About this file
This document is an amendment to a solicitation for a Multiple Award Task Order Contract (MATOC). The MATOC is for construction services through task orders ranging from $100,000 to $1 million each. The Air Force agency issuing this amendment is seeking responses by 12 December 2023 for task order work involving repair of structural deficiencies at Building 2451 at Fairchild Air Force Base in Washington state. This amendment provides answers to contractor questions, extending both the past performance due date and offers due date to 12 December. It clarifies that winter exclusion is not applicable and modifies the number of days for question submission. Relevant past performance is defined by the solicitation rather than subsequent task orders. No changes are made to the required products or services other than documentation deadlines.

SUMMARY OF CHANGES
SUBJECT: Amendment 02 for Fair Opportunity Proposal Request (FOPR) under the FY24 Block 14 (Description of Amendment/Modification):
Multiple Award Task Order Contract (MATOC): Seed Project GJKZ1135564, Repair (SUS) Structural Deficiencies Building 2451, Fairchild AFB, WA
A. The purpose of this amendment is to answer questions proposed by prospective contractors for the FY24 MATOC and Seed Project.
1. Question: The existing conditions study conducted in 2020 and the statement of work states that bracing the CMU walls to the roof diaphragm is required, but no mention of bracing the CMU wall above the roof diaphragm is mentioned. To bring the building to current code, those parapet walls do need to be braced against seismic/wind loads. Should we include that in our bid?"
Answer: No, do not include this work in the bid. The report from 2020 is for informational purposes only and not a directive of work needed.
Bringing the entire building up to IBC minimums is not feasible under this project. The target is to brace the purlins to CMU walls on the interior only.
2. Question: Document 24R0001_FOPR_Atch10-GJKZ1135564 "Memorandum for MATOC Contractors" states that the Winter Exclusion period is applicable, however, document 24R0001_GJKZ1135564-Atch10B-SOW28JUN2023 "Statement of Work states it is not applicable under Phase II. Please clarify.
Answer: Winter Exclusion IS NOT applicable. FOPR Paragraph 6. WINTER EXCLUSION, currently reads "Winter Exclusion period IS applicable" shall now read as follows:
Paragraph 6. WINTER EXCLUSION: Winter Exclusion period IS NOT applicable.
3. Question: Section 1.15 (page 14 of 68 of the RFP) states the following under Description of Subsequent Task Orders: Task Orders will normally range of $250K and above, with most Task Orders falling in the range of $100K to $1.0M. We respectfully request the definition of relevant Past Performance to include projects within this range ($100K to $1.0M).
Answer: Section 1.15 pertains only to Subsequent Task Orders. Please refer to Section L, paragraph 2.2.3 Relevant Contracts for relevant Past Performance definition.
4. Question: Form 1442 section 10 states that all questions must be submitted 10 days prior to RFP closing date, however document 24R0001_FOPR_Atch10-GJKZ1135564 "Memorandum for MATOC Contractors" states questions shall be submitted one week prior. Please confirm the last day for questions.
Answer: Refer to Section L Paragraph 1.3 "Notice to Offerors". Block 10.C of SF 1442 (24R0001_SF1442-27OCT2023) currently reads "All questions must be submitted NLT ten (10) days prior to RFP closing date." shall now read as follows:
All questions must be submitted NLT one (1) week prior to RFP closing date.
5. Question: Due to the importance of the Past Performance Questionnaires that are required as part of our response to this solicitation, the potential that development of the respondent's evaluations could be delayed by the Thanksgiving holiday, and the uncertainty of a shutdown as the continuing resolution passed to fund the government for 45 days nears the November 17th deadline, we respectfully request a two-week extension to the offer submittal date.
Answer: The Government will extend Past Performance due date AND offers due date from 28 November 2023 at 2:00 P.M. (PST) to 12 December 2023 at 11:00 A.M (PST). Prospective offerors shall submit all necessary documentation in this solicitation no later than 12 December 2023 at 11:00
A.M. (PST).
6. Question: For past performance projects, can completed CPARs be submitted in lieu of completed PPQs for work completed at FAFB?
Answer: No. CPARs are not an adequate substitute for PPQs. PPQs and CPARs provide different information.
B. All other items remain unchanged.
