Responses to Questions 17 February 2012
1. Clause 52.236-27 states that organized site visits have been scheduled for 22 and 28 February. Will these two conferences be identical in content?
RESPONSE: The content of both organized site visits will be identical, with the exception of particular questions attendees may ask. Minutes of both Pre-Proposal Meetings/Site Visits will be posted to FedBizOpps. Any questions and the government's responses will be included in these minutes.
2. Section L, C.3.(b) Part III-Past Performance Information states that the offeror shall “Provide a list of no more than ten (10) of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years.” No instructions are provided as to submission requirements for the designer vs the general contractor/offeror. Is the general contractor/offeror to provide up to ten AND the designer to provide an additional up to ten?
RESPONSE: Solicitation Section L, Proposal Instructions, paragraph C, 3(b) sets a limit of ten relevant contracts for each offerors' Part III Past Performance Information portion of their proposal. Paragraph c, 3(b) also states " . . . evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement . . . ". It will be up to each offeror to decide whether to include contracts from their designer or other subcontractors, and if so, how many of these contracts to include, among the ten relevant contracts submitted in their Part III Past Performance Information.
3. Section L, C.3. (b) Part III-Past Performance Information states “Furnish the following information for each contract listed: (i) Company/Division Name, (ii) Product/Service,” etc thru (ix). Forms were not provided for submission of such data, such as Corporate Experience or Relevant Experience Form as generally known. Is the offeror to submit information requested in (ii)-(ix) in a format of their own devising? If yes, shall such form be submitted for each project for which a Performance Survey is submitted?
RESPOSE: There are no forms included in the solicitation for use in preparing your Part III- Past Performance Information. Offerors should submit this information in their own format as long as it provides the information requested in Proposal Instructions, paragraph C, 3(b) and complies with the guidance and limitations stated in Section L Proposal Instructions, paragraph D.
4. For the Past Performance Surveys, if we have questionnaires that have previously been completed by the contracting agency representative, can we submit them in place of Attachment 6? Or do they need to complete and submit Attachment 6?
RESPONSE: We request that the Past Performance Survey (Attachment 6) be completed and returned to us by the individual or company completing the survey so that all candidates are evaluated on the same information.
