SUBJECT: Amendment 0004 for Fair Opportunity Proposal Request (FOPR) under the FY24 Multiple Award Task Order Contract (MATOC): Seed Project GJKZ1135564, Repair (SUS) Structural Deficiencies Building 2451, Fairchild AFB, WA

A. The purpose of this is to answer questions proposed by prospective contractors for the FY24 Multiple Award Task Order Contract (MATOC) and Seed Project.

1. Question: Please clarify - Pg. 60 shows in the chart that you want 2 CDs of Volume I & 2 CDs of Volume II, yet on page 59 (1.10) you want Offerors to submit 2 CDs of Vol I and Vol II - stating that each proposal will contain both Vol I & II. Please clarify how many total of CDs do you want and what is to be on them.

Answer: The objective is to have duplicate copies of Volume I and Volume II in case one copy is corrupt and unable to be read.

2. Question: Please clarify - Pg. 68, Section M, 3rd item: Pre-Award Survey may be conducted. And with this not being listed requirement item in Section L, we want to clarify this is not a requirement for the proposal.

Answer: Refer to Section L, Paragraph 1.12 for all requirements to be submitted to be fully responsive. Pg. 68, Paragraph 1.9 General Responsibility:

Pre-Award Survey is the responsibility of the Government.

3. Question: What is the extent of the CADD drawing work for design?

Answer: The extent of the CADD drawing will be representative of the design provided by the A/E of record.

4. Question: Will the government provide as-built drawings?

Answer: No. The Government does not have any as-built drawings for Building 2451.

5. Question: During construction there will need to be temp walls, temp protection, scaffolding, etc. for an extended amount of time. For safety reasons can the construction areas be restricted from government personnel?

Answer: Construction areas will be vacant from non-construction related personnel.

6. Question: Who is responsible for moving government equipment, shelving, desks, office furniture, personal effects, electronics, etc.

Answer: Refer to Question 16 on Amendment 03, effective 22 November 2023.

7. Question: If the contractor is responsible how much of each is expected?

Answer: Refer to Question 6 above.

8. Question: Is there a designated storage area?

Answer: There will be no designated storage area. The Government will work with contractor to coordinate a convenient and safe location for material storage post award.

9. Question: If so, how far where and how far is the storage area away?

Answer: Refer to Question 8.

10. Question: Does the contractor have to supply storage containers?

Answer: Contractor is not required to store Government equipment/material. Storage containers aren't explicitly required. Refer to BDG Section

015000 - TEMPORARY FACILITIES AND CONTROLS.

11. Question: If so, does the storage containers need to be climate controlled?

Answer: Refer to Question 10.

12. Question: If so, where would the storage containers be located?

Answer: Refer to Question 8.

13. Question: Columns call for added impact protection. Protection from what?

Answer: Impact protection from light-duty trailers and vehicles. The largest trailer is an enclosed dual-axle approximately 30' in length. Drivers occasionally encounter the columns while reversing.

14. Question: What is considered adequate protection?

Answer: Adequate protection should include a simple system that should reduce direct impact to the columns and act independently. For example: 2-inch tube steel, epoxy bolted to the concrete floor.

15. Question: Are corner guards considered adequate protection?

Answer: No.

16. Question: Is the site visit mandatory?

Answer: No, not to provide a bid.

17. Question: If not, how can the contractor be responsible for field verifying all existing site conditions, measurements, and locations, including all affected building structural elements; walls, columns, beams etc. as stated in SOW 4.1.1?

Answer: Field verification of measurements is the responsibility of the contractor and A/E of record and shall be done prior to completion of the design. Paragraph 4.1.1 has been revised. Refer to revised SOW (24R0001_GJKZ1135564-Atch10B-Amend0004SOW29NOV2023.

18. Question: Will proposals from companies not attending the site visit be disqualified for not doing field verifications?

Answer: No. Attendance of pre-proposal site visit is not required for submission of proposals.

19. Question: Will the ceilings be removed prior to the site visit so field verification can be done?

Answer: The pre-proposal site visit has already been held. Refer to Question 17. This is a means and methods question. If required, the ceilings will be removed by Contractor post award.

20. Question: SOW 4.1.1 states to repair all existing site elements damaged as a result of destructive investigation. Is the contractor expected to do destructive work for field verification prior to submission of bid?

Answer: Yes, the contractor will be responsible to repair all destructive investigations. This is a means and methods question. Refer to Question 17 above.

21. Question: Would a hazardous survey need to be done prior to destructive survey work?

Answer: Yes. Please refer to SOW Paragraph 3.1

22. Question: Before the "destructive work" prior to bid or during construction there will need to be a minimum of two hazardous surveys. One is to test materials prior to removal of ceilings and walls to expose the space between the ceiling and joist space. The second would be to survey suspect materials in the space between ceilings and joist that will interfere with access to the ledger and joists. There is not enough time to do two surveys and destructive work prior to bid subsequently there is no way to do field verifications or determine what obstructions or obstacles will interfere with construction. Will paragraph 4.1.1 and 4.3.3 be removed from the SOW?

Answer: Please see response to Question 17 and 21 above.

23. Question: SOW 3.1.1.2 states "All painted surfaces affected by the construction of this project shall be assumed to contain lead and shall be treated as a regulated coating". To do "destructive work" workers would have to be in Tyvek suits with respirators, demarcation installed, and all occupants removed from the areas while "destructive work" for field verification is done. Will the government be able to evacuate all the work areas or can paragraph 4.1.1 and 4.3.3 be removed from the SOW?

Answer: Please see response to Question 17 above.

24. Question: If 4.1.1 is removed from the SOW, the same requirements will apply to hazardous survey requirements after award. This will need to be done in phase 1 of the project and prior to site verification of existing conditions. Can phase 1 be extended an additional 45 days for the hazardous survey and associated work?

Answer: Please see response to Question 17 above. Phase I - Period of Performance will be increased from 90 calendar days to 120 calendar days. Total Period of Performance will increase from 235 calendar days to 265 calendar days.

FOPR and Phase I currently reads "Total Period of Performance for this subject is 235 calendar days and Paragraph 4. PERFORMANCE PERIOD will be performed in three distinct phases:"

- Phase I is identified as the 35% Design, Material Gathering, and Submittal Phase, and has a duration of 90 calendar days to design, prepare, Phase I submit, and receive approval on all submittals, other than those required for closeout.

FOPR Paragraph 4. PERFORMANCE PERIOD and Phase I has been revised to read as follows:

FOPR currently reads "Total Period "Total Period of Performance for this subject is Paragraph 4. PERFORMANCE PERIOD 265 calendar and will be performed in three distinct phases:" days

Phase I - Phase I is identified as the 35% Design, Material Gathering, and Submittal Phase, and has a duration of to 120 calendar days design, prepare, submit, and receive approval on all submittals, other than those required for closeout.

25. Question: Given the nature of the building and the number of additions and remodels over the last eighty years it is hard to know what to budget for the hazardous survey. Per the plans provided it appears there will be at least 30 separate homogeneous areas required testing of each material in those 30 areas. Spokane Regional Clean Air requires a minimum of two samples of every material impacted and three for certain types of materials.

Since regulations don't allow us to use previous surveys how many types of samples and/or tests should we anticipate?

Answer: This is means methods with design team and subcontractor to perform the work.

SOW 4.3.1.1 states "Some locations are not readily accessible from the floor, and require demolition and reinstallation of hard gyp ceiling or lay-in ceiling and grid systems. See Attachment C - Government Working Plan for areas requiring demo for access to Wood Ledger for repair. (Questions 26 thru 33)

26. Question: To verify all existing conditions, will these areas need to be demolished and reinstalled prior to bid?

Answer: No. Verification of existing structural will be part of Phase I - 35% Design, Material Gathering, and Submittal Phase. Please see response to Question 17 Above.

27. Question: How many sq ft of hard gyp ceiling needs to be removed and replaced?

Answer: Actual sqft of hard gyp ceiling to be removed will depend on means and methods of access to areas to be repaired and determined with contractor's A/E of record for the design.

28. Question: How many colors of paint will be needed?

Answer: Two (2); High-vis painting for posts and eggshell white for ceilings/walls.

29. Question: Will draw downs be needed for each color of paint used on the project?

Answer: No, manufacturer's paint color chip will be sufficient.

30. Question: Will rooms with a section of hard lid removed and replaced require painting only on the repair or will the entire ceiling of the room have to be repainted.

Answer: Only repaint the repaired section.

31. Question: If the entire ceiling needs to be repainted how many square feet should be included in our proposal.

Answer: This will depend on the amount of ceiling removed/replaced for access. This is a Means and Methods to be determined by the contractor and A/E of record.

32. Question: How many sq ft of lay-in ceiling and grid system needs to be removed and replaced?

Answer: This will vary widely due to means and methods of each contractor.

33. Question: What brand/style/color/type etc. of lay-in-ceiling is required?

Answer: It is up to the contractor's A/E of record to determine brand/style/type. However, the color shall White, 2 feet by 2feet with reveal edges.

SOW 3.1.1 states "The Contractor shall perform a Limited Asbestos Survey in support of this project, prior to any physical work being performed." (Questions 34 thru 40)

34. Question: Do all the bidders need to perform their own survey to verify "all existing conditions prior to bidding" as stated in 4.1.1?

Answer: Please see response to Question 17 above.

35. Question: If asbestos is found during the survey prior to or after bid, is it considered a change of condition?

Answer: No, there is no prior to bid asbestos survey required. Post award it may be considered a differing site condition.

36. Question: Is this project going to generate any hazardous or universal waste?

Answer: Actual amounts are hazardous and universal waste are unknown. The amount of waste to be disposed of will be based on HazMat Survey and Means and Methods to accomplish the work. Refer to Base Design Guide 24R0001_Atch2-MstrBDGSpecs21SEP2022, Paragraph 1.11 HAZARDOUS WASTE/UNIVERSAL WASTE/PCB WASTE for definitions and Amendment 0003 effective 22 November 2023, Questions and Answers 4 and 5.

37. Question: If so, who is responsible for the cost of the waste?

Answer: Generally speaking, the contractor who is awarded the project will be responsible for the cost of the disposal of hazardous waste. However, if it is considered differing site conditions post award, negotiations will occur with the Government.

38. Question: How much hazardous or universal waste should be anticipated?

Answer: Refer to Question and Answer 36.

39. Question: Will architectural details be needed for every patch, repair, and/or material impacted?

Answer: No architectural details required.

40. Question: Will specifications and submittals be needed for every patch, repair, and/or material impacted?

Answer: No. Contractor will submit based upon the design requirement determined by the A/E of record.

SOW 4.3.3 states "Site Restoration: The contractor is responsible for restoring all site areas (structural, finishes, and any utilities) that are disturbed by the construction activities. Repair surrounding utilities (including but not limited to steam piping, electrical conduit and panels, domestic piping, ductwork) surfaces (including, but not limited to: gyp ceilings, lay-in ceilings and grids, walls, fencing) and structures impacted by construction." (Questions 41 thru 43)

41. Question: If the site visit is not mandatory, please provide estimated quantities for all items listed in 4.3.3.

Answer: Site Restoration will depend on Means and Methods to be repaired and determined with contractor's A/E of record for the design. Bid as required.

42. Question: If destructive investigation is not allowed or required by all bidders prior to bid, please provide estimated quantities for all items listed in 4.3.3.

Answer: This is a means and methods question. Refer to Question 17 above.

43. Question: SOW 5. MATERIALS states all materials shall be "non-toxic". Please define "non-toxic" and what standards or regulations apply.

Answer: Non-toxic is to mean: no oil-based or high VOC paints, no HAZMAT defined materials. Refer to BDG Division A, Section A.3 - Environmental for standards and or regulation requirements.

Atch10B-SOW (Questions 44 thru 46)

44. Question: Section 4.1.6: Please clarify statement - "Design shall include field verification of existing indicted structural elements." Does this mean to verify the size of structural elements or does this mean to verify the noted deficiencies or some other field verification?

Answer: Field verification is for the engineer of record to help in the design of the supporting/new connections. In addition, refer to Question 17 above.

45. Question: Section 4.3.2: Please clarify statement - "Engineer and install added support to column connections at the top." The Attachment E "Existing Conditions Study" does not mention any reference to top of column connections other than replacing and reinstalling the two-way diagonal bracing near the top. The report notes that, outside of the twisted columns and plumbness issues, the columns are adequate provided that the diagonal bracing is rectified at the top. Please clarify and confirm if the bracing is the only required work at the top of columns and what engineering/design is required at the top of columns, if any.

Answer: The objective work at the top of the columns is to provide matching existing column supports (45 wood member) at all four sides of each column.

46. Question: Section 4.4 and 4.5: Please clarify the requirement for AutoCAD dwgs. and files. It was stated during the site walk on 11/8/23 that the drawing package need not include plan sheets and that only detail sheets and general notes would be required. Please confirm.

Answer: CADD shall be a representation of the design provided by the A/E of record.

SOW AtchE - Existing Conditions Report (Question 47)

47. Question: Page 7 of 10, Section 6 Wood Ledger: Roof purlins are to receive new steel strapping to prevent sliding off the ledger due to seismic forces and wood ledger is to receive upgraded connection to increase capacity for drifting snow etc. Is the analysis available for sizing of the steel straps and wood ledger connection? The report notes that the analysis is contained in Appendix D of the report, but Appendix D is not included in the documents.

Answer: It has been determined Appendix D of the existing conditions report completed by a third party is not an analysis document as stated.

Appendix D is a cost estimate and is not available to potential bidders.

48. Question: AtchD and E both show pictures of wiring installed parallel to the interior fire walls that are not in conduit. Are these lines still used and energized?

Answer: Prior to Phase II - Physical Work Phase, these lines will be deenergized and/or confirmed "dead." Deadlines will not be required to be reinstalled.

49. Question: There are two sets of exposed electric wires that appear to main feeder energizing sections A/B and another set for sections C/D of the building. During construction the wires would need to be deenergized for the entire work shift shutting down power to half the building at for backup power that does not energize the main feeders?

Answer: Prior to Phase II - Physical Work Phase, these lines will be deenergized and/or confirmed "dead." Deadlines will not be required to be reinstalled. Power outages will be coordinated with the users. One (1) hour to one (1) day outage will not require temporary power. Outages over this time will require temporary power.

50. Question: If the power cannot be deenergized during the day will the project require nights and weekend work?

Answer: Please see response to Question 49 above. Night and weekend work are possible with coordination, but not required.

51. Question: When the power is deenergized will the contractor be required to provide temporary power and lights for their work?

Answer: Please see response to Question 49 above.

52. Question: Will the government turn the main power supply on and off each shift?

Answer: Yes. The Government will perform all power disconnect events.

53. Question: While the power is out will the contactor be required to have staff for fire watch?

Answer: No.

54. Question: Will the government provide personnel for fire watch?

Answer: No.

55. Question: Will escorts be needed at any time during the project?

Answer: Please refer to SOW Paragraph 2.6.

56. Question: Will the contractor have free access to all rooms affected by construction for the entire time the contractor is in that area? This means all offices, hallways, closets, storage areas, tool rooms, cubbies, etc. and any associated areas needed for access. This includes nightwork if that applies.

Answer: Yes.

57. Question: What kind of finishes in each area need to be protected and cleaned?

Answer: Any finished surface impacted by work conducted under this contract.

58. Question: How many sq ft of carpet is expected in the work areas?

Answer: There is no carpet replacement requirement. However, it is the contractor's responsibility to protect work areas where there is carpet. For bidding purpose, contractor is to estimate approximately 2,000 square feet of carpet to protect.

59. Question: Sow AtchD shows pictures of suspect pipe insulation in the work areas, if the pipe insulation is an ACBM material is the piping active steam lines? Will the steam be able to be shut down to allow abatement and re-insulation of the piping.

Answer: Yes they are active and are able to be shut down by the Government.

60. Question: From the limited area viewed at the site walk it appears that there are hundreds if not thousands of feet of potential ACBM pipe insulation that will need to be removed prior to construction to allow access to the ledger and joists. Will the government provide an estimated quantity to include in our proposals or will it be considered an unforeseen site condition after the survey is completed?

Answer: Any HAZMAT that will be required to be removed will be treated as a different site condition. Contract is responsible to distinguished between known and unknown quantity of abatement.

61. Question: If the work is done during colder months the boilers would need to be shut down during abatement, construction, and pipes are reinsulated. Will the government provide temporary heat to the areas affected?

Answer: Yes.

62. Question: Will winter exclusion apply so the boiler will be in hibernation?

Answer: No. Winter Exclusion does not apply. Refer to Amendment 0002 effective 14 November 2023, Question and Answer 2.

63. Question: If insulation is ACM does the government have a plan for vacating the areas affected during?

Answer: Yes.

64. Question: Due to lack of access to all the rooms at the site walk can a detailed drawing be provided of all the rooms and ceiling types affected by this work.

Answer: No. There are no known accurate drawings of the floor plan of this building.

65. Question: Some areas had walls in front of the masonry that would require removal and reinstallation of the drywall and top plates to install additional ledger bolts. How many lineal feet of wall should be included in our bid?

Answer: For bidding purposes, Contractors should include approximately 225 lineal feet of removal and reinstallation of drywall.

66. Question: Will the walls impacted require matching paint for each individual room?

Answer: Yes, contract to paint any walls damaged or replace to be refinished and painted with eggshell white.

67. Question: Will the walls need to be painted floor to ceiling, wall to wall, or just the patched area?

Answer: Refer to Question 66 above.

68. Question: How many colors should be anticipated?

Answer: Please refer to Question and Answer 28.

69. Question: Some areas had water lines that will need to be removed and reinstalled to gain access to the roof structure. Some areas may not have water for a few days while those areas are worked on. Can the government be without water in those areas?

Answer: Yes. Refer to SOW Paragraph 2.3.1.

70. Question: What are the testing requirements when the water supply is reconnected?

Answer: Bacterial testing is required to be completed by the Contractor. Refer to the National Sanitation Foundation 372 for requirements.

71. Question: For the contractor's portion of the work, do the existing fire walls need to maintain any sort of fire rating?

Answer: No, we do not need to maintain the rating of the firewall assembly.

72. Question: If so, how many hours should the fire rating be?

Answer: N/A - See Question and Answer 71 above.

73. Question: At the pre-con the contracting officer stated contractors included cost for unknown and unforeseen obstacles and/or obstructions in a building of this age. With no as-built drawings how do we anticipate or quantify what those obstacles and/or obstructions may be?

Answer: This is a means/methods process of bidding. Bid as required.

74. Question: Will the government remove, reinstall, replace, etc. any obstacles not shown on the drawings that affect the contractors' work or will it be considered an unforeseen condition?

Answer: Government will remove any equipment and/or shelving/furniture in the way. Contractor will need to remove any permanent elements and restore once their scope of work is completed per SOW Paragraph 4.3.3.

75. Question: Reference Question 11(c) in Amend 0003 addressing notched roof rafters. The Government answer stated "these locations (at each firewall sliding door, 6 locations total). We have determined that these are acceptable as the notch is at the ends and not the midpoints of the purlins.

No repair necessary to these notched purlins."

New Question: Notched purlins were also observed at the mezzanine level between sections A-B during the site visit. Are these also to be exempt from the project scope of work?

Answer: No, they are not exempt. If the notches are at the ends of the purlins, they will not require repair. They will still require attachment to the ledger.

76. Question: Reference Question 11(d) in Amend 0003 addressing strengthening of existing roof rafters. The Government answer stated "Strengthening of roof rafters (substantial wooden structural members, not purlins) is not included in this scope of work."

New Question: We understand from the 11(d) answer that strengthening of members other than purlins (rafters / girders, etc) is not to be included in the scope of work. Please confirm that strengthening of purlins is included in the project scope of work. Please also confirm that strengthening of the purlin to ledger to wall connection is part of the scope of work.

Answer: Both are confirmed as part of the scope of work. Refer to SOW Paragraph 4.3.

77. Gypsum board will likely require removal for investigations to support the design. This could leave areas of the ceiling exposed for up to 3 to 4 months, depending on design development and submittal review time. Will it be acceptable to leave the ceiling open during this time or will temporary covering be required?

Answer: It is acceptable to leave the ceiling open during the design development period.

78. What is the anticipated turnaround time for the government's review of submittals?

79. We noticed the Fairchild AFB (FAFB) Architectural Compatibility Standards was not part of the solicitation package. Is there a copy the Government can provide?

Answer: Yes. The FAFB Architectural Compatibility Standards, now called the Fairchild Air Force Base Installation Facilities Standards (IFS) dated 10 September 2018 is now included under attachment 24R0001_Atch1A-Amend00042018FAFBIFS26JUN2018.
