About this file
This is an Exterior Pressure Vessel Inspection Report documenting the condition of a horizontal pressure vessel located at Space Launch Complex 4 (SLC-4) at the High Pressure Gas Storage Area (HPGSA). The inspection was conducted on January 24, 2024, by Brett Strickland (Level II Inspector) on behalf of Call Henry Inc. for vessel PV-229 (Serial Number 750400-1V7), manufactured by Taylor Forge. The vessel stores gaseous nitrogen at a maximum allowable working pressure (MAWP) of 6,000 PSI within a temperature range of -25 to 140°F. The inspection employed standard external examination techniques using ladder, flashlight, mirror, bubble leak detector, picks, hammer, ruler, and camera.
The inspection identified multiple deficiencies requiring remediation. Critical findings include a leak at the top head nozzle flange (rated "Other"), dissimilar metals on bolt/flange assemblies without proper isolation—specifically galvanized steel washers in contact with stainless steel studs and nuts in violation of AFSPCMAN 91-710 11.3.1.5.6 (rated "Rejectable")—and missing system reference designators on relief valves in violation of AFSPCMAN 91-710 LOSC Tailored 11.2.1.7.6.7 (rated "Rejectable"). Additional concerns include moderate corrosion on the isolation valve, an offset of 7/8" and gap of 1.25"-1.5" between concrete foundations requiring continued monitoring, gauges lacking "No Calibration Required" (NCR) stickers, relief valves outside the one-year calibration period, and vegetation growth around foundation gaps. All weld inspections, support structures, and most attachments were rated as acceptable. Access to the facility requires advance coordination with Space X facility operators.

Additional Notes/Recommendations
The vessel isolation valve has areas of moderate corrosion. This item should be addressed before the corrosion impacts the function of the valve. The gauges on the panel were replaces and no longer have "No Calibration Required" (NCR) stickers on them. As these gauges are identical and serving an identical function as the previous gauges that had NCR this item has been listed as "Other". It is still recommended that the site owner register these new gauges as NCR and affix the NCR stickers to them. There was a fair amount of vegetation growing around and in the gaps of the vessel foundations. It is recommended that this be removed and controled as plant life/growth can cause damage to foundations.
Other
There was a slight offset of 7/8" between the concrete foundations and a gap of 1.25"-1.5". It is recommended that this continue to be monitored. There was not notable change in the offset severity from the previous years inspection. The relief valves were missing system reference designators. This is a violation of AFSPCMAN 91-710 LOSC Tailored
11.2.1.7.6.7. There were dissimilar metals on the bolt\flange assemblies that were not mutually isolated from each other.
It appeared that galvanized steel washers were in contact with stainless steel studs and nuts. This is a violation of
AFSPCMAN 91-710 11.3.1.5.6. There was a small leak at the top head nozzle flange (see pictures). The relief valves are outside the traditional one year calibration period.
