The G&A calculation in Column (G) is not adding in the Fringe Costs from column C thus understating the calculated total in that column. Recommend the government correct.
Response: Formula in Column G corrected to include data in Column C in Version 5.2 of the Model.

The total rate column (K) includes only the indirect items from columns (C) through (J). It appears that it should include the base direct rate from column B as well. Please confirm and correct, as appropriate.
Response: Formula in Column K corrected to include data in Column B in Version 5.2. of the Model.

Column (M), "W/Out FCCoM" total is incorrect due to the incorrect G&A calculation as discussed above. Recommend the government correct.

Column (N), "With FCCoM" calculation is incorrect but would be correct if the Total Rate calculation in Column (K) was corrected as discussed above.
Recommend the government correct.

The Target Profit Column (O) is adding in the base costs --- we believe it should just be the target profit from the loading factors tab of 8% (government loaded figure). Is our understanding correct? If so, recommend the government correct.
Response: Formula in Column O corrected to: (Total without FCCoM) x (Target Fee %).

The Total Cost column is overstated based upon the incorrect calculations depicted in Columns (G), (K) and (O). Recommend the government correct.

SUMMARY
On the yearly totals section of the summary page, the FTEs are not totaling correctly. The formula refers to a subtotal on row 14 that is not there for each period of performance. Recommend the government correct.
Response: The Total FTE calculation is deleted from Version 5.2 of the Model.
8. Section 6.2.1 in the
Performance Work Statement (PWS)
Since there is no information in this section, will the Government please confirm that there isn’t any missing information?
Response: There is no missing information. Paragraph reference 6.2.1 is deleted in Amendment 3.
9. Section L5.5 This section states that “The Government has prepared a PWS.” Will the
Ref # Document / Page # / Section Document Citation Question Government please clarify to what degree offerors are required to include and/or reference L5.5 through L5.12? within the Contract Documentation Volume IV?
Response: For sections that do not have any offeror requirement identified (such as L5.5, Section C), the offeror is not required to include or reference that section of the RFP. For sections that do have an offeror requirement identified (such as L5.11, Section I), complete as necessary.
10. Sections L4 and L5.1 Can the Government please clarify whether subcontractors are required to submit their cost/price information to the contracting officer and/or their respective DCAA/DCMA office?
Response: IAW L5.1, “For subcontractors performing over $700K of the effort and those subcontractors issued a Cost Reimbursement, Time & Materials or Labor Hour contract, the subcontractor cost/price information shall be submitted to their respective DCAA/DCMA office.”
