Vandenberg Delta 30 Non-Hazardous Waste Tracking and Reporting Form

250522 Delta 30 ISWM Tracking and Reporting Form 22 May 2025

Delta 30 is required to track and report various types of Non-Hazardous Waste and report the quantity and processing cost for each type of material and processing procedure used.

The two categories of reporting:

Integrated Solid Waste Management (ISWM) tracking and reporting driven by Title 10, Subtitle A, Part IV, Chap160 Section 2706, Annual Reports to Congress and Department of Defense Instruction 4715.23 INTEGRATED RECYCLING AND SOLID WASTE MANAGEMENT; and Measures of Merit tracking and Reporting required by the Department of Defense Integrated Solid Waste Management Metrics Policy Dated 19 July 2023.

WHO MUST REPORT?

All Units or contractors operating on Vandenberg Space Launch Facility that generate any of these non-hazardous solid wastes must report, if the material is not processed through Vandenberg controlled disposal, recycling or reuse process, i.e Vandenberg Recycling Center, Qualified Recycling Program (QRP) DRMO/ DLA or part of the privatized housing collection service contract through Balfour Beatty Communities.

• Refuse/garbage/trash/putrescibles

• Recycled Material/Commodity

• Reused Material/Items

• Donated Material

• Composted food and green/organic waste

• Mulched green/organic waste

• Waste water treatment plant biosolids

• Construction and Demolition (C&D) Debris

What Data is Required?

Quantity of Non-Hazardous (NH) Solid Waste (SW) generated (excluding Construction and Demolition (C&D) debris), in tons?

- Quantity of NH SW diverted (excluding C&D debris) in tons?

- Quantity of NH SW (excluding C&D debris) sent to waste to energy facilities in tons?

- Quantity of NH SW (excluding C&D debris and material sent to waste to energy facilities) incinerated in tons?

- Quantity of NH SW (excluding C&D debris) sent to a landfill for disposal in tons?

Quantity of C&D debris generated in tons?

- Quantity of C&D debris diverted in tons?

- Quantity of C&D debris sent to waste to energy facilities in tons?

- Quantity of C&D debris incinerated (excluding materials sent to waste to energy facilities) in tons?

- Quantity of C&D debris sent to a landfill for disposal in tons?

Quantity of composted material in tons?

The Cost (in dollars) to process each type of material must also be reported along with the tonnage of each type of material.

Documentation showing the processing location where the material was sent for each load, needs to be provided. i.e. Weight Tickets showing X tons of material classified as C&D debris was sent to location Y for landfill disposal on this date.

When Must Data be Reported: Data must be reported either monthly by the 5th day of the following month or by the 10th Day of the month following the end of each Fiscal Year Quarter to the Delta 30 Solid Waste Activity Owner.

DATA COLLECTION All construction contracts must include nonhazardous solid waste and recycling reporting requirements to ensure disposal and diversion tonnage and associated cost data is supplied by the contractor.

Host installations must report solid waste data for all their tenants.

Do not delay data collection until the end of the reporting period. Establish monthly or quarterly data collection using reporting criteria and/or elements.

Accurate data requires coordination with numerous sections, contractors, tenants, etc. Installations must validate their data and indicate, to the best of their knowledge, that their non-hazardous solid waste data is accurate prior to final submission.

An actual weight from certified weight tickets is the preferred solid waste data source.

When this source is unavailable, estimating values is acceptable utilizing the standard volume-to-weight conversion charts.

• Volumes must be reported in tons (2,000 pounds equates to one ton); except for Expended Small Arms Cartridge Cases (ESACCs), which are reported in pounds.

• Metric units must be converted to tons or pounds

• Dollar values must be reported in US currency

EXEMPT DATA, excluded from non-hazardous solid waste reporting requirements are:

• Hazardous wastes (including household hazardous waste)

• Hazardous incinerator ash

• Ozone depleting substances

• Universal wastes

• Radioactive waste

• Precious metal bearing scrap

• Treatment Plant Wastewater

• Infectious Disease/ Medical wastes

• Electrical components requiring demilitarization

• Material that can be sold (as is) as a usable item

• Repairable items that may be used for their original purposes or functions, e.g. used vehicles, vehicle or machine parts, etc.

• Government-furnished material

• Types of surplus personal property whose sales proceeds must be deposited to accounts other than a QRP, such as the Defense Working Capital Fund (DWCF)

• DWCF generated scrap

• DWCF purchased usable personal property

• Property purchased with commissary surcharge funds

• Automatic data processing equipment owned by the General Services Administration

• Property purchased for the Military Assistance Program or purchased with Foreign Military Sales Administrative funds

• Privatized Military Family Housing (MFH) Municipal Solid Waste*

• Cost of QRP direct civilian labor for which funds have been appropriated.

ESTIMATING COSTS

When actual cost data is not available, reasonable estimates are acceptable. To determine the installation’s actual cost to dispose (tons), use these formulas:

Non-Hazardous Solid Waste (excluding C&D Debris):

FY Cost for One Ton Refuse Disposed = NHW 00109 ÷ NHW 00018 Example: NHW-00109 Installation’s Current FY Refuse Contract Cost = $701,433 NHW-00018 Tons Landfilled this FY = 3,068 tons Actual cost to dispose of one ton refuse = $228.63 Using only the landfill tipping fee will significantly under report installation disposal costs.

C&D Debris Only:

When CE Squadron Construction & Demolition Project Managers are unable to provide actual costs from the project contractor, cost estimates can be calculated using the installation’s refuse contract line item for installation managed C&D, such as a C&D roll-off in the CE yard. These costs would provide more realistic cost estimates for C&D debris management when actual costs are not obtainable.

FY Cost for One Ton C&D Debris Disposed = NHW-00049 ÷ NHW-00022 Example: NHW-00049 C&D Landfill Cost = $25,000 NHW-00022 C&D Tonnage Landfilled = 150 tons

DATA COLLECTION PURPOSE USAF data, along with data from other DoD components, receive a high-level visibility through Sustainable Practices Report to the Office of the Federal Environmental Executive (OFEE), mandated reports to Congress and the President, respectively, the Defense Environmental Program Annual Report to Congress, End-of-Year Environmental Management Review briefed to Deputy Under Secretary of Defense for Installation and Environmental, annual update to the DoD Sustainability Report and Implementation Plan, Headquarters USAF (HAF) Environmental, Safety and Occupational Health Council briefings, AFIMSC Installation Health Assessment Portfolio and any ad hoc reporting requirements. In addition to supporting the fiscal year Environmental Management Review (EMR), the data is also used by HAF, AFIMSC and AFCEC to assess progress in meeting DOD goals, project trends and strategies, determine environmental project funding and ensure effective program management, therefore, accurate data reporting is critical to maintain program credibility.

Non-Hazardous Solid Waste Definitions Actual Disposal Cost (ADC). Total dollars expended to operate an installation integrated solid waste management program which includes all costs to operate a QRP, composting or other diversion activities, sales proceeds from QRP direct sales and DLA Disposition Services sales of QRP-eligible recyclable, and compost direct sales.

Collection and transportation costs are actual costs to collect and transport wastes for disposal and diversion.

ADC = Collection Costs + Transportation Costs + Disposal Cost + Diversion Cost – Diversion Sales Proceeds

Biosolids. Solid or semisolid organic material obtained from treated wastewater, often used as a fertilizer or soil amendment.

Collection and Transportation Costs. Collect and transport costs for wastes and materials that are destined for either disposal or diversion. The collection and transportation costs include labor, maintenance, and other operational expenses associated with collection and transportation of all non-hazardous waste/material.

Commodity. A waste or group of wastes, with economic value, that can be segregated from the solid waste stream and processed for recycling.

Composting. The controlled process for managing organic material degradation that is biologically decomposed into a useful soil amendment.

Construction and Demolition (C&D) Debris. Material and debris generated during construction, renovation, demolition, or dismantling of all structures and building and associated infrastructure. Defined in Executive Order 13514.

Typical C&D debris includes concrete, copper piping, steel, copper wire, wood, metals, gypsum wallboard, ceramic tile, porcelain bathroom fixtures, asphalt, and roofing material. C&D debris does not include the dirt/soil removed from construction sites.

Cost Avoidance. Cost avoidance is the cost of non-hazardous solid waste collection, transportation, and disposal that would have been incurred by the generating activity or installation if material was not diverted. QRPs will not be reimbursed directly for cost avoidance, but cost avoidance will be incorporated in calculating QRP cost effectiveness.

Cost Effectiveness. Annual QRP cost effectiveness is measured by this equation:

Cost Effectiveness = Recyclable Materials Sales Revenue + Cost Avoidance – QRP Costs

Deconstruction. Buildings/facilities dismantling in order to salvage as much material as possible.

Tradition demolition practice is to simply knock buildings down, occasionally recycling the most valuable materials, but disposing most of the material in the landfill.

Disposal. The process of reutilizing, transferring, donating, recycling, selling, destroying, or other ultimate disposition of DoD personal property.

Diversion. An activity to prevent solid waste from being landfilled or incinerated, including reuse, donation, recycling, composting, or mulching. Waste-to-energy is not considered diversion for the solid waste goal although it is applicable to the energy reduction goals of all applicable Executive Orders.

Diversion Cost. Cost to divert materials from disposal facilities (e.g. landfill, incinerator, etc).

Disposal cost. Cost includes labor, maintenance, and other operational expenses for disposal, but excludes collection and transportation costs.

Diversion Proceeds. Direct sale income/earnings of diverted material.

Donation. Property under the control of Military Service/Defense Agency (Including surplus personal property in working capital funds established under 10 U.S.C. 2208 or in similar management-type funds) given to a charity, non-profit organization, funds, and other similar entities as defined in Chapter 6 of Defense Materiel Disposition Manual.

Economic Benefit (of Integrated Solid Waste Management Program). The cost avoided by diverting non- hazardous solid waste rather than disposing. A positive economic benefit means that the cost to dispose of the diverted material is greater than the cost to divert the material.

Economic Benefit = potential cost - actual disposal cost.

Expended Small Arms Cartridge Cases (ESACC). Cartridge cases from small arms (i.e., ammunition without projectiles that contain explosives, other than tracers) that are .50 caliber (12.7 mm) and smaller, and collected after fired from weapons (e.g.

shotguns, pistols, and revolvers). Also referred to as “fired brass”, “spent brass”, “expended brass” and/or “fired cartridges”.

Grasscycling. A source reduction activity in which grass clippings remain on the lawn after mowing to break down and add nutrients. Grass clippings do not qualify as a diversion credit for solid waste diversion unless they are routinely collected, bagged and mulched or composted.

Incineration. A controlled burning process (also called combustion) to reduce the volume of waste that must be disposed in landfills, which can reduce the toxicity of waste, ideally converting organics to carbon dioxide and water. This is purely a means of disposal and does not include any form of waste-to-energy recovery.

Integrated Solid Waste Management (ISWM). A comprehensive management of non-hazardous solid waste (including C&D waste) that encompasses waste prevention, diversion, composting, and other disposal methods. Through ISWM, DoD Components seek to determine the most cost-effective, energy-efficient, and least-polluting ways to deal with various segments of, and the items typically found in, an installation or facility solid waste stream.

Landfill. Discrete area of land or an excavation, on or off an installation, that receives household waste and that is not a land application unit, surface impoundment, injection well, or waste pile. A solid waste landfill also may receive other types of waste, such as commercial waste or industrial waste.

▪ Class I (secure landfills) = Hazardous Waste Landfill

▪ Class II (monofills) = Designated Waste Landfill

▪ Class III (sanitary landfills) = Municipal Solid Waste Landfill

Municipal Solid Waste (MSW). Garbage or refuse, sludge from a wastewater treatment plant, water supply treatment plant, or an air pollution control facility and other discarded material, including solid, liquid, semi-solid, or contained gaseous material resulting from industrial, commercial, mining, and agricultural operations, and from community activities. Solid waste does not include solid or dissolved materials in domestic sewage, solid or dissolved materials in irrigation return flows, industrial discharges that are point sources subject to permit under 33 U.S.C. 1342, or source, special nuclear, or by-product material as defined by the Atomic Energy Act of 1954, as amended (68 Stat. 923).

Mulch. A protective cover placed over the soil to retain moisture, reduce erosion, provide nutrients, and suppress weed growth and seed germination. A variety of organic materials can be reused as mulch: grass clippings, leaves, hay, straw, shredded bark, sawdust, and wood chips.

Non-Appropriated Funded (NAF). Non-appropriated fund activities that operate within DOD to provide comprehensive, morale-building welfare, religious, educational and recreation programs designed to improve the well-being of military and civilian personnel and their dependents. Such activities are recreation and fitness centers, golf courses, libraries, officer/enlisted clubs, child/youth development centers, bowling centers, lodging, barber/beauty services and exchanges, to include retail and convenience stores, gas stations, restaurants, theaters, and vending.

Non-hazardous Solid Waste. Defined by the Department of Defense as refuse, garbage, scrap, sludge, and discarded waste that is routinely landfilled. The waste is generally non-hazardous but may contain household waste, both hazardous and non-hazardous construction and demolition waste.

Potential Cost (PC). The estimated disposal cost for all wastes/materials in the absence of diversion if waste (including C&D debris) were to be landfilled or incinerated.

PC = Collection Costs +Transportation Costs + Disposal Cost + Diverted Material Disposal Costs.

Alert! Installation disposal contracts may collectively price collection, transportation and disposal costs as one contract line-item number (CLINs) and may not be priced as individual CLINs.

Qualified Recycling Program (QRP). Pursuant to Section 2577 of Title 10, USC, organized operations that require concerted efforts to divert or recover scrap or waste, as well as efforts to identify, segregate, and maintain the integrity of the recyclable materials in order to maintain or enhance their marketability. If the program is administered by a DoD component, a QRP includes adherence to a control process providing accountability for all materials processed through program operations.

QRP Gross Sales Proceeds. Fiscal year revenue generated by QRP direct sales, DLA turn-ins and sales conducted by contractors.

QRP Net Sales Proceeds. Revenue after QRP expenses are paid. Fiscal Year QRP Gross Sales Proceeds minus Fiscal year QRP Costs equals Fiscal Year QRP Net Sales Proceeds.

Recycling. The series of activities, including collection, separation, and processing, by which products or other materials are recovered from the solid waste stream for use in the form of raw materials in the manufacture of new products sold or distributed in commerce, or the reuse of such materials as substitutes for goods made of virgin materials, other than fuel, for producing heat or power by combustion.

Recyclable Materials. Non-hazardous solid waste materials that can be recovered through various recycling processes.

Reuse. The subsequent uses of a product after the initial use without any change in its identity.

Scrap Metal. Two main metal categories are ferrous and non-ferrous. More frequently recycled metals are scrap steel, iron (ISS), lead, aluminum, copper, stainless steel and zinc. Precious metals (gold, silver, and platinum group metals) are not QRP-eligible and must be turned into DLA Disposition Services Precious Metal Recovery Program (PMRP).

Solid Waste. Defined in Section 261.2 of Title 40, USC as garbage, refuse, sludge, and other waste materials not excluded by Federal law or regulations. Any solid, liquid, semi-solid, or contained gaseous materials resulting from institutional, industrial, commercial, mining, agricultural, or community operations and activities. They are discarded or are accumulated, stored, or treated prior to being discarded. Infectious waste materials are not included in this category for purpose related to recycling. A material is discarded if it is abandoned (and not used, re-used, reclaimed, or recycled) by being disposed of, burned, or treated.

Solid Waste Diversion. The act of preventing non-hazardous solid waste from entering an incinerator or landfill.

Source Reduction. Any change in the design, manufacture, purchase, or use of materials or products (including packaging) to reduce their amount or toxicity before they become municipal solid waste.

Source reduction is also defined in the Federal Pollution Prevention Act of 1990.

Universal Waste. Any of the following hazardous wastes that are subject to the Universal Waste requirements in 40 CFR 273:

Batteries, pesticides, mercury containing equipment (e.g. thermostats) and lamps. The regulations in 40 CFR 273 are less stringent than those for hazardous waste at 40 CFR 260-265 to promote recycling in lieu of disposal. State-specific universal waste regulations may vary significantly from those in the CFR.

Waste-to-energy (W-T-E). Controlled burning process used to obtain positive energy output and offset energy required from other energy sources such as fossil fuel, nuclear hydroelectric, wind, or other sources.
