Request for Clarification as of 29 Feb 08 USSTRATCOM Systems and Missions Support (USAMS II) Request for Proposal (RFP) Solicitation #FA4600-07-R-0005 Questions/Clarifications:
1. Block 9 of Standard Form 33 for the RFP states that each Offeror shall submit an original version and 8 copies of its proposal. Table L2.1 USAMS II Proposal Organization & Page Count states that (A) one original version and 3 copies shall be submitted for Volumes I, IV, and the Small Business Sub-Contracting Plan and that (B) one original version and 6 copies shall be submitted for Volume III.
Did you intend to have Table L2.1 take precedence over Standard Form 33? Shall we submit 8 copies for only Volume II of this proposal?
Answer: For purposes of copies, please use the table in L2.1. The SF 33 cover page does not give options for different copies per volume.
2. Section L2.2.9 – Electronic Media Offers and Submission – states that “One CD-ROM containing all volumes with all documents is preferred, but multiple CD-ROMs are acceptable”. Table L2.1 states that 2 CD-ROMs per volume shall be submitted.
How many TOTAL CDs shall be submitted if each CD contains all of the volumes? Two?
Answer: Offerors have the option to submit two CDs per each separate volume for a total of eight copies or combine all volumes on one CD and submit two copies.
3. We noticed some differences between the PWS and the Section M criteria. Do we need to address Management Requirements (PWS paragraph 1.5.5) in the Attachment J-8 Past Performance Information Document (paragraph 14), since the Management and Professional Support Services Tasks PWS paragraph 1.5.1) already covers this information?
Answer: Paragraph 1.5.1 of the PWS references tasks for one of the three disciplines of A&AS support while paragraph 1.5.5 is referring to the contractors ability to manage the requirements of the contract.
4. Do we need to include CDRLs (PWS paragraph 1.5.4) as a separate section in the Past Performance Information Document (paragraph 14)? This is NOT a requirement in section M, but IS listed in paragraph 1.5.4 of the PWS.
Answer: Paragraph 1.5.4 discusses the deliverables of the basic contract and the task orders issued against the basic and what is expected. It is a business decision of the offeror on how they want to address this requirement of the PWS.
