It includes an IO Integration Division (IO-13) responsible for providing IO planning support to regional combatant commanders and interagency coordination. In addition, they lead JFHQ-IO efforts to integrate IO into all USSTRATCOM’s mission areas.
1.1 BACKGROUND. Due to the overarching nature of Information Operations within U.S. Strategic Command’s mission areas, it is essential to maximize our experience in this area. Emphasis within the first year is on providing JFHQ-IO with the necessary manpower to fill billets, while gaining IO experience is a secondary priority. Consequently, a considerable effort must be made to train accessions or obtain the requisite experience from another source. The breadth and emerging nature of IO requires contractor support in order to provide technical expertise necessary to fully integrate IO into USSTRATCOM’s future warfighting vision and provide IO planning support to regional combatant commanders.

1.3 PLACE OF PERFORMANCE. Work will be performed at USSTRATCOM JFHQ-IO, 901 SAC Blvd., Suite 3F3, Offutt AFB, NE 68113 and limited amount at the contractor facility locally for required contractor meetings or administrative/personnel policy issues.
2. REQUIRED DOCUMENTS. Contractor will be provided any applicable guidance needed in performance of their duties. All materials will remain the property of the Government and will be returned to the Quality Assurance Evaluator (QAE) upon request or at the end of the Delivery Order period of performance. Copies of reference materials cited in at the beginning of this SOW will be provided to the contractor. Request for “other” Government documents/materials shall be made in writing (or e-mail), addressed to the QAE. Requests should identify specific documents/materials required to complete the task.
