Joint Functional Component Command (JFCC)

Space & Global Strike Commander’s Action Group

JFCC-SGS CAG

1.0

DESCRIPTION OF SERVICES

1.1 Scope: Commander United States Strategic Command’s established the Joint Functional Component Command for Space and Global Strike (JFCC S&GS) to optimize planning, execution, and force management, as directed by Headquarters, USSTRATCOM, of the assigned missions of deterring attacks against the United States, its territories, possessions, and bases, employing appropriate forces should deterrence fail, and coordinating global strike operations, space operations and activities at the Joint Information Operations Center (JIOC) that support those activities.

1.2 Background: The JFCC SGS will use subject matter experts/expertise (SME), to include the critical fields of space operations, space control, missile operations, global strike (kinetic/non-kinetic and nuclear/non-nuclear), tanker/airlift, information operations, intelligence, cryptology, and Single Integrated Operations Plan (SIOP). Standup activities are ongoing, however specific shortfalls exist not only in numbers of personnel required to accomplish the mission, but also in specific areas of expertise. A key challenge for the JFCC SGS in this area is building and training a cadre of experts capable of integrating a variety of capabilities (IO, ISR, IMD, WMD) into coherent plans. USSTRATCOM will use the JFCC SGS to provide day-to-day situational awareness through a Global Operations Center and to rapidly respond to potential crisis situations. When directed, JFCC SGS will conduct effects-based operations either in a supporting role or as the supported Joint Force Commander. This effort supports the process of properly preparing and implementing stand-up plans for the new command and providing support to the evolving adaptive planning process during this time of critical expertise shortages.

1.3 Objective: The contractor shall provide on-site advisory and assistance support for proper planning, definition, implementation, and management of space and global strike functions within the new JFCC S&GS. The contractor shall provide trained, experienced and knowledgeable support in the following:

1.3.1 Developing and documenting operations procedures ensuring JFCC S&GS can effectively integrate inputs from other JFCCs, Service components, and others to achieve national and theater objectives in support of HQ USSTRATCOM tasking.

1.3.2 Defining the JFCC’s role in USSTRATCOM’s evolving functional component command construct and building necessary implementation plans and processes to execute assigned missions.

1.3.3 Collaborating with assigned/attached forces, Service components and other JFCCs to provide value-added capability for national, as well as theater, consumers.

1.3.4 Effectively managing JFCC plans, integration roles and operations described above.

1.3.5 Integrating planning efforts among JFCC SGS elements with those of HQ USSTRATCOM and the other JFCCs, Service components, COCOMs, and Defense Agencies to provide timely integrated COAs.

1.3.6 Producing, in collaboration with JFCC SGS SMEs, adaptive planning materials supporting SGS planning efforts.

1.3.7 Articulating mission requirements and providing Subject Matter Expertise to assist HQ USSTRATCOM in advocating for SGS capabilities and future concepts for warfighting communities.
