1. Project Title: Repair CONS/LRS B216
2. Project Number: VLSB 06-0020
3. Award Method: Firm Fixed Price (FFP)
4. Plans and specifications: FBO/Email/DoD SAFE
5. Project Magnitude – Between $1,000,000 and $5,000,000, pursuant to FAR 36.204
6. Proposal Acceptance Period: Contractors must honor proposal until 30 June 2020.
"Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
7. Task Order (TO) Award will be made to the Lowest Price offer meeting the following
Evaluation Factors:
a. The Government will evaluate bids considering price only in response to this IFB without discussions. The eventual TO award will be to the lowest price bid by a responsible offeror whose bid proposal, conforming to the IFB FA480319BA003.
b. Price Evaluation: The Government shall rank all offers by price. The Government will evaluate the individual line items to determine whether costs are realistic for the work to be performed, reflect a clear understanding of the requirements and are consistent with the various elements of the offeror’s proposal. Offerors are cautioned against submitting a materially unbalanced offer. Offers that are determined to be materially unbalanced may be rejected. An offer is mathematically unbalanced if it is based on prices which are significantly less than the cost for some contract line items and significantly overstated in relation to cost for others. Offers that are determined to be mathematically unbalanced may be rejected.
c. The Government reserves the right to award only CLIN 0001, or CLIN 0001 plus CLIN 0002 and CLIN 0003, or CLIN 0001 and any combination of CLIN 0002 or CLIN 0003 that is most advantageous to the government and within available funds.
8. Contractor shall perform the work required by the SOW. Contractor is responsible for advising the Government of any ambiguities in the attached SOW.
9. All potential offerors must acknowledge all amendments, or your offer will be considered unacceptable.

10. Pre-Proposal Conference Site Visit will be scheduled. Contractor(s) are strongly encouraged to attend the site visit to verify existing conditions. If additional information is needed or the contractor needs to visit the project site again, arrangements can be made by contacting the Contracting Officer for VLSB 06-0020, Repair CONS/LRS HQ B216.

11. Bid Guarantee: IAW FAR 52.228-1 a bid guarantee is required. Amount of bid guarantee shall be 20% of the bid price or $3M; whichever is less.
12. All questions must be submitted in writing to the Contracting Representative point of contact listed in the IFB package. Questions resolved at the site visit or through other oral means, must be documented in writing and submitted as an RFI so all potential contractors have access to the question and the answer.
13. Contractor shall perform work in a manner to minimize interruption to the Government and facility occupants. This project will be in an occupied building. In addition, contractor shall maintain construction area in a neat and orderly manner, at the end of each day.
14. The Period of Performance is 620 calendar days divided into Design and Construction. Additional day will be added if optional CLINs are awarded
15. Contractor shall be responsible for any storage trailers and/or temporary fencing needed and for restoring storage areas to pre-construction status.
16. IAW FAR 52.211-12, Liquidated Damages, if the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the Government in the amount of $1,022.43 for the first day and $450.88 for each calendar day of delay until the work is completed or accepted.
