MEMORANDUM FOR MATOC CONTRACTORS

FROM: 92 CONS/PKB

SUBJECT: Fair Opportunity Proposal Request (FOPR) under the FY24 Multiple Award Task Order

Contract (MATOC) Solicitation: Seed Project GJKZ1135564, Repair (SUS) Structural

Deficiencies Building 2451, Fairchild AFB, WA

1. This is a FOPR for subject project to be awarded on a fair opportunity basis pursuant to Federal

Acquisition Regulation (FAR) 16.505 ordering procedures, the terms and conditions of the basic FY24

MATOC Contract, and the specific requirements outlined in this request with attachments.

2. TASK ORDER DESCRIPTION: Fairchild AFB invites you to submit a proposal for Seed Project

GJKZ1135564, Repair (SUS) Structural Deficiencies Building 2451. This is a Design-Build project defined as a specific Work Element No. 2 proposed task order as specified in the basic MATOC contract requirements.

a. Work includes but is not limited to: 35% Stamped Design Calculations; Addition/repair of structural elements to bring the building back to acceptable standards. Project includes structural upgrades to ledgers, purlins and 16 columns to meet the requirements of the attached Statement of Work.

3. PROJECT MAGNITUDE: The project magnitude is between $500,000 and $1,000,000.

4. PERFORMANCE PERIOD: Total Performance Period for this project is 235 calendar days and will be performed in three distinct phases:

• Phase I - Phase I is identified as the 35% Design, Material Gathering, and Submittal Phase, and has a duration of 90 calendar days to design, prepare, submit, and receive approval on all submittals, other than those required for closeout.

• Phase II - Phase II is identified as the Physical Work Phase and has a duration of 100 calendar days to occupy the work site and to physically accomplish the work.

• Phase III – Phase III is identified as the Closeout Phase and has a duration of 45 calendar days for completion of all closeout requirements per the basic MATOC specification.

5. NOTICE TO PROCEED: A Notice to Proceed (NTP) shall be issued for each phase of work. NTP for Phase I will be issued within 15 calendar days after award of the task order and upon receipt and approval of bonds, the contractor’s Quality Control Plan, and a Schedule of Values. NTP for Phase II/III will be issued upon substantial completion of Phase I/II work, respectively.

6. WINTER EXCLUSION: Winter Exclusion period IS applicable.

7. LIQUIDATED DAMAGES: Liquidated damages (LDs) shall apply for Phases I/II: Design/Material

Gathering/Submittal and Physical Work. Breakdowns for each phase are:

• LDs for Phase I will be assessed in the amount of $185.00 per day.

• LDs for Phase II will be assessed in the amount of $224.00 per day.

8. WORKING HOURS: Work hours will be restricted to 7:00 AM to 4:30 PM, Monday through Friday, excluding Federal holidays.

9. CONTROLLED/RESTRICTED AREA: The work at the Building 2451 is NOT located in a controlled area. Escorts will NOT be required. An Entry Authorization List (EAL) will NOT be required.

10. SUPERINTENDENT / QC SUPERINTENDENT: The Superintendent/QC responsibilities MAY be combined. QC requirements of the basic contract shall be met; Contractor Quality Control shall also conform to UFGS, Guide Specification 01 45 00.00 10/20.

11. QUALITY CONTROL PLAN: Within 15 days after the award of the task order, the Contractor shall submit an Interim Quality Control Plan per the provisions of the UFGS Guide Specifications, Section 3.2.

12. WAGE DETERMINATION: The most current “Building” wage determination for Spokane County referenced in the basic MATOC contract is applicable to this project.

13. BONDS: The successful offeror will be required to submit a performance and payment bond in the amount of 100% of the task order price within ten (10) calendar days after task order award. Bid Bonds not required.

14. NOTICE TO OFFERORS: Funds are not presently available for this effort. No award will be made under this solicitation until funds become available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the

Government has no obligation to reimburse an offeror for any costs.

15. CONFLICT OF INTEREST: Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any basic contract clause(s) that govern the Indefinite Delivery/Indefinite Quantity (ID/IQ). Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.

16. PRE-PROPOSAL SITE VISIT: A pre-proposal site visit will be held on 8 November 2023 09:00

AM. (PST). Parties will meet at the Contracting Office, Bldg. 2451A Fairchild AFB, WA. Attendees must be pre-cleared to access the base. All interested contractors should contact the MATOC Team at

92CONS.MATOC.Team@us.af.mil at least 3 days prior to the site visit to request clearance for access to the base.

17. OFFERS DUE: Proposals shall be submitted to this office no later than 28 November 2023 at 2:00

P.M. (PST), unless changed by Amendment. Proposals submitted after the established submission time will be “late” in accordance with FAR 52.215-1(c)(3).

18. PRICE SCHEDULE: Price proposal shall consist of completing the Government provided price schedule (Attachment: 24R0001_GJKZ1135564-Atch10A-PriceSchedule). Proposals shall indicate that offers are valid until 31 March 2024 for Government acceptance, as well as acknowledgements of all amendments issued to the FOPR. In addition, the contractors shall provide a Schedule of Values (SoV) along with their price proposal. The SoV shall be broken down per the current MasterSpec format: by

Division, and subsequently, by Section. Each Section Item shall include the Section Number, Section Title, and Scheduled Value. The Design effort shall be a separate line item of its own. (The Schedule of Values is for informational use only.)

19. QUESTIONS AND ANSWERS: Any questions, whether technical or contractual in nature, shall be submitted in writing to the Mr. Tuyen Nguyen at tuyen.nguyen.2@us.af.mil or Ms. Heather Rogers at heather.rogers.9@us.af.mil one week prior to proposal due date. Questions will be consolidated, and responses will be posted on www.sam.gov.
