STATEMENT OF WORK

FOR

Building 2451 Structural Deficiencies

AT

FAIRCHILD AIR FORCE BASE, WASHINGTON

Project No.: GJKZ1135564

1. PROPOSAL

This Task Order is directed by Work Element No. 2 (Design-Build Effort Required) as specified in the MATOC Specification, General Contract Requirements, Section 01000, Paragraph 1.2. This Statement of Work (SOW) defines the scope for this task order to include 2 components:

1.1. CLIN 0001AA: Structural Design to 35% and repair indicated structural deficiencies.

Provide all labor, materials, and equipment necessary to provide the repair of structural deficiencies of B2145 per 35% design.

Each Contract Line Item Number (CLIN) component shall be priced to include all items of work described in the general work descriptions. In addition to the Price Schedule, the contractors shall provide a Schedule of Values (SoV) along with their price proposal. The SoV shall be broken down per the current MasterSpec version format: by Division, and subsequently, by Section. Each Section Item should include the Section Number, Section Title and Scheduled Value.

Supporting information is listed as Attachments A through F at the end of this document.

Government furnished information/materials are not guaranteed to represent actual conditions and shall therefore be field verified prior to submission of proposals, and incorporation into the design.

Questions must be submitted to the Contracting Officer in writing.

2. PROJECT MANAGEMENT

The following is a summary of the project phases and respective management requirements.

2.1. Performance Period: The performance period shall not exceed the number of calendar days shown in the Fair Opportunity Proposal Request, and subsequent Task Order. The performance periods shall be broken down into three phases: Phase I – Design, Plans, and Material Submittal/Gathering; Phase II – Physical Construction; and Phase III – Closeout. A Notice to Proceed (NTP) will be issued for each performance period.

2.2. Phase I: Upon award of the task order, receipt of acceptable bonding, and Contractor’s Quality Control Plan; NTP for Phase I shall be issued. MATOC Contractor shall submit work plans, material submittals, Engineered, Stamped, 35% Design, Hazardous Materials Survey, etc. The Contractor owns the burden of managing time and obtaining acceptance of all submittals. The contractor shall allow 14 days for Government review of each submittal. Ensure submittals are provided to the Government in a timely manner allowing adequate time for Government review, approval and if necessary, resubmittal.

2.2.1. After Design submittal, the Contractor shall schedule a meeting to review and resolve Government review comments. The Design submittal, Government review, review meeting, and approval must occur within the Phase I Performance Period. The review meeting shall be scheduled no more than 21 calendar days from the date in which the Government receives the submittal.

2.2.2. The Contractor shall be required to complete the material submittal process and obtain Government acceptance of all submittals prior to the completion of Phase I. The Contractor shall realize that some submittals may not be able to be reviewed without acceptance of the Design, as the submittals must match the Design. The Contractor is responsible for allowing time for this during the Phase I Performance Period.

2.3. Phase II: NTP to Phase II shall be issued upon acceptance of Phase I.

2.3.1. Planned disruptions of gas, electric, other utilities or occupied spaces must be coordinated with the Construction Manager a minimum of 7 days in advance of work.

2.3.2. Winter Exclusion is not applicable to this project.

2.3.3. The Government will make a determination prior to the end of Phase II, after a joint Contractor/Government inspection of the punch list items, whether Phase II is Substantially Complete.

2.4. Phase III: NTP for Phase III shall be issued upon acceptance of Phase II. Per the contract specifications, the requirements for Closeout Procedures shall be managed by the contractor throughout the total contract performance period. The contractor shall finalize all requirements, allow for government review, and receive Contracting Officer

approval of the receivables. The NTP for Phase III shall identify the due date for completion of the Closeout requirements. As-built drawings (including AutoCAD), Geographic Information Systems (GIS), and O&M’s are required.

2.5. Quality Control: The contractor shall refer to and follow the MATOC General Contract Requirements Section 01700 – Contractors Quality Control. A separate Superintendent and Quality Control (QC) SHALL BE required for this project. The QC shall follow all Quality Control Sections found in the current Fairchild Base Design Guide (BDG) (Section 014516 – Quality Requirements).

2.6. Work Restrictions: The building WILL be occupied during all phases of the project.

The following work restrictions shall apply:

2.6.1. This project is in a Non-Restricted area.

2.6.1.1. Escorts WILL NOT be required.

2.6.1.2. An Entry Authorization Lists (EAL) WILL NOT be required for work in this facility, or to enter this facility.

2.6.2. Work hours will be restricted to 7:00 am to 4:30 pm, Monday through Friday, excluding Federal holidays.

3. ENVIRONMENTAL

All applicable requirements of the BDG Section 013543 – Environmental Procedures shall be followed in the execution of this project.

3.1. Hazardous Materials Survey:

3.1.1. The Contractor shall perform a Limited Asbestos Survey in support of this project, prior to any physical work being performed.

3.1.1.1. Test only the materials and surfaces affected by the work under this contract. Repair areas where destructive testing is required, with weatherproof seals at exterior areas. If the building is occupied, all appropriate measures must be taken to protect occupants from exposure to hazardous materials as a result of testing. Advance notice of two days will be required for building access.

3.1.1.2. All painted surfaces affected by the construction of this project shall be assumed to contain lead and shall be treated as a regulated coating. Disposal of lead containing materials shall meet all Federal, State and Local laws.

Prior to any waste streams leaving Fairchild AFB the contractor shall have a TCLP analysis accomplished. Results of the TCLP will be submitted to the Government for review and acceptance.

3.2. Solid Waste: The Contractor shall submit a Solid Waste Disposal Plan and track waste generated by construction activities. Legally dispose of all debris and excess materials off base. Provide dump receipts and complete the Quarterly Solid Waste Disposal tracking worksheet in accordance with the FAFB Environmental Specification of the BDG. Contractor shall make every reasonable effort to reduce the amount of solid waste generated by salvaging and/or recycling materials to the greatest extent possible.

The Contractor shall be responsible for the proper handling and disposal of all solid waste accumulated or generated on FAFB (Tacoma Cr) in performance of the contract.

3.3. Hazardous and Universal Waste: For any project generating hazardous or universal waste, the contractor is responsible for identification, proper storage, management, and disposal of said waste. All Hazardous Waste manifests shall be signed by 92

CES/CEIE.

3.4. Sustainable Procurement: Requirements for use of Recovered Materials are referenced in the BDG, Section A.3 (D). It is the responsibility of the Designer of Record to identify items that fall under all the SPP programs required for this project.

4. GENERAL WORK DESCRIPTION

Activities specific to this project shall include but are not limited to:

4.1. Design: Develop Engineer stamped 35% Design from this Government Statement of Work. Refer to MATOC Specifications General Contract Provisions Section 01300, for requirements as applicable to the scope of this task order. Provide existing site verification, Design (including demolition and new construction), Design Analysis, Calculations, Drawings and Specifications as required by this Statement of Work.

Pertinent information for design is included on Attachments A through E.

4.1.1. Verify existing site conditions, measurements and locations, including all affected building structural elements; walls, columns, beams etc. Government Furnished Existing Drawings/Maps are not guaranteed to represent actual conditions and must be field verified prior to submission of bids, and incorporation into the Design. Provide drawings (plans, engineering profiles, sections, details, calculations, etc.) showing existing site layout, elements, and appurtenances that will be affected by the Statement of Work. Repair all existing site elements damaged as a result of destructive investigation.

4.1.2. No existing as-built drawings exist.

4.1.3. All A/E/C CAD standards shall be met by 35% design. If all standards are not met the submittal will not be accepted and the project will not be allowed to proceed to the next phase of design.

4.1.4. Design (specific):

4.1.5. Design shall include stamped engineering calculations and connection details.

4.1.6. Design shall include field verification of existing indicated structural elements.

4.1.6.1. Approximately 16” x 180’-0” (approximately, verify actual measurements) CMU Fire separation wall ledger requires additional support to increase capacity of roof loading to meet or exceed ASCE and IBC requirements.

4.1.6.2. Area D of 2451: Vertical wood columns require additional support and or protection. See Attachment C – Government Work Plan for locations of specific columns requiring work. 16 Columns.

4.2. Temporary Facilities: Provide temporary facilities in accordance with the Fairchild BDG Section 015000 –Temporary Facilities and Controls. In some instances, temporary facilities will not be required and need to be coordinated case by case with customers. Physical work will need to be coordinated inside of shops and office spaces.

4.3. Construction: Design, Engineer and correct noted structural deficiencies to bring building elements back into compliance in accordance IBC, and ASCE.

4.3.1. Wood Ledger Repair: Engineer and install added support and tie-ins at ledger/purlin connection(s) at each of the 16” thick fire wall separations. Each Firewall is approximately 180’-0” in length with purlins 2’-0” on-center. See Attachment C – Government Working Plan for locations.

4.3.1.1. Some locations are not readily accessible from the floor, and require demolition and reinstallation of hard gyp ceiling or lay-in ceiling and grid systems. See Attachment C – Government Working Plan for areas requiring demo for access to Wood Ledger for repair.

4.3.2. Wood Columns (AREA D ONLY): Engineer and install added support to column connections at the top. Realign columns to plumb. Identified columns have a heavy twist, engineer to make a determination if columns are suitable for repair or replacement. There are 16 columns in Area D, see Attachment C – Government Work Plan to see identified specific columns:

4.3.2.1. Columns: Engineer and Add structural elements to effectively distribute load per structural engineer details and design calculations. See Attachment D – Existing Pictures for condition of the 16 identified columns.

4.3.2.2. Provide structural support and high visibility paint to columns for protection from impacts and to help with avoidance of impacts.

4.3.2.2.1. Column 1: Demo gyp covering, ADD (1) diagonal brace from column to purlin. ADD impact protection. Gyp covering not required to be restored.

4.3.2.2.2. Column 2: ADD impact protection only.

4.3.2.2.3. Column 3: ADD (2) diagonal braces. ADD impact protection.

4.3.2.2.11. Column 11: Electrical panels and an outlet are mounted to column , to remain. ADD (1) diagonal brace. ADD impact protection for panels and column.

4.3.2.2.12. Column 12: Detach fencing as needed. ADD impact protection only.

4.3.2.2.13. Column 13: ADD (1) diagonal brace. ADD impact protection.

4.3.2.2.14. Column 14: Remove fencing as needed. ADD impact protection only.

Reattach fencing.

4.3.2.2.15. Column 15: ADD (1) diagonal brace. Electrical on column, to remain.

ADD impact protection.

4.3.2.2.16. Column 16: Column is heavily twisted, determine if suitable to remain.

Replace if loading requirements cannot be met. Base is damaged, repair.

Detach fencing as needed, (2) sides. Column has electrical on (3) sides to remain. ADD impact protection. Reattach fencing.

4.3.3. Site Restoration: The contractor is responsible for restoring all site areas (structural, finishes, and any utilities) that are disturbed by the construction activities. Repair surrounding utilities (including but not limited to steam piping, electrical conduit and panels, domestic piping, ductwork) surfaces (including, but not limited to: gyp ceilings, lay-in ceilings and grids, walls, fencing) and structures impacted by construction.

4.4. As-Built Information: The contractor shall provide AutoCAD file(s). No existing CAD files are available for this building. The contractor shall submit these files as *.dwg drawings showing the work performed. The specifications of as-builts are

identified in the Current Base Design Guide (BDG) – Design Specific Requirements.

CAD drawings shall meet the Current A/E/C Standards and Current A/E/C Graphics Standards and any other requirements in the BDG.

5. MATERIALS

All materials, products and systems used on this project shall be non-toxic, certified to be asbestos free, containing lead only under the provisions of the Code of Federal Regulations (CFR) Part 1303. All materials used must meet or exceed the strength requirements applicable to the ASD or LRFD standard. All Manufactured materials must be tested as outlined in the International Building Code (IBC).
