About this file
This document contains questions and answers regarding the Request for Proposal for the Information Technology Capabilities Contract II opportunity with the Department of the Air Force Air Combat Command. The questions clarify pricing details in the Contractor Cost/Price Model spreadsheet, specifically correcting a calculation error that reduced hours by 75% instead of 50% for a six-month extension period. Another question confirms that pricing in Section B of the RFP should represent the current state values and not include price reductions, as pricing instructions are provided in the applicable portions of the RFP. Responses provide the corrected Cost/Price Model version and specify that contractors should fill in the Government-populated amounts found in tables within the RFP when completing Section B.

ITCC II Final RFP Q&A 20141106 Ref # Document / Page # / Section Document Citation Question
1. Section J, Attachment 15, Contractor Cost/Price Model Excel Spreadsheet
Worksheet Tab:
Engineering (CPIF
CLIN X101)
Please review the 6-Month extension period hours and FTE calculation. FTE calculation takes hours from OY9 (Cells T185 - AK198 and reduces them by 50% in cells T205 - AK218 since it is only a 6 month period. The hours calculation for Cells L205 through L218 reduces the hours by 50%. Therefore, the actual hours are reduced by 75% in the total estimated amounts for that period. (Example 1 FTE in OY9 = 1920 hours in the Government Model. The same 1 FTE in the 6-month extension gets reduced to .5 FTE, but hours = 480.) Please confirm the calculation should reduce total hours by 50% to 960 rather than 75%.
Response: Engineering (CPIF CLIN X101) tab, cells T205 through AK218, are corrected in Version 5.3 of the Contractor Cost/Price Model.
2. Section B B-Tables Please confirm that the Total Evaluated Price(TEP) are the numbers that should be reflected within the B-Tables.
Response: Please refer to the applicable portions of paragraph L4.1for instructions regarding completing Section B:
“The offeror shall fill their proposed pricing for CLINs 0001, X100, X101, X201, X202, X204, X205, and X999 in Section B of the RFP. Pricing in Section B shall represent the current-state of the contract, and as such shall not include any of the price reductions for CLIN X100.” The current-state for CLIN X100 is reflected under the Baseline Labor (FFP) tab of the Contractor Cost/Price model. The TEP also takes into account the Platinum to Gold (CLIN X100), Silver to Bronze (CLIN X100), and BL no UNCLAS Net Svs(CLIN X100) tabs for CLIN X100; as such, the TEP will vary slightly from the sum of all CLINs in Section B.
And for the Government-populated CLINs: “When completing Section B, offerors are instructed to include specific dollar amounts for each period as shown in the tables below.” The Government-populated amounts that the contractor shall fill in can be found in Table L4, L5, L6, L7, L8, and L9.
