DESIGN/BUILD

STATEMENT OF WORK

FOR

Repair CONS/LRS B216

PROJECT: VLSB 06-0020 6 September 2019

SCOPE OF WORK:

This Statement of Work (SOW) is a Design/Build project for work in building (B) 216 on Shaw Air Force Base (AFB). It includes demolition and installation of new HVAC, electrical, mechanical, plumbing, ceiling replacement, fire protection, mass notification, flooring, etc., as described below and in the concept document. The attachment 12-2 called Concept Document.pdf has the intent of the work required. The elevator which was originally planned as part of this project has been deleted from the Base Bid. Additional work “above and beyond” what is shown on concept drawing shall be required to meet the intent of this contract. The contractor shall be responsible for the additional work and including it when bidding the project.

BASE BID (CLIN 0001):

In addition to the attached concept design, the contractor shall perform the following work and any work related to these tasks:

INTERIOR:

• Breakroom (shown in attachment 11) shall be completely renovated to include all new finishes, millwork, new 2x2 ceiling grid and extending walls to deck. Plumbing, electrical and HVAC shall be added to make the space complete and usable as a breakroom.

• Remove and replace all existing signage within the facility. Patch and repair walls/doors where signs are to be removed. New signage shall provide a room number and 2 slots with printed inserts that can be altered in the future. Provide signage at main entry to include an informational board.

• All new exterior doors shall meet Anti-Terrorism/Force Protection (AT/FP) standards.

AT/FP structural upgrades are not required.

• Remove all wallpaper, wood paneling, crown molding and chair rail within the facility.

All walls within the entire facility shall be finished to a level 5 finish. All walls, doors and frames shall be painted. New hardwood chair rail and wood crown molding shall be installed in conference rooms.

• All door hardware, including exterior doors, shall be replaced. All non-standard/previously “added” doors shall be replaced to match existing doors.

• Install glass storefront doors from hallway into offices 215, 216, 217 and 218.

• Demo wall between office 203 and office 201. Construct new wall from floor to deck approximately 4’ to the east of the door entering Office 201. Office 201 will become a new conference room and shall have (8) conduits installed for additional communications requirements. Provide (8) power outlets to be fed from 2 new circuits from an existing panel. The power outlets shall be installed along the newly constructed wall. Finishes shall be consistent with other conference rooms.

• All stairs shall receive new rubber landings, risers and treads. All handrails shall be sanded and painted.

• Add sink/cabinet/water/sewer to office 208. Cabinet shall be 6’ long with upper cabinets.

• All corridors shall receive luxury vinyl tile (LVT). All base shall be replaced with new rubber base.

Basis of Design for finishes:

LVT: - Shaw Solitude Treads: Johnsonite Base: 4” Johnsonite

• All offices shall receive new carpet squares. The Air Force has a mandatory use Carpet Contracts. The TO contractor will be responsible for the installation of the new carpet squares. The TO contractor shall choose one of the four carpet vendors for purchase of the carpet tiles and adhesive.

For purposes of the carpet purchase and installation, the TO contractor will be a Tier II contractor.

A Tier II contractor is one who shall purchase and install carpet from one of the Tier I vendors listed above. “All terms and conditions, including the NTE pricing established in the Tier I Contracts, shall be incorporated into all subsequent Tier II contracts.”

PLUMBING:

• Replace all water coolers with bottle fill type fountains and repair all piping serving them.

• Demolish and provide new Janitors closets to include one per floor.

• Repair all piping serving plumbing fixtures to include cleaning lines and scoping to ensure adequate drainage. Lines shall be cleaned, scoped and repaired as needed from the nearest manhole to the fixtures. All work shall be witnessed by the government.

ELECTRICAL

• All lighting shall be replaced with LED lights, to include exit signs and exterior lighting.

Exterior lighting shall have one photocell installed to control all exterior lighting.

Restrooms shall receive vanity lights as well as 2x4 lights.

• All areas shall receive new vacancy sensors.

• Provide new electrical power/panels/etc to complete all requirements. Panels that are no longer serviceable shall be replaced.

FIRE PROTECTION/MASS NOTIFICATION

• Install new fire protection system, fire alarm system, and mass notification system to include Live Voice. Install new riser as required. Relocate FDC as needed. Install VESDA system as required by (UFC) Unified Facilities Criteria.

Ensure fire hydrant locations meet UFC requirements. If not, additional fire hydrants shall be provided and connected by the contractor.

MECHANICAL

• Provide a completely new HVAC system as noted in the concept document to include, but not limited to, fresh air, ducted exhaust, exhaust fans, and Direct Digital Controls (DDC) controls. Provide a means to control humidity. Piping for HVAC system shall be hard copper. Design shall meet ASHRAE 62.1 and ASHRAE 90.1. Direct Digital Controls (DDC) controls for this facility shall be fully BacNet compliant and meet the requirements as stated in ASHRAE 135 latest edition.

WORK NOT INCLUDED IN BASE BID

• Do not include any work associated with the elevator tower. This work will be included in the pricing of CLIN 0003 (see below).

• Do not include any work associated with the roof. A new seam roof was installed on the facility after the concept document was initially developed.

END OF BASE BID PROPOSAL

For purposes of the new MACC IDIQ evaluation, only the base bid proposal will be used for determining the lowest price proposals.

In addition to the BASE BID proposal, please provide pricing for the following options:

Optional CLIN 0002:

• Remove all old windows and replace all with AT/FP windows to include removing the metal panels below the windows and creating an infill of spandrel glass meeting AT/FP.

Interior sills shall be solid surface. No Additional structural work is required within the walls and foundations. Windows shall be tinted solar gray.

Optional CLIN 0003:

• Remove and dispose of all shrubs/landscaping/paving, etc., as needed to accomplish work.

All areas disturbed shall be regraded and sod shall be installed.

• In addition to building the elevator tower, expand the construction to include new male and female handicap restrooms on each floor. A minimum of one male and one female shower shall be provided within the facility. Shower area to contain towel hooks, shower rod, hooks and curtain. Include all toilet accessories.

• The existing restrooms shall be gutted and reconfigured to serve as one of the required handicap restrooms as noted above o All restrooms shall have porcelain tile floor and wainscoting to 4’.

o Restrooms shall receive all new fixtures, accessories and partitions.

o Partitions shall be solid phenolic core partitions.

o Vanities shall contain under-mount sinks and shall meet ADA requirements.

• Provide new tankless water heaters for the entire facility.

• Provide new bottle fill water coolers in the tower, one per floor.

• Demolish old janitor closets and provide new Janitors closets to include one per floor.

Currently location of closets may be eliminated and relocated as needed to meet the intent.

• Provide new electrical power/panels/etc., to complete all requirements within the tower and the connection to the existing building. Install fire protection system, fire alarm system, and mass notification system to include Live Voice within the tower. Relocate FDC as needed.

• Provide HVAC with all connections as required in base bid for the tower.

• Finishes for the tower shall follow base bid finishes.

• The contractor shall provide a 3rd party elevator inspection and complete all work to bring the elevator into service.

THIS PORTION OF THE SOW APPLIES TO BASE BID AS WELL AS OPTIONAL

CLINS:

PHASING

The facility will be occupied during construction. The facility shall be turned over in phases. Each phase must be complete and usable. An inspection will be held at the completion of each phase and beneficial occupancy granted at the completion of each phase. The phases as noted on the concept document may be followed, or the contractor may reduce the number of phases. Upon award, the 3rd floor will be vacant of personnel. It would be the desire of the government to start work on the 3rd floor and elevator tower (if awarded as part of optional CLIN 0003) as phase 1.

Once complete, personnel from the second floor could transition to the 3rd floor and provide complete access to the 2nd floors for phase 2. Upon completion of phase 2, personnel from the 1st floor could transition to the 3rd floor to allow work to be completed on the 1st floor. The contractor will be required to keep adequate heating and air conditioning available for all occupants, as well as to eliminate the growth of mold and mildew in uninhabited areas.

The contractor shall provide a conditioned connex’s for storage of unused furniture during each phase of construction. It is the contractor’s responsibility to provide power to the connex, the power may come from the building. Temporary power must be removed at the end of the contract and restored to original condition.

It is the responsibility of the government to move the user’s furniture and equipment to the new space or to storage. Expect 3 weeks between each phase of construction for the users to move to the new space.

DESIGN:

A concept is provided as a guide for this design/build project. The Contractor shall perform work as outlined in the attached design document and this SOW. When the two contradict one another, the SOW shall take precedence. The concept DOES NOT contain all work that is required to accomplish the project and some items may be inaccurate. It is the contractor’s responsibility to verify all information contained in the concept document. The contractor shall provide pricing to cover work as directly shown on the concept document or as needed based on the requirements as noted in this SOW. In some instances, items shown on the concept document may require additional work to accomplish the solution. Specifications are not required; however, items that need specified may be included on the drawings. All testing requirements shall be noted on the drawings.

The government will require a 35%, 65%, and 95% design to be submitted. These should be submitted electronically as .dwg and .pdf. Hard copies of each submittal shall include (1) 24x36 and (1) half size set.

The design schedule shall be as follows:

i. 35% Design – 8 weeks

ii. 35% Design – 3 weeks for Government review

iii. 65% Design – 6 weeks

iv. 65% Design – 2 weeks for Government review

v. Total Design time 133 calendar days

NOTE: Once 65% design is approved contractor can begin construction while the 95% drawings are being completed.

Contract performance for each phase will start after the issuance of a NTP for that particular phase.”

FOR EACH DESIGN

The contractor shall provide design documents to include a 35%, 65%, 95% design and as-builts.

• The design shall accurately represent the existing conditions for all trades involved with the exception of finishes.

• No specifications are required. All products/materials may be specified on the drawings.

• No Furniture, Fixtures and Equipment (FF&E) plans shall be required.

GENERAL DESIGN AND CONSTRUCTION NOTES

1. Any references to State Government, Federal Government, or Industry standards or specifications made herein shall form a part of this specification to the extent referenced thereto and all materials and workmanship under this contract shall comply with or exceed these standards and references. All referenced standards shall be the latest edition.

2. All manufactured equipment and products shall be new materials in good condition and installed as per manufacturer's latest printed instructions, unless specified otherwise herein.

3. The Contractor is responsible for protection of existing facilities equipment from damage during installation and testing operations.

4. The Contractor shall show all calculations on the drawings in lieu of a separate document, except where specifically allowed by the Shaw AFB Design Engineer.

5. Contractor shall take into account the special treatment of hazardous waste, as well as the environmental implications related to building demolition management (i.e. fluorescent lighting tubes, t-stats, etc.). Every effort shall be made to recycle eligible materials, and those not suitable, shall be disposed of off base in accordance with all (SCDHEC) South Carolina Department of Health and Environmental Control regulations.

6. Any refrigerant amounts removed or installed shall be documented and the information shall be provided to Shaw AFB.

7. The contractor shall include make, model number and inherent operational characteristics on the drawings for all of major equipment supplied for the facility. The Contractor shall supply manufacture’s cut sheets with the submittal where the component is identified.

8. If any submittal doesn’t, in the opinion of the Contracting Officer, meet or exceed the requirements contained within this SOW, in the Shaw AFB Design Standards or in any referenced design guidance or nationally recognized code then it shall be considered to be unacceptable and returned to the Contract for correction and resubmission. The Contracting Officer has the option, in lieu of disapproval, to provide acceptance of a submittal with required corrections identified if it is determined the submittal is substantially complete and correct.

9. Ensure that any demolition, utility cut and capping, and debris removal service performed at Shaw AFB, South Carolina in completed in such a manner that will restore a neat and professional appearance of base areas.

10. The facility/area shall be cleaned in its entirety, including exterior areas, before being returned the government.

WARRANTY

Contractor shall furnish a minimum one year warranty against defects in material and workmanship starting on the beneficial occupancy date.

GENERAL INFORMATION

The contractor shall provide all management, tools, supplies, equipment, labor, and applicable licenses and permits necessary to complete the requirements within. All work shall be done in strict accordance with this Statement of Work and subject to the terms and conditions of the contract and in accordance with (UFC) Unified Facilities Criteria, Unified Facilities Guide Specifications (UFGS), the International Building Code (IBC), International plumbing code (IPC), South Carolina Department of Health and Environmental Control (SCDHEC), National Electrical Code (NEC), National Electrical Safety Code (NESC), National Fire Protection Association (NFPA), EPA 402-K-01-001 (2008), South Carolina Department of Transportation (SCDOT), South Carolina Department of Health and Environmental Control (SCDHEC) Shaw Air Force Base Design and Construction Standards, Change 2, 21 Aug 2018 and all other applicable codes.

PERMITS

The contractor shall pay for and obtain any required permits. The contractor shall act in accordance with this Statement of Work, SCDHEC, Federal, and Shaw AFB guidelines.

WORKING CONDITIONS

The Contractor shall take all precautions to insure that his operations are conducted in a manner as to minimally interfere with the normal operations of the base and the safety and convenience of the base personnel. The contractor shall coordinate utility outages with the Civil Engineering Squadron (CE) service call and the user.

GENERAL PROJECT NOTES

Contractor is responsible for verifying all dimensions, quantities and square footages. All dimensions, quantities and square footages included are approximations. Construction and demolition shall be in strict accordance with the Shaw Air Force Base Design and Construction Standards. The information provided in this Statement of Work (SOW), the provided drawings, and the requirements of the Shaw Air Force Base Design and Construction Standards shall be determined to be the minimum standards required in this project.

The contractor shall video all areas in which work shall occur prior to starting work to include interior and exterior of B216. UFC’s take precedence over all standards, codes and Shaw AFB Design Standards and requirements that pertain to the work within this SOW.

During construction, the contractor shall take care not to damage existing structures, etc. that will not be replaced as part of this contract. Contractor shall be responsible for the temporary support of all devices as required to perform work. Any demolition work that needs to be accomplished to complete the contract is the responsibility of the contractor. All material shall be installed per manufacturers’ recommendations. All items listed in the SOW are to be supplied and installed by the contractor unless otherwise noted.

A pre-construction meeting will be held at Shaw AFB to include the Contractor and Government representatives. The Government shall set up this meeting, to be held on Shaw AFB, with the Contractor and Government representatives, to discuss all remodel requirements, as well as any other construction issues the Contractor may have. All finishes shall be presented to the project inspector as one submittal for selection and approval prior to installation. All material that could be discontinued shall be on-site, i.e. carpet and tile prior to starting project so there will be no difference in color.

Where specific part numbers or manufactures are referenced, it shall be understood that the contractor may use an approved equal.

ASBESTOS/LEAD BASED PAINT

Selective Building Material System Demolition: Prior to any demolition, the Contractor shall perform a destructive asbestos and lead survey in accordance with SCDHEC regulations and requirements and prepare an electronic version to be submitted to the Government. The electronic version shall be in Adobe pdf format. The report shall be submitted to the Government for approval prior to requesting abatement permit. The survey shall be used as estimated quantities for abatement. Building 216 contains Asbestos Contaminated Materials (ACM) and lead paint in the quantity and types as noted in the attached ACM report dated 25 Oct 2010. A new report shall be required due to the age of the existing report. See attached report.

Contractors pricing shall take into account all updated code requirements.
