Responses to Questions 27 February 2012

13. Can additional mechanical, plumbing, electrical, fire protection and site dwgs be supplied for the renovation area as well any hanger areas that are involved in the same system? Can these as well as the current dwgs be provided as electronic CAD files?

RESPONSE: Additional facility drawings will not be provided.

14. Are the ceilings intended to be reinstalled at a height of 8’? If we change the ceiling heights can we take the suppression system out of service for the required head adjustments?

RESPONSE: The new ceilings shall be installed at the same elevation as the existing.

15. Are you willing to consider extending the due date of the solicitation responses? Specifically, the Past Performance Surveys are to be received 14 days before the due date, which is March 1st.

RESPOSE: At this time we are not going to extend the solicitation due date.

16. Are there other TOs already identified and are they funded?

RESPONSE: Yes additional task orders are identified but they are not currently funded.

17. Is Base Civil Engineering currently aware of drainage problems?

RESPONSE: The Base CE is not currently aware of any sanitary drainage problems in facility 711.

18. The restrooms are shown to be brought up to ADA code and the partitions are shown to remain.

There is a bottleneck in the women’s room at the enclosed column that does not meet ADA code.

What is BCE’s intent?

RESPONSE: It is the governments understanding that the reduced travel way in the women’s room is in compliance with ABA Accessibility Standard for Federal Facilities Section

403.5.1. It is not the government’s intent to revise the overall layout of these restrooms however all new work performed under this scope of work shall be incompliance with ABA standards.

19. Will there be a designated lay-down area for equipment and materials?

RESPONSE: A designated lay-down area will be determined after award. The government will ensure that the contractor is provided with a minimum 40’x40’ lay-down area within 150’ or the building entrance (the entrance used during site visit).

20. Can a site plumbing detail be provided for access to the temporary restroom facility?

RESPONSE: A plumbing site plan will not be provided. The temporary restroom must be stand alone (not connected to the base sanitary system) and emptied as required as part of this contract.

21. What requirements are in place for delivery of materials, equipment, etc. into this area?

RESPONSE: There are not special requirements for the delivery of materials & equipment to this project site. The contractor will be able to receive deliveries at the project site as long as the current roadways and parking lot can support them.

22. Are we responsible to supply storage and labor to remove user’s furniture during the renovation?

RESPONSE: As per Section 7.2 of the project Scope of Work “All lockers, benches, seats, etc. shall remain as part of this project. The contractor is responsible for protecting and/or storing these fixtures during construction.”

23. The past performance questionnaires are geared towards construction specific work. They would not be functional for design only projects for past performance contribution on the part of our AE partner.

RESPONSE: The MACC will not be used as a design only contract, however we do intend to add design questions to the questionnaire. (Amendment to follow). We will contatct anyone that has already submitted a questionnaire to complete these additional questions.

24. What is BCE’s intent for demolition and construction if mold is found during demolition?

RESPONSE: Issues such as this (when and if encountered) will be dealt with on a case by case basis.

25. Exhibit 1 of the RFP, paragraph 4.2 states that the Final Design Completion is 90 days from NTP. Paragraph 7.2 states that the Contractor will conduct a Design Charrette, a 50% design review submittal, 100% design submittal, and a Final design submittal. Please clarify that all these submissions are required as part of the Seed project.

RESPONSE: These submissions are required as part of this seed project. It is the government’s expectation that these meetings will take place after the project is awarded to a single contractor.

26. Exhibit 1 of the RFP, paragraph 7.2, Base Bid Scope Items states under (HVAC) that the contractor is to evaluate the existing HVAC system to determine if it meets current ventilation requirements. This evaluation shall include but not be limited to system air flow measurements performed by a certified TABB agent. Since this cannot be accomplished until after award, please clarify that this “evaluation” is the extent of the scope of work for the Seed project, and that if the existing system is found not to be in compliance that any additional work to the system will be considered a changed condition to the contract.

RESPONSE: It is the intent of this project to perform the work identified in Section 7.2 of the provided scope of work. This work does include the evaluation of the existing renovation area HVAC system (to be performed after award). The results of this evaluation will help the government identify if a larger HVAC renovation project is needed. It does not include the replacement of the existing AHU.

27. Exhibit 1 of the RFP, paragraph 7.2, Base Bid Scope Items states under (Electrical) that the contractor is to provide power to the new lighting fixtures from the existing branch circuits if the existing branch circuits are sufficient. Please clarify for bidding purposes if the Contractor is to assume that the existing branch circuits are sufficient. This cannot be determined until after award.

RESPONSE: Bidders should assume that the existing branch circuits are sufficient.

28. Exhibit 1 of the RFP, paragraph 7.2, Base Bid Scope Items states under (Break Room) that the existing break room cabinets, counters, and island shall be replaced with new durable fixtures.

This paragraph does not define the type or level of quality required to meet the requirements of the RFP nor do guides FA4497-12-R-0002 Attachments 2 & 3 define the furniture requirements.

Please clarify for bidding purposes if the intent of the RFP is to replace in kind.

RESPONSE: The RFP requires that the cabinets be “durable”. The government’s intent is for the contractor to provide commercial grade, metal frame, laminate finished cabinets. These cabinets should be scratch and dent resistant. Residential grade cabinets are not acceptable. Cabinets similar to Smart Cabinets Providence Series or approved equal.

29. Can the native CADD drawings be provided of the pdf drawings provided as part of the RFP?

RESPONSE: Yes, CADD drawings will be uploaded.

30. Part III of the RFP states to provide no more than 10 of the most relevant contracts performed.

Please clarify if multiple task orders completed under one task order type contract counts as one

(1) contract.

RESPONSE: The contractor may choose to consider all task orders as one contract or as individual, however if they are submitted indiviually, the two page limit applies and counts toward your ten project limit.

31. Does the project time of 180 total days on the seed project include time which the Government is reviewing a submission?

RESPONSE: The time is all inclusive.

32. Preparing a 35% design during the proposal stage without client input could be difficult.

Typically conceptual drawings are prepared as part of the proposal submission and then after award of the seed project, a design meeting is held with the base to discuss the base’s needs and align expectations for the project. A survey is also performed in coordination with this meeting.

Then the 35% design is prepared that includes information from this meeting with the base and the survey. Would the government please consider requiring a concept design submittal at the proposal stage instead of the 35% design?

RESPONSE: A conceptual design submittal is not acceptable. The provided submittal must be a complete 35% design submission. The bidders should use their professional knowledge and experience to develop the 35% design submission.
