Precision Influence Targeting (PIT)
1.0
DESCRIPTION OF SERVICES
1.1 Scope: The JIOC is the joint center of excellence for information operations (IO). JIOC plans, integrates, and synchronizes information operations in direct support of Joint Force Commanders and serves as the USSTRATCOM lead for enhancing information operations across the Department of Defense. The Precision Influence Targeting Division (PIT), JIOC J26, specializes in “human factors” influence operations targeting significant individuals and groups at any level of organization or government. The PIT draws on senior level behavioral science experts and other subject matter experts (SMEs) to analyze all-source data and prepare target support folders. Increasing requirements from JIOC’s supported elements necessitate expansion of the PIT program.
1.2 Background: In late February 2003 the Deputy Director for Information Operations (DDIO) and The Joint Staff J39 tasked JIOC/J52 (now J2) to use available information technology to provide psychological/personality information that major intelligence agencies could not provide due to manning shortfalls.
Since then, the J2 developed a number of intelligence support/IO strategies, processes and products in support of the Combatant Commanders (CCs). The J2 now provides psychological perspectives and human factors target support folders based on current JIOC and CC requirements. These products have greatly aided in furthering U.S. goals and objectives in selected Areas of Responsibility (AOR). The JIOC is expanding the JIOC/PIT capabilities to encompass a wider operational environment in the formulation of PIT strategies.
1.3 Objective: Utilize contractor expertise to leverage information technology (IT), human factors profiling, social science methodologies, and intelligence analysis in order to provide actionable human factors targeting support folders to CCs. The PIT Division requires a base of human factor experts with experience in IO and IT, as well as a strong operational and technical background, to support on-going military operations with special emphasis on practical application of influence targeting. Human factors is defined as the psychological, cultural, behavioral, and other human attributes that influence decision-making, the flow of information, and the interpretation of information by individuals or groups at any level in any state or organization.
1.4 Place of Performance: JIOC, Bldg. 2007, San Antonio, TX, is the primary location. Alternate locations, within San Antonio, may be directed by the government.
