The contractor shall remain fully cognizant of and current in USSTRATCOM, Global Missile Defense-related missions, Space-based Infrared System (SBIRS), Airborne Laser (ABL), Space-based Laser (SBL), and other related programs and systems that may impact on the layered missile defense family of systems. USSTRATCOM requires independent technical support to ensure that systems procured are cost-effective, interoperable/integrated, low risk, feasible, and supportable and that they satisfy operational requirements or desired capabilities and characteristics. Many ballistic missile defense systems utilize spiral development and USSTRATCOM must ensure that spiral development plans can feasibly attain operational requirements or desired capabilities and characteristics. The contractor shall be structured to support decision-making forums within the command from senior executive level through staff officer level and provide a capability to interact with key interagency departments, other combatant commanders, the Department of Defense (DoD), the Joint Staff, and the Ballistic Missile Defense System (BMDS) material developer.
