1.0
DESCRIPTION OF SERVICES
1.1 Scope: The Commander, United States Strategic Command (USSTRATCOM) is responsible for planning, integrating, and coordinating global missile defense operations and support (sea, land, air, and space-based) for missile defense; and, developing desired characteristics and capabilities for global missile defense operations and support for missile defense. This also includes advocating desired global missile defense and missile warning characteristics and capabilities of all combatant commanders, including the battle management command, control, communications, and intelligence system and architecture. Additionally, USSTRATCOM is the lead combatant commander for integrating and synchronizing Department of Defense (DoD) Combating Weapons of Mass Destruction (CWMD) efforts. The command is responsible for the integration and synchronization of DoD-wide CWMD efforts with the efforts of other US Government agencies and assessing and advocating US capabilities of all combatant commanders. This task order supports the Government to oversee the identification, analysis, and advocacy for capabilities and resources to accomplish the USSTRATCOM assigned missions of Integrated Missile Defense (IMD) and CWMD.
1.1.1 The Chief, Missile Defense and Combating Weapons of Mass Destruction Division (J85) is the USSTRATCOM lead for identifying, analyzing, integrating, assessing, and monitoring the development of future integrated missile defense, combating weapons of mass destruction, and protection capabilities, and advocating for them within the defensive leg of the New Triad to meet the needs of the Joint Warfighter. Additionally, J85 serves as the command focal point for the Force Protection Functional Capabilities Board (FP FCB), a key component in the Joint Capabilities Integration and Development System (JCIDS) process. Mission areas are Global Missile Defense for DoD, IMD comprised of Ballistic Missile Defense (BMD), Cruise Missile Defense (CMD), and Missile Warning (MW), Combating WMD for DoD, and Protection for USSTRATCOM Mission Areas. Protection encompasses advocating for the security of and carrying out force protection responsibilities for the command, including assigned or attached commands, forces, and assets.
1.2 Background: The purpose of this performance work statement (PWS) is to address the USSTRATCOM/J85 continuing requirement to accelerate the integration of IMD capabilities generation and advocacy, interlace those integration efforts within and across the JCIDS and the DODD 5134.9 Missile Defense Agency (MDA) spiral development processes. To accomplish this requirement the contractor shall provide the Government with support in two primary areas. First, the contractor shall support the management of an IMD capability and advocacy process that fuses disparate capabilities documents into a network of interoperable capabilities to cover the entire mission area. Second, the contractor shall provide staff expertise to support the J85 battle rhythm including staff action support and video teleconference management. The selected contractor must be able to operate independently and support the Government customer at various Combatant Command, Joint Staff, and (DoD) level meetings, conferences, and professional forums in the performance of capability generation and advocacy functions.
1.3 Objective: Utilize contractor expertise for advisory and assistance services (A&AS) to provide on-site staff support for the integration of BMD, CMD, and MW capabilities and management support for the USSTRATCOM IMD advocacy processes. This consolidation effort is critical to provide a collaborative means for combatant commands, Services, and Defense Agencies to identify and assess desired capabilities and characteristics, examine the operational risks associated with capability gaps and redundancies, and review possible solutions and implementation timelines necessary to support programmatic and milestone decisions. Contractor provided advocacy management support shall include: review, comment, and coordination on BMD, CMD, and MW capability plans, documents, roadmaps, joint capability mix studies, and military utility assessments; coordination of proposed BMD, CMD, and MW architectures and joint information exchange requirements with Interagency departments, combatant commands, Services, OSD, the Joint Staff, MDA, Defense Agencies and DoD Field Activities; assessment of BMD, CMD, and MW Programs of Record (POR) for their ability to meet combatant commander capability needs, and management of secretariat functions for the Joint Staff approved Missile Defense Management Structure. Contractor personnel shall provide staff support expertise to respond to command internal and external requirements for briefings, papers, correspondence, and other documents and manage and operate a secure video teleconference facility. In summary, contractor support is required to bring an integrated systems approach to the management of the command's capability identification and advocacy processes for the IMD missions.
