SUBJECT: Amendment 03 for Fair Opportunity Proposal Request (FOPR) under the FY24 Multiple Award Task Order Contract (MATOC): Seed Project GJKZ1135564, Repair (SUS) Structural Deficiencies Building 2451, Fairchild AFB, WA
A. The purpose of Amendment 03 is to answer questions proposed by prospective contractors for the FY24 MATOC. In addition, to correct administrative errors from Amendment 02, effective 14 November 2023 to update Block 10.C and 10.K of the SF 1442.
1. Question: Section L-2.2.2 states up to five past performance projects may be submitted for each prime, teaming partner, and/or joint venture partner; however, it was stated during the job walk that only five projects in total can be submitted per offeror. Please confirm if each team member is allowed up to five past performance projects or if each solicitation response is limited to five projects total.
Answer: Per Section L, Paragraph 2.2.2, the total amount of Past Performance Information Packages requested is five (5). Determination of the mix between each prime, teaming partner, and/or joint venture partner is at the discretion of the offeror.
FA462024R00010003
2. Question: Section L-2.2.2 states up to five past performance projects may be submitted for each prime, teaming partner, and/or joint venture partner. Is a joint venture (JV) allowed five past performance projects completed as a JV along with an additional five past performance projects for each JV member completed outside of the JV?
Answer: No, refer to Question 1.
3. Question: With clarifications to questions Q1. and Q2. above pending, we are unclear regarding the number of Past Performance Questionnaires (PPQs) we will are allowed to submit. We respectfully request an extension of the Solicitation response due date to December 19th to allow us to develop and distribute the acceptable number of PPQs once a response to our questions is provided.
Answer: At this time an extension to December 19th will not be provided. However, an additional fourteen (14) days was added to the Solicitation via Amendment 02, effective 14 November 2023. Attachment 7 has been revised. See revised Past Performance Cover Letter and Questionnaire attachment (24R0001_Atch7-Amend03PastPerfCvrLtrQuestionnaire)
4. Question: Is non-contaminated material generated during construction to be disposed of onsite or offsite and is the Contractor responsible for the transportation and any associated costs?
Answer: Non-contaminated waste generated during construction must be tracked and disposed of at an approved off-site location. Contractor is responsible for the transportation of material and all associated costs. Refer to Section 01100 Paragraph 6 - Waste Disposal of FY24 MATOC Specifications and Section A.3 Paragraph H - Solid Waste Disposal on the Master Base Design Guide (BDG) Specifications. See Attachments 24R0001_Atch1-FY24MATOCSpecs10OCT2023 and 24R0001_Atch1-FY24MATOCSpecs10OCT2023
5. Question: Is contaminated/hazardous material (lead/asbestos/etc.) generated during construction to be disposed of onsite or offsite and is the Contractor responsible for the waste management, transportation, and associated costs?
Answer: Contaminated waste generated during construction must be tracked and disposed of at an approved off-site location.
6. Question: Question 1, Amendment 2 clarifies that seismic code updates are not part of the seed project. Will designs for future task orders be required to meet current federal facility seismic codes?
Answer: There are no future projects planned at this time. Any future task orders shall be addressed at the time of project planning.
7. Question: Page 7 of the Existing Conditions Report states the existing ledgers are overstressed by 28% due to snow drifting loads. Will the design and construction of the seed project be required to address the 28% overstress or does the scope only involve securing the roof purlins to the ledger using steel strapping or some other acceptable method?
Answer: No, the intent of this project is to improve the purlin to ledger to firewall connection using an engineered solution. The design and construction are not specially to address the snow load. However, we do anticipate the requirements for repairs will improve the snow load.
8. Question: Please consider increasing the past performance project timeframe from 3 years to 7 years?
Answer: Refer to Section L Paragraph 2.2.2, each relevant contract shall have performed during the past three (3) years from the date of issuance of this solicitation.
9. Question: If the Contractor has previously completed PPQs on past performance projects, is it allowable to submit the completed PPQ in place of obtaining a new PPQ for the same project. We recognize this as an additional burden to our federal clients.
Answer: Refer to Section L, Paragraph 2.2.4. Yes, prior completed PPQs may be submitted, however, "Evaluators shall send questionnaires directly to the Government. No questionnaire submittals will be accepted from the offeror being evaluated".
10. Question: Will joint venture agreements, subcontractor/partnering consent forms, and diagrams/charts count against the 30-page limit to Volume I
- Past Performance? This could significantly limit the amount of space available to some proposed teams to adequately describe past performance and experience. Can joint venture and teaming documentation (e.g., agreements, recertification letters, etc.) be excluded from the page count? Please see Questions 1 and 2 for additional information.
Answer: Per Section L, Paragraph 2.3.4 - Contract Forms. All required documents other than Past Performance Contents are included in Volume II, which has no page limits.
11. Question: Attachment 10B: SOW, Revised 10/30/2023, states in Section 4.3.1 "engineer and install added support and tie-ins at ledger/purlin connection(s) at each of the 16" thick fire wall separations." During the site visit on November 8, 2023, we were told during that the ledgers should be repaired, replaced, or strengthened to satisfy design snow loads based on the current International Building Code.
(a) Are we correct the project consists of strengthening only the ledger to wall connection for the current building code design snow load including drifts?
(b) Some of the roof rafters bear on a sill plate on the top of the CMU wall, therefore the support for vertical roof loads is a bearing connection. Are we correct these connections would not be strengthened for Item "a"?
(c) Some of the roof rafters have been notched / cut for MEP systems (or other reasons) near the ledger connection. Does the project scope include repairing these joists, or are these to remain as-is since they are not included in the SOW Attachment 10B?
(d) The adequacy of the roof rafters or their connection to the ledger to meet the current design snow load and drift is not noted in the SOW Attachment 10B. Are we correct that strengthening existing roof rafters is not included in this project scope?
Answer: Verbal answers during the site visit are not binding.
(a) Attachment of purlins to the firewall is to help transfer some loading from snow to the firewall in conjunction with the ledgers, not just adding additional support to ledgers.
(b) This is correct, an engineered tie-in from purlins to firewall is still recommended. However, it will be up to the Designer of Record to determine the appropriate course of action.
(c) These locations (at each firewall sliding door, 6 locations total). We have determined that these are acceptable as the notch is at the ends and not the midpoints of the purlins. No repair necessary to these notched purlins.
(d) Strengthening of the roof rafters (substantial wooden structural members, not purlins) is not included in this scope of work.
12. Question: The SOW Attachment E - Existing Conditions Report raises a concern about the lack of out-of-plane bracing between the top of the CMU wall and the roof sheathing in Section 6 on page 8/10. Attachment 10B, SOW revised 10/30/2023, in Section 4.3.1 appears to allude to addressing this concern by using the language "tie-ins at ledger/purlin connection(s)" however this scope is unclear.
(a) Are we correct that lateral out-of-plane wall bracing and anchorage for the top of the CMU walls to the roof diaphragm for seismic loading should be included in the scope of work?
(b) If yes to item "a"
(i) Is this bracing & anchorage to comply with the requirements of ASCE 7-16 Section 12.11.1 & 12.11.2.2 for Seismic Design Category "C"?
(ii) Section 12.11.2.2 of ASCE 7-16 requires the use of cross-ties to develop the lateral load into the roof diaphragm. Are we correct that cross-ties are to be included in the scope of work Answer:
(a) No lateral out-of-plane wall bracing / anchorage to be specifically designed. Tie-ins are to help support purlin and legers only. Any additional out-of-plane bracing that occurs due to the work would be secondary and not intentional.
(b) Refer to Q&A 12 (a).
13. Question: The scope of work does not address the "in-plane" lateral connection between the roof sheathing and the CMU walls (lateral load parallel to the length of the CMU wall). Are we correct this connection is not part of the project scope?
Answer: This connection is not part of the project scope.
14. Question: Please specify if a separate Site Safety and Health Officer (SSHO) is required for the Seed Project. If not, please confirm that the superintendent/CQM can also perform the duties of the SSHO.
Answer: No, a separate SSHO is not required. The combined Super/QC will perform these duties.
15. Question: Please confirm that the Contractor is only responsible for the HAZMAT survey for the Seed Project and that ACM abatement is N.I.C.
for the Seed Project.
Answer: Correct. Any HAZMAT found will be treated as differing site conditions.
16. Question: Please confirm that the Government is responsible for moving / relocating of furniture, shelves, filing cabinets, etc. for the contractor to perform the structural upgrades on the Seed Project.
Answer: The Government will have all applicable spaces cleared to work prior to Phase II - Physical Work Phase.
B. All other items remain unchanged.
C. Please contact the Mr. Tuyen Nguyen at tuyen.nguyen.2@us.af.mil or Ms. Heather Rogers at heather.rogers.9@us.af.mil with any questions or concerns.

Past Performance Volume is due by 28 November 2023 2:00 P.M. ( ). PST Per Amendment 02 effective 14 November 2023, Past Performance Volume is due by 12 December 2023 at 11:00 A.M. (PST)
2.2.5 Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor's consent. Provide a Subcontractor/Teaming Partner Consent Form (24R0001_Atch9-SubKTRTeamingArangementRelease) in Section J, from all subcontractors/teaming partners that will perform major or critical aspects of the requirement, consenting to release of their past performance information to the prime contractor.
2.2.6 History of Organizational Structure Change: Many companies have acquired, been acquired by, or otherwise merged with other companies, and /or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
2.3 VOLUME 2 - PRICE AND CONTRACT FORMS

Additionally, a letter from an acceptable surety is required indicating bonding capacity of at least $10 million. 2.3.3 Financial Resources: Offerors shall address a fiscal plan for covering phase-in, unexpected and/or emergency situations, and initial performance costs prior to recoupment in the form of progress payments.
