GENERAL INSTRUCTIONS AND INFORMATION

L1. PROPOSAL PREPARATION INSTRUCTIONS

To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.

Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of the volumes as identified in Table L2. It is the offeror’s responsibility to ensure the completeness of the proposal.

Evaluation of a proposal will be conducted on the basis of the information contained within it and the Government will not assume that an offeror possesses any capabilities not specified; this does not, however, limit the Government from evaluating Past Performance data obtained from other sources in accordance with Section M3.

The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition.

Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer's opinion, adequate price competition exists no additional price information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of the price.

L1.1. BUDGET PROFILE

The following provides the projected budget profile for ITCC II. Dollars shown below are in millions.

The Base Period of Performance will include a three month phase-in and nine month full performance period. The contract will include nine (9) additional one year option periods utilizing FAR clause 52.217-9, Option to Extend the Term of the contract, the last 3 of which will be award term years. The ten year period of performance is necessary to allow for potential delays in the construction of the new building. FAR clause 52.217-8, Option to Extend Services, will be incorporated allowing a six month extension (if necessary) for a total period of performance not to exceed 10 years, 6 months.

*Both the existing building and the new building will need to be maintained for an undetermined amount of time. Twenty-four (24) months is being used as an estimate.

Dates / timeframes are dependent on the new building schedule. This table assumes one of these years to be FY18 and the other to be FY19 with funding distributed evenly between the two years.

All inquiries must be made in writing and submitted electronically to the above e-mail addresses. Offerors will receive a notice of receipt. If they do not, it is their responsibility to follow-up by contacting the Contracting Officer or Contract Administrator (phone numbers listed above). Written inquires (questions) will be answered in writing and provided to all offerors via posting(s) to the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov.

L1.3. PROPOSAL ACCEPTANCE PERIOD AND DUE DATE

The proposal due dates are specified in Table L2 and proposals shall be submitted in accordance with the instructions in Section L. The offeror shall make a clear statement that its offer is valid for at least 2 years beyond the due date. Late proposals will be handled IAW FAR 15.208. If any proposal is received late, the Contracting Officer will promptly notify the offeror that its proposal was received late and whether the proposal will still be considered. It is the offeror’s responsibility to confirm the Government has received the proposal. A receipt e-mail will be sent to the offeror. If the offeror does not receive a confirmation, it is their responsibility to contact the POC.

L1.4. BROCHURES, DOCUMENTATION, BINDING, AND ARTWORK

Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

L1.5. DISCREPANCIES

If an offeror believes the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer/Contracting Administrator in writing with supporting rationale, prior to proposal submission.

L1.6. DISPOSITION OF PROPOSALS

In accordance with FAR Subpart 4.8, Government Contract Files, the Government will retain the “original” copy of all proposals and supplemental documents provided. Unless the offeror requests otherwise, the Government will destroy all extra copies of proposals and additional documents submitted.

L1.7. PROPOSAL CLARITY

The proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet the requirements. The offeror shall also utilize Section J, Attachment 18: Technical Cross Reference Matrix to cross-reference the proposal back to the requirements documents. The offeror shall assume that the Government has no prior knowledge of the offeror’s capabilities and experience, and will base its evaluation on the information presented in its proposal; this does not, however, limit the Government from evaluating Past Performance data obtained from other sources in accordance http://www.fbo.gov/ with Section M3. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions.

L1.8. RESTRICTIONS ON DISCLOSURE AND USE OF PROPOSAL

A proposal may include data, such as technical designs or concepts, financial data, or management plans that the offeror does not want disclosed to the public for any reason, or used by the Government for any purpose other than proposal evaluation and contract award. If the offeror wishes to restrict the proposal, the offeror shall mark it in accordance with FAR 52.215-1. Any unmarked information may be releasable under the Freedom of Information Act.

L1.9. SECURITY REQUIREMENTS

The DoD Contract Security Classification Specification, DD Form 254, incorporated as Attachment 3 in Section J, identifies the security clearance requirements and classified material handling requirements of this contract.

L1.10. TECHNICAL LIBRARY

A technical library has been established for the ITCC II solicitation. The library is composed of technical, architecture, and schematic information. Additional details have been posted on the FedBizOpps website at www.fbo.gov on how to obtain a copy.

L1.11. DEBRIEFINGS

The Contracting Officer will promptly notify offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing in accordance with FAR 15.505, Preaward Debriefing of offerors. The Contracting Officer will also notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.503, Notifications to Unsuccessful offerors. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.506, Postaward Debriefing of offerors, as applicable. At the offeror’s request, the preaward debriefing may be delayed until after award; offerors are entitled to no more than one debriefing (either preaward, if applicable, or postaward).

L1.12. ORGANIZATION OF PROPOSALS

The offeror shall prepare the proposal as set forth in Table L2 below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table L2. The volumes identified in the table shall be separately bound in three-ring, loose-leaf binders.

L1.13. PROPOSAL FORMAT AND CONTENT

L1.13.1. PAGE LIMITATIONS

Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and paper copies will not be returned to the offeror. Excess pages shall be destroyed along with all extra copies of unsuccessful proposals. For electronic submission, no hidden fields, macros, comments, etc. will be read. All information must be written clearly and be easily accessible. Page limitations may also be placed on Evaluation Notices (ENs), if required. The page limitations for ENs, if any, will be identified in the correspondence forwarding the ENs to the offerors. When both sides of a sheet of paper display printed material, it shall be counted as two pages. Each page shall be counted except: cover pages, cross-reference matrix (defined in section L1.14.7), table of contents and tab indexes (defined in section L1.14.8), and glossaries of terms (defined in section L1.14.9).

L1.13.2. PAGE SIZE

Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be single-spaced. Except for the reproduced sections of the solicitation document, the text size shall be no less than Times New Roman 10 point. Use at least 1-inch margins on all sides of each page. Pages shall be numbered sequentially by volume. If there are discrepancies in page counts between paper, CD-ROM volumes and e-mail submittals, the paper version shall take precedence.

L1.13.3. TABLES, CHARTS, GRAPHS, AND FIGURES

Legible tables, charts, graphs, and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size when printed. Foldout pages shall fold entirely within the volume, and count as two pages.

Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics, and not for pages of text.

For tables, charts, graphs, and figures only, the text shall be no smaller than 8 point using either Times New Roman or Arial font.

L1.13.4. CLASSIFIED INFORMATION

Proposals shall not contain classified information.

L1.13.5. COST OR PRICING INFORMATION

All cost or pricing information shall be addressed only in the Cost/Price Volume and a copy shall be submitted simultaneously to DCAA. Offerors shall submit the Small Business Participation Plan as part of Volume III, Cost/Price Volume.

L1.13.6. ELECTRONIC MEDIA

Offeror shall submit all volumes in electronic format, using MS Windows-compatible, virus-free CD-ROM(s). On each CD-ROM indicate the offeror’s name, solicitation number, volume, and title. One CD-ROM containing all volumes with all documents is preferred, but multiple CD-ROMs are acceptable. Compressed files (i.e., .zip, .rar, etc.) will not be considered. The electronic copies of the proposal shall be submitted in a format readable, searchable, and usable by Microsoft Office 2010 (MS Word, MS Excel, PowerPoint or PDF format viewable with standard Adobe Acrobat Reader X). Hidden fields, comments, macros, etc. shall be omitted, and read passwords on files shall not be used. The files shall be consistent and uniformly named to allow for easy distinction between Volume, Tab, etc. Inclusion of company name or abbreviation is acceptable. The documents submitted in electronic format, if printed, should match the original paper copy. In the event there is a discrepancy between the content found in a paper copy and an electronic copy, the paper copy shall take precedence. The receipt of the paper copy shall constitute the timely receipt of the formal proposal.

L1.13.7. CROSS-REFERENCE MATRIX

To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with minimal cross-referencing to other volumes of the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. Offeror shall provide a cross-reference matrix indicating the corresponding proposal paragraph in that section and/or volume which addresses the referenced item. Information required for proposal evaluation that is not found in its designated volume will be assumed omitted from the proposal. The cross-reference matrix will not count against the page limitations for their respective volumes.

L1.13.8. TABLE OF CONTENTS AND TAB INDEXING

Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections. Table of contents and tab indexes do not count against the page limitations for their respective volumes.

L1.13.9. GLOSSARY OF TERMS

Each volume shall contain a glossary of all abbreviations, acronyms and/or terms used, with an explanation for each.

Glossaries do not count against the page limitations for their respective volumes.

L1.13.10. BINDING AND LABELING

Each volume of the proposal shall be separately bound in a three-ring, loose-leaf binder, which shall permit the volume to lie flat when open. Staples shall not be used. A cover sheet shall be included in each volume, clearly marked as to volume number, title, copy number, solicitation identification and the offeror's name. Be sure to apply all appropriate markings including those prescribed in accordance with FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.

L1.14. DISTRIBUTION

The “original” and all copies of the proposal (See Table L2) shall be identified and mailed or delivered to 55CONS at the following address:

L2. VOLUME I – FACTOR 1: TECHNICAL APPROACH/TECHNICAL RISK

L2.1. GENERAL

The purpose of the Technical Approach /Technical Risk Volume is to provide the Government the ability to evaluate the management and technical capability of the offeror to perform the Information Technology Capabilities Contract II (ITCC II) requirements. At a minimum, the Technical proposal shall consist of the following:

The offeror’s Technical proposal shall be specific and complete. Legibility, clarity, and coherence are very important. The “shalls” of the PWS are not required to be addressed individually, but shall be addressed as a whole

IAW the requirements stated in this section. The Technical/Risk volume may consist of offeror-prepared plans such as a systems engineering plan, program management plan, etc. Through proposal submission, the offeror represents that it will fulfill the requirements specified in the solicitation; therefore, it is not necessary or desirable for an offeror to state this in the proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. The Technical proposal, Volume I, shall not include cost/price information or classified information. The Technical/Risk Volume will be used to evaluate the technical acceptability of the offeror’s proposal. Evaluation will be against the Technical sub-factors as specified in Section M, Evaluation Factors for Award, of this RFP.

The offeror’s Technical/Risk volume shall present a clear, thorough demonstration of how the offeror plans to manage the requirements defined in the PWS, resources to be used, and the methodologies/processes that will be used in accomplishing the ITCC II requirements. All the requirements specified in the solicitation are mandatory.

L2.2. PROPOSAL STRUCTURE SUMMARY

The purpose of this section is to provide the Government evaluators with a clear and concise introduction to the content and structure of the Technical Proposal. The format of the Proposal Structure Summary is at the discretion of the offeror, but shall include a Master Table of Contents of the entire proposal that identifies where material may be found for each evaluation factor and/or sub-factor as described in this RFP. Any summary material presented here shall not be considered as meeting the requirements of any portions of other volumes of the proposal. Within the Proposal Structure Summary, the offeror shall state that its proposal is valid for the timeframe designated in paragraph L1.3, Proposal Acceptance Period and Due Date. The offeror shall identify those personnel authorized to negotiate on behalf of the company along with the telephone number, fax number, mailing address, and e-mail address. Furthermore, the offeror shall also provide the person to contact if the Government initiates discussions and who to contact if the offeror is awarded the contract (provide at a minimum, contact’s name, title, phone number, and e-mail address). The Proposal Structure Summary will not count towards the maximum page count for Volume I, Technical Approach/Technical Risk. Technical information should not be included in the Proposal Structure Summary and if technical information is in this section it shall not be evaluated.

L2.3. TECHNICAL – SUB-FACTOR 1

The offeror shall describe the technical approach for ITCC II as identified in Section C, Performance Work Statement (PWS) and Section J, Attachment 2, Baseline and Services Summary (BASS). The offeror shall include internal processes and shall demonstrate the capability to perform IT Operations and Maintenance in a large multi-classified operational environment for the following areas:

L2.3.1. SERVICE CENTER

- Provide a detailed process that addresses how the offeror will manage the Service Center (help desk) to include support for VIPs.

L2.3.2. END USER PROVISIONING

- Provide a detailed process that addresses how the offeror will manage End User Provisioning to provide support to users.

L2.3.3. NETWORK SERVICES

- Provide a detailed process that address how the offeror will manage Network Services.

L2.3.4. SERVERS

- Provide a detailed process that addresses how the offeror will manage servers and administer operating systems, and hypervisors. This process must address how the offeror will maintain servers with regard to installing, repairing and troubleshooting.

L2.3.5. ENTERPRISE DATABASE SERVICES

- Provide a detailed process that addresses how the offeror will manage Database operations. This process must address how the offeror will provide Database support for systems on different platforms.

L2.4. MANAGEMENT APPROACH – SUB-FACTOR 2

The offeror shall describe the program management approach for ITCC II as identified in Section C, Performance Work Statement (PWS) and Section J, Attachment 2, Baseline and Services Summary (BASS). The offeror shall include internal processes and shall address the following:

L2.4.1. PHASE-IN

- The offeror shall provide a Phase-in Plan for changeover between the offeror and the incumbent contractor.

This Phase-in Plan must:

- Implement a phase-in process that is reasonable and realistic for assumption of full responsibility with no interruption or degradation of service for ITCC II requirements.

- Identify phase-in risks and measures to mitigate them.

- Ensure adequate staffing with the appropriate security clearances, skillsets, and certifications to ensure a successful phase-in.

L2.4.2. STAFFING, SECURITY CLEARANCES, CERTIFICATIONS AND SKILLSETS

The offeror shall provide a staffing approach to adequately manage the ITCC II contract with properly qualified, security cleared, and certified personnel as identified in Section C, Performance Work Statement (PWS) and Section J, Attachment 2, Baseline and Services Summary (BASS). The proposed staffing approach must:

- Detail the offeror’s methodology for hiring, retaining, and replacing employees. This methodology must ensure appropriately security-cleared, qualified, and certified staff is employed to adequately support the contract throughout the life of the contract.

- Provide a skillset matrix that identifies education, certification, and experience for each position. The Cost/Price Model, Section J, Attachment 15, Tab “Certifications” shall be used as a part of the evaluation.

- Provide recurring training to ensure staff maintains certifications and skillsets.

- Provide uninterrupted support during labor strikes, surges, natural disasters, disruptive world events, terrorist attacks, other emergencies, and for one deep positions.

L2.4.3. PROGRAM MANAGEMENT

The offeror shall establish a program management structure that partners with the Government to establish a working day-to-day rapport with all levels of USSTRATCOM in order to develop and maintain an open, long-term relationship between the service provider and the Government. This program management approach must:

- Provide an approach to keep the Government informed of price, schedule, performance and other program management activities to include timely notification of issues.

- Detail what metrics will be used to measure contract performance including trend analysis.

- Detail how the offeror will use metrics and trend analysis data to monitor and improve contract performance.

- Detail how the offeror’s program management processes will minimize deliverable errors and ensure on-time deliveries.

- Detail how the offeror’s program management processes will ensure all key milestones and due dates are met.

- Detail how the offeror’s program management processes will ensure all risks are identified and that all risks have mitigation plans which are actively used.

L2.5. IT SYSTEMS OPTIONAL TASKS SUB-FACTOR 3

The offeror shall provide capabilities for the following IT services

L2.5.1. NEW HEADQUARTERS BUILDING TRANSITION

The offeror shall provide all processes for transitioning to the new USSTRATCOM Headquarters Building. This process must:

- Identify transition risks and measures to mitigate these risks.

- Ensure concurrent operational support is provided during the transition.

- Ensure adequate staff with the appropriates skillsets and clearances are available for the transition.

- Ensure proper warehousing and logistics functions (barcoding, entering information into Remedy) for IT going into the new HQ building

- Ensure operational responsibilities will be assumed once USSTRATCOM moves to a new HQ building.

- Ensure decommissioning and disposal of equipment/systems form the old building are performed

L2.5.2. COMMAND AND CONTROL SWITCHING SYSTEM (CCSS) [AKA RED SWITCH]

- Provide a detailed process how the offeror will manage operations and maintenance for the CCSS secure and non-secure digital telephone switches, peripherals, and associated equipment.

L2.5.3. NETWORK SERVICES

USSTRATCOM may choose to reduce or remove Unclassified LAN services off the ITCC II contract. The Unclassified network devices would be managed by another provider such as the host base or DISA. The offeror shall demonstrate:

- How the offeror will assist in the removal of LAN services without causing degradation of services to other areas.

- How the offeror will support the transition to another provider without causing degradation of services to other areas.

- How the service center calls will be managed after services are removed.

L2.5.4. SHAREPOINT SERVICES

IAW PWS section 4.4 SHAREPOINT SERVICES, USSTRATCOM may choose to remove Unclassified and/or Secret LAN SharePoint hosting services off the ITCC II contract. The offeror shall demonstrate:

- How the offeror will remove SharePoint services and support transitioning services to another provider without causing degradation of services to other areas.

- How the offeror will maintain service center support for SharePoint services provided by another entity.

L2.5.5. UNCLASSIFIED EMAIL SERVICES

USSTRATCOM may choose to remove Unclassified Local Area Networks (LAN) email services off the ITCC II contract. The offeror shall demonstrate:

- How the offeror will support transitioning services to another provider without causing degradation of services to other areas.

- How the offeror will maintain service center support for email services provided by another entity.

L2.6. ENGINEERING – SUB-FACTOR 4

The offeror shall describe the engineering approach for ITCC II as identified in Section C, Performance Work Statement (PWS) and Section J, Attachment 2, Baseline and Services Summary (BASS). The offeror shall include internal processes for engineering requirements and project management, technical solution development, testing and implementation/integration. The offeror shall address the following:

- Provide detailed engineering processes to ensure Government requirements are met.

- Provide detailed approach to identify the technical impacts of the design, development, test, and implementation/integration to the USSTRATCOM enterprise.

- Provide detailed engineering processes to lower annual total enterprise life cycle sustainment costs.

- Provide detailed engineering processes to ensure errors identified during tests do not reoccur during future test events or implementation.

- Provide detailed engineering processes to minimize implementation errors and produce no implementation failures.

- Provide detailed engineering processes to ensure information assurance is incorporated in the design, development, testing, and implementation/integration for requirements and throughout the life of a system.

L2.7. SMALL BUSINESS PARTICIPATION PLAN SUB-FACTOR 5

The offeror shall submit a Small Business Participation Plan which will be used for the purposes of evaluating the offeror’s identification of and commitment to small business in contract performance on the ITCC II program. The Participation Plan is required from all offerors, including small businesses, large businesses, non-profit entities and companies with commercial subcontracting plans, master subcontracting plans, individual (program) subcontracting plans and/or comprehensive subcontracting plans.

Based on experience with the current contract and market research analysis, the Government has established a small business participation goal of 30% for the first two years (per period of performance, excluding the phase-in period), which will increase to 35% for years three and four, and increase to 40% for the final six years, based upon total annual contract dollars, for this program. The offeror’s plan shall:

- Specifically identify small business firms in the proposal and provide detailed explanations/documentation supporting the proposed participation percentages.

- Include and identify the eleven (11) elements listed under FAR 19.704(a).

- Include the offeror’s initiatives to assist, promote and utilize small business (SB), small disadvantaged business (SDB), women-owned small business (WOSB), Historically Underutilized Business Zone (HUBZone) small business, veteran-owned small business (VOSB) and/or service-disabled veteran-owned small business (SDVOSB).

- Demonstrate examples of how the offeror is maximizing SB opportunities and using SB in meaningful work (e.g. mission critical, technology innovation) throughout the program.

L3. VOLUME II – FACTOR 2: PAST PERFORMANCE

L3.1. INSTRUCTIONS

Offeror shall provide past performance information for evaluation. Failure to provide the information may result in the offeror being removed from consideration for award. (Note: An offeror with no past performance experience should submit the Volume with an explanation that they have no recent or relevant experience).

The Past Performance volume of the offeror’s proposal is due two weeks prior to all other proposal volumes.

L3.2. CONTENT OF PAST PERFORMANCE VOLUME

The offeror’s Past Performance Volume shall contain the following sections:

L3.2.1. TABLE OF CONTENTS

The Table of Contents shall list all documents contained in the Past Performance Volume.

L3.2.2. SUMMARY

The Summary shall describe the role (for the proposed ITCC II requirement) of the offeror and each subcontractor, teaming partner/joint venture partner that the offeror is required to provide Past Performance Information Documents pursuant to the paragraph below.

L3.2.3. OFFEROR’S PAST PERFORMANCE INFORMATION DOCUMENTS

Offerors should provide past performance information on contracts considered most relevant in demonstrating their ability to perform the ITCC II requirements. Include rationale supporting your assertion of relevance, however, the Government is not bound by the offeror's opinion of relevancy. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Where problems existed, clearly demonstrate management actions employed in overcoming these problems and the effects of those actions, in terms of improvements achieved or problems rectified. The evaluation of past performance will take into account past performance information regarding predecessor companies or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the current acquisition.

Past performance on ID/IQ type contracts shall be submitted at the delivery/task order level, unless performance is only assessed for the ID/IQ contract as a whole. In that case, the offeror shall explain that performance on individual orders is not assessed and provide the using activity’s single point of contact that can verify the Offeror’s performance. For all ID/IQ contracts, submit only the dollar values on the individual task orders regardless of whether past performance is assessed for individual task orders or for the contract as a whole. For past performance references submitted at the delivery/task order level, each delivery/task order submitted shall be counted as one reference.

A Past Performance Information Document is required on the Prime offeror or joint venture, and subcontractors or teaming partners that will perform 10% or more of this acquisition. Offerors shall submit a minimum of three Past Performance Information Documents for work performed by the Prime offeror or joint venture; a maximum of six may be submitted. The Government will not evaluate more than six total offeror-provided references, and will not evaluate more than three references for proposed major subcontractors. Each Past Performance Information Document is limited to three pages. (NOTE: The Government reserves the right to evaluate more references that it locates through past performance evaluation research.) A sample format of the Past Performance Information document is provided as Attachment 9 in Section J.

Past Performance Information, either Government or commercial must be for the same business division or cost center (this rule applies to the proposed Prime Contractor as well as proposed subcontractors/teaming/venture partners).

Include relevance concerning compliance with FAR 52.219-8, Utilization of Small Business Concerns, if applicable, on the contracts submitted. Offeror shall also provide the relevant Contracting Officer’s contact information, and identify whether a subcontracting plan was required.

L3.2.4. PAST PERFORMANCE QUESTIONNAIRE TRACKING RECORD

The offeror is responsible for the distribution tracking of the Past and Present Performance Questionnaire that is included as Attachment 11 in Section J. A sample Past Performance Tracking Record is also included as Attachment 12 in Section J. For each questionnaire distributed include a letter, printed on company letterhead, containing substantially the same information as that included in the Section J Attachment 10 entitled sample Past and Present Performance Questionnaire Cover Letter. To avoid potential conflicts, offerors are exempt from sending Past and Present Performance Questionnaires to other potential competitors of this acquisition. In this situation, it is the offeror’s responsibility to find an alternative method of providing the Government the same or similar information. The offeror shall exert its best efforts to ensure that at least two points of contact (Procuring Contracting Officer, Program/Project Manager, Administrative Contracting Officer, or equivalent) per relevant contract submit a completed Past and Present Performance Questionnaire directly to the Government not later than the due date for the past performance proposal volume. The offeror is responsible for distributing the questionnaire packages and providing the tracking record that shows who they sent them to and the contact information for these individuals (the Government will take follow-up actions as needed). Each of the offeror’s points of contact (POC) shall email the completed Past Performance Questionnaire to Mr. Andrew Philson at andrew.philson@us.af.mil and Ms. Debra Simons at debra.simons@us.af.mil. If the offeror’s POC do not receive a confirmation email or do not have the capability to send the documents electronically, please fax it directly to Mr. Philson and Ms. Simons at fax number (402) 294-0430. Please have your POCs call Mr. Philson at (402) 294-7282 or Ms. Simons at (402) 294- 4494 before faxing their response. Once the Past and Present Performance Questionnaires are completed by your POCs, the information contained therein shall be considered sensitive and shall not be released.

L3.2.5. PAST PERFORMANCE ASSESSMENTS

This information is required on the contracts submitted IAW the Past Performance Information Documents paragraph above. If an evaluation method other than a Contractor Performance Assessment Report (CPAR) has been used in conducting performance assessments (e.g. an Award Fee notification letter, a subcontractor’s prime contractor performance evaluation, etc.) that form/documentation shall be submitted. The offeror should immediately notify the Contracting Officer listed above if an evaluation form other than a CPAR has been accomplished on the offeror’s existing work but the contracting office for that requirement will not release the information. This information shall be provided to the Contracting Officer as soon as the offeror becomes aware that the information will not be released, and before the proposal due date.

L3.2.6. CONSENT LETTERS

Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because the offeror is a private party, the Government will need that consent before disclosing subcontractor/teaming partner past performance information to the offeror during exchanges. (Reference Section J, Attachment 13: Subcontracting/Teaming Partner Consent Letter for the Release of Past and Present Performance Information to the Prime Contractor.) In an effort to assist the Government in assessing your past performance relevancy and confidence, request the sample consent letter be completed by the major subcontractors/teaming partners identified in your proposal. The completed consent letter shall be submitted as part of the Past Performance Information Volume, but will not be considered in the page count of this Volume.

Should the offeror not submit a completed Consent Letter for major subcontractors or teaming partners, the Government will only discuss past performance information directly with the prospective subcontractor or teaming partner that is being reviewed. If there is a problem with the proposed subcontractor’s or teaming partner’s past performance, the offeror can be notified of a problem, but no details may be discussed without the subcontractor’s/teaming partner’s permission. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance. (Reference Section J, Attachment 14: Client Authorization Letter.)

L3.2.7. ORGANIZATION STRUCTURE CHANGE HISTORY

Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. Explain how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources. This information is required on the offeror, teaming partners and/or joint venture partners, and major subcontractors, as necessary.

L3.2.8. RECENCY, RELEVANCY AND QUALITY OF PAST PERFORMANCE

L3.2.8.1. Recency In determining recency, the Government will only consider contracts with performance ending on or after 1 June 2011. Performance of less than 1 year from the Past Performance Volume submission date will not be considered.

L3.2.8.2. Relevance Offerors shall include the rationale supporting the assertion of relevance on the contracts submitted for consideration in demonstrating their ability to perform the proposed effort. The offeror shall provide a matrix marking the past performance subfactors that the offeror considers relevant to each of the contracts submitted. The Government is not bound by the offeror’s interpretation of relevancy. The Government may contact references other than those identified by the offeror and use the information received to evaluate the offeror's past performance. For a description of the characteristics or aspects the Government will consider in determining relevance, see Section M paragraph M3.2.2.2 Relevancy.

L3.2.8.3. Quality of Past Performance In addition to the Past Performance Relevancy rating, each contract evaluated will also receive a Performance rating related to the quality of the past performance. The Government will determine how well the contractor performed on previous contracts based on the definitions in Section M, paragraph M3.2.2.3, Performance Ratings.

L3.2.9. DETERMINATION OF RESPONSIBILITY

Past performance information obtained in the course of the source selection may be used to support a responsibility determination IAW FAR 9.1, Responsible Prospective Contractors.

L4. VOLUME III – FACTOR 3: COST/PRICE

All cost/price information shall be addressed within the cost/price volume only. All offerors shall complete and submit the Section J, Attachment 15 (Excel spreadsheet), Contractor Cost/Price Model, for the proposed cost/price for CLINs 0001, X100, X101, X201, X202, X204, and X205. Each offeror’s proposal shall represent its best efforts to respond to the ITCC II requirements. The burden of proof for credibility of proposed cost/price rests with the offeror and cost rates and applications must be verifiable by the Defense Contract Audit Agency (DCAA). Any inconsistency between proposed performance and cost/price shall be explained in the proposal. For example, if unique and innovative approaches are the basis for the estimate, the nature of these approaches and their impact on price must be explained. A significant inconsistency, if unexplained, may raise a question of the offeror’s understanding of the nature and scope of the work required and its ability to perform within the proposed cost/price constraints, which may cause the proposal to be rejected. The information requested in the proposal is required to enable the Government to determine if all proposed CLINs are reasonable and if proposed cost CLINs are realistic.

A Read Library is available to assist the offerors in proposal preparation.

L4.1. 3-MO PHASE-IN (CLIN 0001/FFP), BASELINE LABOR (CLIN X100/FFP), ENGINEERING

(CLIN X101/CPIF), NEW HEADQUARTERS (HQ) BUILDING TRANSITION (CLIN 1201 & 2201/FFP), AND CONTRACT DATA REQUIREMENT LIST (CLIN X999/FFP)

Offerors will be required to price only CLIN 0001 for the 3-Month Phase-In period.

Offerors will be required to price CLIN X100, X101 and CLIN X999 for the 9-month base period, all option periods, and a 6-month extension period. Offerors will also be required to price CLIN 1201 and 2201, two separate twelve-month CLINs, which when combined provide an 24-month transition to the new STRATCOM HQ building.

This twenty-four (24) month period is an estimate of the length of time that both the existing USSTRATCOM building and the new USSTRATCOM building will need to be maintained; this length of time could change. The timeframe is dependent on the new building schedule. Currently, the Government estimates this concurrent support period to begin 1 Jul 18. However, because the construction of the new building is subject to schedule fluctuation, the offeror’s pricing shall be good for any 24-month period beginning within one year of the anticipated concurrent operations start date. By submitting a price proposal, the contractor consents to allow the Government this unilateral right to adjust the concurrent operations start date by up to one year from the estimate.

The sum of the priced (0001, X100, X101, X201, X202, X204, X205, X999) and estimated Government-populated (X300, X400, X500, X600, X700 X800), CLINs will establish the total scope and ceiling amount of the contract.

The offerors will price CLINs 0001, X100, X101, X201, X202, X204, X205, and X999 based on the major elements identified in the PWS. Contract Line Items for the base period and option years are listed in Table L3.
