33. Who are the current contract holders of the existing contract?
RESPONSE: There is no existing contract.
34. Section L, PART II – TECHNICAL PROPOSAL is to include drawings, concept description, specification index and calculations. The concept description is to be presented in a bound 8-1/2” x
11” format. Is there a page limit for the concept description?
RESPONSE: There is no page limit for the concept description.
35. Consideration for team qualifications such as design staff qualifications, construction staff qualifications, and working relationships of team members are not mentioned in Section M -
Evaluation Factors for Award. Where should the introduction to the team and their qualifications be included in the proposal? If included, will this information be evaluated?
RESPOSE: Section L, paragraph C(3)(b) states: “The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.”
36. Is Dover Air Force Base using, or adopting in the future, the “Rapid Gate” security/base access pass system?
RESPONSE: There are no plans at this time to implement the “Rapid Gate” system.
37. Section L, paragraph C (1)(b) states, “Contractors shall include the proposal price on Appendix 3 to the Statement of Work, rather than in Section B, Supplies/Services.” Does this mean we ignore item
0001, 1001, 2001, 3001 and 4001? If we do not ignore them, what goes in the blank spaces?
RESPONSE: Leave the Line Items in Section B blank.
38. What are the specific user requirements for the break area?
RESPONSE: The break area is utilized as the break room for the employees working in building 711. There are typically 15-20 people in this space during break periods throughout the day. All existing furniture (e.g. tables, chairs, shelving, refrigerators, etc.) located within this space is to remain or be replaced with new by the user. The designers should use their professional knowledge to develop a plan that optimizes the use of this space.
39. Can the temporary restroom facility be placed to the right of the construction entrance in the designated motorcycle parking?
RESPONSE: The temporary restroom locations will be determined after award but all must be located within 100’ of the building entrance (the entrance used during site visit).
40. Are parking spots available for construction personnel during construction? If not, where is the nearest lot that can be used?
RESPONSE: Construction personnel will not be allowed to park in the building 711 parking lot. The project contractors will be allowed to park in a designated parking lot adjacent to
Bldg. 610 (See attached .pdf. for details).
41. Can we be provided additional time to submit the past performance questionnaires?
RESPONSE: Amendment 0001 changes the Past Performance Questionnaire (PPQ) due date to match the proposal due date. It also adds a modified PPQ. Please disregard the previous PPQs, as they cannot be deleted from FedBizOps.
42. Section L, paragraph C(3)(b) of the RFP states to provide relevant contracts that include “services as described in the solicitation” that are similar in magnitude and complexity. The RFP defines magnitude and complexity, but does not define the type of services beyond work of multiple disciplines in general construction categories for facilities. Section M, Paragraph F states that the government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this RFP. In order to provide the most relevant contract information to meet the needs of this contract, please clarify the type of facility work and if it is for renovations or new construction?
RESPONSE: Section L, paragraph C(3)(b): “Relevant contracts include performance of the services described in the solicitation that are similar in magnitude and complexity.”
Any projects utilizing multiple disciplines in general construction categories for facilities that most closely meet the definintions for magnitude and complexity will be considered the most relevant.
43. In PART II (a), (b), and (i) it describes a 35% design submittal to include a title sheet, site plans, floor plans, appropriate architectural, civil, structural, mechanical, and electrical plans, elevations, sections, and details clearly and completely depicting all existing conditions specifically required for the project to be complete. Do we have to provide actual completed, engineered drawings as part of this proposal or just the pricing that it would be to perform this work?
RESPONSE: The contractor is required to submit a complete 35% design as part of their bid package.
44. What CADD platform will be required for the design drawings, AutoCAD, Revit or Micro-station?
RESPONSE: AutoCAD
45. The vestibule area connecting to the Women’s Restroom, Break Room and Lockers does not meet ABA guidelines. Does this contract include the work to meet ABA.
RESPONSE: See response to Question 18.
