I. EXECUTIVE SUMMARY
As requested, F&ME Consultants has completed an Asbestos Containing Materials (ACM) investigation on Building 216 - Logistics Readiness Squadron located at Shaw Air Force Base in Sumter, South Carolina, in accordance with SCDHEC, AHERA, USEPA, ASHARA, NESHAP, and OSHA regulations.
The investigation was performed due to planned renovations to the building structure. The field investigations were conducted from October 4 thru October 6, 2010.
The results, conclusions and recommendations from this investigation are representative of the conditions observed at the site on the dates of the field inspection. F&ME does not assume responsibility for any changes in conditions or circumstances that occur after the inspections.
It is our understanding that Building 216 is scheduled to be renovated. We also understand that though the planned renovations will occur to the main office building portion of Building 216, our investigation included the attached warehouse and LC Industries sections of building as well. The scope of our investigation was to identify, sample and assess materials found within the interior of the building suspected of containing asbestos minerals. Exterior building materials (i.e. roofing material) were not included as part of this investigation.
Building 216 is divided into two major sections, the main bi-level office structure which has a 3-story section and a 2-story section, and the warehouse portion of the building structure. Original construction plans and specifications or renovation documents were not provided to assist in this investigation, however, discussions with onsite personnel identified four (4) areas of the building that were sampled independently of each other (see Figure 2 – General Building Plan). These areas were divided into the following:
1. The Warehouse
2. The Main Office Building (Floors 1 and 2)
3. The LC Industries Portion of the Warehouse
4. The Third Floor of the Main Office Building
Our investigation found asbestos containing materials in three (3) of the four (4) outlined areas. All suspect materials sampled in the third floor of the main office building structure, obtained negative results for asbestos mineral content. Materials found to contain asbestos in the Main Building, the Warehouse, and the LC Industries areas include the following: TSI (Thermal Systems Insulation) pipe insulation; TSI mudded elbows and joints on non-ACM fiberglass pipe insulations; HVAC duct mastic (black); HVAC duct mastic (tan-yellow); 12” x 12” floor tiles and associated mastics; black mastic on elbows and joints of non-ACM fiberglass pipe insulation and pipe insulation on electrical panel conduit.
Out of approximately thirty (30) samples of sheetrock collected one (1) joint compound sample obtained a result of 2% asbestos. The laboratory was contacted and the request was made to have a quantitative 400 point count analysis run to obtain a more accurate analytical result. The point count analysis returned a result of 0.5% asbestos. The EPA considers a sample containing more than 1% asbestos to be positive.
Therefore, this sample is considered negative for the purposes of this report.

II. INTRODUCTION
As requested, F&ME Consultants has completed an Asbestos Containing Materials (ACM) Investigation on Building 216 - Logistics Readiness Squadron located at Shaw Air Force Base in Sumter, South Carolina. The investigation was performed within accessible areas of the interior portions of the building structure due to proposed renovations. The field investigation was conducted between October 4 and October 6, 2010. This investigation was performed and limited to areas considered accessible, as previously noted, and was pursuant to SCDHEC, USEPA, AHERA, NESHAP and OSHA regulations requiring an investigation prior to any renovation activity.
We understand that Building 216 Logistics Readiness Squadron was constructed in the 1970’s with multiple renovations completed over the years. Original construction plans and specifications or renovation documents were not provided to assist in this investigation, however, discussions with onsite personnel identified four (4) areas of the building that were sampled independently of each other (see Figure 2 – General Building Plan). These areas were divided into the following:
1. The Warehouse portion of the building structure is a single story (interior modular units are two levels) block and concrete slab structure with steel columns and trusses, located in the rear portion of Building 216. This area has approximately 45,300 SF of occupied space (minus LC Industries).
2. The Main Office Building is a bi-level brick, block and concrete slab structure with 22,400 SF of occupied office space (minus the 3rd floor level).
3. The LC Industries portion of the building, located in the southwest corner of the warehouse is a single story, concrete slab and block structure with steel columns and trusses. This area of the building has 14,700 SF of occupied space.
4. The Third Floor of the Main Building is of the same construction type as the rest of the main building and has 6,900 SF of office space.
The results, conclusions and recommendations from this investigation are representative of the conditions observed at the site on the dates of the field inspection. F&ME does not assume responsibility for any changes in conditions or circumstances that occur after the inspection. Use of this document for bidding purposes is not recommended without prior consultation with F&ME. No other environmental concerns were addressed in this report.
III. INVESTIGATION RESULTS
The purpose of this investigation was to locate, sample and record the physical characteristics of materials suspected of containing asbestos; to provide quantities of those materials; and to obtain laboratory analysis for determining the existence or non-existence of asbestos mineral content. All remaining building materials (i.e. concrete, wood, brick, carpet, etc.) were not considered suspect.
A visual inspection of the structure revealed that the building represented a variety of construction methods, including masonry brick and block walls; steel trusses and steel support columns. Interior finishes include block walls; sheetrock walls; plaster walls and ceilings; suspended drop ceilings; floor tile; concrete flooring and carpeting. Areas of the building have been renovated at different time’s thus
Solicitation No. FA480319BA003 requiring separate sampling of materials. Suspect materials were identified and sampled within all four
(4) areas of the building. See Appendix A for sample location plans and homogeneous area plans.
Bulk samples of these materials were analyzed by Polarized Light Microscopy (PLM) in accordance with EPA 600/M4-82-021. A “first positive stop” protocol was implemented, meaning that if the first sample of a material tested positive results for asbestos content, subsequent samples of that material were not analyzed. Also, confirmation TEM analysis was performed on non-friable, organically bound materials that tested negative for asbestos content (as per SCDHEC regulations effective June 27, 2008). Proper sampling and chain-of-custody protocol were followed to ensure proper handling and delivery of samples to the analytical laboratory.
All suspect materials (Table I and II) and their laboratory analytical results are located in Appendix B.
The following is a breakdown of the individual areas of the building and the investigative results.
1. The Warehouse:
The Warehouse portion of the building was constructed in the 1970’s with several modular office additions being added throughout the years. The building is a single story block and concrete slab structure with steal columns and trusses. Interior materials include block and sheetrock walls; various 12” x 12” floor tiles; 2’ x 2’ and 2’ x 4’ ceiling panels, carpeting in modular offices and vinyl flooring within the occupied spaces.
Suspect materials identified during the investigation within this portion of Building 216 were various 12”x 12” floor tiles and associated mastics, suspended drop ceiling panels (multiple types and sizes) found in various areas of this portion of the building, carpet adhesive, drywall/joint compound, baseboard adhesives, TSI pipe insulation and mudded elbows and joints, HVAC duct mastic (black and tan-yellow) and vinyl flooring.
A total of fifty-nine (65) samples were extracted from this portion of the building. Due to multiple layering of the materials and positive stop protocol, sixty-one (61) samples were analyzed by PLM.
TEM confirmation analysis was performed on thirteen (13) samples. Nine (9) samples were not analyzed as a result of the first positive stop protocol. Of the materials analyzed, four (4) tested positive for asbestos mineral content (See Table II and Appendix B). A laboratory bulk sample analysis reports are located in the Appendix B.
The asbestos containing materials testing positive for asbestos content within the warehouse portion of the building includes the following (See Figure 10- Homogeneous Area Plan):
• TSI Pipe Insulation
• TSI Mudded Elbows and Joints on Non-ACM Fiberglass Pipe Insulation
• HVAC Duct Mastic (black)
• HVAC Duct Mastic (tan-yellow)
2. The Main Building (Floors 1 and 2):
The original portion of the building was constructed in the 1970’s. The office portion of the building is a bi-level brick, block and concrete slab structure with block, plaster and sheetrock interior walls;
suspended drop ceiling with various 2’ x 4’ and 2’ x 2’ ceiling panels; various 12” x 12” floor tiles and carpeting.
Suspect materials identified during the investigation within this portion of Building 216 were various 12”x 12” floor tiles and associated mastics; suspended drop 2’ x 2’ and 2’ x 4’ ceiling panels (multiple types); carpet adhesive; baseboard adhesive; TSI mudded elbows and joints; TSI black mastic on non-ACM fiberglass pipe insulation; HVAC duct mastic; plaster walls and electrical panel insulation.
A total of seventy-five (75) samples were extracted from this portion of the building. Due to multiple layering of the materials, seventy-five (75) samples were analyzed by PLM. TEM analysis was performed on nine (9) samples while fourteen (14) samples were not analyzed as a result of the first stop protocol. Of the materials analyzed, five (5) tested positive for asbestos mineral content (See Table II in Appendix B). All laboratory bulk sample analysis reports are located in Appendix B. The samples, which tested positive for asbestos content, are indicated in Appendix B, Table II.
The asbestos containing materials include the following (See Figure 10 – Homogeneous Area Plan):
• 12” x 12” Off-white with Grey (Mottled) Floor Tile and Associated Mastic
• 12” x 12” Tan with Brown, Grey Floor Tile and Associated Mastic
• Black Mastic on Fiberglass HVAC Duct Wrap Insulation
• Black Mastic on Non-ACM Fiberglass Pipe Insulation
• TSI Pipe Insulation on Electrical Panel Conduit
3. LC Industries:
The LC Industries area of the building is a single story, concrete slab and block structure located in the southwest corner of the warehouse portion of the building. The offices, sales floor, dressing rooms and stock room are constructed with sheetrock walls; carpeting; 12” x 12” floor tile over concrete; concrete flooring and 2’ x 2’ ceiling panels (offices and dressing rooms).
Suspect materials identified during the investigation within this portion of Building 216 were 12”x 12” floor tiles and associated mastics; carpet adhesive; suspended drop ceiling panels, sheetrock/joint compound; baseboard adhesive and TSI mudded elbows on non-ACM fiberglass pipe insulation.
A total of twenty-two (22) samples were extracted from this section of the building. Due to multiple layering of the materials, thirty-two (36) samples were analyzed by PLM. TEM analysis was performed on four (4) of the samples. Two (2) were not analyzed as a result of the first positive stop protocol. Of the materials analyzed, only one (1) tested positive for asbestos mineral content (See Table II in Appendix B). All laboratory bulk sample analysis reports are located in Appendix B.

The asbestos containing material includes the following (See Figure 10 – Homogeneous Area Plan):
• TSI Mudded Elbows and Joints on Non-ACM Fiberglass
4. Main Building - Third Floor:
The original portion of the main building was constructed in the 1970’s. Onsite personnel indicated that this area of the building had recently been renovated. Therefore, this area of the building was sampled independently of the rest of the building. The building is a bi-level brick, block and concrete slab structure with block and sheetrock interior walls; drop ceiling with various 2’ x 2’ textured ceiling panels; 12” x 12” floor tile and carpeting.
Suspect materials identified during the investigation within this portion of Building 216 were 12”x 12” floor tiles and associated mastics; carpet adhesive; various suspended drop ceiling panels, sheetrock/joint compound; baseboard adhesive and plaster walls/ceilings. None of the suspect materials sampled tested positive for the asbestos mineral content.
Asbestos containing materials must be handled in accordance with state and federal regulations. Any activities that will impact these materials must be performed by licensed/certified contractors.
The Appendices include a Site Location Map, Sample Location Plans, Homogeneous Area Plans, Summary of Samples, Summary of Asbestos Containing Materials (ACM), Physical Assessment Data, Bulk Sample Analysis Report, Personnel Certifications, and SCDHEC Regulations regarding associated Abatement Project Forms.
This report has been prepared exclusively for Wilbur Smith Associates to be incorporated into the existing management plan, and shall not be disseminated in whole or part to other parties without prior consent from Wilbur Smith Associates or F&ME Consultants, Inc. No other environmental issues are addressed in this report.
IV. ASBESTOS CONTAINING MATERIALS DESCRIPTION/ASSESSMENT
The following asbestos containing materials have been identified by the laboratory analysis:
1. Warehouse and LCI Industries (Figure 7):
• HA-1 - (TSI Pipe Insulation - Warehouse) (~400 LF)
This material is found in the northern section of the main warehouse area attached to the underside of roof joists. This material overall is in a fair intact condition with little evidence of damage being noted. This appears to be insulation from the original construction. Portions of these types of steam lines in other areas of the warehouse are insulated with Non-ACM fiberglass insulation with mudded elbows and joints. No evidence of localized damage was found. If renovation activities are to impact these materials, it must be removed by a licensed/certified abatement contractor prior to the renovation.
• HA-2 - (TSI Mudded Elbows and Joints – Warehouse and LC Industries) (~60 Each)
These mudded elbows and joints are found throughout the warehouse section of the building.
They are associated with Non-ACM fiberglass pipe insulation. Overall this material appears to be in a fair but intact condition with evidence of wear and deterioration being noted. If renovation activities are to impact these materials, it must be removed by a licensed/certified abatement contractor prior to the renovation.
• HA-3 - (Black HVAC Duct Mastic - Warehouse) (~100 SF)
The black HVAC mastic is in an overall good condition. The mastic is found on the HVAC ductwork above the break room and in mechanical room 004. The mastic was applied on ductwork seams approximately every three (3) feet to seal the sections of insulation. Some evidence of localized damage was found in mechanical room 004. If renovation activities for the Air Force are to impact this material, it must be removed by a licensed/certified abatement contractor prior to the renovation.
• HA-4 - (Tan-Yellow HVAC Duct Mastic - Warehouse) (~10 SF)
The tan-yellow mastic was found on HVAC ductwork wrap insulation found in mechanical room
004. This material was found in an overall fair to poor condition, with evidence of cracking and peeling being noted. Evidence of localized damage was found in mechanical room 004. If renovation activities are to impact this material, it must be removed by a licensed/certified abatement contractor prior to the renovation.
2. Main Office Building – 1st and 2nd Floors (Figures 8 and 9):
• HA-5 - (12” x 12” Off-white with grey mottled floor tile and black mastic) (4,950 SF)
The majority of this material is found under carpet on the second floor of the building, and a thorough assessment of this material in those areas was not possible. The floor tiles and associated black mastic are assumed to be in a fair condition with evidence of overall wear and deterioration from age. No evidence of localized damage or delaminating tile was noted during the investigation. If renovation activities are to impact these materials, it must be removed by a licensed/certified abatement contractor prior to the renovation.
• HA-6 - (12” x 12” Tan with brown and grey floor tile and black mastic - Main Building 1st And 2nd Floors) (30 SF)
The condition was not assessed due to the fact that they are overlaid with a Non-ACM floor tile.
The floor tiles and associated black mastic are assumed to be in a poor to fair condition with evidence of overall wear and deterioration from age. If renovation activities are to impact these materials, it must be removed by a licensed/certified abatement contractor prior to the renovation.
• HA-7 - (Black HVAC Duct Mastic – Main Building 1st and 2nd Floors) (~850 SF)
This material was found on seams of non-ACM fiberglass ductwork wrap insulation found above suspended drop ceilings throughout the first and second floors of the main building. Overall this material was found in a good intact condition with little evidence of wear and damage being

• HA-8 - (Black Mastic on Joints of Non-ACM Fiberglass Pipe insulation – Main Building 1st and 2nd Floors) (~60 Elbows and Joints)
This material was found on elbows and joints of non-ACM fiberglass pipe insulation found above suspended drop ceilings on the first and second floors of the main building. Overall this material was found in a good intact condition with little evidence of wear and damage being noted. No evidence of localized damage was found. If renovation activities are to impact this material, it must be removed by a licensed/certified abatement contractor prior to the renovation.
• HA-9 - (TSI Pipe Insulation on Electrical Conduit - Main Building 1st Floor Mechanical Room)
(~3 LF)
This material was found on conduit leading into an electrical panel in mechanical room 102. It is located in the north east corner of room, just inside the doorway. This material was in significantly damaged condition and is friable. Evidence of localized damage was found. If renovation activities are to impact this material, it must be removed by a licensed/certified abatement contractor prior to the renovation. If this material is not to be impacted by proposed renovations it should be address due to its condition and location relative to accessibility.
SCDHEC regulates any disturbance to friable ACM, which is therefore considered to be regulated asbestos containing materials (RACM). SCDHEC requires removal of friable ACM prior to building renovation or demolition activities. Furthermore, the disturbance of Category II non-friable ACM generally renders non-friable materials friable, or regulated. However, the removal of Category I non-friable ACBM such as floor tiles, mastics, floor sheeting and certain roofing materials is not required if these materials are in good condition. If it is anticipated that such materials will become crumbled or will experience severe forces, SCDHEC would consider these materials to be friable, or regulated ACM.
SCDHEC legally tracks the disposition of all ACM into landfills. Therefore, SCDHEC must be notified prior to abatement and demolition projects in order to legally arrange for the proper disposal of ACM and associated contaminated debris.
OSHA regulates disturbances to all ACM. Unlike SCDHEC, OSHA does not distinguish between friable and non-friable ACM, regulated and non-regulated ACM, and/or ACM in good condition versus ACM in poor/damaged condition. Instead, OSHA regulates all contact with asbestos.
Most landfills will not accept ACM or asbestos-contaminated debris. This is an important consideration for the owner because it is more expensive to dispose of ACM thru normal debris. If the abatement/demolition contractor selects a landfill, which will accept ACM, the abated/demolition debris could be transported to the permitted landfill. However, since the ACM would be mixed in with the total demolition debris, all of the debris would be considered to be ACM resulting in much higher disposal costs. Therefore, it is recommended that removal of all asbestos is conducted prior to and separate from building demolition activities.
V. RECOMMENDATIONS
Due to the proposed renovation activities, it is recommend that removal and disposal operations occur to all identified ACM prior to activities that will impact them. This work must be performed in accordance with all applicable regulations and guidelines by AHERA-certified and SCDHEC-licensed Abatement Contractors.
SCDHEC must be notified at least ten (10) days prior to abatement activities. All asbestos waste must be deposited in a landfill permitted by SCDHEC for asbestos, including contaminated building materials (i.e.
non-asbestos floor tiles with asbestos containing mastics, etc.).
If any concealed and/or inaccessible ACM is encountered during asbestos abatement or renovation activities, the affected contractors must stop work, take appropriate actions, and notify the Owner/ Abatement Contractor/Asbestos Consultant for an appropriate response action. SCDHEC must be notified in the event that any additional ACM is discovered, as well as if there are any changes in the condition of any identified
ACM.
Written notification (SCDHEC Form 3430) must be submitted to SCDHEC at least two (2) calendar weeks prior to initiation of renovation/demolition abatement disturbances. A copy of this inspection report and applicable fee payment must be attached to the notification. Additional fees may be required. Copies of all notifications and documents pertinent to the abatement operations, as required by regulations, are to be posted on the job site.
The Owner/Operators must notify all parties involved with this project of the nature of the work as well as the locations and quantities of asbestos materials to be disturbed or those located near demolition/removal work areas. This notification requirement is, also, extended to any persons/employees who work near the demolition/removal work areas.
Since abatement of the ACM is to occur, the Abatement Contractor is responsible for daily personal air sampling in compliance with current OSHA standard 29 CFR 1926.1101.
All remaining air monitoring services and requirements for a renovation project (i.e. backgrounds, areas, and clearances) will be provided by the Owner or the Owner’s Representative, as required by SCDHEC.
