i.e. bollards or cable restraints)

105. The SOW requires all wallpaper to be removed throughout the facility. Please specify the locations where wall paper is present. None was observed during site visit.

Durasand is in the wall, contractor shall remove sheetrock.

106. The Door frames in most of the hallways are flush with the drywall indicating that a second layer of drywall was added after the fact. Please advise if these door frames will need to be replaced in order to install the proper sized frames.

No, contractor shall leave frames; fire rated frames shall be replaced as needed.

107. Please advise if a level 4 finish on the drywall is acceptable in lieu of level 5.

Level 4 is not acceptable; contractor shall provide level 5 only.

108. The SOW calls for new wooden crown and chair rail in the conference rooms. Please consider deleting the Crown requirement due to the acoustical ceilings being in place. It will be difficult and costly to install.

Crown will remain.

109. The SOW says to replace all door hardware and that all non-standard/previously added doors shall be replaced to match existing doors. Please advise which door type we are to match as there are many different door types present. Also, please specifiy which doors were "previsouly added" All doors shall be solid core wood doors. Existing doors that meet this requirement may remain.

110. Please advise if any sound attenuation will be requried in the new walls (as well as existing walls) in Office 201 that is becoming a conference room. Also, please advise what size communications conduits are desired in the new walls here.

Please see Shaw Design standards Page 45. Any new walls will have sound attenuation

111. Please advise whether 4" or 6" rubber cove base will be required throughout the facility. Both sizes exist currently.

Four (4) inches rubber base is the standard.

112. There is already a janitor’s closet on each floor. The SOW calls for removal and creation of new janitor closets. Please clarify the government's intent if CLIN 003 option is not excercised.

If CLIN 003 is not exercised, renovate existing janitor’s closet to include replacing the sink faucet.

113. The SOW requires all plumbing lines to be scoped from nearest manhole to each fixture. Please provide the underground utilities drawings in addition to the building as-builts already requested.

As-built and underground utilities will be provided.

114. The new 2x2 LED fixtures requested throughout the facility are very bright especially for office applications. Please advise if these lights need to be dimmable.

All light shall be 2 by 4 as specified in the SOW, dimmable light fixtures shall be provided in the conference room.

115. Please advise the location of the VESDA system and what equipment it will be protecting/connecting to. Also, please provide the government's testing/acceptance criteria for this system.

116. Will the new Fire Alarm Control Panel be located in the existing mechanical room? If so, current UFC requires it be located in a conditioned space. Please confirm location.

One (1) manager or one (1) superintendent and one (1) QC are required. The Super cannot be QC and also be the SSHO at the same time.

122. Will the contractor be required to provide an onsite office?

Not necessary. See distance requirement in the RFP.

123. Please advise how many design submittals and what is required for those, and how many review meetings onsite the gov't wants to have?

35%, 65%, and 95% design submittals are required. On-site meeting or conference call are required for all 3. Refer to Shaw Design standards for more information.

124. Are there any specific software requirements for scheduling?

Gantt or similar.

125. Are there any specific software requirements for submittals ie procore etc.

Auto CAD 2017 or earlier version is the required design submittal software.

126. Will the contractor be responsible for removal/disposal of any furniture/modular offices, etc that the government is not storing?

127. Will the existing Fire Suppression and Fire Alarm systems have to remain online while the new systems are being installed? If not, who will be responsible for conducting the Fire Watch?

128. Are there any subsurface soil investigation reports available for this area? They will be needed for the design of the elevator tower foundations design.

129. Design and Construction Specs were written in 2013. ATFP was updated in Dec of 2018. Do we follow updated/revised standards from 2018 or use the standards in place at time of draft?

Yes, Contractor shall follow updated standards.

130. Landscape material has grown up in front of windows on level 1, east elevation. CLIN 0003 calls for obstructive landscaping to be removed and replaced with sod. Can this material be trimmed as needed separate from CLIN 0003?

Remove to meet ATFP.

131. Base Bid CLIN 0001 calls for SF doors @ office 215, 216, 217, & 218. There are no doors called out in Door Schedule on plans to match description in CLIN 0001. Is there a specific door called out or is this left to contractor discretion?

Doors shall be storefront similar to FG on page A501 of the Concept document.

132. Demolition General Notes on plans (AD101, General Note 1 (TYP)) gives direction to remove insulated panel from the bottom of all existing windows and replace with spandrel glass, wire reinforced and fire proof. CLIN 0001 does not specifically call out any action to be taken on windows. CLIN 0002 calls out for all exterior windows to be replaced. Does CLIN 0001 include replacement of lower panel in existing windows, as indicated on plans or has the replacement of the lower panel been tied to CLIN 0002?

CLIN 0001 does not include the removal of spandrel glass as shown in the Concept document.

133. Scope of work document references "As-built" drawings will be required, but there does not appear to be any specifications of as-built requirements. Will the government confirm that red-lined pdf drawings will eb sufficient to fulfill as-built requirements? Or will official record drawings be required?

Contractors shall provide as-built as required by Shaw Design standards. CAD and PDF drawings will be required.

134. Will the government provide a list of attendees from site visit held on 10/10?

Reference Posting to FBO on 17 October 2019 which provided the list of attendees from the site visit. This was the first SF30 issued under the solicitation and is Amendment01.

135. Will the government provide the approximate quantity of expected personnel to be relocated between each phase during construction?

Follow the occupancy sheet provided.

136. Government provided solicitation requires contractors to have a bona fide place of business within the geographical boundaries of one or more SBA offices within the state(s) of South Carolina, North Carolina, Georgia, and Florida. Government provided solicitation also states work is limited to Shaw AFB, Poinsett Range (approx. 15 miles from Shaw AFB), and Wateree Recreation Area (Located approximately 45 miles from Shaw AFB). Will the government confirm that the entire MACC is limited to these three regions with the 45 mile radius of Shaw

Shaw wants to use a Daikin Ductless System and the concept drawings are based on Mitsubishi City-Multi. Please confirm if the HVAC will be sole sourced to Daikin.

140. The RFP Attachment 04_Shaw AFB ID2 Handbook_October 2012.pdf states that Ductwork shall be round in all new construction and whenever possible in renovations. Is rectangular duct acceptable as shown on the concept plans?

141. We have some concerns for the contractor after reviewing the SOW. Replacing panels is costly.

1. E301 shows new panels but the existing main switchboard indicates Federal Pacific. The main switchboard and any other Federal Pacific panels will need to be replaced.

2. Check panel A, it was existing to remain on E301.

3. Verify the new panels were replaced as indicated on E301.

1. Replace all panels and main switchboard that are federal pacific.

2. The Concept document does specify for panel A to remain, if panel is federal pacific then it shall be replaced.

3. The Concept document has not been performed.

142. Will the Government allow a site visit to bring Sub contractors back?

The Government has conducted two (2) site visits to date. The government does not intend to have another “group” site visit. However, if offerors want to come back for additional site visits the government will work to accommodate on a per request basis. If there are numerous requests for more site visits the government will coordinate another “group” site visit.

The floors decks are 14 feet height. See as-built.

146. Will the ceiling tile be regular or lay in?

Square edge 2 by 2 lay in tile.

147. What wood species or color should mill work be in break room and in office 208?

148. Will a time extension be provided for this solicitation?

Amendment 03 extended the proposal due date and bid opening date. However, Amendment 04 will be extending these dates again. Please reference Amendment04 Summary of Changes for details.

149. Attachment 01, Para. 2.2.3.2 Proposal Submission Process, states: “a. All Contractors are highly encouraged to submit a proposal for every FOPR under this contract. At a minimum, each Contractor shall propose on 90% of FOPRs with an acceptable proposal. The 90% threshold is calculated each year on the anniversary date of the award. Not meeting this requirement is a valid reason for off-ramping. However, in the previous section at Para. 2.2.3.1.c., it states: “The government may elect not to solicit to all awardees in accordance with DFARS 216.505-70 Orders Under Multiple Award Contracts.” Will those time when a contractor is not selected to participate in a FOPR by the Government be counted towards to 90% proposal rate?

Contractors will not be held to the 90% proposal rate in those instances when the government elects to not solicit to all awardees. These instances would be rare if not non-existent. However the government does allow itself the flexibility to do so if the need arises.

150. When low bidders have been determined and before award of contract, will any additional information be required? Ex: past performance, experience, years in business, etc.

Please reference Section L and Section M for instructions and how contract will be awarded.

This is an IFB IAW FAR Part 14. Only price and price-related factors will be used for award purposes. It is incumbent upon the government IAW FAR Part 9 to determine the responsibility of apparent awardees. All instructions and criteria that will be used for award have been identified in Sections L and M.

151. What documentation / information will be required if submitting proposal as joint venture, teaming agreement, etc?

Please reference answer to question 18 above

152. Cut sheet for Breakroom New kitchen cabinet?

153. Cut sheet for new sink to install in R208.

Sink shall be single bowl, stainless steel, under-mount, 18” by 16” by 9”.

Elevator spec provided. Holeless type elevator would be acceptable.

155. ACM report for B216 is from 2010. SCDHEC will not accepts asbestos report older then 3 years.

That is correct. New survey is required.

156. Outside window required to have blast engineering?

No, windows shall minimum ATFP standards see UFC 4-010-01.

157. Sprinkler drawing is missing from the set and spec on sprinkler drawing. Does the government have a third floor drawing? If not how should we proceed with pricing?

Third floor is provided as well as-built drawings.

158. Are they sure we don’t have to upgrade the existing toilets to ADA?

No upgrade required, if CLIN 003 is awarded there will be ADA bathrooms.

159. The elevator looks like a hydraulic w/ a separate mech room. You can get a holeless, no machine room type that’ll go the 3 stories. Would this be acceptable?

Yes

160. Will LED Light fixtures be reconnected to existing lighting circuits and switching?

Yes, if the existing ones are not LEDs.

161. Is dimming controls required for LED fixtures?

Dimming controls only in conference rooms.

162. Do we assume conductors are feeding existing panelboards to be replaced are sufficient length and will not be replaced? If they are to be reused and are not sufficient length, is splicing allowed?

Contractor shall assume conductors are sufficient length and not be replaced. Splicing is not allowed.

163. Do any branch circuit conductors need to be replaced (other than mechanical systems) as part of this project?

164. Are there any low voltage systems that will be impacted by this project that need to be replaced such as access control, cctv, intrusion detection, voice/data etc.

Yes. First floor has Comm Bits WIFI. Second and Third Floor have no low voltage systems

165. Base is standardizing on Daikin for VRF manufacturer, yet the concept documents schedule Mitsubishi. Is either acceptable?

No, Daiken is the only option.

166. MD101, MD102 and MD103: hydronic piping is not hatched to be removed. Is it to remain?

167. SOW calls for all new Light Fixtures. Drawings indicate reusing portions of the fixtures. Please clarify.

Contractors shall remove and replace all lights.

168. Please clarify the upper & lower cabinets in the new Breakroom. Are they required on all walls or just one wall?

One wall; 14” length of upper and lower cabinets to include sink. Existing bar to be demolished.

169. Does the new Breakroom require garbage disposal, dishwasher, Stove/oven, Microwave?

No, sink only.

170. What type of countertop material is required?

171. Where will the Conex Container lay Down area be located?

172. Where will the electrical power feeds for the Conex Containers be fed from?

It will be fed from B216.

173. Will the govt remove all of the office furniture, equipment, etc. form the offices and place in the Conex containers and replace when complete or is this all Contractors responsibility?

174. Will the govt only remove the personal items form the offices, pictures, desk material, File Cab material, etc.?

Yes, the Gov will move all furniture, equipment, etc.

175. Can the govt provide a plumbing drawing showing the existing plumbing drain lines routing under the 1st floor?

177. Are there any design submission requirements to be submitted with bid proposal?

178. The drawings show one full restroom & one single restroom on each floor. Option 2 on the SOW calls for remodel & adding another to make a male & female restroom with Showers & Handicap access. Where in the bldg. shall the other restroom be located. If option 2 is not awarded, will the project be completed by not complying with ADA standards for the restrooms?

In elevator tower. Yes.

179. Will the CADD files of the Concept drawings be made available to the successful contractor?

180. Contradiction in bid due date detailed below. Please confirm the bid due date and delivery method:

- SF1442 = 11/7/19 at 2PM local time

- RFP Section L, 2.3 = bid opening on 11/8/19 at 2PM EDT

- RFP Attachment 13-0 = 11/7/19 at 1PM ET

These errors have been corrected and posted to FBO on 17 October 2019 as the first SF30 issued against the solicitation.

181. AF Form 66 is filled with data from another job. Is this form for sample only or will a blank be provided?

182. Attachments 13-1 and 13-2 are titled incorrectly from the RFP Attachments Index to the acutual documents uploaded in FBO. Please confirm both are the correct documents intended for this RFP.

Please reference SF30 Amendment 01 which was posted to FBO on 17 October 2019 which corrected this numbering issue.

183. The PPT Presentation given at the Preproposal Meeting differed from the presentation printed handout that was given. The hand out was missing some information and presentation pages. Such as the new email address that was on the PPT presentation to submit all correspondence. Will Preproposal Presentation PPT, Questions submitted and read off during meeting witth government Answers verbally covered be posted to FBO? Will Attendee Sign in Sheet be posted to FBO as stated in the Pre-propsal meeting?

• As stated in the presentation on 10 October 2019 all questions/answers provided were not considered official responses unless questions were submitted in writing and government responded in writing. This is a competitive rquirement and as such in order to preserve an even playing field for all offerors (present and not present the day of the site visit) only questions submitted in writing and government’s response in writing are considered official.

• Attendee Sign In Sheet has also been posted under Amendment01 which was posted to FBO on 17 October 2019.

184. It was stated in the prepropsal meeting that all contractors were to account for all Federal, State and Local Taxes. Are Tax Exempt Certificates no longer going to be issued?

Please reference FAR Clause 52.229-3 Federal State and Local Taxes

185. The FBO Posting Cover Page indicating to contact the Contract Specialist for Missing

Documents was at the very bottom of the posting and may have been overlooked by contractors, could questions due date be extended to allow contractors that did not recieve immediately to submit questions.

Based on the number of questions received the government does not believe that offeror had trouble identifying the additional attachments that needed to be requested as identified in the FBO posting on 4 October 2019. Additionally, IAW Section L Para 3.4 the government does reserve the right to not answer questions received by the question date if doing so would result in an amendment rquiring an extension to the solicitation and to extend would not be in the best interest of the Government. However, this verbiage also lends itself to the fact that if questions are received, post due date, that are in the best interest of the government that the CO has the determination to answer them.

Finally, as identified in Amendment03 and now Amendment04 the Bid Proposal Due Date and Bid Opening Date have been extended. Reference SF30 Amendment04 Summary of Change for Details.

186. Wage Determination that was Posting is SC20190004 (5/19/2019) is for Heavy Dredging. Please provide the WD that government wants applied to this MACC/SEED Project Wage Determinations that were attached were not only for Heavy Dredging, but also for Building, Highway, Heavy and Residential. PDF attachment is a portfolio when you open it up all docs should be shown on the left side of your screen. May need to adjust your PDF settings to be able to view.

187. Can most recent AS-Built Drawings of the SEED project facility be provided for adequate understanding of area deminsions, Utility needs and fire protection?

As-built is provided.

188. These attachments direct the USE of the BPA in Place. The guide provides Guidance for the

Government to procure but does not indicate process and authorization a Prime Contractor would use to procure from the BPA Holder as the governments prenegociated rates. Attachment 13-2 SOW inicates the use of SHAW Carpet. Are we to assume all bidders price based off the BPA unit pricing and quantities based from the provided Conceptual Drawings Attachment 13-03? What if this pricing is higher on the BPA than the contractor could purchase and install?

Contractor shall use BPA to purchase carpet and adhesive.

189. Please provide the NIB documents and listed products required to be used for pricing and purchase as discussed in the Preproposal Meeting.

190. The SOW of Work indicates requirement for new fire protection system, but information in regards to Flow Test was not provided. Since the existing fire sprinkler system in place does not cover the entire facility and is unknown if additional facilities have been added to the fire supply line since this system was installed/modified, for bidding purposes does the government anticipate that a Fire Pump would be required?

Contractors shall perform a flow test.

191. Please clarify if a new emergency power generator is required?

192. Will we be required to replace the main distribution panel in the mechanical room on the first floor?

193. Is wire mold acceptable for where thermostat need to be added for the new DCC controls?

194. Will this project require a dedicate onsite Superintendent? QC? Safety Officer?
