PERFORMANCE WORK STATEMENT
FOR
Combating Weapons of Mass Destruction (CbtWMD) Capability Package Development Support
1.0
DESCRIPTION OF SERVICES
1.1 Background: On 6 January 2005, the Secretary of Defense assigned United States Strategic Command (USSTRATCOM) as the lead Combatant Commander for integrating and synchronizing the Department of Defense (DoD) in Combating Weapons of Mass Destruction (CbtWMD). Roles and responsibilities for this effort have been further described in DODD 2060.2 and other documentation. Pursuant to this responsibility, the CbtWMD Capabilities Branch (HQ USTRATCOM/J852) is responsible for advocating for capabilities that will enhance the DoD’s ability to perform this mission today and in the future. In order to advocate for capabilities within the DoD, a capability package must be developed that contains desired capabilities, measures and standards for the capabilities, and required resources or programs to support those capabilities. This package is populated using Joint Capabilities Integration and Decision System (JCIDS) analysis efforts ultimately summarized in appropriate Functional Area Analysis (FAAs), Functional Needs Analysis (FNAs), Functional Solution Analysis (FSAs), and Joint Capability Documents (JCDs). The advocacy capability package is also populated by ongoing and quick turn analysis efforts in response to many events such as senior leader forums or Combatant Command inputs on perceived capability gaps. Inputs of desired capabilities or gaps into the capability package must be prioritized based on supporting analysis across the 8 mission areas of CbtWMD. This effort also requires coordination and collaboration with other agencies as appropriate and as directed, integrating and synchronizing applicable Departmental-wide efforts across the doctrine, organizational, training, material, leadership, personnel and facilities (DOTMLPF) spectrum. Trade-off analysis will also be made related to the new triad.
1.2 Scope: This effort will support initial development of JCIDS documents and a CbtWMD capability package within HQ STRATCOM J852. To that end support will be focused in two areas, architecture development and analysis.
Architecture support includes documenting, developing, aligning, and maintaining an integrated CbtWMD architecture useful to advocacy efforts in conjunction with HQ STRATCOM J823 architecture support to J852. Architecture efforts must identify warfighter relationships and information needs (Operational Views), relate systems capabilities and characteristics to operational requirements (System Views), and prescribe conventions and standards to ensure interoperable implementation across the information technology enterprise (Technical Views). Architecture must support JCIDS products, ultimately providing the tools for integrated analysis to determine and prioritize capability gaps in a JCD.
Analysis is provided using appropriate analysis methods to support CBA development prioritization of needs and conducting trade-off analysis. These efforts will help build J852 capability packages. This support covers the range of analytical, data development, post-processor, and joint/combined interface support requirements for CbtWMD. The end product, analytics in support of capability package population, shall be provided to USSTRATCOM/J852.
1.3 Objective: Utilize contractor expertise in developing appropriate products necessary to support development of a CbtWMD capability package including architecture products using Department of Defense Architecture Framework (DoDAF) and accompanying analysis through the modeling, review, and analysis of CbtWMD tasks, plans, and architectures. Contractor support is sought to accurately capture, document, uphold, align, and provide architecture artifacts. Support is also necessary to analyze artifacts and support quick turn analysis efforts necessary to identify capability gaps. Analysis may also include assessment support to CbtWMD efforts to produce JCIDS products such as Joint Concepts, Capabilities Based Assessments (CBAs), Functional Area Analysis (FAAs), Functional Needs Analysis (FNAs), Functional Solution Analysis (FSAs), JCDs, and Architecture. The overall tasking involves supporting the development alignment, and maintenance of a mission architecture, quick term and deliberate analysis support along with a process to efficiently link requirements, resources, master schedules and dependencies to the capability package to maximize capital expenditure or resources to meet USSTRATCOM requirements.
1.4 Place of Performance: USSTRATCOM, Building 500, Offutt AFB, NE.
