Responses to Questions
7 March 2012
46. Please confirm that only one 48” wide ABA shower unit will be provided in each of the restrooms. This would decrease the number of shower in the Women’s from 3 to 2; and in the
Men’s from 6 to 5.
RESPONSE: As per RFP Scope of Work section 7.2 “Showers shall be replaced with larger shower stalls (48” wide minimum) with one in each restroom designed meet ABA requirements.” The government understands that this requirement will reduce the total number of showers and is willing to accept this reduction.
47. Specify the material of the new restroom countertops.
RESPONSE: Countertop shall be of laminate clad construction with integral countertop edges.
48. Specify the material of the cabinets and countertops in the Break Room.
RESPONSE: The RFP requires that the cabinets be “durable”. The government’s intent is for the contractor to provide commercial grade, metal frame, laminate finished cabinets. These cabinets should be scratch and dent resistant. Residential grade cabinets are not acceptable. Cabinets similar to Smart Cabinets Providence Series or approved equal.
49. Are moisture resistant ceiling tiles and light fixtures required in the restrooms?
RESPONSE: All ceiling tiles and light fixtures shall be suitable for the application.
50. The RFP drawings do not contain HVAC drawings. Will as-builts of the existing HVAC systems be provided?
RESPONSE: As-built drawings were loaded on FedBizOps, 7 March 2012.
51. Where does the temporary restroom trailer get located?
RESPONSE: The temporary restroom locations will be determined after award but all must be located within 100’ of the building entrance (the entrance used during site visit).
52. In addition to plumbing requirements, what are the HVAC and electrical requirements for the temporary trailers?
RESPONSE: The contractor is required to meet the minimum requirements identified in the RFP scope of work.
53. What are the accessibility requirements for the temporary restroom facilities?
54. Please clarify the requirements for the temporary restroom? We suppose you want a temporary facility that contains both a male and female restroom with a certain quantity of fixtures in each.
As stated on page 9 of 27 it is not clear.
55. Please provide existing as-built drawing for the entire hangar showing the staging area, existing conditions, etc.
RESPONSE: As-built drawings were loaded on FedBizOps, 7 March 2012. A designated lay-down area will be determined after award. The government will ensure that the contractor is provided with a minimum 40’x40’ lay-down area within 150’ of the building entrance (the entrance used during site visit).
56. The RFP drawings appear to be concept drawings and not true as-built drawing. Are there other drawings that show more detail of the existing systems as wells as structural systems?
RESPONSE: As-built drawings were loaded on FedBizOps, 7 March 2012.
57. Are the lockers currently in the break room required to remain?
RESPONSE: Yes.
58. Does break room double as a conference/meeting room?
RESPONSE: No
59. Is the mop closet included in limits of construction?
RESPONSE: Yes the mop closet is included in the limits of construction.
60. Pg. 9 of 27 of the scope of work specifies five (5) temporary facilities with toilets and sinks and running water. Are the following utilities available for use by the contractor: water service, power, sanitary connection, showers?
RESPONSE: Water and power will be available for use by the contractor. The contractor will not be allowed to connect to the base sanitary system. Showers will not be available for use by the contractor.
61. Drawing A2 shows the men’s room having five (5) urinals and four (4) toilets and the women’s room having four (4) toilets. Should the five (5) supplied temporary facilities house one (1) toilet and one (1) sink per facility??
62. Pg. 8 of 27 of the scope of work By increasing the width of the shower stalls to 48” per the scope of work please acknowledge that the number of stalls in each room will decrease; men’s room will go from 6 to 4 and the women’s room will go from 3 to 2?

63. Please clarify the format required for Part III – Past Performance Information requested as part of a submittal response on page 54-55 of the solicitation. It appears the request is for: 1) A list of no more than 10 relevant contracts; 2) Information on each of these contracts (e.g., company name, product/service, agency, description, etc.); and 3) Any supporting documentation to include performance letters/ratings/surveys. Is this assumption correct and does the two pages per contract limit include both the information and supporting documentation requested?
RESPONSE: Please refer back to Solicitation Section L, Proposal Instructions, paragraph C, Item 3, Part III, Past Performance Information, for the specific requirements for your Part III. The two page per contract limit does not include the "Quality and
Satisfaction Rating for Contracts Completed in the Past Three Years" that is addressed in
Part III, item (a)
64. Reference: Attachment 1, page 1 of 31, paragraph 1.2. The referenced paragraph states “The project consist essentially of, but is not limited to, the construction of asphalt and concrete pavements, curbs and sidewalks, including demolition and removal of same, and the construction of storm water drainage structures including trench drains, drainage inlets, manholes, storm sewer pipe, and other miscellaneous appurtenances. “ Question: Please clarify the scope of requirements associated with the Dover MACC contract, isn’t the scope broader than the requirements currently identified?
RESPONSE: General specification 01 11 10 Section 1.2 should be revised to state
“Refer to project Scope of Work for project summary.” (Amendment 0002 to follow)
65. How will offerors know if questionnaires have been received by Government, and that the
Government is going to make contact with the reference? How will offerors know if the
Government has not received questionnaire(s), and that the offeror should contact the reference to add the additional questions? Please clarify as to an intended approach so that all references are contacted.
RESPONSE: The Government will review all past performance questionnaires (PPQs) to verify that the correct one was submitted. If we do not receive the most current one, we will follow up with the individual that submitted the document. However, it is incumbent upon the ratee to follow up to verify whether any PPQs were submitted. We would appreciate your assistance in getting the correct form (Attachment 6, Amendment 0001) to your evaluators.
66. Reference: P. 53 of 61, 2. Part II – Technical Proposal, (iii) reads “(ii) Concept description outlining the work proposed for all disciplines involved and presented in a bound 8-1/2” x 11” format.” Question: Does the Government require a separately bound concept description that is apart from the rest of the Technical Proposal? Or does the Government require the entire
Technical Proposal to be presented in a bound format as a separate item?
RESPONSE: All documents required by Solicitation Section L, Proposal Instructions, paragraph C, Item 2, Part II, - Technical Proposal, are to be included as one bound item.
67. What is the existing make/model and capacity of the exhaust fan and what is the curb size?
RESPONSE: See As-built drawings.
68. What are the base standards for the following items: Faucets, Showers, Ceiling Tile, Door Locks?
RESPONSE: The base standard it to comply with all applicable UFC, the Dover Design
Guide, and applicable codes.
69. Will the GC need to provide temporary showers during construction?
70. It was mentioned that the GC will need a Delaware business license to perform work in the state.
Will the GC need to have the license in order to submit a proposal for the seed project?
RESPONSE: The General Contractor must obtain a license once their business commences in DE. They will not need to have one in order to submit a proposal. See http://revenue.delaware.gov/information/faqs_lic.shtml for further information.
71. Do you foresee an extension to the proposal due date?
RESPONSE: At this point, we do not anticipate extending the solicitation closing date past 15 Mar 2012.
72. At the janitor closet is there any work to be performed such as lighting, ceiling, or plumbing fixtures?
RESPONSE: The contractor will only be required to repaint and clean the janitor’s closet.
73. What is the make/manufacture and color of the ceramic tile/base?
RESPONSE: To the best of the government’s knowledge existing tile is as follows:
Floor Tile: Dal-tile Ceramic Mosaics #D147 “Buffstone Range”
Floor Grout: Mapei #1 “Alabaster”
Base: Dal-tile Semi-gloss #0135 “Almond”
Wall Tile: Dal-tile Semi-gloss #0135 “Almond” http://revenue.delaware.gov/information/faqs_lic.shtml
Wall Grout: Mapei #00 “White”
Accent Color Mens: Dal-tile Semi-gloss #1469 “Galaxy”

74. Confirm that the new finishes for the showers shall match existing (ceramic tile walls, fiberglass base, metal frame glass door, etc).
RESPONSE: The contractor shall design the new finishes based on their professional knowledge. All new construction must comply with all applicable UFC, the Dover
Design Guide, and applicable codes.
75. Specify the door width for the new non-ABA showers.
RESPONSE: The contractor shall design the doors based on their professional

77. RFP calls for developing an “optimal layout for the break room.” Are we limited to the existing walls and doors that define the break room and lockers?
RESPONSE: Yes, the design is limited to the existing walls that define the break room.
78. Our assessment is that ABA approach to the door from the locker room to the “vestibule” accesses the Women’s, break room, janitor and corridor) is not ABA compliant since it is less than 18” on the pull side. Please confirm that this work to comply with ABA is part of our scope.
RESPONSE: The replacement or renovation of this door is not within the project scope.
79. Confirm that existing room signage can be reused. Any new signage required?
RESPONSE: The contractor shall provide new signs to replace the existing.
80. What is the required depth of the new showers (assuming existing depth is 36”)?
RESPONSE: The contractor shall design the new showers based on their professional knowledge. All new construction must comply with all applicable UFC, the Dover Design
Guide, and applicable codes.
81. In section M, A. Technical Acceptability Subfactor 4 states “Has the available space for new and existing equipment been considered and potential conflicts shown with conceptual corrections?”
Can the government please clarify what equipment this is referring to?
RESPONSE: This subfactor is referring to the existing equipment and/or furniture within the limits of construction.
82. Subfactor 6 references the requirements in Section L for the 35% design submittal. As some of these requirements may or may not be applicable to the seed project, the government responded to Question number 32 in Responses to Questions 27 February 2012, states that “bidders should use their professional knowledge and experience to develop the 35% design submission.” As this requirement could be left to different interpretations by contractor, we respectfully request that the government clarify this Subfactor required for Technical Acceptability.
RESPONSE: Section L, paragraph C (2), clearly defines what must be included in a 35% design. It is a general description. It is up to the contractor to determine which of those items are necessary, based on the design they come up with. Not all designs are the same therefore we cannot say with certainty which aspects will apply to the contractor’s specific design.
83. Are the responses to questions considered amendments to the RFP documents or will the
Government Issue new RFP documents with the changes made?
RESPONSE: The responses to the questions have been clarifications only, unless otherwise indicated by the words “Amendment to follow.” The only changes that have been made have been have already been incorporated into an amendment. At this time there is one amendment. Be sure to acknowledge the amendment on the SF1442.
84. Section L, 3. Part III (d) "Subcontractor Consent" requests that the Offeror provide, with the proposal, consent letters from subcontractors who will be performing major or critical aspects of future work under the MACC. How is this requirement to be met at this time if subcontractors have not yet been chosen by the Offeror at the time of Proposal submission? Could this requirement be waived at this time and reinstated as a bid requirement for those awardees who will be bidding on specific future tasks under the MACC?
RESPONSE:
85. The RFP indicates 1 original and 1 copy of the proposal. In another section is indicates 1 original and 2 copies of the proposal. Please clarify how many original and copies of the proposals are required.

86. Please confirm as discussed at the site visit on Feb 28, 2012 the past performance projects do not have to be 100% complete to qualify?
RESPONSE: Projects do not need to be 100% complete to qualify.
87. Reference page 8 of 27 in Exhibit 1: Please clarify the dimensions of the “larger shower stall”. A
48” minimum width is listed. What is the minimum length? Do you want to retain the same number of showers despite the size increase in the same amount of space?
RESPONSE: The contractor shall design the new showers based on their professional

88. Reference page 8 of 27 in Exhibit 1: It may not be possible to furnish floor or wall tile that is an exact match to the existing tile, since the existing tile was manufactured about 7 years ago. Is this acceptable? Is there a Dover AFB design guide for interior finish paints & materials?
RESPONSE: If the existing tile is not currently available the contractor shall best match the existing tile.
89. Since the existing HVAC system is not being replaced under this scope of work, HVAC load calculations will not be provided. Is this acceptable?
RESPONSE: RESPONSE: The designer shall use their professional knowledge to determine if this is applicable to this task order.
90. Do you have a standard sheet title block that can be provided?
RESPONSE: Dover AFB’s standard title block will be uploaded to FedBizOps.
91. Typically we are requested to give a professional estimate along with our estimating spreadsheet as a backup for the cost and use our basic knowledge of the MEP without actually engaging the
Engineers to design or analyze the systems. Given that this is due on March 15th it is also a highly compressed time frame. I respectfully request that the Proposal requirements be amended.
RESPONSE: This paragraph is not referring to subcontractors that you intend to use, rather it refers to past performance. If you intend to submit projects for past performance evaluation and they include subcontractor performance, the subcontractor must give their consent for their performance information to be released.
92. What type of equipment is place now, i.e. air handler- is it a hot/cold water system?
93. What type of dehumidify system?
94. Is this a split system (HVAC)?
95. What type of roof material is there?
96. What are the voltages on the existing systems?
97. They call out for Trane tracer controls network, but we can do the same platform with Johnson controls. Are they set on the use of Trane or can we use the equivalent?
RESPONSE: All HVAC controls provided must be Trane Tracer.
98. In section 7.2/Base Bid Scope Items/HVAC: It states that there is a constant bad odor in the men's locker room and restroom. This is most likely due to the existing floor drain trap becoming dry. There is no requirement is the scope of work to install a trap primer in this drain, so, the odor will probably remain after construction is complete. For bidding purposes, should we figure on putting a trap primer in this drain? It would require some additional demolition, masonry and ceramic work.
RESPONSE: The installation of trap primers on the existing floor drains shall be included in this scope of work.
