This document provides instructions for accessing a technical library related to the Information Technology Capabilities Contract II opportunity. The library contains program and technical information pertaining to existing systems and contract activities for ITCC II. Interested contractors must complete a non-disclosure agreement to access the library contents, which are available either via a SIPRnet SharePoint site or on classified CDs.
Access to the SharePoint site requires emailing a SIPR email address along with a completed NDA. CDs can be picked up in person with proper security clearance by scheduling an appointment and bringing the required documentation, including a courier letter. Contractors without base access can request mailing of a CD by providing individual points of contact, a facility verification form, and the company's mailing address. The technical library is intended to provide background information but the government does not warrant its completeness or accuracy. Questions should be directed to the points of contact listed.

A technical library has been established for the ITCC II Contract. The library contains program and technical information (up to and including SECRET) pertaining to the existing systems and contract activities for ITCC II. This information will be available for all interested contractors with proper clearance.
The library will be available in two forms: The first is via a SIPRnet SharePoint site, the second is via a classified CD. A completed and signed Non-Disclosure Agreement (NDA) must be completed by the person receiving/picking up the CD or receiving the SharePoint URL (see attached ITCC II technical library NDA). The NDA must be returned to 55 CONS either prior to or provided at the pickup date/time arranged with 55 CONS. If multiple people in the Contractor’s organization/team have a need to know or require access to the Technical Library Data, each person must sign the NDA and return it to 55 CONS.
The following rules apply to gain access to the library:
A. The SharePoint URL is available by sending an email to andrew.philson@us.af.mil. In your email, include your SIPR email address and completed NDA(s). The URL will be sent to the SIPR email address within 10 business days of the government receiving the request. Users are encouraged to check the site regularly as notice will not be given when data is updated. However, notice will be sent to the SIPR email address when the site is finalized.
B. CDs will be made available for pickup to individuals with proper Facility Clearance (FCL) and Personnel Security Clearance (PCL). Two versions of the CD will be made; an initial copy with all information collected up to the CD burn date, and a final version released when the read library is finalized. Only one copy of each version of the CD will be released to each company, and only one person may come to perform CD pickup. You will be notified when the final CD is available to schedule pickup. Reminder, Classified Media shall be accessed on an CSA Accredited Information System only.
To pickup a CD:
1. Have your security manager turn in the completed NDA(s) to andrew.philson@us.af.mil and debra.simons@us.af.mil and send a visit request for the day of pickup via JPAS. Use SMO code OD3QFJ6Z6. IAW DoD 5220.22-M, 5-410.b. couriers will possess an identification card or badge which contains the contractor's name and the name and photograph of the employee. The courier will also present an ISFD Facility Clearance Verification form at the time of their visit to confirm the company's abilitly to safeguard.
2. If you do not have access to Offutt AFB, send a visit request (attached Excel spreadsheet) to andrew.philson@us.af.mil and debra.simons@us.af.mil. The spreadsheet must be received at least 10 days prior to your desired pickup date. The time, date, and location of the pickup will be arranged at this time.
3. Bring a courier letter (memorandum) signed by your security manager. The letter must explicitly authorize you to carry SECRET material from Offutt AFB to your office (location must be specified). The letter must also explicitly identify you as the courier with your full name and the last six digits of your Social Security number.
4. Bring a valid state or federal photo ID (i.e., DOD CAC or state driver’s license).
5. Bring an opaque, sealable/lockable carrying case such as a lockable zipper bag or briefcase to transport the disk.
6. If the disk is not picked up within 30 minutes of your scheduled time, you will have to reschedule your visit.
7. Once your clearance and identity are confirmed, you will be asked to sign for the CD. Once you take possession, the security of the CD is your responsibility in accordance with your signed NDA. The procedures to obtain a CD must be followed for each disk pickup.
C. Should neither of the first two methods for accessing the Technical Library be suitable, the Contractor may request that a CD be mailed to them. You will be notified when the final CD is ready to be mailed.
To receive a CD by mail:
1. Only one disk will be sent per company.
1. Have your security manager send the following to andrew.philson@us.af.mil and debra.simons@us.af.mil.
9. Completed NDA(s) and an ISFD Facility Clearance Verification form to confirm the company’s ability to safeguard.
9. The full name and full Social Security number of the individual(s) who will take receipt of and responsibility for the CD when it arrives. Each of these individuals must possess at least a SECRET clearance and at least one of the individuals must be present when the disk arrives. Due to the inclusion of Personally Identifiable Information, e-mail must be encrypted.
9. The mailing address where the CD may be delivered. The address must be a physical address. The disks will not be sent to P.O. boxes or external (street side) collection boxes.
1. The CDs will be sent either overnight or by registered mail. USSTRATCOM will coordinate an estimated delivery date before sending the package to ensure the proper individual is present to receive the package. One of the individuals listed in 2.b. must sign for the package.
1. Once the package is received, receipt must be confirmed by sending an email to andrew.philson@us.af.mil and debra.simons@us.af.mil simply stating the package was received.
1. If the package does not arrive within the expected timeframe, the company must fully cooperate with USSTRATCOM and the carrier to determine the disposition of the disk. Replacement disks will not be sent until the disposition of the original disk has been established.
1. Once you take possession, the security of the CD is your responsibility in accordance with your signed NDA.
Library users are cautioned that although the Government has made every attempt to gather current and relevant material, the Government does not warrant that the material is fully accurate or complete.
