Section C - Description/Specifications/Statement of Work
Miscellaneous text in this section has been modified to:
SUBJECT: Amendment 0005 for Fair Opportunity Proposal Request (FOPR) under the FY24 Multiple Award Task Order Contract (MATOC): Seed Project GJKZ1135564, Repair (SUS) Structural Deficiencies Building 2451, Fairchild AFB, WA
A. The purpose of this amendment is to answer questions proposed by prospective contractors for the FY24 Multiple Award Task Order Contract (MATOC) and Seed Project.
1. Question: Since questions are due 10 days prior to bid and amendment 4 just posted today and the bid date did not change can we have until Monday to request clarifications on some of the answers?
Answer: Refer to Question 4 on Amendment 0002, effective 14 November 2023. All questions were to be submitted NLT one (1) week prior to

2. Question: One huge change is question 45 which says to provide work on 45 columns (the way I read it). The SOW only has 16 columns listed and the Govt Work Plan says "No column work in this area" in areas A, B, and C. Is the intent to repair all 45 columns or just the ones identified in the

SOW and Govt Work Plan?
Answer: No, the intent is not to repair all 45 columns. Response to Question 45 on Amendment 004, effective 30 November 2023 should have read "The objective work at the top of the columns is to provide matching, existing column supports ( wood members) at all four sides of 45 degree

3. Question: Of the 1080 lin ft of wall that need to be repaired roughly 525 lin ft is shown to have ceilings to be removed and replaced. Since we did not have access to all the areas of work during the site visit can the government tell us of the 525 lin ft of ceiling how many lin ft is hard lid and/or lay-in-ceiling to include in our proposal?
Answer: For bidding purposes, there is approximately 300 feet of lay-in-ceiling and 200 feet of hard lid ceiling.
4. Question: Per the FOPR there is only 100 calendar days for Phase II. That breaks out to two weeks for each side of the 180 lin ft of wall. Given the limited access, temporary protection, removal and repair of existing obstructions, plus structural repairs two weeks is not enough time. Can Phase II be increased to 168 days?
Answer: Phase II - Physical Work Phase will be increased from 100 calendar days to 180 calendar days. Total Period of Performance will increase from 265 calendar days to 345 calendar days.
5. Question: It is unclear whether the SOW includes strengthening of the existing purlin members (in addition to the connection). The initial SOW and Amend 0003 notes only the purlin-ledger-wall connect. However Question 76 of Amend 0004 clearly includes strengthening of purlins in addition to the connection. We need clarity on whether purlin strengthening is included in the scope of work. If yes, are all purlins throughout the building to be strengthened? If purlin strengthening is to be exempt, we need clarity on that since the provided documents are unclear/contradictory.
Attachment 10B Scope of Work:
o Additional support of existing ledger to wall connection. (SOW Section 4.1.6.1) o Added support and tie-ins at ledger/purlin connection(s) (SOW Section 4.3.1).
Amendment 0003 - Responses to questions:
o "Improve" purlin-ledger-wall connection per Questions/Answers 7, 11a & 11b.
o Notched purlins at the fire wall doors are exempt from SOW per Question/Answer 11c.
o Strengthening of roof members (aside from purlins) is exempt from SOW per Question/Answer 11d.
o In-plane and out-of-plane lateral and bracing/anchorage connection for wall to roof are exempt from SOW per Questions/Answers 12a & 13.
Amendment 0004 - Responses to additional questions:
o Notched purlins observed at the mezzanine are not exempt from the SOW per Question/Answer 75 o Strengthening of the purlins in addition to strengthening of the purlin-ledger-wall connection is part of the SOW per Question/Answer 76.
Answer: Strengthening of purlins is not part of the scope of work. The notches observed are at the ends are not required to be repaired but are still required to be addressed in the design for a connection to the firewall/ledger.
