Request for Clarification as of 13 Mar 08 USSTRATCOM Systems and Missions Support (USAMS II) Request for Proposal (RFP)
Solicitation #FA4600-07-R-0005
Questions/Clarifications:
1. Does the DOL EEOC Clearance Request Information Form in Atch J-14 need to be filled out by prime contractor as well as subcontractors?
Answer: Yes
Are there instructions for filling out this form available?
Answer: No. Use L.6.4.5 and FAR 22.805. If you have specific questions, please advise.
2. Section L5.2.3 CONTRACTOR’S PAST PERFORMANCE INFORMATION DOCUMENTS (second sentence) states: Past performance on ID/IQ type contracts should be submitted at the delivery/task order level, unless performance is only assessed for the ID/IQ contract as a whole. The Offeror shall explain that performance on individual orders is not assessed and provide the using activity’s single point of contact that can verify the Offeror’s performance.
Question: In reading the instructions to the past performance citation section, we assume the offeror may submit citations covering the overarching ID/IQ contracts (such as USAMS II) as well as submit its separate past performance ID/IQ citations at the Task Order level. This seems valid as section M requires the offeror to address Management and Small Business performance which are factors normally evaluated at the overarching ID/IQ contract level. Thus, citations at both the overall contract level and at its individual task order level provide both performance indications for contract level subfactors as well as specific technical level performance in the allotted 5 page limitation for each.
Is this assumption correct? May offerors submit citations covering the overarching ID/IQ contracts (such as USAMS II) as well as submit its separate past performance ID/IQ citations at the Task Order level?
Answer: You may submit your past performance on a basic award and/or at the task order level. This is the business decision of each company.
3. In Attachment J-8: Past Performance Information (PPI) Document it states:
"14. Describe in detail how your experience on this program applies to the Relevancy Criteria identified in Section M. Clearly link the past performance information to the USAMS II Performance Work Statement (PWS) and Section M, paragraph 3.3 Mission Capability Sub-factors."
Comment: Section M, paragraph M3.3 is "FACTOR 2 - MISSION CAPABILITY EVALUATION PROCEDURES & SUB-FACTORS". Section M, paragraph M3.4 is "FACTOR 3 - PAST PERFORMANCE EVALUATION PROCEDURES" and includes Section
3.4.2.4.1 "Past Performance Relevancy Criteria Based on Mission Capability Sub-factors".
Question: Should #14 of attachment J-8 refer to Section 3.4 since it is part of the Past Performance Volume, instead of Section M3.3, the Mission Capability Evaluation Procedures.
Answer: Please use both M3.3 and M3.4.
4. Attachment J-4: Pricing Instructions, Part I: PRICING MODEL SPREADSHEET.
The first paragraph states, “Each Offeror will use the attached Microsoft Excel file titled “J3-PricingProposal.xls“ to fill in their proposed Government On-Site and Off-Site fully burdened labor rates for the Government’s labor category skill matrix.” Is the fully burdened labor rate that is filled in to be based on a Firm Fixed Price labor rate inclusive of profit?
Answer: Yes, this should be a blended burdened rate for all labor categories except cost.
Section B, CLIN 0003, Labor (On-site), LH, states that the “Pricing shall be IAW the pricing rate schedule attachment located in Section J.” Is the same spreadsheet and price for CLIN 0001, Labor (On-site), FFP and CLIN 0003 the same?
Answer: Yes.
5. Page 116, Paragraphs M3.3.2.2 and M3.3.3 identify “mitigation for continuity of operations (COOP)” as an element of the evaluation standard. We understand that to mean the requirement of National Security and Homeland Security Presidential Directive – 51 (NSPD 51) signed May 4th, 2007, which specifies the procedures for continuity of the federal government management in the event of a catastrophic emergency. Is this correct?
Answer: Yes.
6. The following two sub-tasks in the PWS reference "C4 summaries". Will the Government clarify on the definition of C4 Summaries?
1.5.3.19 Provide systems engineering and research to develop C4 summaries for approval and submission to higher headquarters.
1.5.3.20 Perform technical analysis to support the update of various mission area documentation such as ITW/AA architectures, C4 summaries, capstone documents, concepts of operation, communications references, mission area system references and TLDs.
Answer: C4 summaries are the results of any study that is generated on command, control, communications and computers. For example proposed migrations, enhancements, market trends, studies, etc. It is not a specific report.
7. We interpret the RFP to read that there is adequate price competition for this proposal effort, therefore determining that Cost and Pricing Detail will not be required for this submission.
Is this a correct statement?
Answer: Yes, this is a correct statement.
8. Should we propose one rate per labor category/level or different rates for team members including subcontractors?
Answer: Each prime contractor should only propose one rate per labor category/level. This rate is a blended rate (fully burdened fixed rate) of the contractor’s costs to perform the requirements of each category.
In order to be a team member, the partnering company shall accomplish the pre-award audit information sheet (J-11).
