STATEMENT OF WORK
MULTIPLE AWARD TASK ORDER CONTRACT (MATOC)
ORIENTATION SEMINAR
01 Sept 2023
1. Objective
This Statement of Work describes the requirements for the Contractor to attend and participate in a one day MATOC Orientation Seminar. The seminar will be held at
Fairchild AFB, WA. The contractor will attend the conference and submit required deliverables detailed below. Seminar content will include various contract administration, security, design/engineering perspectives and construction management information. Results of the seminar are expected to set the framework for solid partnering, increased base familiarity, and clarification of processes/perspectives. The seminar is not intended to discuss or change contract requirements.
2. Scope
The Contractor shall attend and participate in the MATOC Orientation Seminar at
Fairchild AFB, WA. This conference is intended as an orientation to the MATOC program for Fairchild AFB. The seminar shall provide a program overview covering several topics, as follows:
▪ Partnering
▪ Government/Contractor Design Build Philosophies
▪ Program Management o Contract Administration o Cost and Change Controls
▪ Project Management o Quality Control Program (i.e., quality control vs. quality assurance, superintendence) o Design management o Construction management o Security/Philosophies (i.e. FPCONS, Base security requirements) o Site specifics associated with the base
▪ Base Design Standards
▪ IFS
▪ Environmental requirements.
The orientation seminar will be conducted in an open communications environment.
Cross flow of information and ideas is paramount to the seminar’s success.
Exact date and time for this conference will be scheduled after basic contract award.

3. Taskings and Deliverables
a. As a minimum, the Contractor’s Program Manager shall attend the seminar. It is highly encouraged for a Design Team Member and other key team members to attend who are intimately involved with contract administration, design/build, superintendence, quality control, construction management and program/project management.
b. The Contractor shall deliver the following information to the 92d Contracting
Squadron 1 week prior to the scheduled seminar date:
• One copy of the contact information for the seminar attendees, to include their name, social security number, date of birth and company for base access
- Send information in a password protected document.
- Password to be issued to us in separate email.
• Contract Management Staff Plan, defining roles (to include signatory authority) and contact information
- Signatory Authority Signer letter is required.
• Primary Quality Control Plan (per MATOC Specification Section 01700)
• Primary Safety Plan (per MATOC Specification Section 01100)
• List of names and information of employees who will require recurring access to the base as part of the MATOC contract, either for bidding or work.
• No more than 3 questions, issues, or concerns pertaining to the overall contract. The Government will endeavor to address all inquiries received from the Contractor.
c. Email all deliverables 1 week prior to the scheduled seminar date to Tuyen
