1.1 Scope: The scope of this PWS is six-fold.

1.1.1 To provide Advisory and Assistance Services (A&AS) for technical support to the System Certification staff in the daily conduct of the system certification process for multiple missions systems to include the following: Integrated Tactical Warning and Attack Assessment (ITW/AA) System, Theater Event System (TES), Shared Early Warning System (SEWS), and Ballistic Missile Defense System (BMDS).

1.1.1.1 To provide technical support to maintain integrity of the atmospheric warning mission.

1.1.1.2 To provide technical support to maintain integrity of the space surveillance mission (e.g., dedicated, collateral, and contributing space surveillance network assets).

1.1.1.3 To provide technical support to maintain integrity of the enterprise mission (e.g., Survivable Communication Integrated System, Communications Processing System, Advanced Data Communications Control Procedures (ADCCP), and other ITW/AA communication systems).

1.1.1.4 To provide technical support to maintain integrity of the strategic missile warning mission (e.g., missile warning radars, Space Based Infrared System (SBIRS), Correlation Centers, Forward Users, the National Military Command Center, the Missile Analysis and Reporting System (MARS), and the Mobile Ground System).

1.1.1.5 To provide technical support to maintain integrity of the theater missile warning mission (e.g., the Shared Early Warning System, the Theater Event System, the Processing and Display System Migration, and the Joint Tactical Ground Station).

1.1.1.6 To provide technical support to maintain integrity of the Ballistic Missile Defense Systems (e.g., the Command and Control Battle Management and Communications System, and Ground-based Midcourse Defense System).

1.1.2 To provide compliance testing and evaluation of ADCCP protocol used within the ITW/AA System.

1.1.3 To conduct the annual ITW/AA and TES Technical Performance Evaluation (TPE). TPE is an integrated end-to-end test of the missile, space and atmospheric warning strings and TES conducted on the operational hardware/software in a simulation over live environment.

1.1.4 To develop automated data collection from sensors, correlation center, and forward users, web-based presentation and reports tools and create test and evaluation data warehouse (central repository) to support reporting for ITW/AA, TES and BMDS.

1.1.5 To provide network/systems administration of databases.

1.2 Background: The System Certification process has been in existence since 1981. Certification is a requirement and is an independent validation to the Commander USSTRATCOM of system integrity. The guides and instructions that support this requirement can be found in Appendix A.

1.3 Objective:

1.3.1 Objective 1 (System Certification): Perform integrity and technical performance analysis to ensure current and future systems conform with Integrated Tactical Warning and Attack Assessment (ITW/AA) System, Theater Event System (TES), Shared Early Warning (SEW), and Ballistic Missile Defense System (BMDS) operational, architectural, integrity and technical performance requirements. Identify technical deficiencies within the ITW/AA System, TES, SEWS, and BMDS to assure end-to-end integrity and technical performance. Provide technical engineering support for the evaluation and testing of changes to new or existing systems of the ITW/AA, BMDS, SEW and TES. Once changes to the ITW/AA, BMDS, SEW and TES have been effected, ensure adequate subsystem and end-to-end testing is accomplished to ensure operability and compatibility with other subsystems.

1.3.2 Objective 2 (ADCCP): Ensure the proper ADCCP planning and testing of ITW/AA System communications data circuits and verify the designs and implementations of protocols and message conversion methods used on ITW/AA System interfaces are in accordance with the governing standards.

1.3.3 Objective 3 (Technical Performance Evaluation (TPE)): Provide technical support for the TPE Program to include planning, coordination, execution, data collection and analysis and reporting of results for the periodic End-to-End (ETE) ITW/AA System TPE, TES TPE testing and periodic simulation media development and technical reviews. Periodically review TPE documentation/procedures and update as required to maintain currency with overall systems architectures.

1.3.4 Objective 4 (Air and Missile Defense Operational Test Suite (AMDOTS)): Provide support for technical performance analysis of ITW/AA Systems, BMDS, SEW, TES, and other STRATCOM required mission areas using data warehouse techniques to develop automated data collection from sensors, correlation centers, and forward users; develop web-based presentation and reports tools; and create test and evaluation data warehouse (central repository) to support reporting for ITW/AA and TES.
