APPROXIMATE SOLICITATION ISSUE DATE: 15 August 2014. The 55th Contracting Squadron will be conducting the solicitation and award of a full and open competition, non-personal services, single award contract for a base period and nine (9) one year option periods. In addition, FAR clause 52.217-8, Option to Extend Services will be included. This contract will utilize Firm Fixed Price (FFP), Cost Plus Incentive Fee (CPIF), and Cost Reimbursement (CR) CLINs with the ability to award additional within-scope work using FFP, CPIF, or Cost Plus Fixed Fee (CPFF). Contract Transition period is expected to be from 8 May 2016 through 5 August 2016. The primary objective of the ITCC II is to provide mission critical, integrated, operational support for the IT infrastructure essential to the current and evolving USSTRATCOM set of missions.

To achieve that objective, the following sub-objectives must be accomplished:

1. provide high-quality IT services to USSTRATCOM.

1. provide IT capabilities that meet mission standards where appropriate, and industry standards elsewhere.

1. provide the IT capabilities necessary for customers to perform their operational mission.

1. reduce the cost to USSTRATCOM of delivering services.

1. permit the contractor maximum flexibility in implementing IT to satisfy cost, schedule, and performance parameters.

1. maintain high customer satisfaction.

1. facilitate IT management through the evolution of a more common IT environment, thereby enhancing system and product interoperability.

Contractor must be able to meet all requirements of the Contract Performance Work Statement (PWS), service standards in the Baseline And Services Summary (BASS), certification requirements, and appropriate security clearances. Contractor must comply with guidelines specified in the DD Form 254, Contract Security Classification Specification. This contract is classified up to Top Secret. This acquisition will be conducted using negotiated procedures in accordance with FAR Part 15. The Request For Proposal (RFP) and all associated documents, when issued, will be posted on the required government wide point of entry. Draft RFP documents have been posted on the FedBizOpps website under the solicitation number FA4600-12-R-0026. This solicitation number will continue to be utilized until time of Final RFP release under solicitation number FA4600-14-R-0017; a final posting to FA4600-12-R-0026 will be released, indicating where to find the Final RFP. Offerors are encouraged to subscribe/register for this solicitation number through http://www.fedbizopps.gov to ensure they automatically receive all documents associated with the procurement in a timely manner.

All associated documents will be released electronically, except for the Technical Library CD established for the ITCC II solicitation. The library is composed of technical, architecture, and schematic information, and will be available via classified CD or classified web URL. For information on obtaining a copy of the Technical Library, see instructions posted to FBO.gov on 3 June 2014. The NAICS code is 541512, and the size standard is $25.5M.
